It has BOOB in con¬ stant use ever since, and the deposit of iuiid, which i* <]uite large, has been at the rate of about one inch in every twelve month* during that time. Just htn I would call your attention to a singular coincidence Six years after tho New reseii oir had boen in use one compartment was cleaned out, and the deposit of mud in that was in the NM proportion.one inch gat. year. " There has been no time BaTBEj _0M fifty-three years ilia! suits as well as the present to (loan out ibis reservoir ¦nd to remove thc northern bank of the original reservoir, or what is known as the division. The total ijuantity of mud. solid earth, and brick walls is about 22,000 cubic yards. Wham this bank is removed that part of the reservoir will have to be paved over with bruk laid in the best Pori land cement. The pt. ont capacity ol the reservoir is about 8*000,000 of dallons: removing this division and cleaning out will in- treiiso it lo about 11,000,000 gallons." Keiley, City Attorney, had been nomi¬ nated hy the President to bc Envoy Extraordinary and Minister Pleuipotcii- ttaiy lo Italy. Mr. Keiley is capable ami deserving. Ile ha* long been a leader in the Conservative-Democratic party in Virginia, and was for several years, in a roost trying time, the chair¬ man of the State, Executive Committee. As such he performed, with little help and in the face of fearful discourage¬ ments, 4 most astonishing amount of work. He has not only been a most valuable committeeman, but as a pub- lit speaker and writer of party papers he baa done valiant service. Mr. nei¬ ley is one of the best speakers in Vir¬ ginia. The words "come trippingly from his tongue." There is a charm in his oratory that captivates at once. His sentences arc polished and point¬ ed ; his wit abundant and fresh, and his power br an advocate very strong. Altogether he is a great orator. More than that, he is thoroughly deserving, and Richmond and Virginia ought to, fnd will, feel proud of him in the high station to which he is called. Mr. Keiley ass bom in Paterson, rf. J., and is about fifty years of agc. His parents caine to Petersburg. Va., when he w as a small child. and he lived in our sister city until 18C7. when he moved to Richmond, where he has re¬ sided since. He founded thc Petersburg News, which was suppressed by Secre¬ tary Stanton in June, 1865, and Mr. Keiley incarcerated in Castle Thunder. He was discharged from that prison on the .'ld of .1 uly, and mi the morning ol the 4th issued thc first number of thc Petersburg lader. Ile subsequently founded the Norfolk Virginian, both el which papers are prosperously con¬ tinued to the picsent. He was for a while thc editor of thc Eiu/uirrr- Examiner, and has been a constant contributor to the political press of thc State, editing with great acceptance and ability the campaign paper-.the True Democrat.in sex ci ul canvasses iu Vir¬ ginia . V.T. Keiley was a Douglas Democrat] and voted and spoke against secession. His army comrades relate that his was thc only vote cast against thc ordinance in his battalion. He was severely xvotinded at Malvern Hill, and «n the .»th of .lune. 1MJ4, was captured and confined in a F'edcral prison until No¬ vember of that year, when he wa- rx- chnnged. He was elected (o the Assembly from Petersburg in 1K(>7. and on the recnti- strm lion af the State xvas in IHi.9 chosen h delegate from this city, which he had made his home. Here he xvas the author of the enabling act. which ' restored municipal government lo the Virginia cities. At (.eneral Lee's death he was chosen by thc Assembly to represent the State as fl pall-bearer at the funeral. After thc mayoralty conlest in 1170 Mr. Keiley rcceixed the Ilemocratic nomination lor Mayor and xvas elected. resigning his place in the Assembly io accept the eiflice. He remained Mayor illili! lc-7C>, when he was chosen lo hi* present ttBSOS ul City Attorney. Mr. Keiley has been all hi* life an indent party worker. Almost contin¬ uously a member of the State Executive Committee from lsTi'.'. and for many years its chairman, he lound time to edit canupaign papers ami apeak IlllUfh out the State meanwhile. Hi* success in procuring the recognition of the May ticket in the Han oek election at Un¬ hands of thc National Democratic Com¬ mittee drew the party line in thc Slate and insured the splendid Democratic lriumph of 1 *-*Mi. His seri ices in the October (1184) campaign in West Vir- ginia and Ohio xveic deemed so valuable that thc National Committee invited him lo Blasts New York in the national election, and presented him a handsome tetter of compliment tor his work. Mr. Keily has been for, we believe, ten years presidenl of thc Irish Catholic Benevolent IDion ol' the I nited States, is a member of the __at-utixe Committee of ihe Virginia Historical Society, and the Southern Historical Society, and of -¦.**fral literary ami other associations, .hirattnales In Medicine. While this waa being done counselBrr ibe accused «at watching quietlySS* proceedings. Cluverius sat beta cen

At the proper time Mr. S. H.Witt,C*t_U)()i)wea!(h's attorney, arose frombia neat and said :

** If your Honor please, before pro-t-eading further with this case, I wouldstate that since tbe last calling of thccam in this court 1 have ascertainedthat the defendant nt a relation of mine.1 have examined thc question tho-raaghly, and find that all the cireuin-a*tanc««, aa well ss the connection, wauhl make it unjust to him as well as

COMMONWEALTH READY.Mr. Meredith was asked by counsel

far the defence if he was ready to go on

with thc case. He replied that he wouldlet counsel know in due time, ami ad¬dressing the Court (Justice 1). C. Kich-ardfoii) nsk. u that he would designstcnattie other magistrate to hear thc ex-

be desired to introduce Mr. Richardsonaa a witness foi the Commonwealth.

