WELCOME LETTER

Dear Applicant Thank you for your interest in the post of Chief Executive. This pack has been compiled to help you find out a little more about us. We were established in 1885 by a group of Jewish philanthropists as the four per cent Industrial Dwellings Company Limited to relieve overcrowding in the East End of London and were incorporated under our present name in 1952. Today we own or manage around 1,500 properties in Hackney, Tower Hamlets, Southwark, Redbridge, Barnet, Camden and Hertsmere and currently employ over 50 staff. We have an ongoing development programme and enjoy enviable satisfaction ratings in housing management and tenant satisfaction. Our tenants reflect the general ethnic mix of the areas in which we operate but we maintain strong links with the Jewish community and we are regarded as a Jewish- led specialist housing provider. The current Chief Executive is retiring after 28 years of service. His successor will work with the Board and staff to take IDS forward and build on our current success. We have a committed voluntary Board with wide ranging expertise and members who all have a genuine passion for the organisation and its aims, together with a small but dedicated staff team. In our new Chief Executive, we are looking for someone with strong leadership skills to maintain this commitment and to motivate and encourage our team through challenging times. ABOUT US IDS was established as the four per cent Industrial Dwellings Company Limited in 1885 by a group of Jewish philanthropists who hoped to relieve the overcrowding in homes in the East End of London. In 1952, it became the Industrial Dwellings Society (1885) Ltd. Today, IDS manages around 1,500 properties in Hackney, Tower Hamlets, Southwark, Redbridge, Barnet, Camden and Hertsmere. The housing stock includes flats, houses, sheltered housing, accommodation for people with special needs, as well as a number of shared ownership properties. We currently employ over 50 staff, including residentially-based teams. We have an on-going development portfolio, and enjoy enviable performance statistics in housing management and tenant satisfaction. Our tenants are reflective of the general ethnic mix of the areas in which we operate, but we maintain strong links with Jewish communities and are regarded as a Jewish led specialist housing provider. We believe that, by working in partnership with other organisations, often far more can be achieved together than any of us would be able to deliver working alone. IDS has many examples of effective partnership working, and as an experienced provider of culturally-specific housing, we are delighted to be able to work with others providing an element of housing for Jewish people on larger, mixed developments. In 1997 we began to manage Ajex housing association’s housing providing sheltered accommodation for Jewish ex-servicemen and women and their dependents. After several years, the volunteers who ran Ajex Housing Association felt it was time to transfer ownership of the property to IDS and this was completed in April 2006. In another example of our willingness to work with the changing needs of partner organisations, IDS has worked with Otto Schiff Housing Association (OSHA) since 2003 enabling them to complete the transformation of their organisation. There were complex issues to resolve in this project and the successful outcome demonstrates our flexibility and commitment to work creatively to sustain Jewish housing schemes. Until it was sold in 2010 we managed Otto Schiff’s sheltered housing in Crouch End and Hampstead and then arranged the transfer of the residents to alternative accommodation mostly within the new Jewish Care complex. In March 2016, control of OSHA and its main assets was transferred to IDS.

Omar Mapara, Director of Finance Omar is a qualified accountant with extensive knowledge of housing association finance. He was previously Chief Executive of Spitalfields Housing Association and is a former IDS Board member.

Richard Hawkins, Director of Housing Before joining IDS, Richard worked for Family Housing Association, initially as a property buyer but subsequently as a housing manager. He is a highly respected and experienced professional within the sector and is a former Board member of Islington & Shoreditch Housing Association.

Melvin Dawson, Director of Technical Services Melvin is a qualified surveyor with a comprehensive knowledge of IDS' housing stock. Melvin has built up the department from scratch and more recently has established an in-house maintenance team. Melvin is also a Board member of North London Muslim Housing Association.

Role Purpose

The Chief Executive of the Industrial Dwellings Society (IDS) is required to work with the Board to ensure the Society is on course to achieve its strategic objectives. They will lead the organisation, maintain its ethos, and exercise overall operational control and direction over all IDS’ affairs. They will be involved in all aspects of leadership whilst having particular regard to the needs of the Anglo-Jewish Community. Therefore, the following list of specific duties should not be taken as exhaustive.

