Satzung zur Änderung der Studien- und Prüfungs- ordnung für den Masterstudiengang Double-Degree-Masterstudiengang ICT Innovation der Fakultät IV – Elektrotechnik und Informatik der Technischen Universität Berlin *)
vom 20.01.2016
Der Fakultätsrat der Fakultät IV - Elektrotechnik und Informatik der Technischen Universität Berlin hat am 20.01.2016 gemäß § 18 Abs. 1 Nr. 1 der Grundordnung der Technischen Universität Berlin, § 71 Abs. 1 Nr. 1 des Gesetzes über die Hochschulen im Land Berlin (Berliner Hochschulgesetz – BerlHG ) in der Fassung vom 26. Juli 2011 (GVBl. S. 378), zuletzt geändert durch Artikel 4 des Gesetzes vom 9. Mai 2016 (GVBl. S. 226) die folgende Änderung der Studien - und Prüfungsordnung für den Masterstudiengang Double-Degree-Masterstudiengang ICT Innovation beschlossen:
1. In der Studien- und Prüfungsordnung für den Masterstudiengang Double-Degree-Masterstudiengang ICT Innovation in der Fassung vom 23.7.2014, zuletzt geändert am 20.2.2016, AMBl. 2/2016 wird die Anlage Modulliste neu gefasst. Sie gilt ab dem Wintersemester 2016/17 in der in der Anlage veröffentlichten Form.
2. Die Änderungen treten am Tag nach der Veröffentlichung im Amtlichen Mitteilungsblatt der TU Berlin in Kraft.

In total 100 Portfolio points can be obtained. The final module grade will be given according to the §47 (2) AllgStuPO, using grade scheme(Notenschlüssel) 1 of Faculty IV. The individual grades will be obtained as specified in the table below.

VL: Final lecture written test: The students take part in a < 90 min final test that checks the overall level of acquired knowledge from the AdHoc and Sensor Networks lecture.
PR: Lab assignments: Organized in small groups (3-4 persons), the students are asked to jointly absolve a set of lab assignments thatinvolve in-class programming assignments using state of the art sensor network hardware and software, and homework tasks (some ofthem individually, some of them as a group). Evaluated is the correctness of the provided answers, the correctness and the quality of thecode for the programming assignments. Each lab is assessed with a three-level scale: not-satisfactory, satisfactory and excellent.
PR: Final lab project: After the completion of the individual lab assignments, the lab groups are asked to design, develop and demonstratea relatively simple but complete sensor networks application that involves data acquisition, processing and communication. Evaluated isthe final "project presentation" (quality of the content and coverage, presentation organization and style, capability to answer follow-upquestions), and the "project demo" (general functionality, achievement of design goals, effective use of HW and SW, team work, codequality, documentation, effective use of version control tools).
PR: Final lab review: The students take part in a final review that checks the overall level of acquired knowledge from the Sensor NetworksLab. Evaluated is the familiarity with the Lab HW and SW and the familiarity with the the solutions of the individual Lab assignments.
Students are asked to self-evaluate the relative contribution of each team member as part of the team, which is considered in the formationof the final individual marks.

* Practical Implementation: the outcome of the project is assessed. For that the annotated source code, the reusability, the quality and thequantity of the resulting software is evaluated.
* Milestone Presentations: the presentation of the project in front of the whole course is assessed. For that the structure, presentation andlinguistic style, the slide design, the selected topics, the time management and the Q&A session is evaluated.
* Written Report: a written report that contains a description of the project is assessed. For that the structure, the completeness, theevaluation and the scientific working is assessed.

