၂၀၁၈ခႏစ ေမလ(၂၄)ရကေန႔တြင ဘာသာေပါငးစၿငမးခမးေရး (ၿငမးခမးေမတာ)အဖြ႕မ အဆငျမငဘာသာေပါငးစ

ကယစားလယအဖြ႕သည ျမနမာျပညမ ျပညသမားအတြက ၿငမးခမးေရးႏင ဖြ႕ၿဖးတးတကမႈတ႔ ျဖစထြနးေစရန

ျမငကြငးႏင ေတာငးဆမႈတ႔က ေဖာညြနးထားသည သဝဏလႊာတစရပကပါးခပါသည။ ဤသဝဏလႊာအား ၂၀၁၈ခႏစ

ေမလ(၂၅) ရကေန႔ တြင ႏငငေတာ၏အတငပငခပဂၢလ ေဒၚေအာငဆနးစၾကညအား ေနျပညေတာတြင ေပးအပခၿပး၊

တစႏငငလး သ႔လညး ဘာသာစာေပ အသးသးျဖင ျပနဆျဖန႔ေဝေရး ေဆာငရြကေနၿပ ျဖစပါသည။

ဘာသာေပါငးစၿငမးခမးေရးအဖြ႕ RfP သည ၿငမးခမးေရးရရေရးအတြက ကမၻာတစဝနးရ ဘာသာဝငအသးသးတ႔၏

ဘလပငနး စဥမားက အေကာငအထညေဖာေနသည အကယျပန႔ဆးႏင ဘာသာသာသနာအမားဆးက ကယစား

ျပထားသည ဓမၼတရားစညြန႔ေပါငး အဖြ႕ႀကးျဖစပါသည။ ဌာနခပမာ နယးေယာကၿမ႕တြငတညရၿပး၊ ကမၻာကလသမဂၢအဖြ႕

ႀကးႏင ခတဆကထားပါသည။ RfP အေနျဖင အၾကမးဖကပဋပကၡမားအား ေျပာငးလေရး၊ လသားဖြ႔ၿဖးမႈက အားေပးေရး၊

တရားမတၿပး သဟဇာတရသည လ႔အဖြ႕အစညးမား ေပၚေပါက လာရန ျမငတငေရးႏင ကမၻာေျမႀကးအား ကာကြယ

ေစာငေရာကေရးစသည လပငနးစဥတ႔အား ေဆာငရြကလကရပါသည။ ကမၻာ RfP ကြနယကတြင ကမၻာအႏ႔မ ဝါရင

သမၻာရင ဘာသာေရးေခါငး ေဆာငတ႔ႏင ဖြ႕စညးထားေသာ ကမၻာထပတနး ဘာသာေရးေခါငး ေဆာငမား၏ေကာငစ

တစရပ ပါဝငပါသည။ RfP အဖြ႕ႀကးသည ကမၻာတစခြင၌ ေဒသဆငရာဘာသာေပါငးစ အဖြ႕ႀကး(၆)ခ ပါဝငၿပး၊ ႏငင

(၉၀)ေကာတြင ျပညတြငးအဖြ႕မား အသးသးရပါသည။ ထ႔အျပင အျပညျပညဆငရာ အမးသမးႏင လငယကြနယကမား

လညး ဖြ႕စညးထားပါသည။

RfP ကယစားလယအဖြ႕ႏင ႏငငေတာ၏အတငပငခပဂၢလ ဥးေဆာငၿပး သာသနာေရးႏင ယဥေကးမႈဝနႀကးဌာန၊

အျပညျပညဆငရာ ပးေပါငးေဆာငရြကေရးဝနႀကးဌာန၊ လမႈဝနထမးကယဆယေရးႏင ျပနလညေနရာခထားေရး

ဝနႀကးဌာန တ႔မျပညေထာငစဝနႀကးမားႏင အျခားအဆငျမင အစးရအရာရႀကးမား ပါဝငေသာ ေတြ႔ဆေဆြးေႏြးပြတစရပ

ျပလပခပါသည။ ထေဆြးေႏြးပြ တြင အျပသေဘာ ေဆာငေသာ စတဓာတျဖင တာဝနယမႈႏင ပးေပါငးေဆာငရြကမႈတ႔က

