“They (members of theCojuangco-Aquino family)should honor their obliga-tions and debts to Luisitafarm workers in accor-dance with the ruling ofthe Supreme Court and inconsonance with agrarianjustice,” France added.

The campaign contri-bution of the Aquino sis-ters surfaced amid twodisqualification casesfiled before the Commis-

sion on Elections(Comelec) against Akbay-an.

Pamalakaya, one ofthe groups which filed thedisqualification case, saidthe P 14-million campaigncontribution donated bythe presidential sisterswas “an evidence that Ak-bayan is not marginalizedbut a party in power sup-ported by well-funded ma-chinery and allies of Mal-acañang.”

The President defend-ed his sisters and Akbay-an party list, saying thatthe contribution wasraised from supportersand sympathizers.

He also hit left istgroups, saying their cam-paign funds were sourcedfrom illegal ‘taxes’ forciblyextracted from loggingand mining companiesunder pain of their instal-lations and equipmentbeing burned and their

personnel harmed.“Instead of going into

Garcia said in an inter-view that Republic Act No.7394 or the CAP and thePrice Act are undergoingscrutiny to “attune themwith the current Philippinelandscape entwined withinternet use.”

This, after a growingnumber of so-called neti-zens raised queries onwhether sales promotionon Facebook needed gov-ernment permits.

“My concern though iswhen bloggers start orga-nizing contests and pro-motions of their own thatintend to promote goodwill(brand building) for theirblogs, do we need to geta DTI permit too?” sheasked.

DTI-Bataan DirectorYay Lasam said he hasnot encountered any neti-zen seeking permit fromhis agency for any inter-net sales promotions, butadmitted gray area on theissue.

“It is time to revise CAPsince its last update in1992,” he said.

The Seal of Good Housekeeping (SGH) for the2nd straight year in recognition of “excellence in theareas of planning, budgeting, financial managementand budget execution, procurement and resourcemobilization.”

Both the SGH and Gawad Pamana ng Lahicarried cash awards amounting to millions of pesos.

Last year, the DILG also awarded the citygovernment P30 million for being voted fourth amongthe top highly-urbanized cities in the Philippines.

I think every LGU is nowsomehow coveting that recognition for their efforts.These awards are certainly great morale boosters,”he furthered.

Not to mention their being the greatest, tangible,arguments against any and all tirades of citybankruptcy, fiscal mismanagement, graft andcorruption hurled at the sitting administration, asPamintuan’s chief of staff Alexander Cauguiran putsit.

Congratulations, Mayor.

Backlash“GIVE ME a chance to help you. I cannot let Pampanga be leftbehind in the progress that is being attained by the Philippines.”

So said President Aquino at the Liberal Party rally in the City ofSan Fernando on the last day of filing of the certificates of candidacyof 2013 poll aspirants and pretenders. This, as he endorsed EddieT. Panlilio for governor anew, and promised he would “advance thefull liberation of Pampanga.”

Liberation from whom and for what, the President did not botherto explain. As he could not, Pampanga – per data of governmentagencies themselves – ranks among the country’s top performingprovinces. Yeah, wasn’t Gov. Lilia G. Pineda recently recognizedas Most Outstanding Governor in the National PESO (PublicEmployment Service Office) Award?

Under the same breath though, Aquino declared: “A plan is notyet set on whether or not we are moving to Clark (as the newinternational gateway),” citing distance – 80 kilometers – betweenMetro Manila and Clark as primary deterring factor.

So what was Aquino again saying he cannotlet Pampanga be left behind in terms of progress,when the full development of Clark airport makesthe singular factor to a greater socio-economictake-off not only of Pampanga but of the whole ofCentral Luzon and, by ripple effect, of the wholenorth Philippines?

“Misinformed,” said the Pinoy Gumising KaMovement (PGKM) of Aquino on the Clark airportissue. Disinforming, I dare say Aquino was morelikely doing with his Clark airport pronouncement.

Which leads me to muse: Some foot-in-mouthdisease Aquino gets afflicted with when exposedto anything Kapampangan. Symptomatic of somemanic obsession with his former Ateneoeconomics professor and immediate predecessor?(Aye, what was it that Professor Gloria did to pupilNoynoy that so sparked a vindictive streak in himlong after he graduated?)

GMA has become not only the subject ofpersecution but the object of derision in the Aquinoadministration.

Even in far off New Zealand, Aquino did notspare her to get some pogi-points for himselfbefore the Filipino community, thus: “’Yung mgakababayan raw ho nating corrupt sa Pilipinaskagagara ng kotse, kamamahal, katutulin. Peropagka ginustong tumakas, ang ginagamitwheelchair (Our fellow citizens, who are engagedin corruption in the Philippines, have opulent,expensive and fast cars. But if they want to escape(prosecution), they use a wheelchair).”

Some real sick joke there, not a few – includingmany in Aquino’s audience – deemed at theridicule heaped on the very infirmed GMA.

