Procedure to Make Changes to the
Halibut Catch Sharing Plan (CSP)
• Process to implement changes for 2018 fishery:
– Early August: ODFW solicits public input
– September 13-18, 2017: PFMC preliminarily adopted changes for 2018 for further public comment (Boise, ID) www.pcouncil.org
– Late Sept-Early Oct: ODFW solicits public input on specific proposals forwarded by PFMC
– November 14-20, 2017 : PFMC adopts final changes for 2018 fishery (Costa Mesa, CA) www.pcouncil.org
– January 22-26, 2018: IPHC Annual Meeting, catch limits set (Portland, OR) www.iphc.int

Allocation Proposals
• None of the allocation proposals discussed at the June council meeting were approved
• No allocation changes for 2018

Columbia River Subarea
• Proposal from Washington anglers to change the number of days open in the all-depth fishery– Currently: open Thursday through Sunday
– Proposal: open Thursday, Friday, and Sunday. Saturday would be closed

Rationale:
– The all-depth fishery, 4 days/weeks only lasts until early June
– By reducing one weekend day per week, the fishery may last longer into June, or possibly July
– Likely the same total number of days open, just spread out more
– Complicates regulations by having open two days, closed one day, open one day, closed three days.

• Proposal to split the Central Oregon Coast Subarea into 2 sub-areas– Split would be at the
Florence north jetty

• Allocation Options for the new areas
– Option a: based on 2012-2016 average landings
• 91% N; 9% S
– Option b: based on 2012-2016 average effort
• 92% N; 8% S
– Option c: same as the previous split (1995-2003)
• 93% N; 7% S

Rationale:
• requested by anglers from Coos Bay and Bandon almost every year
• Had been in place 1995-2003– In 2003 anglers asked to have merged again
• Would like to be managed separately from more popular ports– “Newport takes all the fish”
– “weather is different, can’t get out as often”
• Will make regulations more complicated, as another area will be added

• If split into 2 separate subareas, season structures would remain the same as current Central Oregon Coast Subarea– Could change in future
– Spring All-Depth• Opens 2nd Thursday in May, every Thurs-Sat; weeks
can be skipped to avoid adverse tides
• Fixed dates chosen preseason
– Summer All-Depth• Opens 1st Fri in August, open every other Fri-Sat
– Nearshore• Opens June 1, seven days per week