ေဖာကးျပသခၾကပါသည။

ေမလ(၂၆)ရကမ(၂၈)ရကအထ RfP ကယစားလယအဖြ႕သည စစေတြၿမ႕ႏငရခငျပညနယေျမာကပငး ေမာငေတာ

ေဒသတ႔က သြားေရာကခပါ သည။ ထေဒသတြင ၂၀၁၇ ခႏစ၊ ၾသဂတလ၌ စစေသြးၾကြတ႔ တကခကမႈက အေၾကာငးျပ၍

လၿခေရးတပဖြ႕ဝငတ႔သည ႀကးမားေသာစစဆငေရးမား ျပလပခရာ ထေဒသရ မြတစလငအသငးအဝငးမ ၇၀၀၀၀၀ ခန႔ႏင

ရာႏငခေသာဟႏၵဘာသာဝငမား ဘဂၤလားေဒရႏငငသ႔ ထြကေျပးခၾကပါသည။ ဤေဒသရ ရဟငဂာ ကယဆယေရးတပ

“အာဆာရ” ဟေသာအဖြ႕သည ဟႏၵဘာသာဝငမား ၁၀၀ ခန႔ကအစလကအၿပလက အၾကမးဖကတကခက သတျဖတ

ျခငးႏင အျခားလနညးစ လမးမားႏင ဘာသာဝငတ႔အားလညး အၾကမးဖကတကခကခသညဟေသာ စြပစြခကမားရ

ေနပါသည။ RfP ကယစားလယအဖြ႕အေနျဖင နယစပေဒသရ ဒကၡသည စခနးႏင တစေထာကနားစခနးတ႔သ႔ မေရာကမ

ရဟတယာဥျဖင ျဖတေကာပသနး လာစဥ မြတစလငရြာမား ပကဆးၿပး၊ မးေလာငျခငး ခထားရသညက ေဝဟငမျမင

ေတြ႕ခရပါသည။ ဤခရးစဥ၌ေဒသတြငးရ လမးစႏင ဘာသာေရးအသးသးတ႔မ ကယစားလယတ႔ႏငလညး ေတြ႕ဆေဆြး

ေႏြး ခြငရခပါသည။

ကယစားလယအဖြ႕သည ျပညေထာငစႏင ျပညနယအစးရအဖြ႕မ တာဝနရသတ႔ႏင အျမငခငးဖလယခရာတြင၊

ေျမျပငတြင ျပညသမားအတြငး၌ ျဖစေပၚေနေသာ စးရမေၾကာကရြ႕မႈႏင သသယစတလႊမးမးမႈတ႔က ေကာလႊားရနလ

အပၿပး၊ ဘာသာ၊လမး၊ကား၊မႏင ႏငငသားျဖစမႈတ ႔ မညသ႔ပငကြျပားေစကာမ ခြျခားမႈမရဘ လ႔အစအေဝးမားအခငးခငး

သဟဇာတရေရးက ျမငတငရနလအပ ေၾကာငး အေလးအနကတငျပခပါသည။

ျပနာအခကအခဆငးရဒကၡတ႔ ေတြ႕ႀကခစားေနရသည ဒကၡသညတ႔ ႏင စပလဥးသည ဇာတလမးအမးမး

ေျပာဆမႈမားအား တ႔ျပနသညအေနျဖင RfP ကယစားလယတ႔သည ျပညေထာငစအစးရအဖြ႕အား ရခငျပညနယရ ရခင၊

မြတစလင၊ ၿမ၊ သက၊ ဒငးနက၊ ခမ၊ ကမနႏင ဟႏၵစသည ျပညသလထမားအေပၚ၌ ကးလြနခသည ျပစမႈအသးသးတ႔

အပါအဝင ရခငျပညနယတစခလး၌ ျဖစပြားခသည ရာဇဝတမႈအစစတ႔အား ပြငလငးျမငသာမႈရၿပး၊ အေသအခာ

ေစေစစပစပ စစမးစစေဆးမႈမားျပလပ၍ အျပညအဝတာဝနယရန တကတြနးခပါသည။

ကယစားလယအဖြ႕အေနျဖင ျမနမာႏငငႏင ကလသမဂၢတ႔အၾကား ဘဂၤလားေဒရႏငငမ ဒကၡသညမား ျပနလည

ဝငေရာကလာေရး ႏင စပလဥးသည သေဘာတညခကအား အၿပးသတေဆာငရြကရနကလညး တကတြနးခပါသည။

ကယစားလယအဖြ႕အေနႏင မစၥတာကဖအာနနဥးေဆာငေသာ ရခငအႀကေပးအဖြ႕၏ အႀကေပးခကတ႔၏ အေရးပါမႈႏင

အေဆာတလငေဆာငရြကရနလအပမႈတ႔အား လညးအတညျပေျပာၾကားခပါသည။

ျမနမာျပညသမားထ ေပးပ႔ခေသာသဝဏလႊာတြင ျမနမာျပညသ႔ ဘာသာေပါငးစ ကယစားလယအဖြ႕ လာေရာကခ

သည ကစၥရပ၏ေနာကဆကတြ အေကာငအထညေဖာခကအေနျဖင RfP အဖြ႔ႏငျပညေထာငစသမၼတ ျမနမာႏငငေတာ

အစးရ၊ တပမေတာ၊ သကဆငရာျပညနယအစးရမား၊ ကမၻာကလသမဂၢအဖြ႕၊ အျပညျပညဆငရာ ၾကကေျခနအဖြ႕၊

အာဆယအသငးႏင အျခားပါဝငသငေသာ အျပညျပညဆငရာမ လႈပရားသတ႔၏ ကယစားလယမား၊ ျမနမာျပညရငဆင

ေနရေသာ အကပအတညး အခကအခဒကၡကစၥရပတ႔ႏင ပတသကၿပး အျပညျပညဆငရာ ေတြ႔ဆေဆြးေႏြးပြ ျပလပရန

ေတာငးဆထားပါသည။

ေဒၚေအာငဆနးစၾကညအေနျဖင RfP ကယစားလယအဖြ႕၏ ဘာသာေပါငးစ ေသြးစညးညညြတစြာ ပးေပါငးပါဝင

ေဆာငရြကမႈအား ႀကဆၿပး၊ RfP၏ မေဘာငအတြငးမ ဘာသာေပါငးစ ကညရငးပငးပါဝငေသာ စဥဆကမျပတေတြ႔ဆ

ေဆြးေႏြးမႈတ႔အား အနာဂတေျခလမးမားအျဖစ စစဥခမတမႈအားလညး ေထာကခ အားေပးခပါသည။ ယခတငျပမႈ

Religions for Peace Advisory Forum on National Reconciliation and Peace

in Myanmar

Background and Purpose

On 24 May 2018, a Religions for Peace High-level Multi-religious Delegation1 presented the ‘Letter to the Peoples of Myanmar' carrying a vision and call for peace and development. The Letter was deliv-ered to H.E. State Counsellor Daw Aung San Suu Kyi on 25 May 2018 in Nay Pyi Taw and is being disseminated across the country in different languages.

