    Everyone can rest assured that all our Councillors continue to be "voluntary"giving their time freely on behalf of the Town. As a Quality Council I believeour staff excel in their efforts not to "tick boxes" but to get things done andour thanks as Councillors of all political shades are due to those who have helpedus pull through the recent months with no Town Clerk and no Responsible FinanceOfficer.

    We welcome the new Town Clerk, Mrs Sam Shippen, to the Council. Sam israpidly getting to grips with the many issues she faces in the running of SeafordTown Council, however the early departure of our Finance Officer, Mrs KarenTaylor, is very much regretted, Karen achieved a great deal in the short timeshe was employed by the Council and we wish her well. Maybe our new Town Clerkwill echo the words of Barack Obama (and Bob the Builder!) and say "Yes WeCan".

    We are pleased with the development of our pioneering move to 37 ChurchStreet, particularly with the efforts that the CAB are making to cope with a100% increase in clients this year due to the economic situation. Our publicmeetings continue to be well attended. Seaford people are interested in theTown and our future.

    In conclusion, may I thank all of my colleague Councillors and representatives ofall our multi faceted community groups for their energy, drive and good humourover the past year.

    Mayors Comments

    f

    Local businesses and the local economy have to be a key concern this year withthe loss of national businesses such as Woolworths perhaps having the mostdramatic effect on Broad Street. Woolworths has provided jobs for some well-known local people for a number of years and it is sad to lose these familiarfaces. However, new businesses have opened up, including Tescos and we will dowhat we can as a Council to support our local traders.

    Young people have been very much to the fore this year with our very successfulYouth Forum and of course, the election of Oscar Hardy, Seafords first YoungMayor and his deputy, Eleanor Homan. Four outstanding young peoplecampaigned hard for this election - three of them were only 14 and impressedall of us with their maturity and dedication. Nearly 1,000 young people took part

    and voted and it has raised a great deal of interest and enthusiasm at SeafordHead Community College who provided wonderful help and support for theproject. This is a genuine good news story for the town and I look forward verymuch to working with Oscar and Ellie to develop their work programme and ideasfor the year.

    Our local voluntary and community organisations and the various faith groupshave continued to work tirelessly for the people of the town. It was a privilegeto hold my Meet the Mayor teas as a way of thanking them for all their hardwork. Another outstanding event was the reception I held with Norman Baker

    MP for our Land Girls who at last received their long overdue medals for theservice they gave during the war. They are a truly amazing group of womenwhose inspirational example was made more real by their amusing tales of life inthe Land Army. I am very pleased that we have managed to get a collection oftheir photographs for the Council Chamber as a lasting momento of a veryspecial day.

    Finally, thanks must go to the staff at Seaford Town Council who haveseamlessly covered a wide variety of roles and tasks during a difficult transitionperiod. They really were our flexible friends and all the councillors very much

    This year has brought a number of challenges both to theCouncil and to the town and also a number of positiveachievements. Our Town Clerk, Len Fisher, retired after 11

    years dedicated service but I am delighted that SamShippen, who has an outstanding national reputation, has

    joined us. I would like to take this opportunity to welcomeSam and her partner Paul to Seaford and to wish themhappiness in their new home. Sam has begun to tackle themany issues and projects we hope to drive forward in thenext year with energy and enthusiasm and we will all continueto work together as a Council for the benefit of the town.

    Special Recognition Awards At the Annual Council Meeting held on13th

    Seaford Young Mayor Following a presentation by CouncillorCarolyn Lambert at their meeting on17th

    April, members approved inprinciple the setting up of a SeafordYoung Mayor Project. A Steering

    Group would be comprised of sixpeople, two members of the majoritygroup, one of the minority, the YouthServices Manager for Seaford, one

    young person representing the YouthForum and one from Seaford HeadCommunity College.

    Mayors for Peace At their meeting on 17 th

    April theCommittee were given a presentationby Mr George Farebrother, Secretaryof Mayors for Peace about thescheme and it was agreed that theMayor should be a signatory to theMayors for Peace declaration.

    Annual Sussex Day It was agreed by Councillors at theirmeeting on 17 th April to participate inthe annual Sussex Day Celebrations on

    the nearest Sunday to 16th

    June andthat a Sussex flag be purchased foruse by the Council.

