Rubber Skill Development Council (RSDC) has launched a major effort towards up-skilling and re-skilling of workforce employed in rubber industries in the state of Punjab. From manufacturing point of view, Punjab represents one of the largest clusters of rubber products manufacturing units, majority of them in the MSME sector . The training is being currently provided under PMKVY (PradhanMantriKausalVikasYojana) scheme launched and promoted by Government of India. Rubber Industry in Punjab gets a skilling boost

The Project Implementation Agency (PIA) Mentor Skills India LLP has been mandated to provide skill gap training as per the RSDC guidelines.

“This project will benefit the industry, where they will be able to map the skills of their workforce and deploy them efficiently. At the same time the work force will have an incentive to bridge their skill gaps and be recognized for the skills that they possess”, said Ms. Meghna Mishra, CEO of RSDC.

To boost the morale and motivate the employees to enroll under RPL, the PMKVY scheme offers various incentives to the candidates.

After the training the candidates will be assessed by independent assessors and

Certification will be done by RSDC.

Certain pass percentages are set which when achieved by the candidate is

rewarded with marksheet, certificate and a monetary pay-out. Candidates

who are not able to meet minimum scores required, are further

encouraged to undergo short term training under the PMKVY 2.

Prominent names that have enrolled for the RPL project in Punjab include Metro Tyres, Ludhiana, Govind Rubber Ltd., Ludhiana, Ralson India Ltd., Ludhiana and Speedways Tyre Ltd., Jalandhar. The training program has already begun and more than 2,000 employees have undergone the training and assessment process.

JK Fenner and TVS Rubber participate in Placement Drive for ITI students

In a wake to provide a common platform to the students and industry, RSDC organized a placement drive in Madurai, in collaboration with JK Fenner and TVS Rubber, who participated in the event to provide employment opportunities in the rubber sector through apprenticeship program. The drive was held at a Government ITI college in Madurai which saw an inflow of more than 100 students. More than 60 students got placements in the industry. JK Fenner gave letter of appointment to over 40 students and TVS rubber to 25. The students placed would undergo the Apprenticeship program where they would earn a fixed monthly stipend.

Upon completion of the program, the students will be certified with Apprentice Skill Certificate. Thereafter, they can continue as apprentices for the next two years, with respective organizations, where they will be eligible for ESI and PF benefits. The students would also be provided with retention bonus at the end of second and third year.

More such initiatives have been planned to meet the rubber industry manpower requirements and bring employment opportunities for the students. Industries are urged to step up for apprenticeship program initiative which will help create the brigade of skilled manpower for rubber sector.

Rubber Skills Meet in Haryana

With the increase in the yield of Natural Rubber production, the Rubber industry is set towards significant growth in the coming financial year. With such high expectation, the need of the hour calls for more skilled manpower to fulfill the demands. To address the industry’s shortfall on skilled manpower, Rubber Skill Development Council (RSDC) and All India Rubber Industries Association (AIRIA) jointly conducted a series of Rubber Skills Meet (RSM) with the industry members. The meet was organized to touch upon the topic of how to overcome challenges of the shortages of skilled manpower that affects productivity and growth of the company. The RSMs were held at Faridabad and Footwear Park, Bahadurgarh so as to involve the industries that are based nearby.

The platform of RSM has been created for the industry member, to make them aware of the activities of RSDC and initiatives and schemes of the government that will help them acquire skilled manpower. Schemes like Pradhan Mantri Kaushal Vikas Yojana were discussed during the Meet which offers incentives to the industry for training skilled manpower on their shopfloors, by becoming the training providers. One such scheme, Recognition of Prior Learning, recognizes the experience and training that the shop floor workers have acquired through many years of employment into rubber industry. Creation of Center of Excellence, Apprenticeship programs, utilization of CSR funds are some such policies were also discussed during the meet.

Several concerns revolving around the skill development aspect were discussed during the Rubber Skills Meet with the industry members. The meetings were initiated by Mr. Vipan Mehta, Chairman – NRC (AIRIA) and MD, MB Rubbers. All the members participated enthusiastically and shared the number of employees for the RPL schemes. More such Skill Meets will be organized to enlighten the industry about the skill development schemes and their benefits.