Religions for Peace is the world’s largest and most representative multi-religious coalition, advancing common action among the world’s religious communities for peace. Headquartered in New York and accredited to the United Nations, Religions for Peace works to transform violent conflict, advance hu-man development, promote just and harmonious societies, and protect the earth. The global Religions for Peace network comprises a World Council of senior religious leaders from all regions of the world; six regional inter-religious bodies and more than 90 national ones; and the Global Women of Faith Network and Global Interfaith Youth Network.

The meeting between the Religions for Peace delegation and H.E. State Counsellor and senior govern-ment representatives, including the Minister for Religious Affairs; Minister for International Cooper-ation; and Minister for Social Welfare, Relief and Resettlement was marked by a constructive spirit of commitment and cooperation.

From 26-28 May, representatives of Religions for Peace visited Sittwe and Maungdaw in the north of Rakhine State where militant attacks in August 2017 triggered massive operations by the security per-

sonnel on the area’s Muslim communities and some 700,000 Muslims and hundreds of Hindus fled for Bangladesh. This region has also seen terrorist attacks by Arakan Rohingya Salvation Army (ARSA) accused of massacres of a 100 Hindus and attacks on other ethnic and religious minorities. The del-egation saw from the air hundreds of burned and destroyed Muslim villages before visiting the sites of reception centers and transit camps. Included in the mission were meetings with representatives of various ethnic and religious groups.

The delegation exchanged views with Union and Rakhine State government officials, stressing the need to overcome the prevalent culture of fear and suspicion and to promote inter-communal harmo-ny, irrespective of religion, ethnicity, gender and citizenship.

In response to different narratives of victims, the delegation urged the Union Government to take full responsibilities for a thorough and transparent investigation into multiple crimes perpetrated in Rakhine State, including events related to entire populations such as the Rakhine Muslims, Myo, That, Dynet, Khamee, Kamen and the Hindu. Religions for Peace is encouraging a process to establish facts, restore rights of victims, and support social and political change. The process will contribute to over-coming fear, hatred and intolerance in Rakhine State and elsewhere.

The delegation also called for the finalization of the agreement between the Myanmar government and the United Nations on the return of refugees from Bangladesh.2 The delegation affirmed the relevance and urgency of the recommendations from the Advisory Commission on Rakhine State led by Mr. Kofi Annan.

As a follow-up to the Multi-religious Delegation to Myanmar, the ‘The Letter’ called for a Religions for Peace international conference with Myanmar government, the military, concerned States, United Nations, ICRC, ASEAN and other relevant international actors to address the critical issues facing Myanmar.

Daw Aung Sun Suu Kyi welcomed the delegation’s offer of multi-religious solidarity and accompa-niment and was supportive of the future steps planned for continuing dialogue and multi-religious cooperation in the framework of Religions for Peace. This is hereby presented as a low key advisory mechanism which is dedicated to serving the comprehensive peace agenda of the people of Myanmar in a focused yet flexible way within the framework of international law and human rights.

The Religions for Peace Advisory Forum will bring together representatives of the Myanmar govern-ment, the military, parliamentarians from ruling and opposition parties, ethnic organizations, UN agencies, ASEAN, ICRC, international NGOs, national NGOs, religious leaders, and experts. Each Forum will be scheduled for two days, concluding around 3 pm on the second day. There will be short thematic presentations. Relevant background documents shall be distributed in advance. All participants are expected to be engaged in an active, creative and critical dialogue to contribute both to the analysis of the issues/challenges and to possible solutions.

The Forum will consist of plenary sessions (100 participants) and five thematic working groups (20 participants each).

The discussion will be conducted under Chatham House Rules to facilitate a free conversation. At the end of each Forum, a “Chairman's summary” may be issued by the consensus of the participants.

Agenda

In search for a solution based upon human dignity and shared well-being and from the perspectives of global responsibility sharing, Religions for Peace Advisory Forum will address the critical issues facing Myanmar’s transition from dictatorship to democracy, from conflict to peace, and from closed to open economy. The potential of the spiritual, moral, social and cultural contribution and responsibility of the rich religious traditions in Myanmar will be explored.

The recommendations of the Advisory Commission on Rakhine State led by Mr. Kofi Annan regard-ing the developmental, human rights and security crises in the State provides an important framework for the Advisory Forum’s deliberation on, and search for, lasting solutions. The vulnerability of those living within Rakhine State, including those who for years have been confined to IDP camps, those suffering in refugee camps in neighboring Bangladesh, all those desiring dignified and safe return to the places they know to be their homes in Myanmar, should be addressed by the Advisory Forum. The Forum shall also address the suffering and the future of people affected by other internal conflicts, in-cluding displaced populations from the most recent escalation of armed conflicts in Kachin and Shan States. Furthermore, the Advisory Forum will pay due attention to the progress of the Panglong 21 st Century Peace Conferences.

