The standards and zones (set out in Amendment C125 to the Monash Planning Scheme) were adopted by Council at its 28 February meeng and will now be sent to the Planning Minister for approval. Mayor Rebecca Paterson thanked the community for helping Council develop the final amendment, which was put through extensive community consultaon over nearly two years. Several changes were made along the way, in response to community feedback and the recommendaons of an independent planning panel. “By introducing these stronger development standards, Council is protecng the liveability of Monash for many years to come,” Cr Paterson said. “We are acng to protect what has made Monash such a sought aſter place to live in the first place." Some of the new measures include: A five metre setback at the rear of properes in many parts of Monash (including the General Residenal zone and the Neighbourhood Residenal zones near Monash's creeks). This setback will provide space between back fences and houses for trees and gardens. The rear setback will be seven metres for properes that abut Damper, Scotchmans and Gardiners Creeks. Council withdrew the original proposal for a five metre rear setback last year, but it has been reinstated on the advice of the planning panel. Once approved by the Minister, the rear setbacks will apply to new single dwellings as well as mul-unit developments, reducing the impact that large homes are having on neighbours; Reducing the maximum amount of coverage that buildings can have on a site from 60% to 50% in the General Residenal zone and in the Neighbourhood Residenal zone along the Dandenong Valley Escarpment, and to 40- 45% in areas near the Damper, Scotchmans and Gardiners Creeks; (cont'd on page 5) Protecting Monash’s ‘garden city’ character www.monash.vic.gov.au

Council has adopted stronger development standards and new residential zones, to protect Monash’s ‘garden city’ character.

Thestandardsandzones(setoutinAmendmentC125totheMonashPlanningScheme)wereadoptedbyCouncilatits28FebruarymeetingandwillnowbesenttothePlanningMinisterforapproval.

I know many, many local residents are relieved and delighted that Council has introduced stronger protections against overdevelopment in our neighbourhoods (page 1).

Thisisjustthestartofourworkinthisspace.AtitsFebruarymeeting,CouncilalsodecidedtoadvocatetotheStateGovernmentforchangestotheregulationsthatguidesingledwellings.

Singledwellingsonlyrequireabuildingpermit,whichcanbeissuedbyaprivatebuildingsurveyor,soCounciloftenhaslittlesayinwhatisconstructed.WiththesizeofsomeoftheMcMansionsbeingbuilt,asingledwellingcanoftenhavemoreimpactonneighboursthanamulti-unitdevelopment.Yetmulti-unitdevelopmentissubjectedtoafargreaterlevelofscrutinyandthecommunitygetstohaveitssayonproposedplans.

TherearsetbacksthatCouncilhasjustadoptedshouldgosomewaytoprovidingmorespaceandseparationbetweendwellings.However,ifwearereallygoingtoensurethatsingledwellingsarerespectfuloftheirsurrounds,theStateGovernmentwillneedtochangeitsResCoderegulations.

Keeping Monash moving Council has developed a 20-year strategy to ensure that as Monash’s population grows, our area remains an accessible and vibrant place with sustainable transport choices.

Withourfirst-everIntegratedTransportStrategy,Councilisaimingtoaddressissueswhichcanimpactontheliveabilityofourarea,includingtrafficcongestionandcompetingdemandsforlimitedon-streetparking.Weaimtoreducetheneedforcartravelbyencouragingmoresustainabletransport(walking,cyclingandpublictransport)andfacilitatinggreaterintegrationbetweendifferentmodesoftravel(train,bus,cyclingetc).

Some of the specific actions which Council has committed to in the strategy include:

Increasingthefundingweallocateforupgradestothecyclingnetworkbyatleast10%peryear(fromabaseof$515,000in2015/16);

AdvocatingtotheStateGovernmentforanextensionofthetrainlinefromHuntingdaleStationtoRowville(withtrainstationsatMonashUniversity’sClaytoncampusandinMulgraveandWaverleyPark);

AdvocatingtotheStateGovernmentforcompletionoftheWestallRoadextension(removingalargeproportionofheavyvehicleandfreightmovementfromlocalroadsincludingBlackburnRd);

Advocatingforareviewofthebusnetworktoidentifywherenewroutescouldbeintroducedandwherechangescouldbemadetoprovidemoredirectroutes;

WorkingwithVicRoadstoprovidemorepedestriancrossingswithtrafficlightsalongarterialroadssuchasPrincesHwy.

