It is a pleasure to share the South Dakota Arts Council’s FY 2015 Annual Report with you.

The South Dakota Arts Council’s mission is to make quality arts programs accessible throughout the state.

We accomplish that goal by providing funds, services and information to artists, arts organizations, other

non-profit groups, schools and the public. The State Arts Council strives to ensure equitable access to the

arts by all South Dakota citizens and to make a positive contribution to the experiences of those who visit us.

The Council’s FY 2015 co-sponsored activities reached an audience of 1.7 million people and involved over

13,000 artists. The 484 grants awarded were supported with funds from the National Endowment for the Arts,

a federal agency, and the State of South Dakota through a portion of the tourism promotion tax. SDAC’s

Fiscal Year 2015 budget of $1.55 million dollars included $1.24 million in grants and special project support,

and generated $17.2 million in local cash matching funds.

As you read through this annual report, you will discover the diverse impact South Dakota Arts Council

programs have on our state’s quality of life, cultural tourism and economic development. Thank you for your

SOUTH DAKOTA ARTS COUNCIL

The South Dakota Arts Council is structured administratively as a state agency within the Department of Tourism. The agency is advised by a Governor-appointed 11-member board that meets regularly to recommend grant awards and otherwise promote and advance the arts across the state.

The South Dakota Arts Council receives support from the State of South Dakota, through the Department of Tourism, and the National Endowment for the Arts, a federal agency. State funds are generated by a portion of the state tourism promotion tax.

ENABLING LEGISLATION

INTRODUCTION TO SOUTH DAKOTA CODIFIED LAWS 1-22 – 1966 LEGISLATIVE SESSION

The South Dakota Legislature, being aware of the impact of culture on a stable economy, desires to stimulate, encourage, and give recognition and assistance to the arts which, in order to grow and flourish, depend upon freedom, imagination and individual initiative. While the development of the arts has long been considered a matter of local concern, there is a need to unify and coordinate these forces on a statewide basis. The arts, the creative spirit which motivates them and which they personify, are an essential part of the state’s human resources. The best interest of the state and its people requires that artistic expression in all of its forms be disseminated for everyone to see, appreciate and enjoy in order for our cultural and economic progress to be sustained and given impetus. There is created a South Dakota Arts Council composed of eleven members appointed by the Governor.

AGENCY MISSION

The South Dakota Arts Council is a state agency serving South Dakotans and their communities through the arts.

AGENCY PURPOSE

Recognizing the importance of creativity in the lives of all South Dakotans, the Council makes quality arts accessible throughout the state by providing encouragement, grants, services and information to artists, arts organizations, schools, and the public. The Council strives to ensure access to the arts and educational arts opportunities as part of lifelong learning in South Dakota.

ROLE OF THE SOUTH DAKOTA ARTS COUNCIL

Vision. Our vision is to transform South Dakota’s communities and people through the arts. We see deeper public awareness broadening appreciation for the fine arts; better arts education reviving school environments; wider access to the arts fostering understanding among cultures; and artists and arts organizations enhancing the quality of life for all South Dakotans.

To accomplish its mission and support its vision, the Arts Council is guided by a strategic plan informed by input from constituents throughout the state and grounded in these public values. We believe that:

· Greater public awareness of the value of the arts fosters sustained public and private support.

· Arts education stimulates creativity, communication, and lifelong learning.

· Universal access to the arts is intrinsic to the well-being of all South Dakotans.

· Artists are central to the creative environment of South Dakota.

· Arts organizations contribute to vibrant, progressive communities.

· The arts play an essential role in cultural tourism.

FY 2015 was the first year of a three-year plan that will direct Council policies and programs through FY 2017. The major goals of that plan are summarized below.

INCREASE PUBLIC AWARENESS AND SUPPORT OF THE ARTS. The Council believes greater awareness of the arts influences sustained support. In the public’s interest, programs and services of the Arts Council are designed to inform and educate people about the value of the arts for the well-being of South Dakotans.

ADVANCE THE ARTS AS ESSENTIAL TO LEARNING. Understanding the arts as basic to a good education, the Arts Council seeks to integrate the arts in education by supporting planning, curriculum development and teacher training. All children should experience the arts in their school, consistent with established state fine arts content standards. In addition, the arts should be an integral part of life-long learning.

RAISE THE STANDARDS FOR ACCESS AND INCLUSION IN THE ARTS. Equal access to the arts is embedded in all Arts Council programs. The Council seeks to minimize and eliminate barriers to the arts imposed by economic status, education, prejudice, distance or special needs.

SUPPORT ARTISTS THROUGH INCLUSIVE PROGRAMS AND NETWORKS. Recognizing that artists are central to the creative environment of South Dakota, the Council provides funding, information and services to artists for their artistic and professional growth. The Council values artists of all disciplines and cultures, amateur and professional, rural and urban, those who innovate and those who maintain the traditional arts.

STRENGTHEN ARTS ORGANIZATIONS AS PARTNERS IN EDUCATION, COMMUNITY AND ECONOMIC DEVELOPMENT. South Dakota needs strong and effective cultural organizations to connect the people and communities of the state with artists and arts programs. The Arts Council provides funds, information and services to encourage both large and small organizations to strive for excellence and further South Dakota Arts Council goals. Together with South Dakota artists, these organizations serve as arts education advocates and economic development partners and enhance community livability.

POSITION THE ARTS AS ESSENTIAL TO SOUTH DAKOTA TOURISM. The arts inspire creativity, celebrate traditions, provide recreation, and offer cultural experiences unique to the state and region. The Arts Council recognizes the unique importance of tourism to the state and gives priority to programs that enhance the quality and development of the visitor experience.