ျမနမာႏငင၏ အလြနအေရးပါေသာ အခါသမယတြင ျမနမာႏငငႏငေဒသ အတြငးမ ဗဒၶဘာသာ၊ ခရစယာနဘာသာ၊

ဟႏၵဘာသာႏငအစၥလာမဘာသာေရးေခါငးေဆာငတ႔မ ၿငမးခမးသာယာေရးကေမာေတြးၿပး၊ ျမနမာျပညသမားႏင တစစညး

တစလးတညး အေနအထားျဖငလာေရာကချခငးျဖစပါသည။

ျမနမာႏငင၏ အနာဂတကျပဌာနးမည လမးဆလမးခြတြင ျမနမာျပညသတ႔ႏငအတ ကၽြႏပတ႔ရပတညလကရပါ

သည။ ဤျမငျမတသည ႏငငေတာမ ေျမာကမားစြာ ေသာ တငးသျပညသားတ႔၏ အားမေလာသည လ႔လဝရယ၊ ဇြ၊ သတ

တ႔ျဖင အတတမ ဒကၡတ႔အားေကာလႊား၍ ဒဏရာဒဏခကတ႔အား ကစားရန ရနးကနေနခန ျဖစပါ သည။ ျမနမာႏငငတြင

တစခနကရနသျဖစခသမား ပါလမနလႊတေတာအတြငးအတတကြယဥတြကာေနထငၾကၿပး၊ ၿငမးခမးစြာ အခပအျခာ

အာဏာက လႊေျပာငးႏငေၾကာငး ကမၻာကျပသခၿပးျဖစပါသည။

ယေန႔ကၽြနပတ႔အေနျဖင ျမနမာႏငင၏ ၾကြယဝသညသမငး အစဥအလာႏင မတကြျပားသည ဘာသာ၊ လမးတ႔

ၿငမးခမးစြာ ယဥတြရပတညခသည ထးဓေလတ႔ အေပၚမတညၿပး၊ ႏငငေတာ၏ အနာဂတျမငကြငးက မေဝတငျပလပါ

သည။ အဆပါ အနာဂတသည ျမနမာျပညသတ႔၏ ပတဝနးကငအား ေလးေလးစားစားဆကဆၿပး၊ ေရရညတညတ

ေအာငေဆာငရြကမႈ၊ ႏငငအတြငးမ ျပညသအခငးခငး အျပနအလန အသအမတျပၿပး စာနာေထာကထား၊ၾကငနာသနား

ေမတာထားခမႈမား၊ ပတဝနးကင အမနးနားခငးႏငငမားသာမက ကမၻာတစခြငမ အျပညျပညဆငရာ လ႔အဖြ႔အစညးတ႔ ႏင

မသားစပမာ စတသေဘာထားႏငမႈစသည ဆကဆမႈမားႏငအတၿပးေနေသာ အခကတ႔ျဖစပါသည။ ဤအားတကဖြယရာ

အနာဂတ၏ အနကရႈငးဆးအဆငမာ ကရဏာတရား၏တနဖးႏင ဂဏျဒပတ႔အျပင ျမနမာႏငငအတြငးရ ျမငျမတလသည

ဘာသာေရးဓေလထးစတ႔တြင ကနးဝပအျမစတြယေနေသာ ေကာငးကးခမးသာ မန သမက ခြမေဝ၍ တရားမတမႈက

လကကငထားျခငးတ႔ပငျဖစပါသည။

ေမတာ၊ ကရဏာႏငဘဘဝမာ တယဥစြာေနထငျခငးတ႔သည ျမနမာျပည သတ႔၏ အေျခခတနဖးႏင အကငသလ

တ႔ပငျဖစပါသည။ ထ႔အျပင မတကြျပားမႈအ တြငးမ ညညြတေနျခငးသည ႏငငေတာ၏ ခြနအားျဖစပါသည။ လမးတစမး၊

ဘာသာတစခသည အျခားလမး၊ ဘာသာတ႔ထက သာပျမငျမတပါသညဟေသာ အယအစသည ကမၻာဘာသာအသးသး၏

အေျခခတရားဓမၼတ႔ႏင ဆန႔ကငၿပး အမနးတရားမား၊ အာဃာတမား ခြျခားဆကဆမႈမားႏင အၾကမးဖကမႈမားက ျဖစေပၚ

ေစပါသည။ ကၽြနပတ႔အေနျဖင ဘာသာ၊လမးက အေၾကာငးျပၿပး ခြျခားမႈ မနသမက လကမခ၊ ပယခပါသည။

လမးေရးပဋပကၡမားေျဖရငးေရးႏင အမးသားျပနလညသငျမတ စညးလးေရးအတြက ျမနမာႏငအျပညျပညဆငရာ

ဘာသာေရးေခါငးေဆာငတ႔၏ ယခစေပါငး ႀကးပမးအားထတမႈတစရပတြင ျမနမာျပညသတ႔၏ ၿငမးခမးေရးရရေရးအတြက

ဆေတာငးေမတာပ႔သမႈက ၂၁ရာစ ပငလၿငမးခမးေရးညလာခသ႔ေရာကရေစလပါသည။

ကခငျပညနယႏင ရမးျပညနယတ႔မ ျပညသတ႔ ရငဆငေနရေသာ တကခကမႈ မားႏင စစေဘးေရာငရန အစလက

အၿပလက ေရႊ႕ေျပာငးေျပး လႊားေနရမႈမား တးပြား စြာျဖစေနျခငးအား ကၽြနပတ႔သည ေၾကကြ၊ဝမးနညး၊ နာကညးစြာခစား

