Architectural Resources, Inc. (ARI) is pleased to submit the following proposal for Architectural and Engineering Consulting Services for the Development of a Master Plan for the South Grove Recreational Complex. This proposal is based on the Request for Proposal dated May 1, 2018.

ARI’s proposal is founded upon our architectural, civil engineering, and surveying team’s previous work and expertise in comprehensive, sustainable, sensitive site and master plan design and development. Our team includes Landscape Architects, Engineers, and Graphic Designers with grounded public engagement, park planning, landscape design, and construction experience to take you from idea to project completion, both now and for the future. All team members have specifi c project expertise in master plan development, community engagement, and project management to effi ciently but comprehensively work with you through the initial visioning, community engagement, park inventory, planning and design, and preliminary budgeting process. We also have specifi c design, budgeting, phasing, and construction experience with multiple forms of recreational design and surfacing types, and can provide real-world options to assist in getting design into your budget. At the end of this project, we ensure that you – the City of Mountain Iron, Stakeholders, and the Public alike – have a community-developed master plan and preliminary budget for the South Grove Recreational Complex to serve as basis for later development. This design process with emphasis on Community engagement is an integral component to our team’s approach and we believe it aids in ensuring the Master Plan is supported by the community as well as creates momentum for funding and implementing the plan development as part of the complement of public amenities offered by the City of Mountain Iron.

PROJECT UNDERSTANDING

STATEMENT OF PROJECT UNDERSTANDINGArchitectural Resources Inc. (ARI/ the “Design Team”) shall provide Architectural/Engineering design consulting services to the City of Mountain Iron, Minnesota to provide a single, high-quality schematic master plan for the South Grove Recreational Complex located at 8766 Mud Lake Road, Mountain Iron, Minnesota 55768. Current constructed amenities on the site include (2) softball fi elds, (2) surfaced tennis courts, (1) lighted outdoor hockey rink area, (1) archery area, and (2) storage and maintenance buildings which shall be reviewed and a report produced as part of the Scope of Services. Potential additional improvements for evaluation as part of the design process include those listed in the RFP, as follows: improved vehicular and pedestrian access, parking, shelter, walking trails, water features [and stormwater design], playground, and active and passive recreation.

The Design Team will develop (2) full-site preliminary design concepts and (1) full-site fi nal design concept. These design concepts will include connections to vehicular and pedestrian access and service areas.

Concept development process will include a Community/Public Engagement process for concept development and evaluation, and produce a preliminary list of current and future recreational needs. A Stakeholder group, as engaged and selected by the City of Mountain Iron, shall assist the Design Team in producing a refi ned analysis of current and future recreational needs as well as concept analysis. The Design Team will assist the City of Mountain Iron in developing the verbiage for press releases and/or announcements for meetings or mailings, providing personnel for and running any public and stakeholder meetings, and hosting any online surveys conducted within this project scope. City of Mountain Iron will be responsible for producing verbiage for and hosting any project updates, Citizen selection and completing any mailings (including any postage), and issuing any press releases as part of this project.

Final design concept will include a preliminary project construction budget with any suggested phasing that was developed as part of the design. Meeting minutes with any fi nal digital graphics produced will be provided to the City of Mountain Iron for each meeting conducted as part of the Scope of Services provided.

APPROACH & METHODOLOGYOur expert team is selected to effi ciently guide you through the entire design development process. Architectural Resources and Karvakko P.A. have teamed up to provide excellent service to the City of Mountain Iron for inventory of existing amenities, analysis of community needs and desires, schematic design development with phasing, and construction budgeting. We offer two (2) licensed landscape architects with over 20 years of combined expertise in design and public engagement processes to co-lead the process for the Design Team, as well as a Civil Engineer with specialty in stormwater design systems and Surveyor. We also have Graphic Design Specialists to provide superior visual representation and renderings of the ideas generated in the process.

Our goal and expertise is to fi rst listen and understand your community goals and then apply our expertise to refl ect your design objectives in the design. We will be with you at all steps in the design process and readily available to provide you with the support you have come to expect from ARI’s Team.

Our design team will kick off this project by meeting with the City of Mountain Iron Project Manager to fi rst determine key City personnel, a preliminary contact list of key stakeholders, and create a communication tree and plan to ensure all transparency and clear communication throughout the entire project. We will complete this initial setup process while obtaining a professional site survey to obtain necessary topographic, boundary, utility, and other critical site information for producing the preliminary and fi nal designs.

