Executive Summary

This deliverable presents the dissemination and networking of the Energy Efficient Mortgages Initiative from March 2018 to February 2019.

Starting from a brief introduction of the Initiative, the dissemination, communication, community building and networking activities carried are described, together with the various information tools and channels which have been used to reach the media, journals, relevant stakeholders and general public.

In order to measure the effectiveness of the dissemination and networking report, communication tools are assed with regards to key performance indicators (KPIs).

1. Introduction Buildings are responsible for 40% of energy consumption & 36% of CO2 emissions in the EU. By improving the energy efficiency of buildings, total EU energy consumption could be reduced by 5%-6% and CO2 emissions by 5%. 75-90% of the building stock in the EU is predicted to continue to stand in 2050 making energy efficient refurbishment a top priority for Europe. Delivering on the EU’s 2030 climate and energy strategy will require an estimated additional investment of €132 billion per year in buildings alone. In this context, banks, in financing the purchase of buildings, have the potential to play a game-changing role in relation to the EU’s energy savings targets by bringing energy efficiency considerations into the conversation with borrowers at a crucial moment and therefore incentivising borrowers to acquire/construct an energy efficient property or improve the energy efficiency of an existing one. The resulting Energy Efficient Mortgages Initiative (EEMI) is intended as a pan-European effort to coordinate market interventions in relation to the financing of energy efficiency in buildings, create synergies in the mortgage and covered bond value chain, and in this way deliver a virtuous circle between lenders, borrowers and investors from the origination of the mortgage to the pooling of energy efficient collateral that would be the underlying collateral for “green” covered bonds. The EEMI consists of the Energy Efficient Mortgages Action Plan (EeMAP) and the Energy Efficient Data Portal & Protocol Initiative (EeDaPP): EeMAP aims to create a mortgage financing mechanism through which property owners are incentivised to improve the energy efficiency of their building or acquire an already energy efficient property by way of favourable conditions linked to the mortgage. The cornerstone of the initiative is the assumption that energy efficiency has a risk mitigation effect for banks as a result of the impact on a borrower’s ability to service his/her loan and on the value of the property, a correlation which the EeMAP Initiative is currently working to substantiate. EeDaPP is intended to support the energy efficient mortgage financing mechanism by delivering a market-led protocol which facilitates the large-scale gathering and processing of data relating to energy efficient mortgage assets, via a standardised reporting template. In the long term, the data will be accessed by way of a common, centralised portal, allowing for continuous tracking of the performance of the energy efficient mortgage assets, thereby also facilitating the tagging of such assets for the purposes of energy efficient bond issuance. This report provides an overview of the main activities carried out by the EeDaPP consortium in the first year of the project (from March 2018 to February 2019) to promote and disseminate the Energy Efficient Mortgages Initiative. The activities listed below have been organised in order to raise awareness, build consensus and support a data market-led protocol and portal concept to collect, process and provide access to large-scale empirical evidence relating to energy efficient mortgage assets allowing for a comprehensive analysis of de-risking energy efficiency features.

During the first year, the communication & dissemination activities were mainly based on: • Energy Efficient Mortgages Pilot Scheme. Through the Pilot Scheme, Lending Institutions have

the opportunity to test the feasibility of implementing the Energy Efficient Mortgages Framework into existing product lines and processes and to gather data on the performance of energy efficient mortgages on a voluntary basis.

• Participation in conference and events. This included also the organisation of several specific events (i.e. conferences, webinars, etc.) in the context of the Initiative.

• Technical meetings, conference calls and consultations. To engage and involve stakeholders, in particular banks, and to draw the attention of national and European authorities.

• Public reports. The EeDaPP consortium published 5 public reports, providing high-visibility to certain key findings, such as the White Paper on a common minimum pan-European green reporting criteria that presents proposal for a standardised data protocol for the gathering, processing and disclosing of data related to energy efficient mortgages.

• Informational communication. Information has been made available via the Energy Efficient Mortgages website, the partners’ websites and social media. A newsletter and ad-hoc press releases reinforce this communication.

2. Activities

2.1 Energy Efficient Mortgages Pilot Scheme Through the Energy Efficient Mortgages Pilot Scheme lending institutions have the opportunity to test the feasibility of implementing the Energy Efficient Mortgages Framework into existing product lines and processes and to gather data on the performance of energy efficient mortgages on a voluntary basis. The Energy Efficient Mortgages Pilot Scheme was launched in June 2018, further to the engagement of market actors in a consultation process by way of national and European roundtable events. Currently, forty-two lending institutions (Figure 3), which represented 55% of mortgages outstanding in the European Union equal to 25% of EU GDP at the end of 2018 (Figure 1, Figure 2, Table 1), have signed up to the Pilot Scheme. The Pilot Scheme Lending Institutions are supported by 30 Supporting Organisations (Figure 4) and by an Advisory Council (Figure 5).