ျမငေတြ႔ ၾကားသေနရပါသည။ ဤျဖစရပတ႔သည ၿငမးခမးေရးႏင အမးသား သငျမတေရး ျဖစစဥအား အားေပာဆတယတ

ေစပါသည။ ျမနမာျပညတြင ဖကဒရယဒမကေရစ စနစေပၚထြနးရနရညေမာ၍ တစႏငငလး အပစအခတ ရပစေရးဆငရာ

သေဘာတ စာခပ လကမတေရးထး ခပဆႏငရန ႀကးပမးမႈတြင ကၽြနပတ႔သည ႏငငေတာအစးရ အပါအဝငအျခား

သကဆငသမား အားလးႏငအတတကြ ပးတြေဆာငရြကရန သႏၷ႒ာနခထားပါသည။

ျမနမာႏငင၏ ဖြ႔ၿဖးတးတကမႈဆငရာ ျမငကြငးအား လ႔ဂဏသကၡာတနဖးထားမႈ ႏင ေကာငးကးခမးသာတ႔အား မေဝ

ခစားခြငတ႔အေပၚတြင အတျမစခတညေဆာကရနဟေသာခယခကအား ကၽြနပတ႔တညစြာလကခထားပါသည။ ဤျမငကြငး

သည ျမနမာသယဇာတတ႔အား တရားမတမႈရစြာ ျဖန႔ေဝခစားျခငးဟေသာ မဝါဒတစခက ဆပကငျခငးျဖစၿပး၊ အမးသား

ျပနလညသငျမတေရး လမးေပၚ၌ လအပေသာေျခ လမးတစလမးက လမးလကျခငးပငျဖစပါသည။ ျမနမာႏငင၏ စညးစမ

ခမးသာေျမာကမားစြာသည လကတစဆပစာ လနညးစအတြငး စပၾကြယဝေနေၾကာငး ကၽြနပတ႔ျမငေတြ႔ေနရပါသည။

ပဋပကၡအေတာမားမား၏ အေၾကာငးရငး ဇစျမစမာ သယဇာတမားခြေဝျခငး ျပနာတ႔ႏင ပတသကစပယက ေနပါသည။

ျမနမာႏငင၏ အနာဂတသည သယဇာတတ႔အား ထတယသးစြရာတြင ထငသာျမငသာရမႈႏင တရားမတစြာ ခြေဝမႈအေပၚ

တြင တညမေနပါသည။

ေရရညတညတၾက႕ခငႏငမညၿငမးခမးေရး၏အေျခခသည မန လသားတ႔၏ ထြတျမတေသာ သဘာဝအႏစသာရ

အျဖစအျမစတြယ ေနပါသည။ အဆပါ လးဝ အျငငးပြားမႈမရသည အခကသညလ႔ဂဏသကၡာက ေလးစားျခငးႏင သေဘာ

ေပါက နားလညျခငးအေပၚ၌လညးအေျခခထားပါသည။ လ႔အသငးအဝငးတြင ကယစားျပျခငးမခရပ လသားအျဖစ အကး

ခစားခြင ျငငးပယခထားရေသာ အသငးအဝငးမ ျမနမာျပညသတ႔ ႀကေတြ႕ေနရေသာ လမႈဒကၡအန႒ာရမားက ကၽြနပတ႔

အေနျဖင မးေမာငးထးျပရငး ျမနမာျပညမ ဘာသာေပါငးစႏင ေစတနာရင အေပါငးတ႔အားမတ ကြျပားမႈ၊ သာတညမရမႈ၊

အသးသးတ႔သညလမႈသဟဇာတရမႈႏင စညးလးမႈအတြက အစပး လပေဆာငလာျခငးအား ကၽြႏပတ႔ ဂဏျပခးကး အပပါ

ျမနမာျပည၏ ထြတျမတလသည ဓမၼအေမြအႏစမားမာ ႏငငအတြငးမအမားျပညသတ႔ အသးသးကငသးေဆာက

တညလကရၾကေသာ ကမာၻ႔ဘာသာတရားအမးမးမ ေဖာညႊနးထားေသာ သြနသငဆးမၾသဝါဒ တရားဓမၼသတမား ေၾကာင

ျဖစေၾကာငး ျမနမာျပညသမား အမတရေနမာျဖစပါသည။ ဗဒၶဓမၼက “အမနးတရားကအမနးထားျခငးျဖင ၿငမးသတ၍

မရႏငပါ။ ေမတာတရားျဖငသာ ၿငမးသတရာ၏။” ဟမန႔ဆထားပါ သည။ ခရစေတာ၏ မန႔မာခကသည “အသငတ႔သည

မကလးတစလးအတြက မကလးတစလး၊ သြားတစေခာငးအတြက သြားတစေခာငး၊ လကစားေခဟ ၾကားဖးၾက ေပလမ

မည။ ကၽြနပေျပာခငသညမာေတာမမအား ဖႏပခးနမမညသႏင ရနျပခ သညရနသတ႔အတြက ဆေတာငးေမတာ

ပ႔ပါေလာ။” ဟႏၵဓမၼသည “အစြဥပါဒါနတ႔ အားပယဖကၿပး၊ သတဝါအေပါငးအေပၚ အမနးမထားရန” သြနသငဆးမခ

ပါသည။ အစၥလာမတရားေတာက ကၽြႏပတ႔အား “သတစပါးအား မနးတးစတေၾကာင မတရား မႈ မျပေလႏင၊ တရားမတမႈမ