Lernergebnisse Die Studierenden sind in der Lage, eigenständig die wesentlichen Verfahren des maschinellen Lernens auf neuen Daten anzuwenden. Diesumfasst Methoden zur Klassifikation, Regression, Dimensionsreduktion und Clustering. Students who have successfully finished this module have an overview of current and future services and service infrastructures in theMobile Internet. Lernergebnisse Most modern computer systems are inherently distributed and networked: from multi-core computer architectures over wireless sensorsystems and datacenters to peer-to-peer systems. Accordingly, network algorithms are needed to design and operatethese computer systems in a scalable and robust way. The goal of this lecture is to provide the students with tools and techniques to reason about efficient network algorithms. The lecture isproblem-oriented and structured into different fundamental princi-ples, such as Randomization,Decentralization, Indirection, etc. Each lecture will cover a different basic problem (such as Load Balancing, Medium Access, SymmetryBreaking, etc.) and will be self-contained. By the end of the lecture, the student will be able to develop her/his own network algorithms, and formally prove correctness as well ascomplexity guarantees (e.g., on the computational or message complexity). The students will also have a good understanding of when to apply which principle, i.e., where randomization can be useful and where not,or to which extent a distributed system should be decentralized. In total 100 Portfolio points can be obtained. The final module grade will be given according to the §47 (2) AllgStuPO, using grade scheme(Notenschlüssel) 1 of Faculty IV. The individual grades will be obtained as specified in the table below.

IV: In-class presentation: Each student is asked to prepare one ~30 min in-class presentation on a selected NES technology. The rawmaterials for the preparation of the in-class presentations are made available to the students. Evaluated are presentation aspects like:quality of the content and the coverage, presentation organization and style, capability to answer follow-up questions as part of the in-classdiscussion (see "advocate" role below).
IV: "Advocate" role and in-class discussions: After each presentation there is a short in-class discussion under the guidance of a studentthat is named as "advocate" for this particular talk. Attendance and active participation in the discussion (with comments, questions, etc.) isexpected from all students. Like the main presenter, the "advocate" has to familiarize himself with the raw materials for the presentationand should be capable of asking critical follow-up questions and to guide the in-class discussion with the help of the docent.
IV: In-class quiz: After the completion of a cluster of in-class presentations in a given topical area, the students take part in a short ~15 minwritten quiz that checks the level of acquired knowledge from the in-class presentations and the follow-up discussions
IV: Final written test: After the completion of all in-class presentations, the students take part in a ~45 min final test that checks the overalllevel of acquired knowledge from the in-class presentations and the follow-up discussions.
IV: Project assignment: Organized in small teams (3-4 persons), the students are asked to design, develop and demonstrate a relativelysimple but complete NES application that involves data acquisition, processing and communication, thus gaining hands-on experience inworking with state-of-the-art NES hardware and software. Evaluated are: two "project milestone presentations" (intermediate and finalpresentation) using the same criteria as for the "in-class presentations", a "project demo" (general functionality, achievement of designgoals, effective use of HW and SW) and a "final project review" (team work, code quality, documentation, effective use of version controltools). Students are also asked to self-evaluate the relative contribution of each team member as part of the team, which is considered inthe formation of the final individual marks for the project assignment.