    Seaford Young Personalityof the Year

    At the Annual Meeting on 13 th Maymembers agreed in principle to theestablishment of a Seaford YoungPersonality of the Year Awardtogether with a Steering Group ofthree elected members and two youngmembers of the community. At theirmeeting on 28 th

    August Council agreedto the scheme proceeding and theacceptance of entries from Septemberwith the first award being made inSpring 2009.

    Friends of Bnningstedt A request was made by the Friends ofBnningstedt that Council considertaking over the running of theorganisation from 2009. Numbers

    were declining and it was felt that theCouncil should do all they could to

    support the group. At its meeting on28 th

    August Council agreed to take thelead in twinning arrangements betweenSeaford and Bnningstedt for a trialperiod of one year for the 2009/2010Municipal Year.

    Proposed Newhaven Incinerator On 28 th

    August members considered afurther contribution being made to theFriends of the Earth legal appealregarding the proposed incinerator atNewhaven. It was agreed that acontribution of 1,000 be made should

    the legal appeal proceed.

    The Crypt Gallery At their meeting on 13 th

    Novembermembers considered the possibledevolution of the Crypt and associatedpremises to Seaford Town Council.Following an appraisal of financial andother issues, the taking of legal adviceand public consultations the Councilhave now decided to take on both theCrypt and 23 Church Street.

    Community Service Committee

    The past year has presented us with many new challenges, indeed at timesfrustrations through existing ones, we have received numerous requests forchanges and enhancements and each one has been addressed by my committeewith careful consideration and support. Although at times I am aware that somepeople think we are not doing our job, I can assure you we are. Although budgetshave been tight we have managed to make some progress in delivering goodquality and high standards of service to our town

    One of our biggest challenges has been over the devolution of the Crypt Galleryfrom Lewes District Council to Seaford Town Council, this Council has beenasked to take on ownership of this Ancient Monument, and although at first thedecisions seemed very clear cut it did not come without its problems!! We gavethe opportunity for members of the public to come forward with expressions ofinterest however although the town has shown great support for the transfer,no groups or members of the public have been able to offer a long term solutionwith regards to making the project viable for the town, therefore this is still anongoing project, many hours of negotiating have taken place between theworking group and Lewes District Council, the Crypt has received much mediacoverage and we will shortly be making a final decision on the matter.

    The future of South Hill Barn has been carefully addressed as we are awarethat the building although old has character and may be used to bring in revenuefor the Town. The Committee appreciates that whatever is suggested for itsfuture it has to be in keeping with its surroundings. Over the years many groupshave been approached including farmers in the hope that they would access andutilise what we have to offer but unfortunately there has been limited interestand therefore the barn still remains unused. This Committee is aware that weneed to find a long term solution before the barn becomes a liability.

    The Salts Recreation Ground has a new skate facility which was welcomed by the young people in the town and is already being very heavily used, I was saddenedto see however that within the first week it had graffiti on it but at least it did

    not put the young people off. As I mentioned in my last year s report it was ashame to see the old equipment deteriorate they way it did but lessons have

    Chairmans Comments

    It gives me great pleasure to present my CommunityServices annual report for the municipal year2008/2009.

    As always I feel it is appropriate that I start my reportby firstly thanking all of my colleagues, Councillors, andrepresentatives from outside bodies that I have had thepleasure of working alongside over this past year, theirsupport has been invaluable and without them I am suremy role as Chairman would not have been so rewarding,so thank you one and all.

    been learnt.

    The Golf Course Working Group has been having regular meetings with the golfcourse users and plans are afoot to redevelop the club house. The golf course isthe main source of income for this town and pays for the expenditure on theSalts, Crouch and other areas within the town. The committee agreed that thetown would benefit from a new club house. A new website is going to be launchedand this will most certainly encourage users onto the course.

    The committee considered a report from the Quakers with reference to havinga Peace Garden within Crouch Gardens. This would be an area where members ofthe public could go and have some quiet reflection time if they so desired, therewas to be a statue built and erected and the furniture would have been madesympathetically to blend in with the project. I had a site visit with somemembers and also the parks manager from Lewes District Council and we havebeen able to engage their services at no extra cost to our Council, the remainderof the funding is still being sought by the Quakers and we hope that theymanage to secure what they need as this will be an asset to the Crouch.