ကငးပမႈမရေစႏင” ဟ အသေပးထားပါသည။ ကမာၻ႔ဘာ သာတရားအသးသး၏ မေဝေပးလကေသာတရားသဝဏမာ

“လကစားေခမႈက တနျပနလကစားေခမႈႏင မတ႔ျပနေလႏင၊ ေမတာ၊ ကရဏာ၊ ျပနလညသငျမတေကေအးေရး ႏငသာ

ေျဖရငးပါေလာ” ဟ၍ပငျဖစ၏။

ပပရဟနးမငးႀကး ျမနမာျပညက ၾကြေရာကစဥက မန႔ၾကားခသညတရားေဒသ နာက ျမနမာျပညသမား အမတရ

ေနဥးမာျဖစပါသည။ ပပရဟနးမငးႀကးက “ျမနမာျပညမ လအမားသည အၾကမးဖကမႈ ဒဏကခေနရရာ၏။ ျမငသာထငသာ

ရေသာဒဏရာမားႏင ျမငသာမႈမရေသာ ဒဏရာတ႔ကပါခစားေနရ၏။” ဟ ျမြကၾကားခ ပါသည။ တစခါတစရ ကၽြႏပတ႔သည

ခစားခရသည ဒဏရာမားကေဒါသႏငလကစား ေခမႈအားျဖင ကစား၍ရမညဟ ထငမတမားခပါသည။ သ႔ေသာလညး

လကစားေခ မႈ နညးလမးမာ ကမာၻ႔ဘာသာႀကးအသးသးတ႔၏ နညးနာနယမဟတပါေခ။ အကယ၍ အမနးတရားႏင

စြန႔ပယျခငးကခစားရပါမ ကၽြနပတ႔သည ခြငလႊတမႈ၊ ကရဏာတ႔ျဖငတ႔ျပနပါသည။ ယေန႔ေတြ႔ျမငေနရေသာ Facebook ႏင

အျခားလမႈ ကြနယကမဒယာတ႔မ အမနးစကားလႈငးလးမားသည ဓမၼတရား၏ အေျခခမျဖစသည သညးခမႈႏင ဂါရဝတရား

တ႔အား ခးေဖာကလကရပါသည။

စစမကျဖစပြားေနျခငးေၾကာင ဒကၡပငလယေဝေနၾကကနေသာ စစေဘးေရာင အးအမမ ျပညသတ႔၏ ဆငးရဒကၡ

ခစားရမႈတ႔အား ကၽြနပတ႔နာကညး ေၾကကြစြာသျမငေနပါသည။ မမတ႔၏ မရငးဌာေနအားစြန႔ခြာၿပး၊ တမးေရာငထြကေျပး

ေနရသည စစေဘးဒကၡသညတ႔အနက အခးအစားမညေလာကေအာင မားျပားသည လမားစတ႔မာ အလြနအမငး

ဒကၡတဘဝေရာကေနသည မသနစြမးသမား၊ အမးသမးမား၊ ကေလးငယမား၊ ေမြးကငးစ လမမယကေလးမား၊ သကႀကး

ရြယအမားပါဝငပါသည။ ကၽြနပတ႔အေနႏင ႏငငေတာအစးရ အပါအဝင ဆကစပပတသက ေနသမနသမ အားလး အား

စစေဘးေရာင ခကးရာမ၊ ထလြယရလြယ အရဆး ဒကၡသညမားအား ေဘးကငး လၿခၿပး၊ စတခမးသာ ကယကနးမာမႈ

ရေစေရးအတြက လအပသညတ႔က ေဆာငရြကၾကပါရန အေလးအနကတကတြနးအပပါသည။ မမတ႔ ႏငငမ အဓမၼမႈ

ပါဝငခတဆကမေစရန လမႈေရးကစၥရပတ႔တြင ပါဝငလာေစေရး၊ ေဒသဆငရာႏင ႏငငေတာအဆငအစးရအဖြ႔ အဆငဆင

တြင ကယစားျပပါဝငခြငရရေရးတ႔အတြက ျပစပးေထာငေပးရနလအပပါသည။ ဤေျခလမးမားသည အဆပါ ဒကၡသည

တ႔၏ လမႈေရးအသငးအဝငးမာ အျပညအဝ ပါဝငခြငႏင အစးရယႏရား အဆငဆငတ႔တြင ပါဝငခြငရရေရးတ႔အတြက

အေထာက အကျဖစေစရပါမည။ ထ႔ျပင ထသတ႔၏ အသစတဖနရရလာခသည လ႔ကယရည ကယေသြး အစြမးအစမား

ထြနးေတာကေပၚလြငလာေစေရး ဘကစလမႈ ဖလေရး တ႔အား လၿခစြၿမစြာရရေရးအတြက လညးျဖစရေပမည။

အထးသျဖင ရခငျပညနယရ လ႔အသငးအဝငးႏစခစလးေတြ႔ႀကေနရေသာ ဆငးရဒကၡသည အျပညျပညဆငရာ

ျပညသတ႔၏ အာရက ဆြေဆာငလာခပါသည။ ေကာငးမြနမနကနၿပး အသအမတျပ ခးမြမးအပေသာ လပေဆာငခကတ႔က

သမဂၢအဖြ႕ႀကးအား ဖတေခၚရာတြင ရခငျပညနယ၏ ၿငမးခမးေရးက ဥးစားေပးၿပး ဖြ႔ၿဖးေရး၊ လ႔အခြငအေရးႏင ပညာေရး

