You must possess a current “HR” Class Drivers Licence. 5.0 POSTION OVERVIEW As a member of the Waste Facility and Airport Operations team you are responsible for the waste collection and assist in the day to day operations and maintenance of Council’s Waste and Airport Facilities.

6.0 POSITION OBJECTIVES

Assist in the provision of an efficient Waste Collection and Management Service and Airport Operations for the customers of the Shire of Carnarvon

Maintain up to date and accurate Waste and Airport Facility operation and Airport Reporting records and data collection

Act and perform all required duties in a professional manner at all times and in accordance with the Shire of Carnarvon Code of Conduct

Maintain a high level of customer services as outlined in the Shire of Carnarvon Customer Service Charter

Work effectively in a team environment, in conjunction with Council staff and supervisors

Be responsible for the safe operation and maintenance of plant/equipment, vehicles.

Uphold and protect the safety of one’s self and other workers through safe work practices in accordance with Council’s safety management systems.

7.0 REQUIREMENTS OF THE POSITION

The following requirements form the selection criteria for this position:

WASTE FACILITY:

Essential Qualifications and Experience Computer literacy skills including word processing, spread sheets and data

entry. Flexibility in working hours Experience in waste facility operations Experience in the safe operations and user maintenance landfill compactor Experience in the safe operations and user maintenance of side refuse

collection vehicles Experience in the safe operations and user maintenance of 6 wheel tip trucks Experience in the safe operations and user maintenance of front end loader or Experience in the safe operations and user maintenance of specialist landfill

plant and or heavy vehicles Federal Police Clearance Current unrestricted “HR” or ‘HC” licence

Desirable Current first aid certificate White card Certificate Qualifications or knowledge in occupation health and safety processes

8.0 KEY DUTIES AND RESPONSIBILITIES

Waste Disposal Operations Assist the Supervisor to solve routine problems associated with the waste

disposal operations. Seek out ways of improving performance and efficiency of the facility Operate plant at the disposal site efficiently and in accordance with approved

work practices, procedures, service levels and quality standards Carry out other duties, such as pick-up litter around the facility Attend team meetings and training sessions as required

Waste Collection Operations Operate the waste collection vehicle efficiently and in accordance with

approved work practices, procedures, service levels, and quality standards Repair and assemble domestic and street bins Carry out other duties, such as pick up litter from streets and on private and

around the disposal site when required.

Plant and Equipment Carry out daily, weekly and other routine maintenance checks on plant,

equipment and vehicles in accordance with written check lists and procedures Arrange plant, equipment and vehicle repairs and maintenance in accordance

with manufactures specifications Carry out other duties, such as pick up litter from streets and on private and

around the disposal site when required.

General Employees may be required to undertake other duties within the limits of their

skill, competence and training consistent with their band level in any area of the organisation.

AIRPORT OPERATIONS: (As of 1ST July 2014)

Qualifications and Experience Ability to hold an Aviation Security Identification Card (ASIC) Federal Police Clearance Willingness to complete of AAA certified Aerodrome Reporting Officers and

Works Safety Officer Course and/or competency standards (or Australian recognised equivalent).

Willingness to complete of Aircraft Radio-telephone Operator Certificate of Proficiency course or willingness to obtain.

Ability to interpret legislative requirements relating to Aerodromes/Airports including Aerodrome Emergency Procedures and Aviation Security.

Experience as an Aerodrome Reporting Officer. 9.0 KEY DUTIES AND RESPONSIBILITIES

Reporting Report on a regular basis progress updates, issues, hazards or incidents related

to the airport and the operations of the airport Maintain the Daily Serviceability Inspection Checklist and record as required. Report to the Airport Operations Coordinator any aviation safety incidents as

per the requirements of the Australian Transport and Safety Bureau (ATSB) and in accordance with CASA.

Record, report and/or manage (where practicable) the elimination of all obstructions within the transitional surfaces of a flight strip. Ensure that the Airport Operations Coordinator is advised of potential OLS issues.

Operational Assist in ensuring systems and procedures are maintained and up-to-date in

accordance with legislative requirements, Manual of Standards (MOS 139) and Aviation Security.