The main role of the Pilot Scheme Supporting Organisations (Figure 4) is to support the Lending Institutions in the process, sharing best practices and building partnerships. The main role of the Advisory Council (Figure 5) is to promote and facilitate dialogue between stakeholders from the financing and banking communities, property and construction sectors, utilities on the one hand, with policymakers on the other, with the aim of addressing specific market failures and the criticalities identified during the Pilot Scheme. It includes representatives from the European Commission, the European Investment Bank, the European Bank for Reconstruction and Development, the International Finance Corporation, The World Bank, UNEP Finance Initiative, the Scottish Government, Climate Bond Initiative and the Autonomous Province of Trento – Agency for Water Resources and Energy. The Advisory Council is also exploring the possibility of a ‘regulatory sandbox’ for lending institutions participating in the Pilot Scheme. The strong engagement of the Pilot Scheme Lending Institutions, the Supporting Organisations and the members of the Advisory Council marks a turning point in efforts to mainstream sustainable finance that will help to create demand and ultimately pave the way for market transformation and significant energy savings. In this way, the Energy Efficient Mortgages Initiative is a concrete response to the policy goals of the European Union to build a capital markets union and to facilitate the clean energy transition in line with the Paris Agreement.

2.1.1 Pilot Scheme Subgroups After the official launch of the Pilot Scheme in Windsor on 14 June 2018 (Figure 6), the Pilot Scheme Lending Institutions were invited to form part of 7 subgroups, these being: 1. Origination/Retail; 2. Risk Management; 3. Marketing; 4. Funding & Investor Relations; 5. Partnerships (development of synergies with other

stakeholders); 6. IT Solutions & Data; 7. Technical expertise (SMEs, Valuers, Energy Efficiency

Experts). The composition of the Pilot Scheme Subgroups is reported in 6 Annex 1.

Taking into consideration the Energy Efficient Mortgages Pilot Scheme Implementation & Product Framework as starting point, each subgroup identified criticalities and possible solutions for a successful deployment of energy efficient mortgages in the market. The preliminary results were presented at the Energy Efficient Mortgages Pilot Scheme Meetings on 27 September 2018 in Venice (Figure 7). The day after, on 28 September, the EMF Research & Data Committee, which focuses on statistics and research on the EU’s housing and mortgage markets and the issues affecting or relating to them, including demographic evolutions, the profile of first-time buyers, housing supply challenges and private rental

market dynamics, discussed with the EeDaPP partners the market needs and gaps. Following on from the meetings in Venice, the subgroups updated the list of criticalities and solutions and identified a high-level, principles-based definition of the Energy Efficiency Mortgage (EEM) including guidelines for the technical assessment and valuation of eligible properties. Several conference calls and a closed meeting among the Subgroup Coordinators and the Advisory Council, dated 9 November 2018, were organised to reach a common agreement on the definition which was announced by way of an Energy Efficient Mortgages Initiative press release on 3 December to coincide with COP 24 in Katowice, Poland.

2.1.2 National Market Hubs Pilot Scheme participants are currently organising themselves into National Market Hubs, with a view to achieving coordination at national level and ensuring market consensus and implementation for energy efficient mortgages (EEMs).

National Market Hubs will be supported by an Energy Efficient Mortgage Label Committee, comprised of representatives of major mortgage markets and other relevant market stakeholders at EU level, which will ensure ongoing alignment of the EEM definition with high quality standards and market best practice at EU and national level by way of a European label for EEMs. Purpose of the Hubs • Operationalise the definition keeping in mind its dynamic and flexible character; • Develop key implementation actions and identify best practice standards taking into account the

latest policy-, market- and technological developments and innovation; • Establish a wider market for energy efficient mortgages (EEMs), beyond the current pilot phase.

This will include key actions that will need to be taken at local level in relation to: o Mortgage/financial markets; o Valuation practices; o Building assessment/construction practices; o Utility markets; o Policy/regulation at the EU, national and local levels [across the above areas].

Objectives of the Hubs • Address and avoid market fragmentation and barriers to the deployment of EEM; • Promote and facilitate dialogue and cooperation between relevant stakeholders from the

financing and banking communities, property and construction sectors, as well as policymakers; • Raise awareness among consumers/borrowers and lending institutions about added value of

EEMs and investment in energy performance; • Sensitise banks and representatives of the property/construction sectors for their role,

responsibilities and possibilities in contributing to scale up finance for energy-efficient and sustainable buildings;

• Help to build the business case by presenting country- and city- specific initiatives; • Advise banks, valuers, energy assessors and other stakeholders in developing guidelines and

training; • Drive alignment and comparability to address data gaps, valuation instructions and improvements

to building codes/standards, and evaluations of performance; • Facilitate the verification of compliance with thresholds and guidelines set out in definition.

