Objective/Purpose:

The Zoning Administrator (ZA) is a part-time (20-25 hours per week) professional, appointed position with a high degree of independence and the responsibility for administering and enforcing the Randolph Land Use Regulations (a unified zoning and subdivision bylaw), as provided in 24 V.S.A. Chapter 117 and related provisions, and the Randolph Sign Ordinance. The ZA also serves as the E911 Coordinator for the Town.

The position involves considerable interaction with the public; review of applications for development, and signs; preparation of findings and decisions; database data entry and management; inspection of properties; enforcement of existing regulations; and providing information to interested parties including local officials, town personnel, and the general public. The ZA will also be responsible for addressing planning issues such as bylaw amendments, and work with the public and boards on this process.

The ZA is expected to be knowledgeable about all aspects of the local development review process, including familiarity with the regulatory and review procedures of state agencies that may also have jurisdiction. This is an essential requirement in order to provide a high level of service to applicants and to the volunteer members of the Development Review Board (DRB) and Planning Commission (PC).

The Health Officer (HO) is an appointed position and does not hold regular office hours. The HO is activated on an as-needed basis to perform the duties as prescribed by State of Vermont (18 V.S.A. § 602.

The HO is given authority by Vermont law to investigate and mitigate any potential or existing public health hazard in the town. The HO investigates all complaints and has extensive authority to enforce any State health regulation and local health ordinance. The HO will work directly with the Selectboard in their capacity as members of the local Board of Health to address risks to public health.

The ZA and HO must be comfortable working with and on behalf of the public, and work effectively with a wide variety of people on sensitive or controversial issues.

Duties and Responsibilities: Zoning Administrator

Consistent application and enforcement of all rules and regulations pertaining to the Land Use Regulations and Sign Ordinance. This requires knowledge of 24 V.S.A. Chapter 117 and related provisions and practices that influence zoning and an ability to understand the Regulations, Ordinance and Randolph Town Plan.

Meet with applicants and prospective applicants to discuss the details of their proposals, to provide guidance as warranted with respect to a project’s conformance with the Regulations, and to provide information on other local permits that might be required.

Collaborate with other departments as warranted in the review of development proposals.

Issue permits within the statutorily prescribed time of an application for proposed uses or structures or changes in use if such use or structure is in strict conformity with the Regulations.

Oversee the intake process, the issuance of certificates of compliance, fee collection, and statutory posting and notice requirements.

Conduct or oversee inspections of buildings and uses of land or structures to determine compliance with the terms of the zoning permit and any representations of previously issued zoning permits.

Oversee the maintenance of the database of local permit activities (zoning, sign, road access, water and sewer)

Upload permits, DRB decisions, agendas, minutes, etc., on the Town’s website.

Investigate citizen complaints to determine if violations exist; maintain appropriate records of such investigations; and follow-up as necessary to ensure compliance.

Issue notices of violation and orders of compliance and institute appropriate proceedings for enforcement of the provisions of the Regulations where a violation persists.

At the appropriate time, institute legal proceedings through the Town Manager with the approval of the Selectboard.

Provide primary staff support to the DRB and the PC, and attend all committee meetings.

Prepare agendas and materials for the DRB and PC as well as necessary documentation of their decisions and provide public notification as required by state statute and the Regulations.

Maintain records of municipal permits.

Participate in training opportunities to refresh existing knowledge and remain abreast of new regulations, statutory changes, and case law that effect the interpretation, administration, and enforcement of the development review process.

Respond to requests for information from any member of the public on the development review process and provide information that is readily available in files in accordance with State law and Town policies.

Work with the local officials on initiatives that result in amendments to the regulations, Town Plan, and other planning documents.

Maintain and update as needed application forms, instructions, and other materials, including Internet and Web-based approaches, to assist applicants or citizens seeking information concerning Waitsfield’s development review process.

Participate in annual budgeting and report preparation.

As E911 Coordinator, assign street addresses in compliance with the State’s addressing standards; provide notification of new addresses to other town staff (town clerk, listers, etc.), the applicable post office, the fire departments, the White River Valley Ambulance service and the Vermont E911 Board; and provide information to the property owner on the need and method for posting the address.

Duties and Responsibilities: Health Officer 18 V.S.A § 602a

A local health officer, within his or her jurisdiction, shall:

Upon request of a landlord or tenant, or upon receipt of information regarding a condition that may be a public health hazard, conduct an investigation;

Enforce the provisions of this title, the rules promulgated and permits issued thereunder;

Prevent, remove, or destroy any public health hazard, or mitigate any significant public health risk in accordance with the provisions of this title;

in consultation with the Vermont Department of Health, take the steps necessary to enforce all orders issued pursuant to chapter 3 of this title.

Upon discovery of violation or a public health hazard or public health risk that involves a public water system, a food or lodging establishment, or any other matter regulated by department rule, the local health officer shall immediately notify the division of environmental health. Upon discovery of any other violation, public health hazard, or public health risk, the local health officer shall notify the division of environmental health within 48 hours of discovery of such violation or hazard and of any action taken by the officer.

Qualifications:

The ideal candidate for ZA will have proven success and leadership experience in financial planning, forecasting, budgeting, and management of personnel. The ideal candidate should also possess the ability to work across stakeholder groups. There are no established qualifications for the position of HO.

Education, Training, and Experience:

The following standards express the minimum background of training and experience desirable as evidence of an applicant’s ability to qualify for a position of this class. Other education, training, or experience, if evaluated as equivalent, may qualify the applicant for the position.

Bachelor’s Degree in Planning, Public Administration, or related discipline is required. Master’s Degree in Planning, Public Administration, or related field is preferred. Certified Floodplain Manager (CFM) is preferred. Minimum of five (5) years’ experience in planning, land use administration or associated field

is preferred.

Required Knowledge, Skills, and Abilities

Knowledge of the development process, 24 V.S.A. Chapter 117 and the ability to understand and interpret the local regulations.

Ability and willingness to learn and apply oneself to the job of ZA.

Excellent oral and written communication skills. A vast proportion of the ZA’s duties rely upon the clear exchange of information and communicating decisions and outcomes in clear language. These decisions have legal implications that affect the lives and well-being of both the applicants and the public at large.

Ability to initiate and perform extremely detailed work with little supervision.

Ability to organize, prioritize, maintain multiple tasks and deadlines and to have excellent time management skills.

Proficiency with computers, including word processing, data base management, the Internet, and other technologies, as well as an aptitude to learn new applications in order to accomplish various tasks.

Ability to interact with the public with courtesy, tact, objectiveness, fairness, and compassion.

Ability to read plans and drawings.

Ability and willingness to attend evening meetings.

A valid driver’s license and reliable vehicle.

Compensation:

Compensation for the position of ZA depends on qualifications, and is within the hourly rate range of $15.00 to $22.00 per hour. Compensation for the position of HO is set at $300 per month.

The Town of Randolph offers an excellent benefits package that includes health coverage, a retirement plan, generous leave policies, and more. Detailed information may be obtained from the Town Manager. Please note that benefits will be prorated to reflect a part time position.

Physical Demands and Work Environment:

This is an office-based job in a dynamic municipal office that may require frequent local and regional travel. While performing the duties of this job, the employee is required to communicate frequently with the public and other staff members, and operate office equipment. The employee may occasionally be required to perform moderate physical effort and must be comfortable on a construction site.
