11-10-2011 1 The need of RESEARCH AND DEVELOPMENT SUPPORT to increase competitiveness of National Shipbuilding Industry By Triwilaswandio Department of Naval Architecture & Shipbuilding Introduction The implementation of cabotage principles for inter island transportation based on Presidential Instruction No. 5 2005 and Shipping Laws No. 17 2008 trend to increase demand of new ships for domestic markets. These condition has also affected the significant growth of national shipbuilding industry. National energy policy is increasing demand of new ships to distribute gas (LNG & LPG) and coal. Some ships are now being built in national shipyards for PERTAMINA. In order to anticipate those needs, national shipyards must be able to provide design and engineering of ships Most of shipyards in Indonesia do not have research and development capability, especially to develop design and engineering of innovative ships In fact, the support of research and development institution is still very low because of lack of capacity and budget constraints A need of government support for development of standardized competitive ships to cater for domestic shipping is addressed. Research and Development of Ship Product Presently National Policy in R&D is still focused on research based activities. An example of this is competitive based reseach programme (Riset Unggulan Terpadu) by Ministry of Research and Technology. The increase of competitiveness in national shipbuilding industry requires activities more focused on development. Capability Of Ship Product Development

• Most national shipyards is capable in developing designand engineering for small ships of various types such astug boat, ferry roro ships, cargo vessels, fishing vessels.

• Some shipyards ordered design and engineering packagesfrom local and overseas design companies

• A notable development by PT. PAL was the design of50.000 Dwt bulk carrier branded as Star Fifty

• Some of local universities such ITS participate in researchactivities related to ship engineering, but very limited onactivities related to the development of ship products. Theconstraint is available budget.

PROPOSED STRATEGYto support competitiveness of national shipyards

(1) To conduct a review of existing development activities related toship products conducted by some institution in Indonesia

(2) To improve and develop the ship products based on the review.

(3) To evaluate the future needs of ship products required by domesticshipping

(4) To develop design and engineering of standardized competitive shipproducts, especially to cater for domestic shipping needs.

(5) If needed, to conduct collaboration with reputable design andengineering companies

(6) To promote the need of goverment support to allocate the budget fordevelopment activities of ship products

(7) To promote the implementation of Goverment Regulation (PP) No.35 Year 2007 on Research and Development Tax Incentive schemein more practical way
