Amber Valley Borough Council is to decide at its meeting on February 15th whether Radleigh Homes can proceed with their development plans for the Burley House site on New Zealand Lane. The need for the Council to debate the planning application in detail arose when the Borough Planning Committee went against the recommendation of the planning officers to agree to give the go-ahead to the plans after Radleigh had made the necessary changes asked of them after a first hearing. and a site visit. Radleigh amended their proposals for the planned multi-million pound redevelopment to the apparent satisfaction of the planning officers, but not the committee. Meanwhile the buildings have been broken into and vandalised and are a worsening eyesore on a 2,800 square meter site on which Radleigh, who have purchased the site from Derbyshire County Council, want to build 22 flats alongside two four-bedrooms mews houses. KIND, QUIRKY HUMOUR A REAL TONICAt the library this month it’smy turn to select ourfeatured author. I had ahard time, but finally chooseAlexander McCall Smith. I love his kind, quirkyhumour. I always feel betterwhen I’ve read one of hisbooks, they are a real tonic.Several years ago I heardrumours about a series calledThe Number One LadiesDetective Agency. It was remarkably difficult tofind a copy, they were likegold dust. All of a sudden everyonewanted to read them and therewere none to be found.McCall Smith had beenwriting for many years beforebeing discovered, but thenovels had only published inshort print runs, by a Scottishpublisher. If you hold a first edition of TheNumber One Ladies DetectiveAgency now, I expect it’s wortha small fortune.

His writing varies from legaltext books, including thestandard text book onBotswanan law, and anotheron the forensic aspects ofsleep, to his best sellingnovels, and even includesover 30 children’s books. He freely admits becoming abest selling novelist hasturned his life upside down,and hints that he looksforward to dropping out of thepublic eye a little andreturning to normal. He is currently on asabbatical from theUniversity of Edinburghwhere he is Professor ofMedical Law.He’s extraordinary, thiscentury’s equivalent of arenaissance man. I’m amazed he ever finds timeto write. He was born in Zimbabwe,but was educated in Scotland,then he went into law.It was whilst living in

Botswana setting up the lawfaculty of the University ofBotswana, that he witnessed atraditionally built ladychasing a chicken for hislunch. He claims this was theinspiration for PreciousRamotswe, the founder of thefirst and only ladies detectiveagency in Botswana. As well as all this, just as ahobby you understand, he isco-founder of ‘The ReallyTerrible Orchestra’ in whichhe attempts to play bassoon.I’d love to see a performance.For those of us who areanxiously waiting forPrecious’ next adventure, its

I wonder how many peoplehave walked past Duffield’stwo war memorials todaywithout even giving them asecond glance? After all it’s over a monthsince Remembrance Day, or ifthey did see them for whatthey are, did anyone take thetime to stop and read thenames of our village fallen?You may ask why today? What’s so special aboutDecember 30th 2005? Other than it being a Fridayand the day before New YearsEve not a lot really, but today,90 years ago, one of ourvillagers became anotherstatistic, another son lostamongst the 750.000 lost inthe First World War.Lieutenant Guy Titley, RoyalNavy, died 90 years ago todaywhen H.M.S Natal blew up inthe Cromarty Firth, along withmore than 400 other people. (aparty of school children wasaboard at the time - see pic). Officially an explosion in thecordite store was to blame. Unofficially many seem tothink it was an act ofsabotage, and that rumour stillexists to day.I know the loss of the Natal isnot forgotten, or where sheblew up and sank as there is aweb site to the memory of allthe people lost that day. Run by the Invergordon imagelibrary, and on the site thereare pictures of the ship, crewmembers and comments fromsome of the sailors’ families.As well as being rememberedon the Roll Of Honour in

Duffield Church, and on thetwo war Memorials, Lt. Titleyis also remembered on hismother and fathers grave inDuffield Cemetery. I know no one else had madethe journey today, onlyanother set of foot prints in thesnow led down the path totheir grave in the fading light,and they carried on past. The grave its self was stillcovered in snow that today’srain had failed to wash clean. I brushed the snow away fromhis name to read the wordscarved in stone. INMEMORY OF MATILDA,WIFE OF ADDISONTITLEY BORN JULY 6TH1853, DIED 31STOCTOBER 1914. ALSO OFGUY TITLEY, YOUNGESTSON OF THE ABOVE,LIEUT.R.N. LOST INH.M.S NATAL DEC 30TH1915, AGED 24 YEARS.Maybe one personremembering is enough, and Iknow his name is among those

read out on RemembranceDay in the Church, so he’s notforgotten.Even the date of his mother’sdeath over a year before his, isconnected with WW1, on thatday in Ypres (Belgium) whathas become to be known as

theFirst Battle of Ypres wasraging. On this day another youngLieutenant died. Not aDuffield man, but one of hismedals is in the village, itsbeen here for the last 30 oddyears. Not always appreciated forwhat it stood for, but cared forall the same, it’s what firstreally got me interested inWW1; then the men of thevillage who died took myinterest and for the last eight

years I have been gatheringsmall bits of information onthem and visiting their gravesor memorials and laying apoppy cross, from one villagerto another. Some 230 men from thevillage joined up and 42 paidthe sacrifice, the cost of war to

the village, and several areburied in Duffield Cemeteryand some are rememberedthere on family graves, othersmake it there as well who arenot on our memorials.Like Charles Henry Jonesaged 28, another Lieutenant,killed in action 10th April1916. I only found his name today,walking back from Guy Titleyparents, I just happened tolook across and there his namewas, another man toremember and record, anotherone not to be forgotten.I am planning to write a bookon the fallen of our Village, Iknow for sure one familywho’s name appears twice onthe War memorials still livesin the village and their medalsare still in the village, still inthe original frame their familyhad them put in. And I think may be a couple ofother family’s are still here as well. So I am hoping that there maybe more information out therethat will help to bring back tolife the names carved in stone,so that others after us will alsobe able to remember, beforeall is forgotten and lost forgood. Information no matter howsmall will be very gratefullyreceived. But pictures wouldbe a real help that wouldtruly bring back to life themen that left the villagenever to return. Warren Osborne. The post is part time (at least 20 hours per week) and is non-pensionable at a Salary of £12,576 per annum.