Morethan400communitymembersprovidedtheirideasandviewstohelpinthedevelopmentofthestrategy.

Concern about spike in homelessnessMayor Rebecca Paterson will meet with Melbourne Lord Mayor Robert Doyle this month, to discuss an increase in homeless people in Monash.

ReportsofpeoplesleepingroughinMonashhaveincreasedsincelastDecember,withCouncilstaffhavingtriedtoassistabout13peoplesleepingroughoverthepasttwomonths.

WebelievethatsomeoftheseroughsleepersmayhavemovedtoMonashfromtheCBD.Manyofthesupportservicesforhomelesspeoplearebasedintheinnercity,soroughsleeperswhoarriveinMonash

fromotherareasfacesignificantchallengesinaccessingsupport.TheirlastresidentialaddressdeterminesthelocationwheretheycangetsupportsoiftheylastlivedinaresidentialaddressinStKilda,theyhavetoaccessservicesthere.

ItismyferventhopethatduringmytimeatCouncil,IcansomehowcontributetotheincreasedliveabilityofnotonlytheMulgraveWard,butindeedMonashasawhole.Iamafirmbelieverthatimprovementstoopenspaceandrecreationfacilitiesarevital,ifweareseriousaboutMonashcontinuingtobeagreatplacetolive,workandplay.

Far from the leafy, garden city of Monash, I grew up as one of nine children in a little West Footscray house (the same house where Mum and Dad still live). So it was quite a transformation when my wife and I moved to Wheelers Hill, right in the heart of the Mulgrave Ward, in 2002. My family and I have grown to love this area and community.

Shane (with Shelby and Hannah from Waverley Park Hawks) is a strong supporter of girls having sporting opportunities.

Trial on dumped rubbish

Council will soon begin trialling a different approach to dumped rubbish, aimed at changing behaviour so less dumping occurs.

Atthemoment,Councilremovesdumpedrubbishfrompublicareaswithin24hoursofitbeingreportedtous.

Duringthetrial,wewillinsteadtapedumpedrubbishandwritetoallpropertiesintheareaofthedumpedrubbish,remindingpeoplethatitisillegaltodumprubbishandrequestingassistancewithourinvestigationintowhodumpedtherubbish.Wewillthenwaitup to five daysfortherubbishtoberemoved.

Weexpectthatmanyofthepeoplewhohavedumpedrubbishwillchoosetoremovetherubbishwithinfivedays,ratherthanriska$500fine.ThishasbeentheexperienceinmanyotherVictoriancouncilareas,whichiswhytapingdumpedrubbishandfollowingitupwitheducationandenforcementisseenas‘bestpractice’inchangingbehaviour.ItmayalsocutCouncil’scosts.If50%ofthedumpedrubbishinMonashisremovedwithinfivedays,itisestimatedthatCouncilwillsaveabout$30,000peryear(indisposalandpickupcosts).

Marriage equality At its February meeting, Council voted to support residents and employees who are advocating for marriage equality.

WewantourresidentsandemployeestoknowthatCouncilbelieveseverypersonisentitledtoequalopportunitiesinlife.

AtitsFebruarymeeting,CouncilresolvedtoestablishtheMonashCommunitySafetyInnovationBoard,whosememberswillincludetwoseniorrepresentativesofVictoriaPolice,seniorrepresentativesoftheDepartmentofJusticeandMonashUniversity,andfromCouncil:MayorRebeccaPaterson,CrGeoffLakeandCEOAndiDiamond.

Theinitiativehasbeenpromptedbymanyresidentssayingthattheydon’tfeelsafeinthelocalcommunity.Yet,Monashisgenerallyasafeplacetolive.Forexample,Monashhasthe68th lowestnumberofreportedviolent

offencesofMelbourne’s79localgovernmentareasandthe67th lowestnumberofreporteddrugoffences.Despitethesestatistics,manylocalpeoplearefearfulofcrimeandthisisaffectingtheirqualityoflife.

TheBoardwillspendaboutsixmonthsresearchingtheissuesanddevelopingrecommendationsforaninnovativeapproachwhichimprovessafetyon-the-groundwhilealsotacklingunfoundedfears.