Next, as arranged by City of Mountain Iron, we will work with the City of Mountain Iron, Stakeholders, and Public/Community in the

design process to provide acceptable opportunity to review, comment on, and participate in the design development. Our team will lead the information gathering component of these meetings. We also will produce meeting minutes and supply City of Mountain Iron with other critical information and digital fi les for website release for project progress updates. We will conduct a series of two (2) Public/Community meetings and two (2) Stakeholder meetings to generate feedback to integrate into the fi nal design. The community engagement component of the project is anticipated to be a lively, interactive process. Ms. Wedul has previous project experience leading groups and public through trail ideation and visioning, as well as eight (8) years of Graduate-Level teaching experience at the University of Minnesota’s Department of Landscape Architecture. Mr. Kinnen has led a number of Northern Communities through the master planning process, including South River View Park in Roseau, the Turkey Pocket Park in Frazee, and the Veterans’ Memorial Park for the City of Fosston. He spends a portion of his time presenting to the public on landscape and sustainable practices and has been published in Scape magazine. They are excited to use their repertoire of various large group and small (focus) group techniques for both public and stakeholders to solicit and capture the Community’s vision for materials, qualities, content, connections, and priorities in the Master Plan.

We will also conduct an online survey to run for (2) weeks to generate feedback on preliminary design concepts and park priorities. We will provide the City of Mountain Iron with a link to this survey, as well as digital content if they wish to issue a mailing. We also will provide verbiage for press releases for this survey announcement.

We will then take the content created by the public/community process and the online survey and refi ne the information to produce one (1) fi nal design. This fi nal design will be reviewed at a fi nal public meeting and via the online weblink. If accepted, the fi nal design will be presented to the City of Mountain Iron for approval.

Final deliverables will include two (2) sets of large-format presentation boards with the fi nal rendered design concept and digital copies of fi nal design for public presentation. Seven (7) physical copies and the fi nal digital fi le for the fi nal written report will be provided. Final design will also include a detailed preliminary construction budget with any associated phasing. Up to fi fteen (15) reduced-size (11x17) color copies of the fi nal design plan can be provided upon request to the City for no additional cost. Our proposed Scope of Services and interim deliverables is further detailed hereafter with proposed schedule and milestones.

SCOPE OF WORK, BY TASK & DELIVERABLES

A. WORK PLAN WITH TIMELINE & DELIVERABLES, BY TASKTASK 1: Project Start-up, Communication Plan, and Existing Conditions Inventory and Analysis

Proposed Dates: July 1 – August 1, 2018

Task Description: This initial phase has two parts: 1) establishing the communication plan and Stakeholder groups; and 2) gathering information on and assessing the existing conditions of the facilities at South Grove Recreational Complex. Communication Plan will be developed immediately after project kickoff by Design Team for approval by City of Mountain Iron. Communication Plan will include anticipated Stakeholder representation and timelines. Survey with photographic/graphic support will be conducted by Design Team to collect spatial information for the design base and for the existing facilities assessment. Design Team will review City of Mountain Iron Zoning Ordinance, Stormwater Rule, and other pertinent regulations.

After initial document collection and analysis, the Design Team will work jointly with City of Mountain Iron to review and update priority areas prior to presentation of the preliminary design concepts. The Design Team will rely on the City of Mountain Iron Project Manager for contacting/coordinating key Stakeholders and other personnel for each meeting.

Deliverables: 1. Project Communication Plan; 2. Existing conditions survey, inventory and assessment report; 3. County/Staff Stakeholders list.

TASK 2: Community/Public & Stakeholder Engagement & Preliminary Master Plan Development

Proposed Dates: August 1 – September 30, 2018

Task Description: ARI has built our company and reputation on understanding and designing according to our clients’ needs rather than impressing our personal goals on the project. The majority of our projects involve some amount of public engagement, and we believe that this process generates intangible information and assists us in understanding critical features and setting priorities according to the needs and desires of the community.

Within this phase of the project, we will employ a series of approved techniques to effi ciently solicit critical information from public and stakeholder teams alike. We will start with written questionnaires for critical elements in a non-spatial format, such as priority activities on the site. We also will use a “snow card” activity with a larger group where participants show spatially on a map where they see priorities and hazard/safety to occur. We also break down into smaller groups and use techniques to generate narratives and sketch priority areas on the maps. This information becomes the basis combined with the professional review by the Design Team to become the plan of opportunities and constraints to site development.