And then some more – of GMA and impeachedChief Justice Renato Corona being “reunited” injail: “…baka po mag-abot pa sila sa kulungan ngpinalitan nating Pangulo.” More prejudgment thanprediction clearly obtaining there.

It comes as no surprise then for Aquino’sbackstopper – don’t ever read that in the oldKafamfangan locution or risk libel – Mar Roxasgetting his own kick out of wronging theKapampangan.

For one, Roxas – as Transportation andCommunications secretary – served as the singlebiggest stumbling block to the development of theClark Airport, if the thesis of the PGKM were tobe believed, for his alleged subservience to the“vested interests of the imperial dragons” whoseMetro Manila-based businesses would be

jeopardized by a fully developed Clark Airport.(Read the banner story today.)

Then, at the regional peace and order councilmeeting in Oxford Hotel last week, the Interior andLocal Government Secretary shamed GovernorPineda as well as all the governors, municipalmayors and other elected officials present whenhe seated at the presidential table the currentlyunelected, government non-posted Panlilio, ineffect placing him above any and all of them.

Asked about Panlilio’s presence, Roxassimply snapped: “I am one of those who believein the leadership of Among Ed.”

“Early politicking,” cried, albeit silently, anumber of those present. Roxas is LP presidenton-leave while Panlilio is official LP candidate forgovernor.

When Roxas took over the DILG, he made aballyhoo of his taking leave of absence as LPpresident to preclude any conflict with his beingan “impartial DILG secretary” who has to deal withlocal officials with different political affiliations.

“Tinatanggal ko kung anumang maaringmaging conflicts, iniiwasan ko anumang maaringmaging conflict nang sa ganoon magampanan ngtama ang aking trabaho,” he said then.

Roxas fork-tonguing there. The real intent ofhis appointment at the DILG most manifest now– master the LGUs to make the LP win the 2013elections – from the ground up to the House andSenate – and set the stage for his presidentialrun in 2016.

Unfortunately for Roxas, that ambition is ingrave danger of early abortion.

Aquino’s apathy and arrogance toward theKapampangans, dutifully amplified by Roxas,translate to the LP itself, making the partysenatorial ticket fair game to some vindictivenessnow rising among the cabalens.

Already a “Proposition 0-12” is being raisedby some sectors and organizations, not the leastof which is the broad-based PGKM, with thesingular aim of preventing any LP senatorial betmaking it to the winning 12 in Pampanga.

More radical minds are advocating to sweepthe LP out of any provincial, district, city ormunicipal post in 2013. If only as a punishing titfor Aquino’s arrogant tat.

Getting evenA VERY drunk man sits down with the ladies having some tête-à-tête. He was talking aloud which disturbed the ladies. One lady,who could not hold her temper, told the man blankly, “If you weremy husband, I would poison you.”

The man, embarrassed by what he heard, stood up. He facedthe lady and without much ado told her: “Ma’am, if you were mywife, I would drink the poison.”

Here’s another one. At a dinner party one evening, there wasa heated exchange between British statesman Winston Churchilland a female member of the parliament. At the end of the argument,the lady said scornfully, “Mr. Churchill, you are drunk.” RepliedChurchill, “And you, madam, are ugly. But I shall be sobertomorrow.”

Revenge is a deceiver – it looks sweet but is most often bitter.Now, let me share you a true story that happened to Hungarianartist Arpad Sebesy. At one time, Elmer Kelen came to his studioand when he saw the portrait, he was very angry. Before leaving,Elmer told Arpad: “That’s a rotten portrait and I refuse to pay forit!”

The artist was crushed. He had spent weekson this painting, and now the 500 pengos(Hungarian currency) that he was going to loseon the deal flashed through his mind. Bitterly,he recalled that the millionaire had only posedthree times so that the painting had to be donevirtually from memory. Still, he didn’t think itwas such a bad likeness.

Before the millionaire left his studio, theartist called out, “One minute. Will you sign thisletter saying you refused the portrait becauseit didn’t resemble you?”

Glad to get off the hook so easily, Kelenagreed.

A few months later, the Society of HungarianArtists opened its exhibition at the Gallery ofFine Arts in Budapest. Soon afterwards,Kelen’s phone began to ring. Within half an hour,he appeared at the art gallery and headed forthe wing where a Sebesy painting was ondisplay. It was the one he had rejected.

He glanced at the title and his face turnedpurple. Storming into the office of the gallerymanager, he demanded that the portrait beremoved at once. The manager explained quietlythat all of the paintings were under contract toremain in the gallery the full six weeks of theexhibit.

Kelen raged. “But it will make me thelaughing stock of Budapest. It’s libelous! I’llsue!”

The manager turned to his desk, drew outthe letter Kelen had written at Sebesy’s request,and said, “Just a moment. Since you yourselfadmit that the painting does not resemble you,you have no jurisdiction over its fate.”

In desperation, Kelen offered to buy thepainting, only to find the price was now tentimes that of the original figure. With thisreputation at stake, Kelen immediately wroteout a check for 5,000 pengos.

