H., MONDAY, MAY 5, 1941 NO. 8937 BLAME IS LAID TO MAJORITY CONFERENCE COM- MITTEE MEMBERS’ REFUSAL TO ABIDE BY AGREEMENT In a special interview with the Hawaii Mainichi, Rep. Juichi Doi, who returned for a short visit last Saturday morning, declared that he saw no reason why he should be partcularly blamed for the condition in which the 1941 reg- ular session of the legislature left the County of Hawaii. Ac- cording to Rep. Doi, the controversial Honolulu pier measure became the center of a bitter feud after the majority in the Senate had amended the House proposal by “tacking” on the provision to give Piers 5-A, 6 and 7 preference over Pier 15, and it was also the Senate majority who saw fit to include the extra county appropriation as a rider on the measure. Agreed With Senate '' Rep. Doi declared: “I cannot see why any one should blame me in particular, or the other two East Hawaii members of the Hou- se, Representatives Pedro and Sa- kakirara, who sided in with the majority action of the Senate. You must remember that it was only after bitter fighting- that the Senate had passed an amendment measure toward the very last part of the session by a vote of 8-7, and as I saw it the only way to save the $50,000 appropriation through a bond issue to the County of Ha- waii was for me and others from the Big Island to agree to the Se- nate amendment. As for the main issue of reconstructing the piers in Honolulu, it was immaterial to me where the improvement was going to be made. I am sure the waii, Rep. Sakakihara and Tom other two members from East Ha- Pedro, also viewed the matter as I saw it. It was up to the House members who did not agree with the Senate to “shift” their votes. Otherwise, we could have met un- til Doom’s Day and yet would have gotten nowheres with the Se- nate majority of eight members holding on their position. Anyway, towards the end • of the session, there was no time for us to throw the Pier 15 measure into a joint conference if we wanted to ad- journ without an extended sesi- son.” Questioned on the action of House members on House bills Nos. 191 and 259, covering the re- distribution of the personal prop- erty revenues and gas tax, which would have brought the Big Isl- and some $350,000 additional, Rep. The Senate members all agreed and signed. Let the Record Speak “When the first conference committee report was agreed up- on some two or three days before the legislature adjourned, Rep. Engle, Paschoal and myself im- mediately signed the committee report recommending the passage of both measures. WILLKIEWANTS ON SHIPMENTS Dr. Felix Morley Declares Structure Of Post- War World Advanced By Japan Worthy of Study WASHINGTON, May 4—Writing in the Sunday Star under the title: “Japanese Feeler For Negotiated Peace,” Felix Morley, well-known publicist-educator and President of Haverford College, urged Americans give serious consid- eration to Japan Times’ exploratory peace terms. He says while the terms are inadmissable in many res- pects, they are constructive in character and offer at least a basis upon which forward-looking individuals can discuss a form of structure in the postwar world. Morley points out neither Japan nor the United States is separately qualified to assume the role of peacemaker as each has aligned itself with one of opposing European camps. He suggested, however, that the two countires together might be able to achieve cooperatively what neither is able to accomplish alone. Morley says Japan’s Foreign Minister Matsuoka and U. S. Sec- retary of State Hull will make a j powerful peace-making team as each has a foot in opposing bellig- erent camps. The opinion of Japan. Times must have had Matsuoka's approval, Morley says. Regardless of the obvious inacceptibility cf some points, the essential thing is, Japan as a quasi-belligerent has now outlined its own conceptions of a new World Order, the publi- cist writes and adds, “It is now up to the United States as another quasi-belligerent to state our general objectives clearly. If these aims can be reconciled mutually and in a satisfactory mnner, a formula for consideration by actu- al belligerents will have been pre- pared.” Morley goes on analyzing the main principles underlying the Japanese suggestion and notes j that the main feature is the sub- ! stitution of a large-scale regional - ism based on the assumption of certain great powers to dominate both contiguous and more distant territory. Both general principles and specific terms based on these principles are open to criticism and will presumably have to be modified in many respects before they will be acceptable to either Great Britain or the United States. Nevertheless-, “Japan’s contribu- tion can be very helpful, crystaliz- ing the considerations on a form of structure in the postwar world, the only item that should now be impartially scrutinized and exam- ined on the basis of its moral, po- litical and economic desirability.” Morley does not belong to any