Welcome to our 2013-2017 Corporate Business Plan. Building upon our 2011 Strategic Community Plan, the Corporate Business Plan outlines what the Shire intends to deliver over the next four years, to meet the needs of its community. The Corporate Business Plan is developed in response to the Western Australian Government’s Integrated Planning and Reporting Framework 2010/2011 to improve Local Government Strategic Planning and to guide Local Governments long and short term planning process. This Plan could not have been developed without the input of our local community in 2011 and again we thank our local community for their effort.

Estimated Resident Population by Age Group

Carnarvon WA

The Shire of Carnarvon is home to approximately 6,100 people with

the population increasing significantly during the tourist season. A

variety of educational, medical, and recreation facilities combine to

cater for the needs of both resident and visitors.

The estimated resident population of the Shire of Carnarvon has increased marginally over the previous three years to 2005 levels with approximately 10% more males than females.

When compared to the State of Western Australia, the Shire has a significantly higher percentage of residents aged 35-44, and a substantially lower percentage of youth and young adults. The age demographic of the resident population, compared to the State of Western Australia, is shown in the graph below.

Located on the edge of the Gascoyne River Delta the Town of Carnarvon is centered on the picturesque Fascine approximately 904 km north of Perth.

The temperate climate and fertile river delta has created a thriving horticultural industry supplying the majority of Perth’s fruit and vegetable during the winter months. Well known for its unique, small and sweet bananas, the region produces a range of subtropical fruit and vegetables which are grown on the plantations lining the Gascoyne River.

The extensive horticultural industry is complemented by a thriving prawn, scallop, crab and fishing industry making the District a major West Australian food producer.

Coral Bay, located in the Shire 1,200 km north of Perth and 220 km North of the Carnarvon Townsite, is one of Western Australia’s premier holiday destinations. With the southern end of the amazing Ningaloo Reef, the largest fringing coral reef in the world, reaching into the sheltered bay a truly unique combination of white sandy beaches, turquoise sea and accessible tropical coral reef is created. Water temperatures range throughout the year from 20-28°C making Coral Bay a perfect beach getaway.

With world heritage listed marine parks in the north

and south of the Shire, the district covers 53,000 square kilometres of a large sedimentary basin known as the Carnarvon Basin. The Shire has about 450 km’s of coastline where the desert meets the sea, which creates a truly unique environment. The Shire extends inland from the coast up to 200 kilometers and contains two offshore islands, Bernier and Dorre, lying about 52 and 74 km’s respectively, west of the Carnarvon town site. Most of the land in the region outside town sites is contained in pastoral leases (approximately 73.3% of the Shire land mass). Significant geographic features in the Shire include:

Western Australia’s longest river and one of Australia’s ephemeral rivers the Gascoyne River flows only when cyclones and major tropical depressions have dropped their rain up to 500 km inland.

Lake McLeod (into which the Lyndon and Minilya Rivers drain);

The Kennedy and Girallia Ranges;

The cliff coast between Point Quobba and Gnaraloo Bay;

The southern portion of the Ningaloo Reef, extending from the southern boundary of Ningaloo Station to Gnaraloo Bay, and

The Wooramel seagrass meadow along the east coast of Shark Bay between the Carnarvon townsite and the northern border of the Shire of Shark Bay.

INTEGRATED PLANNING FRAMEWORK As part of the WA Government’s ongoing local government reform process, all WA Councils are required to adopt the Integrated Planning & Reporting Framework (IPRF). This framework is designed to improve local government strategic planning and consists of –

Strategic Community plan (10+ years) – links the community’s priorities and aspirations with Council’s vision and long-term strategy. Corporate Business Plan (four years) – incorporates existing Council plans and strategies with the Strategic Community Plan. Operational Plan (one year) – included within the Corporate Business Plan, the Operational Plan details major projects, actions and activities for the year, aligning

with Council’s annual budget process.

CORPORATE BUSINESS PLAN The Corporate Business Plan is structured around the Shire’s Vision, Community Aspirations and Values, 5 Key Objectives, Outcomes and Actions. Objectives and Outcomes The objectives and outcomes from the Strategic Community Plan and are based on statements that describe what the community wants to achieve . Strategic Initiatives and Projects To achieve the objectives and outcomes, specific strategic initiatives and projects have been identified, within the next 4 year time frame. Strategies have been given Flagship (F-Top), High (H), Medium (M), or Low (L) priority.
