City Hall Restructure Update

July 2013

First Update on Changes

On June 41h, 2013 Council endorsed a plan to restructure City Hall to opti

mize human and financial resources that will deliver an improved customer

experience and reduce operating costs. This restructuring process will im

pact engineering, planning, building inspection, administration, and public

works operations. This is the first of the restructuring updates.

plete. The impact on full

time employees has been

minimized through recent

retirements.

tions have been posted.

Conceptual plans for Second Street enhancements are complete .

Detailed building modifications, that will improve work flow and cus

tomer service, are underway.

The restructuring plans have been presented to the Economic Devel

opment Commission.

Consultations on service levels for Public Works are now underway

Select public works services reductions have been implemented .

Changes to bylaw enforcement processing and priorities are under

way.

Funding for City Hall improvements has been identified from deferred

and eliminated capital items.

Next Steps

• Regular meetings with CUPE and others stakeholders will continue.

• Recruiting of exempt Manager of Development Services and Corporate

Officer will occur over the next two to three months.

• Work on architectural plans will be complete in the next few weeks.

• Temporary moving of planning staff to the upstairs of City Hall and gutting

of lower floor will commence in a couple weeks.

• Construction of new Development Services and Second Street parklet

amenity area is planned this fall.

• Completion of phase one City Hall restructuring are expected by the fall of

2013. Official opening date will be determined later

1. Leaner, more efficient organization.

2. Significant improvements to customer service in planning and engi

neering.

ambiguous long term initiatives.

munity and council presentations.

Overall the City will see a reduction of positions in the Engineering, Plan

ning/Development Services and in Public Works/Parks, the reduction of

contracted services, and the merging of administrative positions.

More importantly improved customer service will result.

A second phase that integrates the refurbishing of City Hall exterior with

further organizational improvements and is anticipated in 2014.