The EMF-ECBC is organising several meetings with Pilot Scheme Lending institutions and supporting organisations for the creation of National Market Hubs all around Europe, such as the meeting in Milan on 12 December 2018 (Figure 9), the meeting in London on 12 February and the meeting in Helsinki on 26 February. Similar meetings have been organised by Supporting Organisations (national banking associations) in Belgium and Germany. Contacts with other Pilot Scheme Lending Institutions in Sweden, Norway, the Netherlands, Poland and Denmark have been established. As shown in Table 3, three Green Panel Sessions will

take place in Riga on 24 April 2019 at the 29th ECBC Plenary Meeting where both European Commission Vice President Valdis Dombrovskis and Director Mario Nava will speak, and where the progress achieved to date under the Energy Efficient Mortgage Initiative will be presented.

2.2 Consultations From July 2018 to February 2019 three consultations were conducted through meetings, telco, email and/or interviews with the purpose of exploring their views and gathering market insights and feedback on the Energy Efficient Mortgages Initiative and on key topics: • Consultation of a common definition of energy efficient mortgage and on the list of criticalities

and possible solutions (please refer to section 2.1.1 Pilot Scheme Subgroups): more than 185 representatives from 84 different organisations which take part in the Energy Efficient Mortgages Pilot Scheme - including banks, international, European and national authorities, insurance companies, energy operators, construction companies, evaluator associations, energy efficiency experts associations, IT services, universities – provided about 80 comments and/or request for amendment on the draft definition and the draft list of criticalities and solutions.

• Consultation on a common minimum pan-European green reporting criteria: Pilot Scheme Lending Institutions were invited to exchange preliminary ideas on the potential ways to facilitate and/or improve data collection related to energy efficient mortgages and on green reporting criteria, commenting the proposal for a standardised data protocol for the gathering, processing and disclosing of data related to energy efficient mortgages (D3.3 White paper).

• EU Sustainable Finance Taxonomy Consultation: the Energy Efficient Mortgages Action Plan (EeMAP) and the Energy Efficient Data Portal & Protocol Initiative (EeDaPP) consortia, the Energy Efficient Pilot Scheme Lending Institutions, together with the members of the European Mortgage Federation’s Executive Committee, which is composed of representatives of the national mortgage markets, provided feedback on the work on usability of the taxonomy developed by the Technical Expert Group (TEG) on sustainable finance. This common market response was drafted exclusively from the perspective of the Energy Efficient Mortgages Initiative and the insights gained during the last three years, contributing to efforts to meet the EU energy and climate targets for 2030 and to facilitate the transition to a low carbon- and more environmentally sustainable economic model.

2.3 Participation in External Events External events are unique opportunities to reach and meet targeted communities. As such the Consortium carefully selected the most relevant events at which they will present the Energy Efficient Mortgages Initiative (EEMI) for the purpose of promoting and disseminating the key findings and achievements. A list of major events where the project has already been represented since its official launch on 1 March 2018 is shown in Table 4.

On 20 September 2018, Jennifer Johnson (EMF-ECBC) highlighted the importance of mortgages in supporting the transition to a more sustainable society introducing the Energy Efficient Mortgages Initiative (EEMI) at the ING’s event in Vienna (Figure 10). The initiative was also presented at the National Housing Conference organised by the Canadian Mortgage and Housing Corporation in Ottawa on 21 September 2018 (watch the video).

On 10 December 2018 Luca Bertalot, EMF-ECBC Secretary General and EEMI Coordinator, was invited at COP 24 UK Pavilion event to present the high-level, principles-based definition of the Energy Efficiency Mortgage (Figure 11).

Another important dissemination opportunity was at the Funding & Capital Markets Forum in Milan organised by the Italian Banking Association on 14 December 2018, where Luca Bertalot, chaired the Figure 12 Funding & Capital Markets

2.4 Webinars On 5 November 2018, the EMF-ECBC presented the Energy Efficient Mortgages Initiative in the webinar “Responsible Investor - Integrating green and social factors into lending” to 312 attendees, focussing on the importance of data and risk assessment. The EeDaPP partners will organise 2 webinars on the standardised data protocol and portal, addressed to relevant stakeholders, with the first one being foreseen in October 2019 and the second one in February 2020. Furthermore, the partners will attend third parties’ webinars to disseminate the Initiative, where relevant.

2.5 Face2Face Meetings and/or Conference Calls No less than 70 Face2Face meetings and/or ad hoc conference calls have been organised in order to: • involve and engage relevant stakeholders with the purpose of exploring their views on the Energy

• The Global Alliance for Building and Construction, aiming to mobilise all stakeholders, including member states and non-state actors from the Buildings and Construction sector to scale up climate actions in the sector.