    Unfortunately we had an unexpected spend from my C ommittees budget overthe removal of the old football stand at the Crouch. The stand was to beremoved by East Sussex County Council as part of their work on their work onthe Mercread project, however the cost unfortunately ended up falling on theshoulders of this Council which left a gaping hole in our budget.

    The new programme for the erection of the second phase of the beach huts has

    been put on hold, due to concerns raised from the surrounding residents. TheCommittee felt that it would not be appropriate at this time and we would stillinvestigate the use of the Bnningstedt end of the beach, the Committeerealises that there remains a waiting list which grows slowly and that this willneed to be addressed.

    The Allotment Society has asked the Committee to help them identify land thatcould be used for allotments. They have a rather large waiting list as thisactivity is growing in popularity. The Committee is continuing its search forpossible areas and are keeping the Society up to speed with any developments.

    There are far too many projects undertaken by my Committee to mention, but Ihave tried to highlight as many as I can within my report, I am aware that thefollowing year will bring many new challenges to the Committee and we willcontinue to work alongside our colleagues in delivering what we can with honesty,professionalism and integrity.

    Community Service Budget2009/2010

    The Net Committee Service BudgetRequirement of 57,286 for thefinancial year 2009/2010 and therevised budget requirement of68,290 for 2008/2009 was agreed.

    Exchange Project (Crouch Gardens) At its meeting on 19 th

    June 2008 theCommittee was updated on this projectby Mrs Wendy Simmons, Chair of theManagement Committee. Concern wasexpressed over proposals to place ametal storage container on the site,which is within the Conservation Area.Members requested that it beclarified with Lewes District Council asto whether planning permission wasrequired and also that the Committeebe consulted prior to any painting ofthe structure being carried out.

    Seaford Head Nature Reserve Coastal Erosion

    Members resolved at their meeting on19th June 2008 to negotiate with allparties involved with the Seaford Head

    Nature Reserve to make necessaryadjustments to the boundary ofSeaford Head Nature Reserve in theevent of coastal erosion making use of

    the cliff top footpath dangerous orimpossible.

    Councillor R E Allen was authorised tocarry out inspections of the coastalpath and in his absence this to becarried out by the South DownsRanger.

    Seaford Town Football Club Mini Football Pitches

    Following a previous request made bySeaford Town Football Club, at theirmeeting on 18 th

    September membersconsidered the suggestion that twomini football pitches be situated on

    the most westerly of the MartelloFields. Further consideration would begiven when full financial implicationswere known and following a publicconsultation.

    Mini Golf Course The Council had been approached bySouth East Mini Golf for the settingup of a mini golf course in Seafordwith Martello Fields being identified as

    a possible location. On 18th

    September2008 members resolved to agree inprinciple the establishment of a minigolf course on Martello Fields, toauthorise negotiations with South EastMini Golf and that a public consultationprocess be started.

    Peace Garden At their meeting on 11 th

    Decembermembers were updated on theprogress of the proposed Peace Gardenat Crouch Gardens. It was proposed toerect a statue for the garden to bebuilt in the moat of the MartelloTower so the public would see itsprogress.

    Seaford Quakers had raised 5,000but sought further funding and it wasresolved that a contribution of 3,000be made from the Community Servicesbudget subject to approval by Council.

    Extended Open of CertainPublic Toilets

    Following a number of complaints fromthe public concerning the winterclosing of the Salts toilet, membersresolved at their meeting on 11 th

    December to request Lewes DistrictCouncil to open these conveniencesfrom 9.30am to 4.30pm from Octoberto March and also to advise on the costof opening those at Place Lane andChurch Street from 6 to 8pm daily.

    Seaford Head Golf Course Proposed new Clubhouse

    On 11th

    December members resolved torecommend to the Finance & GeneralPurposes Committee to appoint aproject manager to manage theproposal to provide a new clubhouse atSeaford Head Golf Course, to appoint aprofessional to draft a feasibilitystudy and for the provision ofexpenditure up to 10,000 toimplement these.

    Seaford Beach At a meeting on 8 th

    January 2009 theCommittee considered a request fromthe Seaford Chamber of Commerce forthe Town Council to pay 1,100towards the cost of an engineeringassessment for a reef based structureoff a 400 metre stretch of beachopposite the Salts Recreation Ground.