တ႔အား လ႔အစအေဝး အားလးအတြက ေဆာငရြကေပးပါရန ႏႈးေဆာအပပါသည။

ကမာၻ႔မသားစဝငႏငငတ႔သည ညေနာငစတဓာတျဖင အျခားမသားစဝငႏငငတ႔ ၏အေရးအရာက ပပငေသာက

ရတတသညမာ ဓမၼတာျဖစပါသည။ သားခငးတ႔၌ ထားရအပသည မသားစစတဓာတျဖင ျမနမာႏငင၊ ရခငျပညနယ

အေရးအတြက ကယေျပာနကရႈငးၿပး အေသအခာျပညစကလေသာ ေျဖရငးနညးမားကရာရာတြင ကၽြနပတ႔၏ စေပါငးဝရယ

တ႔အား အစြမးကနအားထတ၍ ရခငျပညနယ၏ ႏးညသမေမြ႔ရႈပေထြးမႈႏငအကဆတလေသာ လကေတြ႔ပကတေျမျပင

အေနအထားတ႔အား ႏလးသြငးၿပး စဥးစားအပပါသည။

မစၥတာကဖအာနနဥးေဆာငေသာ ရခငအႀကေပးေကာမရငက သးသပတငျပ ထားေသာ ရခငျပညနယ၏ ဖြ႔ၿဖးေရး၊

လ႔အခြငအေရးႏင လၿခေရးဆငရာအကပ အတညးတ႔မာ အေလးအနကေထာကခအားေပးရနလအပသည မေဘာငမား

အျဖစ ကၽြနပတ႔ထငျမငယဆပါသည။ ျမနမာႏငငအစးရအေနျဖင အႀကေပးေကာမရင၏ အႀကျပခကတ႔အား အေကာင

အထညေဖာမညဟ သေဘာတလကခချခငး အေပၚတြငလညး ကၽြနပတ႔အေနျဖငအားတကမပါသည။

အၾကမးဖကမႈအား မညသညအခါမ လစလရႈကာ ခြငလႊတျခငး၊ သညးချခငး မျပႏငပါ။ အာဏာပငမားအေနျဖင

ေအးခမးသာယာေရးႏငတရားဥပေဒစးမးေရးက ထနးသမးကာကြယေစာငေရာကရန တာဝနရေၾကာငးကၽြနပတ႔ အျပညအဝ

အသအမတျပပါသည။ တခနတညးမာပင ပနကနမႈမားအား တနျပနႏမနငးရာတြင လအပ သညထကပမကာ အငအား

အသးျပျခငးသည ၿငမးခမးေရးျဖစစဥအား အဟန႔အတားအေႏာငအယကျဖစႏငပါသည။

ႏငငေတာအစးရအား ရခငျပညနယႏင အျခားအရပေဒသတ႔တြငျဖစေပၚကးလြနခသည ရာဇဝတမႈ အမးမးတ႔အား

သသာျမငသာရၿပး ေစစပေသခာေသာ စစမးစစေဆးမႈျပရန အျပညအဝတာဝနယ ေဆာငရြကပါရန ကၽြႏပတ႔အားေပး

Dear Brothers and Sisters of this golden land, Shwe Myanmar,

It is at a crucial moment in the history of this country that we, as Buddhist, Christian, Hindu and Muslim leaders from Myanmar and across the region, come to you in solidarity with hope for peace.

We stand together now at a crossroad where the future of this nation will be determined. Through the relentless efforts of innumerable men and women in this great nation, you have striven to overcome suffering and heal the wounds of the past. Myanmar showed to the world that people once enemies could sit together in the parliament and a peaceful transition of power was possible.

We share with you today the vision of a future, one which is based upon Myanmar’s rich history and tradition of multi-religious and multi-ethnic coexistence. This future harbors a relationship of re-spect and sustainability with our environment, compassion and appreciation for fellow citizens of the country, and a sense of community with neighboring countries and within the international commu-nity. At the deepest level, this promising future is secured upon the values and virtues of compassion, shared well-being and justice imbedded in Myanmar’s great religious traditions.

You recall an expression of such inherent virtues of Myanmar during the great Nargis disasters. Buddhist monks saved affected people in all villages, Christian humanitarian agencies distributed aid to those suffering beyond their ethnic and religious boundaries, and Hindu, Muslim and other groups were united to help one another to alleviate the suffering of their fellow country men and women. Compassion and common living are the fundamental values and virtues of the peoples of Myan-mar, and unity in diversity is the strength of this nation. We all know that a sense of preference and superiority of one race over another goes against the fundamental tenets of the Myanmar’s religious traditions and brings hatred, discrimination and violence. We reject the misuse of religion and race to divide our people.

In our collective efforts to resolve inter-communal conflicts and to advance national reconcilia-tion, as Myanmar national and international religious leaders, we wish to bring your prayers for peace

to the Panglong 21st Century Peace Conference. This will strengthen the transition from dictatorship to democracy, from conflict to peace, and from closed to open economy.

