CITY OF RENTON CLASS TITLE: HUMAN RESOURCES MANAGER (HR-2464) BASIC FUNCTION: Under the direction of the Human Resources & Risk Management Administrator, organize, coordinate and direct the development, implementation and day-to-day administration of human resources policies, programs and projects; perform professional duties involving recruitment, selection, testing, classification analysis, compensation and benefits administration; advise departments concerning a variety of human resources matters such as policy implementation, the selection process and classification and compensation; act for the Administrator as required. REPRESENTATIVE DUTIES: * Organize, coordinate and direct the development, implementation and day-to- day administration of human resources programs and projects. * Perform or direct the performance of a variety of professional human resources duties involving recruitment, selection, testing, classification analysis, compensation and benefits administration; advise departments concerning human resources matters such as policy implementation, recruitment and selection, classification and compensation, and related issues. * Conduct or direct the conduct of job analysis and classification studies and recommend appropriate position classification; collect, review and analyze position information and present classification recommendations or coordinate and direct a member of the staff in this procedure; prepare or direct the preparation and revision of class specifications. * Research and analyze salary data and make recommendations on wage and salary administration; design and conduct salary surveys and compensation studies and analyze compensation data; provide information to other agencies and jurisdictions. * Consult with department representatives and prepare or direct the preparation of recruitment and selection programs, including written tests, practical examinations and interview questions; serve as a member of interview boards as necessary. Conduct research and draft human resources policies, procedures, programs and systems for administrative review; design and conduct special projects and studies or take a lead role in organizing and coordinating a team of staff in the preparation of special projects and studies as assigned. Coordinate and participate in various training sessions, workshops and classes for individuals and employee groups.

Respond to inquiries regarding human resources issues such as benefit plan

provisions, employment laws, and City policies and procedures.

Conduct research and analyze data in preparation for collective bargaining; calculate

the costs/savings of proposals made in collective bargaining meetings; prepare and

maintain complete and accurate records of collective bargaining meetings; assist theAdministrator with other labor relations issues as assigned.

Assist with the preparation of the preliminary budget for the department.

* Oversee the preparation and maintenance of a variety of records and reports

related to affirmative action, position control, classifications and other human

resources data both in hard copy and on a personal computer.

* Direct the activities of the Human Resources and Risk Management

Department as assigned in the absence of the Administrator; attend meetings on

behalf of the Administrator as assigned.

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES: 

KNOWLEDGE OF:

• City human resources policies and procedures.

• Principles and practices of public human resources administration.

• Analysis and implementation of wage and salary administration and salary surveys.

• Compensation plan administration.

• Job analysis and classification development.• Development of legally-defensible examination tests and questions.

• Technical functions and operations of a human resources office.

• Employee benefit packages and insurance programs.

• Research methods, data collection and sampling techniques and statistical analysis.

• Oral and written communication skills.

• Federal, State and local laws, rules and regulations related to assigned activities.

• Records maintenance procedures.

• Interpersonal skills using tact, patience and courtesy.

ABILITY TO:

• Organize and coordinate the development, implementation and day-to-day administrationof Human Resources policies, programs and projects.

• Perform a variety of professional human resources duties involving recruitment, selection,

testing, classification analysis, compensation, labor relations and safety.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: bachelor's degree in business, public administration, human

resources management or related field and four years of human resources experience

involving, recruiting, testing, classification, compensation, labor relations and related human

resources experience.

WORKING CONDITIONS: 

Work is performed in an office environment.