Not only did the artist sell the rejected portraitto the man who had originally commissionedit, he also received ten times the first price andachieved his revenge by exhibiting it with thetitle: “Portrait of a Thief.”

Russell Lynes reminds: “The only gracefulway to accept an insult is to ignore it; if you

can’t ignore it, top it; if you can’t top it, laugh atit; if you can’t laugh at it, it’s probably deserved.”

English author Samuel Johnson is oneperson who would get even with those peoplewho would exploi t h im. When he wascompleting his dictionary, a London journalpublished two anonymous “previews” of thebook. The art ic les were favorable butsuperficial. When he learned that the wealthyEarl of Chesterfield had written them, he wasfurious.

After all, he had applied to him repeatedlyfor patronage while writing the dictionary, butthe earl had been cheap, giving the poverty-stricken writer no more than ten pounds (aboutUS$250). Now, Johnson felt, he was trying totake credit as a patron. In the dictionary, hedefined patron as “commonly a wretch whosupports with insolence, and is paid withflattery.”

Irish author George Bernard Shaw had alsoexperienced embarrassing moments. After thepremiere of Arms and the Man (1898), he tookthe stage to make a curtain speech. When theapplause subsided, there was a solitary boofrom London critic Reginald Golding Bright.Shaw looked directly at Bright and said, “Mydear fellow, I quite agree with you, but what arewe two against so many?”

Finally, here’s another story that should endthis piece. A cigar smoker bought severalhundred expensive cigars and had them insuredagainst fire. After he’d smoked them all, he fileda claim, pointing out that the cigars had, in fact,been destroyed by fire.

The insurance company refused to pay, andthen the man sued. The judge ruled thatbecause the insurance company had agreed toinsure the cigars against fire, it was legallyresponsible.

The company had no choice but to pay theclaim. Then, when the man accepted themoney, the company had him arrested for arson.

Now, that’s even!But the Bible tells us: “Do not take revenge,

my friends, but leave room for God’s wrath for itis written: ‘It is mine to avenge, I will repay,’says the Lord.” (Romans 12:19).

CABANATUAN CITY - At least 600 se-curity forces from the police and militarywill be deployed in this city for the con-duct of a plebiscite on Dec. 1 which willratify or deny President Aquino’s Procla-mation 418 that upgrades its status fromcomponent into highly urbanized city(HUC), a poll official said.

Lawyer Michael Camangeg, city elec-tion officer, said permits to carry firearmsoutside residence will also be suspend-ed beginning Nov. 5, marking the start ofthe plebiscite period.

This, despite a temporary restrainingorder reportedly issued by the regionaltrial court against the holding of the pleb-iscite upon the petition of the provincialgovernment led by Gov. Aurelio Umali.

Camangeg refused to talk about theTRO.

Umali who said that the entire prov-ince will be affected by the move to up-grade this city’s status to HUC petitionedto allow the registered voters in NuevaEcija’s 27 towns and four other cities toparticipate in the referendum. TheComelec voted 4-2 against the petition.

Subsequently, it issued Resolutionno. 12-096 which set the referendum onDec. 1.

The provincial chief executive cited theJuly 11, 1986 Supreme Court ruling inTan vs Comelec case over the creationof Negros del Norte where 2,768.4 squarekilometers from the land area of the par-ent province would be sliced off to createa new province.

He cited the separate concurringopinion on the case by the late Chief Jus-tice Claudio Teehankee who pointed outthat limiting plebiscite voting to people inthe seceding territory only is “as absurdand illogical as allowing only the seces-

sionists to vote for the secession theydemand against the wishes of the major-ity which also nullifies the basic princi-ple of majority rule.”

Umali also underscored the plebiscitevoting issue that was raised before theComelec by Rizal Gov. Casimiro Ynareswho argued that qualified voters of theentire province must be allowed to votefor the HUC status bid of Antipolo Cty.

But Vice Mayor Marius A. Garcia saidit was their position that the plebiscite tobe conducted by the Comelec should belimited only to the qualified voters of Ca-banatuan City as enunciated in Section453 of Republic Act 7160, or Local Gov-ernment Code of 1991.

The phrase “qualified voters therein”refers to the qualified voters of CabanatuanCity only and does not include the qual-ified voters of the province of Nueva Eci-ja, Garcia said.

Garcia said that the conversion of acomponent city into a highly-urbanizedcity shall make it independent of the prov-ince where it is geographically located.

Camangeg said his office has alreadyon hand the list of teachers from the De-partment of Education for the appointmentof plebiscite committee.

“We would advise the police and thearmy to look for sources of personnelthat we can deploy here in Cabanatuancome plebiscite day, and starting Novem-ber 5,” Camangeg said.

Those who would need to carry fire-arms must secure permit from theComelec, he said.

Camangeg said that the city govern-ment has already deposited P11,065,700to the Comelec main office which formspart of the P20,071,700 budget for plebi-scite as determined by the poll body’s op-erations office. The Comelec has yet torelease its calendar of activities, he said.