The breadth of techniques will provide various critical information that we collect and take back to the offi ce to analyze. We will collect data at (2) Community/Public meetings: one meeting for initial design element prioritization and one meeting for presentation of two preliminary master plan designs. The same information will be presented at the (2) Stakeholder meetings and then all meeting information reviewed by City of Mountain Iron Project Lead.

We will also conduct an online survey to run for (2) weeks to generate feedback on preliminary design concepts and park priorities. We will provide the City of Mountain Iron with a link to this survey, as well as digital content if they wish to issue a mailing. opportunities & constraints to Development; 3. Master Plan amenity/element/component development prioritization; 4. Two (2) Preliminary Full-Site Schematic Master Plans

TASK 3: Plan Refi nement, Report Generation, & Final Presentation of Findings

Proposed Dates: October 1 – December 31, 2018

Task Description: After completion of Tasks 1 and 2, we will take the spatial and non-spatial information from those two activities and create one fi nal schematic master plan for the South Grove Park. We will take the content created by the public/community process and the online survey and refi ne the information to produce one (1) fi nal design. We will also use the information gathered in the previous tasks to establish priorities and phasing, if requested by the City.

The City will provide offi cial review and issue requested changes for the Master Plan and written report at 85% completion. Interim informal review and design communications are expected to continue on a weekly basis prior to and after that point. The City will have 5 business days to review the plan and provide the Design Team with one comprehensive list of requested changes at the 85% completion. The Design Team will make the requested changes and produce the fi nal plan documents.

The fi nal Master Plan design (100% completion) will be reviewed at a fi nal public meeting and via the online weblink. Online survey is to run for two (2) weeks for public review. City of Mountain Iron can request one (1) round of additional changes per online survey feedback and/or per Stakeholder group input. Preliminary construction budget and fi nal perspective renderings will be produced after all City-approved revisions have been completed. Any additional changes requested after the 100% completion list can be produced by the Design Team at current hourly rates by personnel, available upon request.

Upon acceptance by City of Mountain Iron, the Design Team will attend the City Council meeting for fi nal design presentation to the City of Mountain Iron.

Deliverables: 1. Draft (85% Completion) plan for review by City of Mountain Iron Project Manager; 2. Final (100% Completion) plan & report; 3. Final (100% Completion) preliminary construction budget; 4. Results from online Public Review and Public Meeting.

B. PROJECT SCOPEProposed Scope of Work

C. COMMUNITY/PUBLIC PARTICIPATION PLANWe anticipate that the City of Mountain Iron Project Manager will serve as the single point of contact between the Design Team and the Stakeholder Team. As this will be a fast moving project, we will rely on this point of contact to distribute any necessary information to their team. We anticipate a minimum of weekly remote check-ins (phone or online meeting) between the Design Team and the City of Mountain Iron.

PurposeCity of Mountain Iron, Minnesota, is developing a 2018 Master Plan for the South Grove Recreational Complex (here forward as “the Master Plan” or the “South Grove Recreation Complex 2018 Master Plan”) that will guide the physical development of and funding for its development from 2018 forward. This new plan is designed to integrate with, update, expand upon, and complement the existing site features that will be inventoried and reviewed as part of this design plan. The 2018 Master Plan will remain in effect until a new plan is adopted.

A group of community constituents as representative of City of Mountain Iron is critical to development of a successful master plan. This Communications Plan as a component part of the Master Plan is designed to facilitate and encourage ongoing, meaningful participation and feedback channels throughout the planning process.

This plan includes opportunities for on-going participation to 1) accommodate the varying needs and desires of those who wish to participate, and, 2) refl ect the wide range of interests and infl uences that will inform and direct the plan development process, encourage acceptance, and direct the ultimate success of the Master Plan.

AudiencesSuccess of the Master Plan process is directly dependent on understanding, defi ning, and then integrating City of Mountain Iron’s community needs both now and in the future into the plan process. City of Mountain Iron anticipates integrating the South Grove Recreational Complex 2018 Master Plan with adjacent municipal recreational facilities, and as such, the plan will consider larger municipal complement and connection. The South Grove Recreational Complex 2018 Master Plan services could extend beyond the municipal boundaries and service area for additional revenue generation and program development (e.g. tournaments).Different community organizations, local government units, user and interest groups, and the larger public all have a vested interest in the future of the South Grove Recreational Complex 2018 Master Plan. City of Mountain Iron will actively solicit and include participation and input from the following individuals, groups, and organizations, at minimum:

+ General Public/Larger Community + City of Mountain Iron + Other Local Government Units + Recreational Clubs & Groups (Biking, Running, Snowmobiling, Others) + City of Mountain Iron businesses, public, and user/interest groups

