FOR THE LEASE OF VENUE WITH MEALS FOR THESEMINAR ON THE REVISED IMPLEMENTING RULES AND

REGULATIONS (IRR) OFRA 91841

The Energy Regulatory Commission (ERC), through the GeneralAppropriations Act of 2020 intends to apply the sum of Thirty-FiveThousand Two Hundred Pesos (PhP35,200.00) being theApproved Budget for the Contract (ABC) for the Lease of Venue withMeals Seminar on the Revised Implementing Rules and Regulations(IRR) of RA 9184 with the following detailed requirements:

I. VENUE SPECIFICATIONS

A venue within the area that can accommodate thirty two (32) paxwith the following technical specifications taking into consideration therating factors under Appendix "B", Annex "H" of the ConsolidatedGuidelines for the Alternative Methods of Procurement- Lease of RealProperty or Venue of The 2016 Revised Implementing Rules andRegulations of Republic ActNo. 9184.

A.Availability

The function room for the event must be available on 14 February 2020(Friday) until the completion thereof.

B. Location and Site Condition

1. Accessibility

The venue must be accessible directly to the main thoroughfare bypublic and/or private transport.

2. Parking Space

The venue must have sufficient parking space within the same locationto accommodate ERCparticipants' vehicles.

1. Sanitation and Health Condition

The venue must be located in a sanitary and healthy environment. Itmust have proper garbage facilities and complies with the health andsanitation standard required under the Sanitation Code of thePhilippines.

2.Police and Fire Stations

The venue must be located within 650 meters from police and firestations.

3. Dining Area

Restaurants must be available within the location of the venue andaccommodation or its close proximity.

4. Banking/Telecommunication

The venue must be have telecommunication lines and accessible totelecommunication networks. Unlimited WiFi must be providedduring the entire period of the event.

D.Venue

1. Structural Condition

The venue must be of sound structural condition. It must be conducivefor the event, and noise and sound proof from the externalsurroundings.

2. Functionality

a. Function Room

Must be able to accommodate at least thirty two (32) participantsfor the exclusive use of ERC and provided with:

1. Podium11. At least two (2) white board, markers and erasers;Ill. At least two (2) flip charts;IV. Unlimited WiFi access for all the participants;v. At least basic audio-system (LCD projector, wide screen,

sound system); andVI. At least four (4) microphones.

b. Light, ventilation, and airconditioning

The function/conference room must be well lighted, with adequateventilation and air-conditioning system during the duration of theevent.

c. Space.

The venue must be able to accommodate at least thirty two (32)persons. Tables must be arranged in classroom type and capable forrearrangements, with sufficient space to move around.

3. Facilities

a. Water Supply and Toilet

The venue must be able to provide enough water supply to all itsguests, including for the use of all comfort rooms for the entirevenue.

b. Elevators

There must be ample provision of elevator/s for all the guests if thebuilding is four (4) storey or above.

c. Emergency Equipment

Fire alarm/detection system, fire-fighting equipment andfire/emergency exits, as provided by laws.

4. Other Requirements

a. Maintenance

The venue must be well-maintained.

b. Security

The venue must be well secured 24/7 with visible guards on duty.

5. Meals

Supplier must be able to provide the following:

a. Free flowing brewed coffee, milk/cream and sugar, tea, mintsand. candies, hot and cold water station during the one-daysemmar;

II. APPROVED BUDGET OF THE CONTRACT

The approved budget for the contract for is Thirty-Five ThousandTwo Hundred Pesos (PhP35,200.oo) inclusive of VATand othergovernment taxes and charges

III. MODE OF PROCUREMENT

The mode of procurement shall be through negotiated procurement,particularly lease of venue, as provided under Section 53 of the 2016Revised Implementing Rules and Regulations (IRR) of Republic Act(RA) No. 9184.

IV. CRITERIAFOR EVALUATION

The bidder shall be evaluated in accordance with Appendix "B",Annex"H" of the Consolidated Guidelines for the Alternative Methods ofProcurement- Lease of Real Property or Venue of The 2016 RevisedImplementing Rules and Regulations of Republic Act No. 9184.

V. PAYMENT

Payment shall be directly credited to the winning bidder's account perDBM Circular No. 2013-16 dated 23 December 2013 after receipt ofthe statement of account and complete set of Certified True Copy offollowing documents:

a. PhilGEPS Registration Number/Certificationb. Mayor's/Business Permit (ifrecently expired,

submit certified true copy of the original receipt asproof that it has appliedfor renewal)

c. Barangay Clearance / Certification to the effect thatthe office of the prospective bidder is located in theconcerned Barangay

d. Income/Business Tax Return

The ERC will provide copy of the guidelines under Expanded ModifiedDirect Payment Scheme (ExMDPS) once Purchase Order (PO) is receivedby the winning bidder.

The ERC now invites bidder to submit their quotations for the contract.

The contract shall be awarded to the Lowest Calculated and ResponsiveBid (LCRB) who was determined as such during the post-qualificationprocedure.
