In its effort to provide skilled workforce for the rubber sector, B ABLE has
emerged as one of the leading Training Providers (TPs) for RSDC. B ABLE has
conducted trainings across manufacturing and plantation job roles and has
been able to train approximately 4000 candidates, spanning over past 4 years
across the country.
“The contribution of training providers in imparting skills cannot be
undermined. Without their strong quality benchmarks in training or even
lack of meaningful career options for youth, post training , the vision of Skill
India may not reach the desired goal. Ever since its inception, RSDC has
emphasized on the quality of the training provided by its affiliated Training
Partners. Some of these TPs rank amongst the best in the country”, said Ms
Meghna Mishra, CEO RSDC.
“We have been recognizing the hard work and tireless efforts of the Training
Partners, working in the Rubber Sector, during our Annual Awards
Ceremony. Our preference has always been towards the Training partners
who have been consistent on the quality parameters set by the SSC.”, added
Ms Meghna Mishra. Rubber sector faces a demand - supply mismatch as the
industry needs more skilled workforce than what is available today. RSDC
has conducted Skill Gap study across 20 states/UTs to understand the gaps
in the current workforce and how it can be minimized through the
intervention of Skill based trainings.
So far more than lakh candidates have been enrolled for training by 50 affiliated training partners of RSDC. Out
of these more than 70 thousand candidates have been certified and have been provided placements. RSDC's
training partners are conducting various training programmes in the NSQF aligned courses. RSDC has
developed NOS based curriculum for 69 manufacturing and 32 rubber plantation Job roles. RSDC has developed
Content and handbooks for 30 job roles and is working on developing e-learning simulated content as well.
RSDC has also tied up with 11 colleges and universities across India to conduct B.VOC and Dual Certification
Programs in Rubber Technology, RSDC has signed MoUs with 13 State Governments.
India has one of the largest and youngest workforce in the world. Quality of training can make a huge difference
between employability and unemployability for youth of the country. Sector Skill councils such as RSDC are
playing a major role in standardization of training and certification requirements. However it is training
providers, like B-ABLE, who are aligned with the vision of RSDC that can help impart meaningful skilling.

Eminent personalities - Mrs Iwangle Jeme and
Nchabuing Riam, Asst Engineer Power House

Gautam Pathak is the project co-ordinator for
NEEPCO –B-ABLE Assam).
In India today, more than 62% of the population is in the working age-group
(15-59 years), and over 54% of the total population is below 25 years of age.
In fact, in the next 20 years, the labor force in the industrialized world is
expected to decline by 4%, while in India it will increase by 32%.
Despite being the world’s youngest country in terms of demographic
dividend, India has only 2% of its workforce skilled. For the past few
decades, we have only focused on a knowledge-based and higher education-
oriented system. The focus on skilling youth through skill training
interventions was earlier missing.
Not many young people get an opportunity to follow the traditional career
path or pursue professions such as doctors and engineers, who are anyway
in excess in the country. Skill India and its various schemes are an
opportunity for the youth to take up an alternate career and get skilled. The
aim of the government is to bring vocational education at par with the
degree courses. Possessing a specialized skill set increases employment
opportunities. Today, even entry level roles in many industries require base
level qualifications. By completing a training course, the employment
opportunities become wider for a person. Moreover, this has become a
prerequisite to stand out in the crowd and meet the demands of the current,
highly-competitive job market. Females constitute 48.5% of India’s total
population. Yet the contribution of women accounts for only 17% of the
country’s GDP. The Beauty & Wellness Industry is one of the sectors which
can provide maximum job/entrepreneurship opportunities to enhance
women’s control over financial, human and intellectual resources in society.
Keeping in line with the vision of our Hon’ble Prime Minister to make India the “HR Capital” of the world and
the vision of B&WSSC “Together, May We give our Youth and Women the Skilling Roots to Grow & Career
Wings to Fly”, B&WSSC has been aggressively working towards the placements of its certified candidates. In the
course of its efforts, B&WSSC has been organizing exclusive job fairs for the Beauty & Wellness professionals’
pan-India. According to the KPMG Skill Gap report, there is an additional manpower requirement of 14.27
million in the Beauty and Wellness industry by 2022. According to report IN Hindu Business Line, the Beauty
and Wellness industry will be the largest job puller by 2022, even surpassing agriculture.
Training partners are major stakeholders in the skilling ecosystem. B-ABLE one of our Training Partner,
plays a vital role in providing requisite training to the youth of India, empowering them and providing
them a platform to become financially independent.
To make Skill India a success, we urge all the key stakeholders to come forward, as the support is vital to
ensure we achieve our mission. Together, with our persistence, devotion and hard work, we can certainly
spread awareness. Your extended support will Empower Youth and Empower India!