• ENERFUND - Building Retrofit Potential is a tool that rates and scores deep renovation opportunities, H2020 project, GA n. 695873. The tool is based on a set of parameters such as Energy Performance Certificates (EPCs), number of certified installers, governmental schemes running, etc.

• RAPID U is dedicated to both on-site measurements of building constructions’ U-values, using a novel measurement principle, and to the market deployment of U-value meters. The project is co-ordinated by the inventor of the instruments, Arcada University of Applied Sciences, Helsinki, Finland.

• ABRACADABRA - Assistant Buildings’ addition to Retrofit, Adopt, Cure And Develop the Actual Buildings up to zeRo energy, Activating a market for deep renovation, H2020 project, GA n. 696126.

• ENERINVEST - Spanish sustainable energy financing platform aims to become the National Platform for financing Sustainable Energy Projects, H2020 project, GA n. 695822.

The EeDaPP consortium, together with the EeMAP partners, is continuously trying to identify and cooperate with other projects and initiatives around Europe in order to foster potential project synergies.

3. Information tools & Channels

3.1 Energy Efficient Mortgages website Following on from the European Commission recommendation to align the EeMAP and EeDaPP projects as much as possible from a communication perspective creating the ‘umbrella’ identity Energy Efficient Mortgages Initiative, a common website landing page was designed under the URL address https://energyefficientmortgages.eu/. The joint landing page allows users to access both the EeMAP and EeDaPP websites directly (Figure 13) and it was officially launched on 18 April 2018.

Due to security issues (started in June 2018) and attempted hacker attacks (in September 2018), the web hosting service provider and platform were changed. A complete migration to the new provider was performed in February 2019. Turning threats into opportunities, the Energy Efficient Mortgages Initiative consortia are currently working on a re-development of the website to make it even more attractive and useful to its users. The new structure will offer more visibility to the Pilot Scheme, the Pioneers (Pilot Scheme Lending Institutions, Supporting Organisations, Advisory Council) and the Market Hubs and it will be ready for the event in Riga in April 2019. The number of visits has been regularly checked and thanks to a high number of press releases and social media promotion via Twitter and LinkedIn, visitor number has increased. The website reached a peak of 440 viewers on 3 December 2018, thanks to the press release “Energy Efficient Mortgages: A greener future for Europe”, launching the common definition of Energy Efficient Mortgage.

3.2 Dissemination Material and Public Reports The dissemination of dissemination material and public reports constitutes a core dissemination task. A four-page introduction to the Energy Efficient Mortgages Initiative, together with a longer slide presentation, is published on the website and constantly updated. At the time of writing, 6 public reports are available on the downloads page (Figure 14): • The White Paper on a Common Minimum Pan-European Green Reporting Criteria presents a

proposal for a standardised data protocol for the gathering, processing and disclosing of data related to energy efficient mortgages.

• The Energy Efficiency Reporting Criteria Market Mapping report provides a comprehensive “check list” of energy performance and financial indicators for energy efficient mortgages to underpin the forthcoming Energy Efficient Data Protocol.

• The report Market Needs and Gaps runs the analysis of the Energy Efficient Mortgages market setting on the necessary requirements for a harmonised reporting, processing and disclosure of Energy Efficient Assets.

3.3 Newsletter The first edition of the EEMI newsletter was issued on 4 July 2018; the second one (Figure 15) was issued on 13 February 2019, pointing out the most crucial milestones of the initiative. All articles are published also on the website. The second newsletter was based on the following table of contents:

In particular, the press release “Energy Efficient Mortgages: A greener future for Europe”, launching the common definition of Energy Efficient Mortgage on 3 December 2018, received a lot of visibility as shown in Figure 18 .

3.4.3 Social Media

Social media activity is concentrated around Twitter and LinkedIn as the most appropriate online platforms to disseminate the Energy Efficient Mortgages Initiative (EEMI). These tools are deemed the most suitable given their high market take up and relevant professional news and social networking services. The Energy Efficient Mortgages Initiative twitter @EEMActionPlan (Figure 21) account is mainly used to inform and share: • News and updates generated directly by the initiative; • Partners’ and stakeholders’ related activities; • News about initiatives, events, policies, studies in the field of energy efficiency (not directly

generated by the initiative).

The initiative is not only attracting attention from journalists, but also from relevant authorities. The support provided to date by the European Commission includes the public statements made by Vice-President Mr Valdis Dombrovskis (Figure 19) and by Mr Paul Hodson, Head of Unit "Energy Efficiency", Directorate-General for Energy (Figure 20).

The EMF-ECBC manages the twitter profile and edits information, which are always shared and promoted via the project partners’ and stakeholders’ existing twitter, and vice versa. Thank to this, the Energy Efficient Mortgages Initiative Twitter account has become very successful, having 464 followers, and has at the time of writing generated 620 tweets (Figure 21). Table 9 provides an overview of the twitter campaign results.