non - interventionist group but shares the view of a small minor- ity like Lindbergh, who believes that British victory is impossible and a stalemate is inevitable. T. H. SPECIAL NOT YET SET EDITORIAL WHERE THE RESPONSIBILITY REALLY LIES Immediately after the hectic adjournment of the 1941 regular session of the legislature, cries of “selling the county down the river” have been heard both in Honolulu, accord- ing to press reports, and also on the Big Island. This onus of the last-minute fiasco seems to be attached to the House, and rightfully so to a large degree, but the strange phase of the accusation seems to be the inclination of certain groups to place the blame on the East Hawaii trio, Repre- sentatives Juichi Doi, Thomas Pedro and Thomas T. Saka- kihara, who joined the Senate majority in giving Piers 5-A, 6 and 7 the right-of-way over the reconstruction of Pier 15 on the highly controversial Honolulu wharf issue. Out of the above three members, Rep. J. Doi appears to have been picked by a certain clique on this island to bear the brunt of criticism as being the man who should have “turned around” on the wharf issue to assure the Big Island the extra $50,000 for the water works to be realized through a bond issue, presumably because Rep. Doi is a full-time County of Hawaii employee, and a member of the legislature at the same time. The people who are bringing the blame upon Rep. Doi in particular do not mention the fact that the extra “rider” bringing $50,000 to this county did not origi- nate in the House but was “tacked” on to the House mea- sure by the Senate, passing the upper chamber by the close vote of 8-7, together with the amendment giving Piers 5-A, 6 and 7 preference over Pier 15 provided only after the fed- eral authorities approved the first mentioned project. The controversy on this measure was also very bitter in the Senate and the only way to assure the passage of this measure was in the House concurring withthe Senate amend- ment. Rep. Juichi Doi and the other two members from East Hawaii, Rep. Thomas Pedro and Thomas T. Sakakihara, to- gether with twelve other members of the House, were for concurrence with the Senate majority, but the other half of the House members, among whom were five from this Isl- (Continued on Page Four) j STRATEGIC POINT IS LOST BY CHINESE FORCES NANKING, May 5 — Smashing Japanese offensive carried out from May 3rd against the Chinese 108th and 144th divisions which have been operating in the region of Hsuangcheng, 65 kilometers southeast of Wuhu in Anhwei pro- vince and Kanling, 40 kilometers south of Wuhu, attained its obejc- tive with Japanese units planting the Nippon flag on the heights of Hunglung mountains, Chinese left- wing stronghold, at 10:16 A. M. ! yesterday, it was announced. In parallel movements, other Ja- panese detachments occupied Ha- ting-chen, 20 kilometers south- west of Hsuang-cheng, with Chi- j nese units fleeing southward. Japanese army officials said ; that enemy resistance was entirely 1 | wiped out in the Hsuang-cheng a- 1 ! rea. GOVERNOR WANTS BALAN- CED BUDGET FOR NEXT BIENNIUM HONOLULU, May 4 (Special to The Hawaii Mainichi)—Gov- ernor J. B. Poindexter had not decided on the date for the commencement of a special, em- ergency session of the territorial legislature up to a late hour yesterday. However, it was indi- cated that some time Monday a de- finite date is scheduled to be set with both House and Senate mem- bers deciding on the main issues at a meeting yesterday, these be- ing: (1) That the • legislature pledge itself to enact the M-day bill; (2) House Bills Nos. 191 and 259, covering the turning over of the gas tax collections to the ter- ritory and making all personal property revenues the realization of counties be passed as agreed by conference committee action; (3) That bond issues be enacted with- out touching the controversial Pier 15 measure; (4) That the leg- islators would meet in a special session of not less than 3 days and not over 10 days. To Get $250 As Pay I It was understood that the con- sensus of legislators was. that all controversial measures, such as the Honolulu wharf issue and the wage-hour measure would not be touched in the short special ses- sion, with the legislators being paid $250 instead of serving with- out pay or receiving the regular $500 as it was the custom in the past. , At a meeting held yesterday by the Senate a prospective program for the special session was decid- ed upon and handed the House which also held a session. House members were first inclined to en- act only the M-Day bill in a short session, but after some discus- sion lasting until late afternoon, it was decided by- the majority to agree to the Senate program. On | the question of pay, twenty mem- j bers of the House voted for $250 j for the special session, while four i voted for the regular $500 and five I voted to serve without pay. Dr. Felix Morley Declares Structure Of Post- War World Advanced By Japan