Trades in blue collared workforce like painting is often seen
as a low inspiration profession by youth of India. There are
several reasons behind this like absence of regular salaries,
lack of social security benefits, job security, risk of injuries
and negative perception of society about the trades.
In wake of booming economy and increased rate of
construction in the past few years the demand for such
workers have increased steadily but due to low aspiration the
supply of the workforce has been very limited. This increased
demand not only requires more people in the blue collared
workforce but also need manpower with increased skill level
which is of very limited availability.
Changed Scenario of Skill Training In Blue Collared Jobs
In order to address these issues and take up the opportunity AkzoNobel has joined hands with different
stakeholders to initiate skill training programme in blue collared jobs like painting in decorative paints and
vehicle refinish. While fostering the partnership it was very important that all stakeholders played an important
role to ensure the trades are attractive enough for the youth to join. For example it was important that paint
contractors who are the primary employers provides regular minimum wages (as per semi-skilled standards) and
social security benefits while skill training agencies ensure quality training is imparted as per the industry
requirement so that the contractors derive benefit out of the workforce. In wake of this winning partnership it’s a
matter of pride that in the past two years there has been a visible change in the attitude of youth towards painting
trade. It can be substantiated by the fact that in the past two years AkzoNobel Paint Academy have trained more
than 2500 painters across six states of the country out of which more than 70% are employed in the painting
trade.
NULM in Uttrakhand and Uttar
Pradesh
On the basis of the successful completion
of previous projects under National
Urban Livelihoods Mission B-ABLE got
another work order to provide skill
training under NULM in UP and UK.
B-ABLE has already trained 9238
students under NULM scheme.
As skill training agencies play an very important role in the training
like shortlisting right target group, counselling, doing training and
placement it is very important that the right training agency is selected
to impart skill training. One winning example is of the partnership
AkzoNobel has with B-ABLE in doing skill training in Decorative
Paints in Delhi. This partnership though in early stages has already
done wonders in attracting more youth from hinterlands of the
country to take this trade and get attractive livelihood. This
partnership apart from regular training organizes regular
consultations with stakeholders to ensure better workplace
practices and wages to ensure painting becomes one of the most
attractive training trades for the youth. With India becoming the
fastest growing economy of the world there is no stopping of the
construction and automobile sector and so are the opportunities of the
drivers of the sector i.e. the blue collared workforce.
B-ABLE Attained SCGJ Affiliation
B-ABLE got the affiliation from the Skill Council for Green Jobs. With this
B-ABLE now has 19 sector skill council affiliations. B-ABLE is also making
efforts to achieve affiliation from other SSCs.

Our school started with the vocational course in
‘Healthcare’ sector since 2016 in its 2nd phase in
Chhattisgarh. The course provides students with the
exposure to the world of professional education
regarding health procedures and services in their initial
stage of career. This also improves their interest
towards their regular school studies. The Students are
showing a lot of interest in learning new skills of
medical practices and participating in other educational
activities.
After completing 4 years of vocational course along with
their education students are expected to become skilled,
trained and confident to perform lifesaving activities for
self, family and community in an efficient manner.
Vocational education provides students an opportunity
to participate in different programmes which are run by Govt .Of India like mission Indradhanush , Matri Shishu
Suraksha Yojna etc . These programmes give more practical and knowledgeable experience about the use of
healthcare techniques in their life. During this course the students are also exposed to various healthcare
agencies and hospitality sectors. Most importantly, the guest lectures of Doctors and healthcare workrs
motivate the students and they get a first-hand experience during their school life, thereby showing a direction
towards their future career path which can be respectable and also gives sustainable livelihood.
Once the students complete the 4 years of vocational course, they will be skilled to provide healthcare facilities
to the people living in the remote villages of Bijapur who do not have access to basic healthcare facility. This will
be like a dream come true for the people and a great success of the vocational programme and its goal.
As a head of this institute I think government has taken a great initiative through the NSQF project. Considering
the current employment situation in our country. Our school students are now actively participating in all
healthcare programmes since the past 2 years. It was a very proud moment for our school when our vocational
Trainer received the Appreciation Award from the honourable Prime Minister Shri Narendra Modi.
“Our Training Partner B-ABLE is implementing the project very effectively and giving all the support. Also, the

12,000/- per month. He feels elated with his newly
acquired skills and knowledge–something that he had
always aspired for but thought it as a far-fetched
dream for him. Being a part of the specialized
Training for ‘Gardner cum Nursery Raiser’ was like a
dream come true. Shiv chanced upon a banner on his
way home one day giving details of the training
programme. He got curious
and went to inquire about
it the next day. There was
no looking back for him
after that. He took
permission for time off
from his employers and
started to attend the course
regularly. He now feels
proud to be certified for his
skills. As a token of
appreciation he has now
been upgraded to a
position of ‘Head Mali’ of a
team of four, managing a
300 acre residential farm.

PANNELAL-AKZONOBEL My Family Does Not Sleep Hungry Any More!! –
Here is a story of a young boy of 18 years. He along with his elder brother, sister and their father belong to a small village
near Gorakhpur, (U P). Like any other poverty streaking people of the village they too were not sure of getting 2 square
meals a day. This is precisely the reason why he and his siblings went to school –so they can take advantage of the mid-day
meal facility in the nearby Govt School.
This young boy named Pannelal Prajapati, today boasts about being a qualified
and a certified painter earning more than Rs 11,000/- per month. How did this
transformation happen? Its all thanks to the CSR initiative of AkzoNobel and B-
ABLE as their Training Partners. This specific skill based training was focused
to train the youth in the job role of ‘ Advanced Painting and decoration’ so they
can earn their livelihood as a painter.
Pannelal became a part of the training programme through one of the
mobilisation drive being conducted around his village by the B-ABLE team.
Much to the reluctance of the family, Pannelal joined the training programme
at Delhi. This 2 month training programme, he said, “opened a whole new
world for me. Not only did I learn the skill but also learned the importance of
good grooming, communication skills, discipline, value of time and much
more”. Pannelal further expresses that he enjoys his work and sometimes also
does double shift to earn that extra bit. Pannelal gets emotional as he shares
that now he and his family do not have to sleep hungry. Also that he was able
to provide for a long pending medical treatment for his younger brother. Pannelal is a hard working young boy, and is
committed to work with honesty and dedication as he moves on his journey, he promises to keep learning and improve
upon his present skills and get better at his work. Seeing his success, many youngsters of his village have got inspired to
also join the training programme. B-ABLE’s Team wishes Pannelal success both in his personal and professional life.