and at the Weston Centre25 Apr 2006 Annual Parish Meeting @7.30pm**************************************************The Crime Figures for Duffield in October 2005 totally five ,incidents made up as follows:one theft from vehicle, oneburglary, two vehicle damage and one criminal damage.

The Environment Agency have made the following commentsregarding the forthcoming desilting of the Duffield Flume onthe River Ecclesbourne.The Flume is primarily designed to cope with significant levelsof flood flows and as such is “overwide” for normal river flows.This results in a shallow, slow current throughout much of theflume.

This type of current will naturally deposit silt in the slowerflowing sections of the river, typically on the “inside” of riverbends as is the case with the river Ecclesbourne at Duffield.

Historically, the Agency has routinely carried out desilting ofthe flume once the silt has built up to a sufficient level tosignificantly affect channel capacity. The current silt levels andthe vegetation that is growing within these areas now isbeginning to reduce the overall channel capacity and works arebeing programmed to resolve this issue.

The Agency has a statutory duty to conserve and enhance theenvironment and accordingly, whilst these works are beingplanned, consideration will be given to ancillary factors whichmight affect how the works are carried out, both in theimmediate and long term future.

Such considerations could include the retention of some smallerarea of silting and gravelled areas, the aim being to retain somearea for bio-diversity to flourish in this otherwise sterile area.

For this months article I amgiving my observations onthe crimes occurring inDuffield that have beenreported to the police in2005. This is from my records ofcrimes in Duffield that arereported to me from theBelper & DistrictNeighbourhood WatchSupport Office.Year 2005 showed an averageof 10 reported crimes permonth a slight reduction over2004 which averaged 12 permonth. I am also aware that not allcrimes are reported and so thisis a minimum. This means that at least 6% ofthe households in Duffieldhave been directly affected bya crime.The last 12 months include(for the whole of Duffield):• 20 burglaries• 23 thefts• 31 theft from vehicles• 11 cases of damage toproperty• 19 cases of vehicle damage

• 7 vehicles stolenPredominately goods stolen inhouse burglaries have beenmobile phones, jewellery,cash and computer equipment.Included in the list of theftsare three bikes, several piecesof garden ornaments andfurniture. Also stolen were four cars,two of which were taken withkeys. A frequent crime is that ofcars being broken into in orderto steal items such as wallets,handbags, mobile phones,audio equipment, computers,coats etc. most havingoccurred because the itemshave been left on view. Last year also saw the firstinstances of satellitenavigation systems beingtaken. My plea is that you don’tleave any valuables in view -it only takes a thief seconds toremove them. Always lock everything in theboot and try not to leave a carcontaining valuables unattendedfor long.

I look forward to a time whenI receive less or even noreports of this type of crime.In total 12 mobile phones and19 bags/wallets were stolen in2005.All this means that a lot ofpeople suffered the distress ofa crime.Nigel Coulstock our CrimeReduction Officer is morethan willing to visit people intheir own home to advise onsecurity. Typically Nigel is approachedfor advice by a victim ofcrime, their neighbours and

Amber Valley planners havereceived a number of lettersprotesting against theapplication by Chevin GolfClub to re-site the 17th teeand improve practicefacilities with local residentsmaintaining the Club is outof bounds.Roy Pooley of Chevin Road,Duffield, writes to the Scenethat the wording of the yellownotices around the boundariesof the course should havecarried the wording “Forchange of use fromagricultural to recreational toallow the re-siting of onehole” etc.He is convinced that suchproper wording would havebrought far more commentsfrom local people.Mr Pooley adds that:•Walkers unfamiliar with thearea would be in“considerable jeopardy” if theapplication was granted.• The character of historiclocal footpaths - Duffield 25and 26 and Belper 49 - in anopen, pastoral setting shouldnot be demeaned by totalenclosure within the “prim

landscape created by a golfcourse setting”.• The footpaths form part ofthe Midshires Way and thepresence of cars parked at thejunction of footpaths furtherdemeaned the rural characterof the area.”On a visit to the BoroughCouncil Mr Pooley pointedout that the public noticesshould be posted againoutlining the proposedchange of use and more timegiven for responses.Robert Crowder of AvenueRoad, Duffield, said thatwhen he checked with anumber of people walking inthe area they were under theimpression the applicationrelated to land presently usedby the Golf Club.“At no stage does thePlanning Notice mention achange of use adjacent to theClub presently used foragriculture into leisure use,”says Mr Crowder “I suggest the consultationprocess has not been compliedwith and a full consultationprocess should beundertaken.”

He adds: “Whilst I do notobject to Chevin Golf Clubimproving their facilities, theproposal, as it stands, will notmeet the objectives of theClub and does not take intoaccount the impact of otherusers of the area.”He was seriously concernedthat the land designated as“practice area” would eitherbe re-landscaped or used foranother purpose.
