Dear colleague,
Welcome to National Security Summit, a premier international summit aimed at strengthening security operations in the Middle East. The meeting will bring together local and international stakeholders that are responsible for homeland security in the region and abroad.
With the recent growth of terrorist groups in specific regions of the Middle East and Africa, countries are now analysing and evaluating their current operations and asking how they can improve their state security. But terrorism isn’t the only threat in the region. Law enforcement authorities are also looking for efficient ways to mitigate drug trafficking, human trafficking and cyber terrorism.
Overview:
The GCC keeps on building its counterterrorism and narco-terrorism capacity and strengthening its international counterterrorism cooperation. In recent years, regional governments have improved their border security measures and renewed their efforts to counter terrorist financing. There has been an incredible effort from regional authorities to share critical information, create infrastructure and increase situational awareness to ensure the safety of the population. But these are not the only threats that are a current menace to homeland security. The summit will focus on different topics that need to be discussed, such as:
Law enforcement and border security
The UAE government is still focused on combating terrorism offences and has been very specific outlining illegal activities and issuing corresponding punishments. The State Security Directorate in Abu Dhabi and the Dubai State Security share principal responsibility for counterterrorism functions. Specialised law enforcement units exist that have advanced investigations, crisis response, and border security capabilities.
These specialised units are properly equipped and supported with relevant training.
Also, in recent years, the UAE initiated the use of biometric systems by using retina scanning devices at international airport arrival terminals. But are these measures enough to secure our borders?
Growth of terrorism in the Middle East
Countering radicalisation to violence and violent extremism: To prevent violent extremist preaching, the UAE works to keep its education system free of violent extremist influences, and it has emphasised social tolerance.
But with the growth of the ISIS in Iraq and Syria, the GCC governments now need to look at new alternatives and strategies to secure the safety of the population. What are the best alternatives to ensure the well-being of civilians and assets in UAE and the rest of the Gulf?
Preventing the Middle East from becoming a hub for drug and human traffi cking
The GCC countries continued to maintain a strong narco-terrorism relationship with the United States and supported enhanced bilateral cooperation to prevent drugs coming into the country. But with the new threat of drug-smuggling coming from new regions in the world, it is now necessary to look at new solutions and make new partnerships. National Security Summit will bring together senior representatives from South American narco-traffic task forces to discuss strategies to tackle this recent menace.
Cyber security
Cyber security has been an increasing concern during the last decade. This faceless enemy can operate from different regions in the globe and attack institutions and organisations. The UAE has a cybercrime law criminalising the use of the internet by terrorist groups to “promote their ideologies and finance their activities”. The UAE government is also implementing security strategies to secure assets and protect individuals.

The National Security Middle East Awards are given to law enforcement and government professionals who have demonstrated either a long career dedicated to public sector excellence or who have just recently engaged in work so remarkable that the ‘game’ has been changed.
Awards are followed by either an acceptance speech or lecture dedicated to the subject of the recognition award.

PAYMENT• Payment is due in full at the time of registration and includes lunches, refreshments and detailed conference materials. Payment prior to conference is mandatory for attendance.
• Your registration will not be confi rmed until payment is received and may be subject to cancellation.
• If a booking is received 10 working days before the conference a credit card number will be required to confi rm your place, likewise if full payment has not been received before the conference date.
• A US$100 processing charge will be applied to all registrations not accompanied by credit card payment at the time of registration.
• Any respective payment charges to be borne by the payer. Please ensure that IQPC receives the full invoiced amount.
DISCOUNTS• All ‘Early Bird’ Discounts require payment at time of registration and before the cut-off date in order to receive any discount.
• Any other discounts offered by IQPC (including team discounts) require payment at the time of registration.

CANCELLATION, POSTPONEMENT AND SUBSTITUTION POLICY• You may substitute delegates at any time by providing reasonable advance notice to IQPC.
• For any cancellations received in writing not less than eight (8) days prior to the conference, you will receive a 90% credit to be used at another IQPC conference which must occur within one year from the date of issuance of such credit. An administration fee of 10% of the contract fee will be retained by IQPC for all permitted cancellations.
No credit will be issued for any cancellations occurring within seven (7) days (inclusive) of the conference.
• In the event that IQPC cancels an event for any reason, you will receive a credit for 100% of the contract fee paid. You may use this credit for another IQPC event to be mutually agreed with IQPC, which must occur within one year from the date of cancellation.
• In the event that IQPC postpones an event for any reason and the delegate is unable or unwilling to attend on the rescheduled date, you will receive a credit for 100% of the contract fee paid. You may use this credit for another IQPC event to be mutually agreed with IQPC, which must occur within one year from the date of postponement.
• Except as specifi ed above, no credits will be issued for cancellations. There are no refunds given under any circumstances.
• IQPC is not responsible for any loss or damage as a result of a substitution, alteration or cancellation/ postponement of an event. IQPC shall assume no liability whatsoever in the event this conference
is cancelled, rescheduled or postponed due to a fortuitous event, Act of God, unforeseen occurrence or any other event that renders performance of this conference impracticable, illegal or impossible. For purposes of this clause, a fortuitous event shall include, but not be limited to: war, fi re, labour strike, extreme weather or other emergency.