Normung trägt dazu bei, technisches Wissen und Innovationen schneller zu verbreiten und im Markt zu platzieren unddamit die Wettbewerbsfähigkeit von Unternehmen auf nationaler, europäischer und internationaler Ebene zu stärken, aber auch dieIntegration ganzer Wirtschaftsräume, z. B. des einheitlichen europäischen Marktes, zu unterstützen. Der gesamtwirtschaftliche Nutzen von Normen, die heute neben Produkten und ihren Anwendungen auch Dienstleistungen undManagementsysteme umfassen, beträgt – wie eine wissenschaftliche Studie belegt – in Deutschland allein ca. 16 Mrd. € pro Jahr. Normungentlastet die staatliche Regelsetzung: der Staat konzentriert sich auf die Vorgabe wesentlicher Schutzziele, z. B. zur Sicherheit undGesundheit, die Detaillierung und Konkretisierung erfolgt durch Normen. Auf europäischer Ebene ist diese Wirkungsweise durch den NewApproach (Kombination von EG-Richtlinien und harmonisierten europäischen Normen) gegeben. Die Studierenden werden befähigt, die Erarbeitung von Normen auf nationaler, europäischer und internationaler Ebene nachzuvollziehenund die Rollen der Beteiligten zu verstehen. Sie können die deregulierende Wirkung von Normen erklären, insbesondere dasZusammenspiel von EG-Richtlinien und harmonisierenden europäischen Normen als Voraussetzung der CE-Kennzeichnung. Sie werdenbefähigt, Normen von Patenten abzugrenzen und beide als Technologietransferinstrumente einzusetzen, um Innovationen aufinternationalen Märkten zu platzieren. Es werden Methoden vermittelt, um den volks- und betriebswirtschaftlichen Nutzen von Normen zuermitteln. Standards and standardisation are ubiquitous. Successful examples are mobile telephones, which rapid diffusion benefited in Europe by thetimely release of the GSM standard, and laser technology, for which the German industry achieved via early standardisation a leadingposition both in Europe and worldwide. Some of these standards we are aware of like standardised paper sizes, standards in the www, plugs and sockets of electronic equipment,bolts matching nuts etc.. Other standards we may not be aware of like standards for the height of steps on a flight of stairs or standards forthe safety of playground equipment. Even though we might not be aware of all types of standards they both have an impact on our modern life and at the same time areimportant tools of strategical entrepreneurship as well as relevant for industry at large, policy and society. In this respect, the relevance of standards can take many forms, Some are elements of the technical infrastructure of our society. Otherstandards facilitate the exchange of goods and services. Other standards again provide users with a common terminology or acceptedaspects of measuring and testing. Standardisation can be channel of knowledge and technology transfer. Standards can contribute to theintegration of economic areas, like the Single European Market, via their integration into the European health, environmental and safetyregulations. Maybe most important from an economist and business perspective and at the same time surely the least understood aspect ofstandards and standardisation is their relationship to innovation. The reason for the lack of understanding of this relationship mainly is dueto the fact that standards do not automatically spur innovation. Rather, certain aspects of standards can have a beneficial effect while othersmight hold the danger of reducing innovation. The discipline of standardisation research can provide valuable insights into this relationshipand help to strengthen the positive aspects of standards and standardisation. This series of introductory lectures will cover the topic of standards and standardisation from a holistic perspective integrating findings fromthe field of standardisation research on the relation of standards and innovation, the role of standards in innovation policy as well aspractical knowledge about standards, standardisation and of standardisation work into a coherent curriculum. Students passing thiscurriculum will have a better understanding not only of the economic theories behind standards and standardisation but also will have abetter understanding how standards have an impact on microlevel of companies, the macrolevel of the national, european and globalinnovation landscape, the relevance of standards in innovation policy or R&D policy and the relation between standadisation andregulation. Moreover, the students will be introduced to the different institutions that make up the vast standardisation landscape at thenational, European and international level, how these levels and institutions interact, which rules govern standardisation and how bothpublic and private stakeholders can participate in successful standardisation work.

Lernergebnisse Die Innovationsfähigkeit sichert die Wettbewerbsfähigkeit eines Hochlohnlandes und seiner Unternehmen. Innovationen stellen aber auchdie klassischen Gleichgewichtsmodelle der Volkswirtschaftslehre in Frage. Ziel der Veranstaltung ist es zunächst verschiedenen Innovationstypen zu vermitteln und dabei auch auf die Methoden der empirischenInnovationsforschung abzuheben. In einem zweiten Abschnitt werden die verschiedenen innovationsökonomischen, unter anderemneoklassische, evolutorische und historisch-institutionelle Ansätze vermittelt. Die Veranstaltungen des Moduls befinden sich einerseits im Spannungsfeld der theoretischen Modelle und deren empirischer Anwendung,andererseits wechseln sich mikro- und makroökomomische Perspektiven ab. Die Studierenden werden dazu befähigt, Innovationen in ihren marktwirtschaftlichen Kontext zu setzen und ihre Erfolgspotentialeeinzuschätzen. Sie erhalten ein umfassendes Verständnis über die Eigenschaften von Innovationsprozessen und lernen diese Prozesseaktiv zu gestalten. Der Einblick in ökonomische Auswirkungen von Innovationen erlaubt es, diese in unternehmerische Überlegungen miteinfließen zu lassen. The ability to innovate ensures the competitiveness of high-income countries and its enterprises. At the same time innovations question theclassical economic equilibrium models. The course intends to shed light on different typologies of innovations, also considering multiple methodologies of empirical research ininnovation economics. The second part of the course deals with different explanatory approaches of innovation economics: amongst othersneo-classical, evolutionary and historic-institutional ones. The course studies both theoretical models and their empirical application, changing between micro and macro-economic perspectives.

