• The Alberta Energy Regulator will assume all upstream oil, gas, oil sands and coal regulatory functions.

• It will be an independent, arm’s length agency, not a Government of Alberta Department.

• The legislation does not include mineral tenure, and Surface Rights Board functions.

• Regulator’s Mandate– “Provide for the efficient, safe, orderly and environmentally responsible

development of Alberta’s energy resources.”

Consultations

• Consultation sessions (19) February-March• Aboriginal consultation April-June (First Nations and Metis)• On line consultation has been extended to June 30th to obtain input

on key policy questions around:– Engagement in the process– Protecting Interests of landowners– Landowner registry– Notes on consultation feedback and interim what we heard report are

• Next steps – phased implementation; ongoing dialogue with key stakeholders, aboriginal groups

Phased Implementation

• Regulator responsibilities will be phased in starting with the ERCB energy related enactments.

• Proclamation of certain REDA provisions in June 2013 – except phased new items: public notice of applications, environmental statutes (EPEA, Water Act, Public Lands Act, Part 8 Mines & Minerals Act), registry for private surface agreements

• Fully integrated Regulator by June 2014.
