    Theseconceptshaveledtothedevelopmentandevolutionofwebbasedcommunitiesandhostedservices,suchassocialnetworkingsites,wikis,blogsandfolksonomies.

    ThetermbecamenotableafterthefirstOReillyMediaWeb2.0conferencein2004.

    Althoughthe

    term

    suggests

    a

    new

    version

    of

    the

    World

    Wide

    Web,

    it

    does

    not

    refer

    to

    an

    update

    to

    anytechnicalspecifications,buttochangesinthewayssoftwaredevelopersandendusersusewebs.

    ThefirstdecadeofegovernmentwasaboutmovingservicesonlineandcreatingasinglewindowaccesswherecitizenscouldvisitoneWebportaltofiletheirtaxes,renewadriverslicenseorreviewtheirSocialSecurityaccount.Itsnolongersufficienttosimplyprovideonestopshoppingforgovernmentservices.Singlewindowservicesconstituteonewayinformationflowstothecitizen.

    Withthe

    new,

    function

    rich

    infrastructureofWeb2.0,

    governmentnolongerneedsto

    workonitsowntoprovidepublic

    value.

    TheWebprovidesamechanismforcollaborationbetweenanycombinationofpublicagencies,theprivatesector,communitygroupsand

    citizensthereby

    providing

    greater

    value

    and

    lower

    cost

    to

    the

    customers

    of