ApproachThe goal of the communications plan is to involve the larger City of Mountain Iron community at every stage of the planning process. The Master Plan will be developed in three major phases over approximately 6 months. Those phases include 1) development of the vision and goals and analysis of the existing recreational conditions at South Grove Recreational Complex, 2) development of two (2) preliminary master plan concepts with a strong public engagement and stakeholder component, and 3) development of the single (1) Master Plan with preliminary construction budget and implementation strategy for future phased development. The review process will include city and public reviews of the preliminary plan. The review fi ndings and comments will be compiled and utilized in creation of the fi nal plan. Once the fi nal Master Plan is completed, it will be presented to the City

Leadership TeamThe Leadership Team serves as the day-to-day contact for the Design Team for project direction and production direction. The Leadership Team includes representation from key funding and decision-making direction, and includes the following representation, although additional individuals shall be added to this group as directed by the Leadership Lead (*) designated below:

+ City of Mountain Iron, MN*The Leadership Team can request additional meetings and/or shall provide on-going direction from each of their representative communities throughout the project, as necessary to achieve the project goals.

Public InvolvementLocal government unit and community reviews will be solicited and encouraged fi rst during the initial phase of plan development in information gathering and defi nition of recreational opportunities and constraints. The fi rst phase will begin with preliminary information gathering as generated at three public meetings held throughout the community. Once input has been received from the community, the information will be compiled and presented to the Stakeholder Group. The Stakeholder group will review the information gathered from the Public Meeting and refi ne information and provide further direction for fi nal Plan integration. The Public will be included on communications via email and City of Mountain Iron website and social media for the remainder of the project. Public Process participants will be informed of public review of draft and fi nal plan opportunities via social media and email provided at the public meeting.

Key Stakeholders GroupLeadership team will assist Design Team in generating a Key Stakeholder Group list at the beginning of the project. Key stakeholders represent the breadth and depth of the community interests and serve to provide guidance from the perspective of all trail user groups. The Key Stakeholders Group serves a number of project roles: 1) to assist in generating and representing key information gathered from their representative clubs, organizations, teams, and communities at key points in the project, and 2) to provide guidance and representation for their groups in guiding the Master Plan design. These Key Stakeholders will include, but are not limited to the following:

+ City of Mountain Iron [ TBD Staff ] + General Public/Larger Community + Local Government Units + Recreational Clubs & Groups (Biking, Running, Snowmobiling, Others) + City of Mountain Iron businesses, public, and user/interest groups

Informing Major StakeholdersCity of Mountain Iron, the Leadership Team, and Architectural Resources will work together to produce communications materials throughout the planning process to keep audiences informed of progress, issues, and developments. Andrea joined ARI in 2016 with over ten years’ experience in design, project management, and education. She brings experience in many facets of landscape architecture, working with and for public and private sector entities. She has expertise in all aspects of the design process, working with clients from concepts at schematic design through budgeting, Construction Documents, and Construction Administration. She is particularly skilled in streetscape design, innovative stormwater management, technical detailing, and complex problem-solving between design disciplines. In May of 2016, the Mountain Iron-Buhl School Board, in collaboration with ARI, successfully passed a referendum to start the process of renovating and expanding an existing school facility to accommodate the needs of their growing District. Preliminary design began immediately following the referendum success and construction began in May of 2017, with full occupancy slated for September of 2018.

Neatly connecting to the existing Merritt Elementary School, the new Mountain Iron-Buhl High School design boasts the cost-saving opportunity for consolidated services, staffi ng, busing, and facilities. ARI designed the facility to be a 21st Century facility – energy effi cient, technologically advanced, planned for modern educational needs, easy to supervise, secure, and an amenity for the communities of the School District.

The Bruce Mine Headframe is on the National Register of Historical Places, and it is also the fi nal existing headframe on the Mesabi Range. Isanti County reached out to ARI for the creation of a Master Plan for the multitude of parks and trails in the area.Surrounding regional trails within 20 miles of Isanti County were inventoried to better understand the regional trail connections and further expand on and update the regional resources provided by the UMN CCL Study within the scope of this plan.A major component of this Master Plan effort was to engage the Isanti County Public in order to better understand, inventory, and analyze public values and to ensure the master plan meets the needs of the communities it serves. Additional information was provided in review of existing relevant plans and recreational studies.

