The state of California is launching a new effort to overhaul the way major IT projects are designed, approved and implemented, Department of Technology Director Carlos Ramos said in an interview with Techwire’s Christina Gagnier.

In the past, IT projects would require a large amount of paperwork, including a Feasibil ity Study Report (FSR), which could all be time -consuming, redundant and excessively bureaucratic, Ramos said.

“Our effort at remaking the model is to shorten it, make it more focused on those elements of success, and making sure there’s a very good connection between the business need of the department and the eventual technology solution that ’s brought forward,” Ramos said.

to be approved or moved forward,” Ramos said in the hearing.

Ramos indicated the first phase of the approval process would be roll ing out in September.

On the same day as the hearing, the State IT Procurement Task Force announced its recommendations to improve large IT procurements. The report contained 21 recommendations, the first of which was that the state departments should abandon the FSR and instead have a two-stage approval process: initial approval and detailed planning approval.

Though Ramos did not specifically address whether the FSR would be removed from the procurement process, he did state in the Techwire interview that the department would be focusing on eliminating redundancies in the procurement process.

Office of Systems Integration Director Deborah Rose has confirmed she will be retiring at the end of this year. Rose has served as director of the project management office within the California Health and Human Services Agency since August 2012. She has served for more than 24 years in state government, mostly at the Department of Social Services, serving in a variety of areas including fiscal, policy development, information technology, training, facilities, and human resource arenas. And, she is a huge Giants fan, according to her official bio.

Carlos Talamantes has been appointed CIO at the Department of Fair Employment and Housing. Talamantes, who has worked in IT positions at Department of Developmental Services, CHP, Department of General Services, Prison Industry Authority and Department of Corrections and Rehabilitation, started in the new position on August 19. What’s on his agenda? “The Department of Fair Employment and Housing has moved its legal case load management -which numbers in the thousands - into an innovative Cloud system, and my goals here are to acquire a comprehensive knowledge of the Department’s operations in order to best provide effective and reliable IT services and solutions,” Talamantes told Techwire.

On September 20, the annual Deloitte Fall Classic charity golf tournament will go into full swing at the Haggin Oaks Golf Complex in Sacramento. Last year, technology executives and state officials golfed to raise money for Sacramento-area children’s charities. The event raised nearly $90,000 with technology companies sponsoring the tournement which also

included a dinner and auction. It’s not too late to sign up! See the Techwire events calendar for more information.

Sacramento-area tech companies Visionary Integration Professionals (VIP) and Natoma Technologies both recently announced they won a major federal IT contracts. VIP teamed with its wholly-owned subsidiary, Meridian Knowledge Solutions, to win a $95-million single-award blanket purchase agreement with the U.S. Department of Homeland Security to provide more than 250,000 agency employees with a secure, cloud-based enterprise talent management system.

Natoma was awarded a 5-year prime contract valued up to $17.5 million by the U.S. General Services Administration to support the agency with its enterprise-wide electronic Project Management System, according to the announcement.

The Victims Compensation and Government Claims Board will be hiring a new CIO after the departure of Maida Black who has taken a new position as PMO Director at the Department of State Hospitals. Finally, in case you missed it, M Corp made the Inc. 5000 list the second time in as many years. M Corp was listed at No. 1,161, with a 362% increase in revenue during the past three years.