We are painfully witnessing increasing hostilities and the large displacement of people in Kachin and Shan States, which further weakens the peace and reconciliation process. We are commit-ted to working with the Union Government and other relevant actors to achieve a nationwide ceasefire agreement and sustainable peace with the vision of a democratic federal system in Myanmar.

We share a vision of development in Myanmar, which is built upon the notion of human digni-ty, human rights and shared well-being. This vision harnesses principles of fair distribution of Myan-mar’s resources as a necessary step on the path to national unity. We have witnessed so much wealth going to and enriching only a few. Most conflicts involve issues of who controls resources. The future of Myanmar depends on its commitment to and capacity for transparency and sharing in the use of resources.

At the very foundation of sustainable peace is respect for and realization of human dignity, the undeniable and sacred essence rooted in our nature as human beings and as peoples. As we shed light on the shared tragedies facing many under-represented and disadvantaged populations of Myanmar, we urge all peoples of faith and good will to support the unfolding vision of peace, rich with diversity, equality, respect and dignity. We praise initiatives taken by local communities to advance social cohe-sion.

You recall that the profound spiritual heritage of Myanmar is expressed in the teachings of the world’s great religions practiced in this country. Buddhism teaches that “hatred can not be ceased by hatred, but by compassion.” Christ preached “you have heard that eye for an eye and tooth for tooth, but I say pray for your enemies and pray for those who persecute you.” Hinduism teaches us to be “free from attachment and without hatred to any creature,” while Islam calls us not to “let the hatred of others to you make you swerve to wrong and depart from justice.” The shared message by all the world’s great religious traditions is not to repay vengeance with vengeance but with compassion and reconciliation.

You recall Pope Francis’s address to you during his most recent visit to the country. He said that many in Myanmar bear the wounds of violence, wounds both visible and invisible. We are often misguided to think that healing can come from anger and revenge. Yet the way of revenge is not the way of the world’s religious traditions. When hatred and rejection is experienced, we respond with for-giveness and compassion. The present waves of hate speech and incitement to violence on Facebook and other social media violate the fundamental spiritual principles of tolerance and respect.

We are painfully aware of the suffering of displaced people due to war, violence and lack of security. A disproportionate majority of those fleeing their places of origin are severely disadvantaged, women and children, the newborn and the elderly. We implore the Union Government and all rel-evant partners to undertake necessary actions to secure peace and well-being for the displaced and

marginalized populations. For those who were forced to flee the country, it is crucial that they can return to their rightful homesteads in order to reestablish their lives with full dignity and security.

It is not enough, however, for internally and externally displaced peoples to simply return to their homes. With the great support offered by the good peoples of Myanmar, these returning mem-bers of society should be further integrated by cultivating peace with neighbors, communal participa-tion and representation in local and national governments. This step advances inclusive citizenship, fosters their right to participate fully in communities and systems of government, and secures their renewed flourishing of human potentials and social well-being.

Particularly the plight of all the communities living in Rakhine State has attracted international attention. Good and laudable efforts are being advanced, including the agreement between Bangla-desh and Myanmar on the return of refugees and the invitation to the United Nations to facilitate this process, urging priority to peace, development, education and human rights for all communities in Rakhine State.

Out of fraternal concern for the other family members, let us together exert our utmost effort to find a comprehensive and thorough solutions to the complexities and sensitivities that prevail in Rakhine State. We are of the opinion that the recommendations of the Advisory Commission on Ra-khine State led by Mr. Kofi Annan regarding the developmental, human rights and security crises in the State provides a framework that needs to be seriously supported. It is indeed heartening to know that the Union Government has agreed to implement the Advisory Commission’s recommendations.

Terrorism can never be condoned and we fully acknowledge the duty of the authorities to maintain law and order. At the same time, we are concerned that an excessive use of force in counter-ing insurgency could jeopardize the peace and reconciliation process.

We encourage the Union Government to take full responsibilities for a thorough and transpar-ent investigation into multiple crimes perpetrated in Rakhine State and elsewhere. We urge the Union Government to include in this effort the entire population such as the Rakhine, Myo, That, Dynet, Khamee, Kamen and the Hindu.

In search for a solution based upon human dignity and shared well-being and from the per-spectives of global responsibility sharing, we call for an international conference with the participation of concerned States, United Nations, ASEAN, ICRC and other relevant international actors to address the critical humanitarian issues facing Myanmar. This includes the vulnerability of those living within Rakhine State, those suffering in refugee camps in neighboring Bangladesh, and those desiring digni-fied and safe return to the places they know to be their homes in Myanmar. We call for the exploration of global sharing schemes. The proposed international conference should also address the suffering of people affected by other internal conflicts, including displaced populations from the most recent escalation of armed conflicts in Kachin and Shan States.

We ask Religions for Peace as an organization to facilitate and serve the above noted process and accompany it together with other international non-governmental organizations that are engaged in the issues of peace, conflict resolution and reconciliation in Myanmar.

Finally, we must together prepare our children for the responsibility of maintaining and un-folding this vision. To bring quality education and to teach the youngest members of society about the beauty of multi-religious coexistence and the virtue of compassion to carry this vision forward into our shared future is a collective goal shared by all peoples of faith and good will.

Today, we stand in solidarity with all peoples of faith and good will to proclaim that the forces that would divide us will no longer hold sway over our shared hope for peace.

The future of the peoples of Myanmar is in our prayers.
