Sens Seek Limit on Citiesrsquo Small Cell Review NLC lsquoDisappointedrsquoCommerce Committee Chair US Sen John Thune (R-SD) and Sen Brian Schatz (D-HI) ranking member of thecommitteersquos Communications subcommittee introduced a bill last week aimed at speeding small cell deployment bysetting shot clocks for localitiesrsquo and states to approve siting applications Telecom and tower industry associationspraise the measure while those representing cities do not

If passed S 3157 the STREAMLINE Small Cell Deployment Act directs states and localities to process small cellsiting applications within 90 days (and within 60 days for co-locations) Flexibility is afforded to municipalities withfewer than 50000 residents and the FCC can also issue 30-day waivers in certain cases Thune and Schatz say themeasure affirms the rights of states and localities to make decisions based on ldquotransparent objective and reasonablecriteriardquo Continue Reading

UPDATE ATampT has been swept into the debate over speeding small cell deployment in localitiesrsquopublic rights-of-way The carrier doesnrsquot consider its small cell agreements with San Jose to be amodel for other cities

FCC Commissioner Jessica Rosenworcel suggested last week that both Verizon and ATampTrsquosagreements with San Jose could be a nationwide model Verizon backed off that suggestion and ATampT has too

CaliforniaSchoolrsquos Internet Out for SummerSeventeen summer school sites across the Conejo Valley Unified district currently have no internet access accordingto Deputy Superintendent Victor Hayek

The current service provider Crown Castle has yet to resolve a wiring issue so the district has worked out an

agreement with an alternate provider that is planning to bring the district back online said Hayek ldquoItrsquos out of ourcontrolrdquo he added

Thousand Oaks Acorn reported it could take the new provider anywhere from 15 to 60 days to restore internet serviceto all 17 campuses affected by the internet outage Additionally School board president John Andersen announced ata recent meeting that the district was considering litigation against its network service provider

ldquoIt is back to old-school teaching after they have been stressing the use of technology for yearsrdquo teacher Lynn Baumsaid ldquoIt makes me realize how dependent on technology we have become If this is not resolved by the new schoolyear it will be a big problemrdquo

VirginiaMonopole Approved But Rural Site SoughtSCS Broadband got the unanimous consent from Halifax County Supervisors to locate a 90-foot monopole in theVirgilina area according to the Gazette-Virginian The county had been working with SBC to find possible locationsfor the site which has resulted in five recommended choices

Mid-Atlantic Broadband offered to donate surplus towers for use by the county offering the 90-foot monopole andthree lattice towers Halifax County Agricultural Development Director Kimley Blanks said a $50000 grant from MBCwill cover the cost to put the monopole in place the Gazette-Virginian reported
