Without Congressional Action…

On October 1, 2012, USDA must update its “rural” definition with 2010 Census data. As a result 923 rural communities will no longer be eligible for USDA Rural Development funding.

To be eligible, these communities must fall within the original—and very restrictive—definition, which limits eligibility to only those communities:• (1) with a population less than 20,000, and • (2) that are not located in a metropolitan statistical area

(MSA).

Impacted Communities

According to USDA, 923 rural communities will no longer be eligible for USDA Rural Development funding after October 1.

• 365 will lose eligibility due to population size;• 483 will lose eligibility due to the expiration of the

grandfathering clause; and• 78 non-grandfathered communities will lose eligibility due to

the MSA restriction.

Farm Bill Provision

Sen. Nelson (NE), Johanns (NE), Moran (KS) and Johnson (SD)., have sponsored language (Sec. 12207) to:

(1) Extend the grandfathering clause until the 2020 Census; and

(2) Increase the population limit to 35,000.

Senate Appropriations Provision

The Senate Appropriations bill includes language (Sec. to extend eligibility for all communities that are currently eligible under the “rural definition” for 1 year.