Lernergebnisse Aufbauend auf der Vorlesung Innovationsökonomie wird der Fokus auf die Innovationspolitik gelegt. In einem ersten Schritt werdenzunächst verschiedene ökonomische Begründungen für staatliches Engagement im Bereich Innovation vorgestellt. Dabei sind Markt- undSystemversagensansätze im Fokus. In einem zweiten Schritt wird die Entwicklung der innovationspolitischen Initiativen auf nationaler, europäischer und internationaler Ebenevorgestellt und analysiert. Die Studierenden sollen durch diese Veranstaltung ein generelles Verständnis für staatliche Innovationspolitikvermittelt bekommen, aber auch Kenntnisse zu spezifischen innovationspolitischen Programmen. Die Studierenden werden befähigt, Entwicklungen in der Innovationspolitik zu verstehen und diese kritisch zu diskutieren. Dabei sollgenerell die wissensbasierte / analytische Fähigkeit zum Public Policy Management (Instrumentendesign, Implementierung und Evaluation)vermittelt werden. Das Verständnis des innovationspolitischen Kontextes erlaubt es außerdem, staatliche Regulation in unternehmerischeÜberlegungen einfließen zu lassen. Based on the lecture Innovation Economics this course puts the focus on Innovation Policy aspects. In a first step, various economicjustifications for government involvement in innovation activities will be presented with a focus on market and system failure aspects. In a second step, the development of Innovation Policy initiatives at National, European and International level will be presented andanalyzed. The course provides a general understanding of government´s Innovation Policy as well as knowledge about specific InnovationPolicy programs. Students learn to understand developments in Innovation Policy and to discuss them critically. The general analytical abilities for PublicPolicy Management (instrument design, implementation and evaluation) are taught in an appropriate way. The contextual understanding ofinnovation policy also makes it possible to incorporate government regulation in business considerations.