    A meeting with the EnvironmentAgency had taken place where theyagreed that the beach did have anamenity value and agreed to make theslope gentler and grade the shingle.

    Shingle on the beach is being degraded

    and lost and the Environment Agencyhad indicated that this will get worse.A reef could help prevent flooding atBnningstedt Parade thereby making it

    more viable to erect beach huts atthat location.

    It was resolved that a meeting bearranged with the Environment Agencyto discuss the undertaking of afeasibility study and to obtain anundertaking that the works they hadalready agreed to carry out will becompleted. Also that negotiations beheld with the Seaford CommunityPartnership to use some of the moneyallocated to it to help pay for thefeasibility study subject to theoutcome of the meeting with the

    Environment Agency.

    maintain our market share and rather than just arresting the decline in income from thegolf course, seeking to increase it.

    Because of the international and national financial situation the Council precept hasbeen kept below 5%. This means that the Council will need to look not only to gettingbetter value out of each spent, but will need to redouble efforts to find grants andother sources of funding in order to undertake works for the benefit of residents.The future of the Crypt is a good example of current opportunities and costs facing theCouncil (there are many others!). The Council has been given the opportunity to acquirethe Crypt. It is clear that if this building is to be retained in the long term as avaluable venue for local art, additional funding will be necessary. There are many othersimilar projects where the amount of money is relatively small, but when all otheroptions and efficiencies have been explored, there is a choice to be made of whether togo ahead or not, and consequences will follow whatever the chosen option.

    This has been an interesting year; much of what has happened has required the Councilto respond to some very difficult issues. There remain a number of important mattersthat require attention and we know that the climate we have entered means that like allbusinesses and organisations we are going to find life getting more difficult. However,with our new Town Clerk, Sam Shippen and the changes she has started to make, I amsure that the Council will come out of this year much fitter and stronger.

    Setting of the Councils Precept After scrutinising the budgets of theCouncils three Standing Committees andevaluating its future commitments, thisCommittee was able to recommend toCouncil that its precept for 2009/2010should be 335,913 so that the CouncilTax charge at Band D becomes 34.04for 2009/2010.

    Grants to Voluntary Bodies Grants are available from the Council tooutside voluntary bodies that arebeneficial to the residents of Seaford.During the past year 32 grants were

    awarded totalling 4,220.

    Internal Audit Services The Internal Auditor was appointed at thefirst meeting of Finance and GeneralPurposes Committee.

    Each year the Internal Auditor producesan Internal Audit Memorandum which ispresented to the members of Finance &General Purposes Committee. Thisincludes an introduction The Audit Codeof Audit Practice, The Local CouncilsGovernance and Accountability Guidelines,proposed Timetable, Primary AuditObjectives for Year, Secondary AuditObjectives for Year, Method of Workingand Audit Programme Content.

    Reports that are produced are discussedwith officers and presented to Committeemembers on a timely basis and any actionagreed. In addition the Council as a wholereceives and has a chance to debate theInternal Auditors report before agreeingthe Annual Return.

    The Internal Auditor is sent copies of allCouncil Agendas and Minutes and isconsulted and made aware of newdevelopments in the services, riskmanagement and corporate governance.

    Chairmans Comments

    In spite of the valiant efforts of our Town Clerk we were unable to get theapplication cancelled or deferred so that discussion of the new figures could be

    undertaken properly. Steps are to be taken to complain about the breakdown ofthe democratic process so that this does not happen again.

    Consultations discussed and responses made have included the ESCC draftparking policy for Seaford, Road Safety Compliance, Gypsy and Travelleraccommodation needs, Conservation Area Advisory Committees, the draftcycling strategy, and the possible removal of public payphones.

    We have continued to support the work of planting by the tree wardens toenhance the environment of Seaford without endangering visibility for traffic.

    We have tried to respond to concerns about excessive speeds of traffic and arestill seeking further training from the police for volunteers wishing to use theCouncil equipment for gathering accurate statistics on the speed of vehicles insome locations in the town. We have now been successful in obtaining a busshelter in Pelham Road.

    On pedestrian safety we have made representations about the placing ofbollards and an ATM outside the new Tesco Express store and are eagerlyawaiting the improvements to Sutton Corner junction.