Responsibilities

Ensure effective strategic and financial management of IDS:

Lead and have overall responsibility for the effective and efficient management of the organisation, to achieve the highest possible standards of delivery.

Ensure that the IDS strategic objectives are delivered.

Exercise financial control over the IDS’ affairs, and ensure annual accounts are prepared for Board approval, audit and presentation to IDS’ Annual General Meeting;

Oversee the preparation of plans and financial budgets for approval by the Board.

Act as operational head of IDS:

Ensure that there is a system of risk management in place and that internal controls and the Society’s approach to the management of risk are robust;

Advise on and assist in the formulation of policies and programmes to meet IDS’ aims and objectives including adherence with statutory requirements and promoting value for money in all activities;

Act as Company Secretary of IDS, and carry out those duties required by the Co-operative and Community Benefit Societies Act 2014;

Take overall responsibility for IDS’ IT strategy and operation of computer systems;

Ensure that the IDS tenant selection and tenancy allocation process is appropriate and properly administered so that all decisions are in strict accordance with published policy and legislative requirements;

Ensure the delivery of a housing management service to the highest standard, so that properties are properly managed including the provision of support and advice to tenants consistent with IDS’ policies and available finance;

Promote and encourage among IDS’ tenants and staff its principles of equality and equal opportunity;

Maintain up-to-date knowledge of housing needs within the Jewish and wider community, and other areas of IDS operation, and make policy recommendations to the Board;

Ensure that land and property are acquired as necessary to meet IDS’ development plans;

Ensure the delivery of a technical and professional service so that IDS’ property maintenance and development programmes are achieved, consistent with IDS’ policies and available finance.

Develop and maintain effective relationships with the IDS Board:

Be the Board’s principal adviser on all governance, management and development functions;

Ensure that all Board members receive the appropriate level of support, information and training required to fulfil their role effectively;

Make regular reports to the Board showing progress against plans;

At the request of the Trustees and in accordance with the Trust Deed, act as Scheme Administrator to the IDS Pension Fund and ensure appropriate procedures are in place to administer the auto-enrolment pension scheme operated by IDS;

Monitor and report to the Board on staff performance and advise on remuneration levels.

Act as an effective ambassador of IDS:

Ensure that the Society has good relationships with Board Members, Local Authorities, clients the public, the media and the Jewish Community;

Develop and maintain effective relationships with faith communities in London and elsewhere;

Maintain good working relationships with the Homes and Communities Agency and other relevant regulatory bodies together with other authorities and financial institutions from which funding or other support is needed;

Maintain links with organisations having aims similar to those of IDS and represent IDS’ interests with such bodies.

No leadership role profile can be entirely comprehensive, the post holder will be required to undertake additional duties from time to time, in line with the above responsibilities

Qualifications

Graduate/post-graduate/ professional qualification, or relevant in- depth professional experience.

Experience

In-depth experience at a strategic level in the social housing sector.

Experience of strategic asset management and supervision of social housing development.

A strong track record of leading, engaging and motivating staff teams through change.

Experience of working collaboratively with organisations inside and beyond the housing sector.

Experience of working closely with and reporting to Boards.

Proven track record in delivering customer-focused services.

PRINCIPAL TERMS AND CONDITIONS

£90k plus 10% Car Allowance

25 days’ leave, plus public holidays and some Jewish festivals which are defined on an annual basis

Auto-enrolment Money Purchase Pension Scheme; 12% from employer/2% from employee. IDS will match additional contributions up to 15%/5%.

5. Location

Your normal place of work will be our head office in Seven Sisters, London N15, but given the seniority of the role, travel across our operating areas and occasional national travel is also expected.

6. Relocation

Consideration may be given to a relocation allowance for the successful candidate.

7. Working hours

Normal hours of work for this full-time position will be a minimum of 35 hours per week.
