Legal Mandate EO 376 issued on 2 November 1989 Established the RPMES, setting forth its

objectives, defining its scope and coverage and formulation of an Operations Manual

EO 93 issued on 1 June 1993 Amended EO 376 to fit the LG Code which

became effective in 1992 Established the National Project Monitoring

Committee to oversee implementation of RPMES

Rationale RPMES was established to: provide scheme for M&E of projects at the

national, regional, provincial/city and municipal levels with participation of LGUs and NGOs Facilitate generation of information on overall

status of project implementation at each level Detect problems that impede implementation

and undertake remedial actions at the level nearest the project sites, and at the earliest time possible

Objectives and Scope Objective RPMES primarily aims to facilitate project implementation, problem-solving, M&E at regional, provincial/city and municipal levels. Specifically, the system aims to achieve the following objectives: provide a system for integration, coordination and linkage

of all monitoring activities in the region; provide up-to-date information on overall status of project

implementation at each level for planning and budget allocation, to include employment generation of the various programs/projects expressed in man-days;

Objectives and Scope identify problems/issues which impede project

implementation and elevate unresolved issues and problems to Cabinet or the President for resolution and final action through NPMC and PAs as appropriate;

provide information on lessons learned for planning and implementation of future similar projects;

assess and ascertain whether projects implemented are supportive of regional development goals and plans as well as national development thrusts and priorities; and

provide venue for greater participation of NGOs in development planning progress

Objectives and Scope Scope and Coverage M&E to cover all development projects undertaken by NGAs, LGUs, SUCs, and GOCCs at regional, provincial/city and municipal levels during the fiscal year, inclusive of backlogs from previous fiscal years.

Organization of PMCs Creation of PMCs

Region RPMC Chair, Co-Chair and members shall initiate creation

of PMC thru an organizational meeting NGO representatives shall recommend persons who will be

nominated to RPMC

Province/City/Municipality Province/City/Municipality council shall initiate creation of

PMC by deciding its composition and procedure for appointing members of PMC and calling an organizational meeting

NGO representatives shall recommend nominees to PMC who shall sit as LDC-NGO members

Regional NGO nominees must meet the ff qualifications Must be Filipino citizen Must be a member of good standing Must be nominated by the NGO member of the RDC Term shall be one year w/o prejudice to reappointment or a

maximum of three years

Province/City/Municipality All NGO/PO nominees shall meet the ff basic qualiifications Member of good standing Must be Filipino citizen Must not be related by affinity or consanguinity up to the 4th

degree to the LCE concerned Must be nominated by the NGO/PO members

Term shall be one year without prejudice to reappointment

Monitoring Procedures

1. PMCs must prepare monitoring plans before end of current year as basis for regular monitoring of succeeding year

2. PMCs should schedule regular project field visits/inspections for a particular reporting period

Monitoring Procedures 3. Conduct initial appraisal of projects to be

monitored based on information from Monitoring Plan and Initial Project Reports submitted by project implementors

4. Coordinate/establish linkage with project implementors to ensure timely submission of reports, accuracy of project evaluation and secure their cooperation and active participation throughout monitoring process

Monitoring Procedures 5. Analyze project/activity accomplishment reports

and project exception reports submitted 6. Conduct regular ocular inspection at project

sites 7. Report findings and recommendations to DCs

or its ExCom for deliberations/resolution/action 8. Upon project completion, conduct post-

evaluation of selected projects

Problem Solving Mechanism

1. PMC will discuss project implementation issue/problem and submit recommendations to DC or ExCom

2. DC or its ExCom will include a problem-solving item in its agenda to discuss and resolve problems/issues with IA during its meetings

3. DC or ExCom will refer unresolved problems to higher bodies (next level DC)

4. Monitoring of the implementation of remedial measures will be conducted by respective PMCs