Justice Richardson replied by sayingthat Justice J. E. Holmes was the seniorJustice of the city, and would sit in theease, aller which he withdrew from thebenth and Justice Holmes took the seat.

Then Mr. Meredith said he wa* readyfer the Commonwealth.

At a called meeting of the CouncilCommittee on Water held yesterdayafternoon tl. H. Hill. Assislant Super¬intendent of the Wator-Work*. madethc following report, which the com-

"liitlvf "*-')) recommend to the Cotiiicj'for adoption :

"Thc investigations coiisciiueiit uponthe foul murder recently committed inour city liss rendered it necessary todraw the water from Marshall reser¬

voir twice within the last two weeks. The southern portion ol" this reservoirnas completed in lf*'<2, and the addi¬tion to it in 1845. It has BOOB in con¬

stant use ever since, and the deposit ofiuiid, which i* <]uite large, has been atthe rate of about one inch in everytwelve month* during that time. Justhtn I would call your attention to a

The highlypratifying news reachedhere vcsteriiay that the Hon. A. M.Keiley, City Attorney, had been nomi¬nated hy the President to bc EnvoyExtraordinary and Minister Pleuipotcii-ttaiy lo Italy. Mr. Keiley is capableami deserving. Ile ha* long been a

leader in the Conservative-Democraticparty in Virginia, and was for severalyears, in a roost trying time, the chair¬man of the State, Executive Committee. As such he performed, with little helpand in the face of fearful discourage¬ments, 4 most astonishing amount ofwork. He has not only been a mostvaluable committeeman, but as a pub-lit speaker and writer of party papershe baa done valiant service. Mr. nei¬ley is one of the best speakers in Vir¬ginia. The words "come trippinglyfrom his tongue." There is a charmin his oratory that captivates at once.

His sentences arc polished and point¬ed ; his wit abundant and fresh, andhis power br an advocate very strong.Altogether he is a great orator. Morethan that, he is thoroughly deserving, and Richmond and Virginia ought to,fnd will, feel proud of him in the highstation to which he is called.

Mr. Keiley ass bom in Paterson,rf. J., and is about fifty years of agc.His parents caine to Petersburg. Va.,when he w as a small child. and he livedin our sister city until 18C7. when hemoved to Richmond, where he has re¬

sided since. He founded thc PetersburgNews, which was suppressed by Secre¬tary Stanton in June, 1865, and Mr.Keiley incarcerated in Castle Thunder. He was discharged from that prison on

the .'ld of .1 uly, and mi the morning olthe 4th issued thc first number of thcPetersburg lader. Ile subsequentlyfounded the Norfolk Virginian, bothel which papers are prosperously con¬

tinued to the picsent. He was for a

while thc editor of thc Eiu/uirrr-Examiner, and has been a constantcontributor to the political press of thcState, editing with great acceptance andability the campaign paper-.the TrueDemocrat.in sex ci ul canvasses iu Vir¬ginia .

V.T. Keiley was a Douglas Democrat]and voted and spoke against secession. His army comrades relate that his was

thc only vote cast against thc ordinancein his battalion. He was severelyxvotinded at Malvern Hill, and «n the.»th of .lune. 1MJ4, was captured andconfined in a F'edcral prison until No¬vember of that year, when he wa- rx-

chnnged. He was elected (o the Assembly from

Petersburg in 1K(>7. and on the recnti-

strm lion af the State xvas in IHi.9chosen h delegate from this city, whichhe had made his home. Here he xvasthe author of the enabling act. which '

restored municipal government lo theVirginia cities. At (.eneral Lee's deathhe was chosen by thc Assembly to

represent the State as fl pall-bearer atthe funeral.

After thc mayoralty conlest in 1170Mr. Keiley rcceixed the Ilemocraticnomination lor Mayor and xvas elected.resigning his place in the Assembly io

accept the eiflice. He remained Mayorillili! lc-7C>, when he was chosen lo hi*present ttBSOS ul City Attorney.

Mr. Keiley has been all hi* life an

indent party worker. Almost contin¬uously a member of the State ExecutiveCommittee from lsTi'.'. and for manyyears its chairman, he lound time toedit canupaign papers ami apeak IlllUfhout the State meanwhile. Hi* success

in procuring the recognition of the Mayticket in the Han oek election at Un¬hands of thc National Democratic Com¬mittee drew the party line in thc Slateand insured the splendid Democraticlriumph of 1 *-*Mi. His seri ices in theOctober (1184) campaign in West Vir-ginia and Ohio xveic deemed so valuablethat thc National Committee invitedhim lo Blasts New York in the nationalelection, and presented him a handsometetter of compliment tor his work.Mr. Keily has been for, we believe,

ten years presidenl of thc Irish CatholicBenevolent IDion ol' the I nited States,is a member of the __at-utixe Committeeof ihe Virginia Historical Society, andthe Southern Historical Society, and of-¦.**fral literary ami other associations,