    We continue to monitor the progress of plans for the future of the CuckmereEstuary and one of our members has visited Southwold in Suffolk where asimilar scheme is proposed.

    I have attended the Inquiry into the proposed housing development inEastbourne Road which was recommended for refusal by the Committee. Othernotable planning applications which have attracted our attention have been 2applications for development on land adjacent to 47 Surrey Road, flats aboveGorringes in Station Approach, the former Beachcomber Hotel, and the TudorManor Hotel.

    Councillor Bob Allen

    The year has been difficult with some information coming verylate for the Committee to make an informed comment. Themost notable of these was the proposal by East Sussex CountyCouncil for a waste transfer station at Cradle Hill IndustrialEstate where we were informed that the amount to be storedwas increased 100 fold three days after the Committee hadmet and discussed the application.

    Dutch Elm Disease A South Downs Joint Committeereport on conserving the East SussexElm population and funding of DutchElm disease control was considered bythe Committee at their meeting on 10 Pth P April 2008.

    Members resolved to agree that thesum of 1,000 be donated annually tothe South Downs Joint Committee, fora period of three years, in respect ofthe control of Dutch Elm disease,subject to a condition that it be spenton the conservation of elm trees inSeaford and that the Town Council beprovided with an account of how themoney is spent.

    Dragons Tooth Tank Traps atCuckmere Haven

    At their meeting on 10 Pth P April 2008members considered a request by Plan

    Sussex Ltd to support the listing ofthe World War Two tank traps located

    An application for the demolition ofexisting dwellings and erection of ninex two bedroomed and five x threebedroomed houses with access routeand car parking was considered bymembers at their meeting on 1 Pst P May2008.

    Objections raised were :

    Overdevelopment Out of character Loss of privacy Inappropriate design Traffic concerns

    A re-submission of this application forthe demolition of three bungalows anderection of four x three bedroomedhouses and ten x two bedroomedcottages with access road and eighteen

    car spaces including two integralgarages was considered by theCommittee on 4 Pth P December 2008.

    Objections raised were : Unneighbourly Out of character Road safety concerns Contrary to Policy ST3 of the

    Local Plan

    If this application was approved itshould be inspected by the PoliceSafe and Secure Team.

    Seaford Town Football Club A planning application by Seaford TownFootball Club for the erection of afootball stand (existing stand to bedemolished) was considered andsupported by members at theirmeeting on 1 Pst P May 2008. Theycommented that this would be a great

    Ellenbank/The Tempest, Cliff Road On 22 PndP May 2008 the Committeeobjected to a planning application forthe erection of a three storey block ofnine x two bedroomed flats and four xthree bedroomed maisonettes plusunderground parking area for CliffRoad Developments Ltd on thefollowing grounds :

    This application was approved by LewesDistrict Council.

    Land adjacent to 47 Surrey Road The Committee considered a re-submitted outline planning applicationfor the erection of four x twobedroomed and eight x threebedroomed earth-sheltered eco-homes, car parking, landscaping andfoul drainage system for Mr J Rigdenon 24 Pth P July 2008 .

    Members objected on the followinggrounds :

    Contrary to Planning Policies S1,ST3, ST9 and ST10. Memberswished to see this area of landleft as a public amenity area. Ifthe District Council were

    A further outline planning applicationwas discussed on 4 Pth P December for theconstruction of seven x threebedroomed earth sheltered eco-homes,car parking and landscaping, windmillfor power generation and sustainableurban drainage system for The RigdenGroup.

    Objections raised were as follows :

    Contrary to Policies ST3(a) &ST3(c) of the Lewes DistrictLocal Plan

    Contary to Policies S1(f), S1(j)& EN17 of the East Sussex andBrighton & Hove Structure Plan1991-2011.

    Contrary to Policies PPS3 &PPS9 of National PlanningGuidance.

    Should be left as public amenityarea.

    Land adjoining 47 Surrey Road On 24 Pth P July 2008 members objectedto an outline planning application forthe construction of a windmillincorporating electricity generatingcapacity and two x three bedroomhouses for Mr J Rigden as follows :

    Contrary to Planning Policies S1,ST3, ST9 and ST10.

    Overbearing in that neighbour-hood.If the District Council weremindful to approve thisapplication this Council wouldrequest that a long termmanagement and maintenance

    programme is implemented.
