In conducting the survey, the NSCB used the small area poverty estimate model to predict the poverty incidence and the literacy rate of the breadwinner as its major basis for predicting the person’s economic status.

This was followed by the ownership of residence, the quality of their housing, which includes their access to sanitary toilet, access to electricity, and their house roofing.

•8 Enumerators were hired and employed to conduct survey of households in 22 barangays.

The data gathering commenced in the month ofOctober 2007; continued up to the 2nd quarter of2008.

The datas gathered were validated in the 3rd quarter of2008.

Data encoding, digitizing and processing werecompleted on the first week of August 2009.

OUR STORY…

The Siayan CBMS data has painted a surreal scene:

Out of 100 persons, 78 have income below the poverty threshold.

Out of 100 persons,

86 are poor

Pange could be indeed the poorest barangay in the Philippines. For every 100 residents of Pange, 99 are poor.

In basic education –

For every 6 school children, aged 6-12, 3 are not in school.

For every 3 high school kids, 2 are not in school.

For every 6

households, 4

have no access to

safe water.

For every 6 households, 4 have no access to

sanitary toilets.

The CBMS data is a wake-up call for the local government of Siayan.

“WHAT HAVE WE DONE TO THE LEAST OF OUR BRETHREN?”

OUR COMMITMENT, Our Priority . . . .

Raise the income of every family.

Provide sustainable means of livelihood and income.

We are aware that when one is poor –

his main attention is to put food first on his table.

he could not afford to send his children to school.

he could not afford to construct a decent house with sanitary toilet and with potable water.

The CBMS data haspointed to us the areasinto which we willchannel our resources andmanpower, limitedthough they may be.

We had envisioned that in ten(10) years, Siayan shall be therubber center of Zamboanga delNorte, where every family anowner of at least a 1-hectarerubber plantation.

These road networks shall bethe highway to learning forour school children.

Accessibility of schools has anencouraging effect amongchildren to stay in school.

IN MOYO, the barangay whichcaught the attention of the nationaland local health officials - and thenational TV networks - because ofthe outbreak of capillarhiases, awater-borne disease, we installed awater system and piped the wateracross farms and fields and into theneighborhoods.

The Armed Forces of the Philippinespitched in and hauled truckloads ofwater-sealed toilet bowls which wedistributed to the barangays coded redin the CBMS map.

We and the soldiers initiated abayanihan in Moyo where theresidents, soldiers, and employees ofSiayan LGU, together, dug toilet pits.

We are fully aware of our tasks ahead . Andtheir enormity. But we have faith inourselves.

The vision of uplifting our people may notbe fulfilled during our term, or even duringour lifetime. But the most important thingis to start a dream, a vision for our people -as the line from our municipal hymn goes –

SIAYAN, DEAR LAND OF PROMISE.

THE EDEN LAND.

We do not look forwardto the next election -barely five monthsaway. We rather lookforward to the nextgeneration.

Those from among you shall buildthe old waste places; you shallraise up the foundations of manygenerations; and you shall becalled the “REPAIRER OF THEBREACH, THE RESTORER OFSTREETS TO DWELL IN”.