WASHINGTON, May 4— W riting in the Sunday S ta r under the title : “Japanese Feeler For Negotiated Peace,” Felix Morley, well-known publicist-educator and President of Haverford College, urged Americans give serious consid­eration to Japan Times’ exploratory peace term s.

He says while the term s are inadmissable in m any res­pects, they are constructive in character and offer a t least a basis upon which forward-looking individuals can discuss a form of s truc tu re in the postw ar world.

Morley points out neither Japan nor the United S tates is separately qualified to assum e the role of peacem aker as each has aligned itself w ith one of opposing European camps. He suggested, however, th a t the two countires together m ight be able to achieve cooperatively w hat neither is able to accomplish alone.

EDITORIALW HERE THE RESPONSIBILITY REALLY LIES

Im m ediately a fte r the hectic adjournm ent of the 1941 regu lar session of the legislature, cries of “selling the county down the riv e r” have been heard both in Honolulu, accord­ing to press reports, and also on the Big Island. This onus of th e last-m inute fiasco seems to be attached to the House, and righ tfu lly so to a large degree, bu t the strange phase of the accusation seems to be the inclination of certain groups to place the blame on the E as t Hawaii trio, Repre­sentatives Juichi Doi, Thomas Pedro and Thomas T. Saka­kihara, who joined the Senate m ajority in giving P iers 5-A, 6 and 7 the right-of-w ay over the reconstruction of P ier 15 on the highly controversial Honolulu w harf issue.

Out of the above th ree m em bers, Rep. J. Doi appears to have been picked by a certain clique on th is island to bear th e b run t of criticism as being the m an who should have “turned around” on the w harf issue to assure th e Big Island the ex tra $50,000 fo r the w ater works to be realized through a bond issue, presum ably because Rep. Doi is a full-tim e County of Hawaii employee, and a m em ber of the legislature a t the same time. The people who are bringing the blame upon Rep. Doi in particu lar do not m ention the fac t th a t the ex tra “rider” bringing $50,000 to th is county did not origi­nate in the House bu t was “tacked” on to the House mea­sure by the Senate, passing the upper cham ber by the close vote of 8-7, together with the am endm ent giving P iers 5-A, 6 and 7 preference over P ier 15 provided only a fte r the fed­eral au thorities approved the f ir s t mentioned project.

The controversy on th is m easure was also very b itte r in the Senate and the only way to assure the passage of th is m easure was in the House concurring w ith the Senate amend­m ent. Rep. Juichi Doi and the o ther two m em bers from E ast Hawaii, Rep. Thomas Pedro and Thomas T. Sakakihara, to ­ge ther w ith twelve o ther m em bers of the House, were for concurrence with the Senate m ajority , bu t the o ther half of the House members, among whom were five from th is Isl-

RENO, Nev— More than 40,090 persons will be m ar­ried in Reno th is year, according to County Clerk Elwood H. Beemer.

L ast year the all-time record was 37,922 persons, who took out 18,961 m arriage licenses. From the way they are flocking to the courthouse, Beemer believed he would have a t least one-third more m arriage th is year th an he did last. He is known for his conservatism.

Reno’s population is only half (21,000) the num ber of persons expected to be m arried here. Hotels say “no rooms” as early as F riday night, as the week-end rush s ta rts .

H alf those coming here to evade the California “gin m arriage,” physical exam ination or laws of o ther s ta tes have liquor on th e ir breaths. The other half chews gum. In between the two uncertain halves are a few who are “try ing it again,” but they don’t count.