Zusätzlich befasst sich die Veranstaltung mit strategischem Schutzverhalten und verschiedenen alternativenVerwertungs- und Durchsetzungsprozessen geistigen Eigentums, bspw. im Rahmen von Forschungskooperationen bis hin zuTransferprozessen und Technologiemärkten. Darüber hinaus werden diverse aktuelle Problemstellungen in den Schutzrechtssystemaufgegriffen, potentielle Entwicklungsszenarien beschrieben und Lösungsansätze aufgezeigt. Ausgewählte Gastvorträge gewährleisteneinen hohen Praxisbezug. Die theoretischen und empirischen Erkenntnisse der Vorlesungsveranstaltungen werden ergänzt durch einen im Rahmen derÜbungsveranstaltung stattfindenden Workshop mit Partnern aus der Industrie, in dem die Studierenden realitätsgetreue Fälle bearbeitenund lösen. Die Studierenden werden befähigt, Unterschiede zwischen den Methoden und Instrumenten des Schutzes geistigen Eigentums zuerkennen und dabei die Vor- und Nachteile kritisch abzuwägen. Dabei wird in geeigneter Weise vermittelt, ökonomische Modelle in dieAnwendung im Management zu überführen. So ist es ihnen bspw. möglich, zu bewerten, welche Methoden und Instrumente zu einersinnvollen Unternehmensstrategie kombiniert werden können. The course is intended to give the students a broad overview concerning the exploitation and protection of intellectual assets and to conveythe basic principles of Intellectual Property (IP) Management. Relevant topics are means of formal protection (patents, brands, copyrightaspects, utility models etc.) as well as means of informal protection of IP assets (secrecy, technical solutions etc.). Furthermore, the coursecovers the fields of protection strategies and alternative ways of appropriation and enforcement of intellectual property, referring to researchco-operations, knowledge transfer processes and markets of technology. In addition, current topics and problems with respect to legalsystems display another field, potential scenarios of this system will be presented and solution approaches suggested. Selected guestlectures provide a high practical relevance. As part of the exercise a workshop held by industry partners supplements the theoretical and empirical knowledge from the lecture. Duringthe workshop the students will analyze and solve realistic case studies. Alternatively, the students may participate in a seminar where theydiscuss and illustrate the topics of the lectures with the help of current events. Students learn to recognize differences between the methods and instruments of intellectual property protection while critically weighingtheir pros and cons. It is taught in an appropriate way to transfer economic models into practical management use. Thus it is possible, forexample, to assess which methods and instruments may be combined for creating a reasonable business strategy.
Voraussetzungen für die Teilnahme / Prüfung Wünschenswerte Voraussetzungen für die Teilnahme zu den Lehrveranstaltungen: Basic skills have to be in accordance to all A-Business and A-Economics courses. Basic knowledge of economics and businessadministration is required to be able to reasonably follow the course. It is recommended to visit other courses at our chair “InnovationEconomics”, “Innovation Policy” and “Strategic Standardisation”. When in doubt students may contact the respective teachers of the IPmanagement course.

Insbesondere beleuchtet es denKonflikt zwischen offener Innovation und gewerblichen Schutzrechten, die Motivation und Organisation von Open-Source-Communitiessowie die wirtschaftliche Bedeutung von Open-Source-Software. Absolventen des Moduls verstehen die Implikationen von Open Source auf Produkte und IP in Unternehmen. Sie sind in der Lage, denEinsatz von Open-Source-Software in Unternehmen zu bewerten und Strategien für die Zusammenarbeit mit und Mitarbeit in Open-Source-Projekten zu entwickeln. The course analyzes the influence of Open Source and Peer Production from an economic, political and societal point of view. In particular,it will deal with the potential conflict between Open Innovation and traditional formal protective rights, the motivation and organization ofOpen Source communities, and the economic impact of Open Source. The participants will learn about the implications of using and contributing to Open Source projects in enterprises. The course will enablethem to assess and evaluate the use of Open Source products, and develop strategies for cooperation and collaboration with Open Sourcecommunities.

Lernergebnisse Ziel des Moduls ist es, die Studenten in Ansätze der Branchenanalyse und aktuelle Top-Management-Probleme von Unternehmeneinzuweisen. Die Studenten sollen lernen, wie sie die Instrumente der Branchenanalyse selbst anwenden und die Analyseergebnisse fürEntscheidungen im späteren Arbeitsleben nutzen können. Mit Unterstützung von Experten aus der Praxis wird den Studenten zudembeigebracht Fallstudien professionell zu präsentieren und ihren Standpunkt in einer englischen Diskussion zu vertreten. Darüber hinaussollen die Studenten lernen, Lösungen für strategische Probleme abzuleiten und somit auf die Herausforderungen zu reagieren, denen sichmodernes Management stellen muss. The objective of this module is to instruct students in approaches of industry analysis and current problems of top management ofcorporations. The students shall learn how to handle these instruments themselves and how they can learn from this analysis for their futurework career. With the support of industry experts, the students are taught to present professional case studies and how to stand theirground in an English discussion. Furthermore, the students should learn how to derive solutions for strategic problems, and thus how tomanage the challenges with which modern management has to deal.
