Starting in January 2014,
the European Commission
requires passengers to be
able to carry onboard all
duty-free LAGs provided
they are screened.
Following terrorist threats to use homemade liquid explosives on
aircrafts during flight, the European Commission (EC) and U.S.
Transportation Security Administration (TSA) adopted specific
rules on aviation security to address this recently identified threat.
New rules restrict passengers from carrying liquids, aerosols, and
gels (LAGs) past checkpoint screens, in carry-on baggage (COB),
with the exception of LAGs less than 100 milliliters.
Detection Requirements for Security System Deployment
The EC has been working toward removing the ban on liquids in
carry-on baggage with the intention to screen as a method to
control liquids, rather than impose bans. Starting in January 2014,
the Commission requires passengers to be able to carry onboard
all duty-free LAGs provided they are screened.
Under this scheme, participating members of the European Civil
Aviation Conference (ECAC) evaluate the performance of Liquid
Explosive Detection Systems (LEDS) for automatic detection of
LAGs in accord with specific requirements the EU laid down in its
Regulations EU 185/2010 and EU 246/2013, which among others
in detail describe measures to screen LAGs.

On the basis of the Concept of Operations (CONOPS) of the tested
LEDS, The EU has classified individual types of security screening
equipment according to respective technological capabilities.
TYPE A
Screen individual LAG container “without” opening. LAG
containers must be removed from the bag.
Screen “multiple” LAG containers without opening. LAG
containers must be removed from the bag.
Screen multiple LAG containers without opening. LAG
containers do not need to be removed from bag.
Type D with additional capability to screen LAG containers

Target is used for automatic detection of solid explosives. It is approved

Threat Image Projection
TIP allows security supervisors to measure performance of operators

TIPNet is Rapiscan’s advanced networking solution capable of managing
all networked screening systems running TIP.
Multi-System NDS
With the addition of multi-system Network Display Station, the screening
system transmits the X-ray image of the bag contents, with the location
of the suspicious objects marked and annotated by the local operator,
to the NDS display. The manual search operator can then reconcile the
scanned baggage X-ray image with the contents of the actual bag or
parcel for alarm resolution.