Moose Lake Community Schools and ARI began working together in the spring of 2014 on a planning and design process for a new Pre K-12 school referendum campaign. After multiple efforts the District had made in the past, ARI worked with the school and community to clearly communicate the needs for a new 21st Century Educational Facility.After identifying the District’s goals and vision for a new facility by meeting with staff and key community members, ARI successfully worked with the District to create a plan that gained the community’s support to secure the funding through a successful referendum campaign to design a new 137,000 square foot educational facility.

Chisholm’s Comprehensive plan was an action based assertion of Chisholm’s intention to enable its desired future. It accommodated the impact of major external events, most importantly potential mine expansions, by proposing near-term projects and pro-active contingent actions if the external events occur.This plan builds upon Chisholm’s strengths to position it for positive uniqueness among Iron Range communities. And, it sets forth the framework for defi ning a mutually benefi cial partnership with Balkan Township as a key component of the plan’s success.Creation of this plan relied heavily on the knowledge and insight of community residents. The planning committee contributed hours of its members’ time to understanding the community’s potential for shaping its future. The community was surveyed in multiple ways.

The Memorial Park Veteran’s Memorial project is ongoing. The scope of work for this project includes: Assisting city staff with the facilitation of stakeholder meetings, public community meetings, investigating site conditions, and investigating the existing status of the current memorial at the park.Conceptual renderings, professional renderings, and detailed design documents for the approved concept design are all required, also. In addition to those requirements, bid assistance and construction administration have also been requested by the city.Architectural Resources is well-equipped to handle all of the above requirements and requests. With an experienced landscape architect and an entire team of well-qualifi ed designers and engineers, ARI is up to the task and looking forward to a successful fi nish of this project.

The City of Roseau, MN is interested in making substantial improvements to an existing park located in the core of the city which is currently speckled with blight. Unsure of how to approach the process, they contacted Karvakko. After detailed discussions of desires, needs, timelines and budget we recommended the City fi rst develop a master plan. Our team orchestrated a multitude of public input including public meetings, surveys, etc. The public meetings included a 4 hour long public input meeting led by Keith Kinnen where the Preliminary Master Plan was explored in detail and left open for suggestions and comments. Clear visuals and legible graphics were critical for communication during the meeting and the large amount of public input triggered strong support of the plan from the community. The park will include several amenities including a new splash pad, skate park, ice skating rink and public restrooms/changing rooms.

The City of Fosston acquired Karvakko to organize and design signifi cant improvements to their existing Veterans Memorial Park. While reaching out for assistance, Fosston knew its park was in need of some updates, but was looking for someone to give them direction and lead the effort. Upon initial review by Karvakko, the need for a master plan was quite clear. After discussing options and sorting out Karvakko’s recommendations, the master planning began. Meetings were held to identify priorities and discuss creative solutions. After the meetings, a series of schematic designs, reviews and discussions, a layout was determined. With the proposed layout complete, our team was able to fi nish details, budgets and other items in the master plan and in January of 2014, the master plan for Fosston Veterans Memorial was complete.

In coordination with the FAA and MnDOT Aeronautics, the Karvakko team drafted the airport’s 20 Year Master Plan. The main focus of this master plan is to identify future hangar facilities to meet the demand of the current forecast for 20 year based aircraft demand. Upon completion of the aviation activity forecast, a series of alternatives were presented for approval at a community meeting at the airport. Alternatives were developed based on need and justifi cation for eligibility of project to receive funding. The bulk of Karvakko’s contribution to the master plan was graphic support. Creating graphics for existing inventories, alternative building layouts, and zoning for use in the master plan document. Karvakko is also responsible for creating the Airport Layout Plan, a highly detailed map graphic used to analyze the built environment at the airport to the safety standards regulated by the FAA.

For this project, Karvakko was acquired to help orchestrate a large planning endeavor. Karvakko’s team of creative planners were able to meet with the client and help begin placing what was literally a napkin sketch onto a completely organized, strategic, and well thought out master plan. Our team created renderings, construction budgets, looked at different scenarios and phasing, assessed environmental and cultural issues, timelines and costs, and how the potential plan would impact the future of the downtown and entire city. We then developed a portfolio and a marketing plan to put this project into action and broke each into smaller, achievable action items so that the client could continue to move forward without becoming overwhelmed. Our efforts proved to be successful with the documents sparking interest across the entire region. Today the project is moving forward as planned and environmental investigations are underway.

In the past 7 years, ARI has been involved in one lawsuit.

ARI was served by a past client in 2013 who discovered problems with their building construction 7 years after construction completion.

During litigation of the case, it was discovered that the problems were related to construction methods that were not design related.

ARI was released as a defendant prior to fi nal settlement of this case.