CLAVERACK, N. Y. The historic Columbia countycourthouse, in which Alexander Ham ilton defended the free press, is for sale. The brick stru c tu re was built in 1786. In 1802 Alexander Ham ilton defended H arry Croswell, editor of The Wasp, charged fo r libelous w ritings against P resi­dent Thomas Jefferson.

The Volcano U niversity Extension K itchen Im prove­m ent Club under the leadership of Mrs. Teruko Shiotani held a kitchen result dem onstration tour on Thursday m orn­ing with the assis tan t agent.

Mesdames Yasuko Fujim oto, Teruko Shiotani and Ka- tsuko Sato gave reports of the im provements they have made in th e ir kitchens. Some of the im provements made were applying linoleum on table tops, adding of spice shelv­es near the preparing center and other shelves for conve­nience, kitchen conveniences such as lid rack, knife rack, towel rack, broom rack and towel rack, cooler or vegetable bin, storage cans, and kitchen curtains. All of these im­provem ents amounted to an average cost of $1.40. They re­ported th a t th is project was worthwhile since the ir fam i­lies are happier and they can be more efficient in th e ir k it­chens.

O ther kitchens visited were those of Mrs. Chiyomi Wa- kida and Namiko Tomono.

Under these circum stances, w ith the Senate m ajority against giving Pier 15 preference over P iers 5-A, 6 and 7, assum ing th a t the entire House “flopped” over on the side of Speaker Aki- n a and fourteen o ther members on the final day of th e regu­la r session, it is questionable w hether the House could have saved th e ex tra $50,000 coming to the County of Hawaii. There was only tim e left in the final m oments of the session fo r a m em ber of the House opposed to the Senate m ajority to “flop” over on the side of the th ree members from E ast H a­waii above mentioned. Any one o f the five o ther members from th e Big Island, Rep. William J. Payne and the entire W est Hawaii delegation, could have done so, and yet, under these circum stances, one or two of the County of Hawaii of­ficials flew to Honolulu in the last two or th ree days of the session to make Rep. J. Doi do a complete “tu rn around,” which he righ tfu lly refused. All th ree E ast Hawaii mem­bers mentioned above could have “sh ifted” th e ir stand, and i t would have made no difference in the final outcome. Then why pick on Rep. Juichi Doi, we wish to ask?

The failure of the passage of House Bills No. 191 and 259, the m easures tu rn ing over personal property collections to the counties and the gasoline tax to the te rrito ry , respec­tively, thereby assuring some $350,000 to the Big Island as its share, seems to be also “tacked’ ’on Rep. Doi, because of h is failure to change his vote on the pier bill in the final mo­m ents of the 1941 regu lar session, by the same people who blam e his stand on th e P ier 15 m easure. H ere again an ac­tual check discloses th a t Rep. Engle, Doi and Paschoal had signed the f ir s t conference committee report fully two days before the session adjourned, w ith five o ther House mem­bers e ither w ithdraw ing th e ir signatures a fte r signing the com m ittee report or refusing to sign a t all. W hen a last-m in­u te change was made on the report, again Rep. Engle, Doi and Paschoal, out of a committee of eight members, immedi­ately placed th e ir signatures on the com m ittee report, re ­commending passage, w ith the senate conference body also all agreeing. But again five House members refused to sign, and these m em bers w ere : Rep. Kam Tai Lee, M acfarlane and W orrall of Oahu; Marcallino of K auai; and Francis Aona from the Big Island. Rep. Doi was again among the House m em bers who acted in cooperation w ith the senators. And y e t Rep. Doi is pointed as the main House mem ber who “sold th is island down the river.”

I t is certainly very strange how certain people can dis­to r t actual facts. We cannot help but feel and th ink th a t there m ust be some u lterior motive back of such accusations not based on facts and figures. Are certain people looking fo r openings in the 1942 elections already? If so, give the public actual facts and don’t hide behind the smoke-screen of false propaganda. Why not place the responsibility where i t lies?
