DFC Update 5C continues to work on the DFC grant initiatives in the Clayton Ridge Communities. This five year opportunity will focus on youth alcohol and tobacco use within the school district.

An integral part of the National Council on Alcoholism and Drug Dependency, inc (NCADD) Alcohol Awareness Month is Alcohol-Free Weekend, which takes place on the first weekend of April to raise public awareness about the use of alcohol and how it may be affecting individuals, families, businesses and our communities. During Alcohol-Free Weekend, NCADD extends an open invitation to all Americans to engage in three alcohol-free days. Those individuals or families who experience difficulty or discomfort in this 72-hour experiment are urged to contact local NCADD affiliates, Alcoholics Anonymous (AA) and Al-Anon to learn more about alcoholism and its early symptoms.

“Hidden in Plain Sight” is an educational exhibit which has been developed by the following Clayton County Community Partners: 5C Coalition, Clayton County Sheriff’s Department, Family’s Helping Hand, The City of Elkader, and Substance Abuse Services for Clayton County. The interactive display allows adults to participate in a “mock teenager’s bedroom” where they try to locate indicators of substance abuse. Following a time to investigate the scene, law enforcement officers provide an educational presentation about what they found…or didn’t. Items for the demonstration have been gathered, but we want to make the exhibit even better! Our goal is to make the “Hidden in Plain Sight” a mobile exhibit. To accomplish this, we are seeking funds to obtain a cargo trailer where the entire exhibit can be stored and transported to events throughout Northeast Iowa.
This is where you can help! We are in need of financial donations to enable us to purchase a trailer for the exhibit. Our goal is $2500.00 for the trailer which will be stored and maintained at the Clayton County Sheriff’s Office.
The mobility of “Hidden in Plain Sight” will enable many more people to participate in the event. It will expand adults’ knowledge of substance abuse indicators and trends, and will grow conversations in communities between law enforcement, community partners and residents about local needs. The exhibit would be available for a variety of situation and mobility would allow the exhibit to be taken, completely, throughout Northeast Iowa. Your donation toward this unique project is appreciated. Your willingness to support this endeavor will allow you to share in the growing awareness and education of communities regarding substance abuse.

Here are the strategies 5C will be working to implement under
IPFS:
IDPH Media Campaign
The media campaign will utilize
messaging that highlights what is at
stake if youth should choose to drink
alcohol. The message image, “What
Do You Throw Away”, will be in a
variety of media forms (posters,
radio ads, movie theater ads, screen
savers, popcorn bag stickers, etc.). If
you have a suggestion on how we
could reach more youth, please let us
know!
Apply Appropriate Penalties to Minors in Possession of Alcohol
Knowing the juvenile referral system is a complicated system
so through this strategy, we plan to improve communication
between all parties involved (youth, parents, law enforcement,
juvenile court services, medical, and schools) and to help the
public understand the laws in place for youth to face the
consequences for their actions.
Enforce Impaired Driving Laws
5C will be working mainly with law enforcement for this
strategy to implement saturation patrols and safety
checkpoints. Both of these programs will raise awareness to
making healthy and safe decisions when driving on land or
water.

Know the Facts Nowadays, drugs come in all
shapes, forms, and street names. Knowing what you are up against is half the battle. Being strong to say no and the confidence to stand up for yourself is another part. Click HERE for a friendly site to know

Iowa Partnerships for Success (IPFS) Update
The SPF Process (Strategic Prevention Framework) is an innovative approach
to map an organization’s steps for assessing the needs and resources, maintaining and building capacity,
planning how to make change, implementing the planned change, and
evaluating each step of the way.
Sustainability and cultural competency are two concepts that need to be
addressed throughout the process.
Social Host
While the Iowa does have a state law
regarding social host, 5C plans to
address local concerns. Through this
strategy, 5C will increase the awareness
and knowledge of community members
of the social host law and ensure the
definition of a social host meets the
needs of the county.
LifeSkills
LifeSkills is a curriculum-based program
conducted in the schools to address
kids’ resistance skills in drug, alcohol,
and tobacco use, and also effectively
supports the reduction of violence and
other high-risk behaviors in youth. 5C
will be working with area schools to
implement this program.

As announced in our Oct.-Dec. 2015 Newsletter--
5C Coalition, along with the fiscal partner
Substance Abuse Services for Clayton County,
received a Drug Free Communities (DFC) Grant in
the amount of $125,000 to serve the
Communities of the Clayton Ridge District!
With the help of community leaders in the
Clayton Ridge Communities, 5C applied for the
DFC Grant to address youth alcohol and tobacco
use within the district. Rates for past 30-day use
in alcohol and tobacco have been consistently
higher than any other drug at Clayton Ridge and
this grant will help address these issues over the
next five years.
Purpose of the DFC Program
The primary purpose of the DFC program is to:
1. Establish and strengthen collaboration among communities, public and private non-profit agencies; as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance use among youth.
2. Reduce substance use among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

DFC (Drug Free Communities) Grant
Update
HELP WANTED - Project Coordinator for Drug
Free Communities Support Grant.
Coordinator will engage individuals and
organizations in all the communities included in
the Clayton-Ridge Community School District in
implementing an action plan relating to underage
substance use. Coordinator will need to work
closely with 5C Coalition, youth, parents, and
school personnel. Applicants must be able to
work individually and with groups; be purpose
driven and solution oriented; have excellent
verbal and written communication
skills. Coordinator will be responsible for leading
community meetings, completion of reports and
meeting grant requirements. Knowledge of
substance abuse related issues and the Clayton-
Ridge School District preferred. This is a full time
position with long term potential which will
require the ability to work flexible hours,
including evenings, weekends, and travel. Salary