Use of International Civil Aviation Organisation (ICAO) recognized Radio Telephony Procedures (RTF) to enter, exit and operate within all airside areas of the airfield.

Routine safety and security measure at the Airport in accordance with legislative requirements.

Daily inspections of runways, taxiways, aprons and all ground navigation aids in accordance with CASA rules and regulations.

Ensure compliance with the City’s Drug and Alcohol Policy (DAMP) inline with CASA regulations

Coordinate and manage the Fly in-Fly out operations in conjunction with GBTA Assist with security and escort duties as required. Assist in the development of the Safety Management Plan and Emergency

Management Plan Assist in the coordination and planning of the emergency exercises to be

performed in accordance with CASA, LEMC and FESA. Manage and operate the Carnarvon Regional Airport’s car parking facilities

Customer Service Develop effective working relationships with all stakeholders and customers. Treat all customers with professionalism and respect. Promptly attend to customer enquiries in a courteous and effective manner. Report all customer complaints to Airport Operations Coordinator Report all regulatory and legislative requests/issues to Operations Coordinator

Maintenance Carry out all Aerodrome maintenance activities, both landside and airside to

quality standard. Assist in the preparation of maintenance works program. Ensure equipment is maintained to maximize safety and efficiency and

inventory of plant and equipment is controlled. Perform basic electrical maintenance, including changes of lamps, filters, bases

and reporting in log book of any damage resulting from storms, sandstorms, cyclones or squalls.

Ensure ongoing animal and bird hazard management as stipulated in the Aerodrome Operations Manual including identification of water leaks, food sources and reduction or elimination of those leaks and food sources.

Servicing of windsocks - replacement of socks, beacons, lights and greasing of bearings.

Maintenance and/or painting of gable markers, safety cones, line markings and crack patching.

Operate a variety of plant as required and maintain powerhouse and Airport emergency lighting.

Assist in the supervision of maintenance contractors as required. Ensure servicing of Precision Approach Path Indicators (PAPI) and Airfield

electrical systems in accordance with Aerodrome Operating Procedures. Maintenance of all airside/landside boundaries, the airport boundary fencing

and crash gates. Slashing and general maintenance/up-keep of runways and taxi-ways and

runway strips in accordance with MOS 139.

Ensure the airport terminal building is maintained to high standard and available for all aerodrome operations.

Ensure that grounds maintenance (airside and landside) is kept in accordance with MOS 139 and FESA requirements.

General Ensure compliance with Civil Aviation Safety Authority (CASA), AirServices

Australia, Department of Infrastructure and Transport, Department of Transport, Department of Environment and Conservation and the Environment Protection Authority (EPA) and other authorities' regulations and requirements.

Assist in the development and regular review of the Aerodrome Operations Manual.

Undertake and maintain the serviceability, safety and operational checklists Undertake routine maintenance activities at the Airport. Employees may be required to undertake other duties within the limits of their

skill, competence and training consistent with their band level in any area of the organisation.

SUMMARY OF EMPLOYMENT CONDITIONS and BENIFITS

BRIEF OVERVIEW: - Conditions of employment may include but not limited to the following:

Employed under the conditions of Local Government Industry Award 2010 – Shire of Carnarvon Band – Negotiated

A 3 month probationary period will apply

38 hours per week – 1 RDO per month.

5 weeks annual leave, plus 17 ½ % loading per annum.

10 days (approximately) sick leave per annum.

Council subsidises the cost of uniforms – As per Council Policy.

No housing is provided for in the position however a housing subsidy applies – As per Council Policy.

Superannuation: - 1. Superannuation Guarantee (SGC) payable at 9.25% of Employee Salary is offered –

payable by the Council. 2. Optional Superannuation in addition to the above is payable on the following basis:

- Employee Contribution 5% or greater. - Council Contribution 2% (current and subject to Policy)

Direct banking of pays.

Maternity leave.

A district allowance of $1,020 pa is payable. Should your partner be either unemployed or not claim a district allowance from their employer, you may claim a further $1,020 for your partner.

In addition, Council also maintains a smoke free working environment.

You are responsible for attaining and maintaining all relevant Western Australian motor vehicle driver’s licences of the classes as stated in the Position Description. Failure to attain and maintain such licences may jeopardise continuing employment with the Council.
