1 INTRODUCTION

Occidental Oman Gas Company LLC has been awarded the Block 62 development project fromOman Ministry of Oil & Gas (MOG).

The overall development plan for Block 62 includes four (4) discovered fields, i.e., Maradi-Huraymah, Fushaigah, Habiba & Rasafah, in addition to potential development of undiscoveredareas. However, the MOG has informed Oxy of a shortfall of ~220 MMSCFD of gas in the 1stQuarter of 2016. In order to partially alleviate this gas shortfall, Oxy has been tasked by the MOGto develop the Maradi-Huraymah and Fushaigah fields to produce ~150 MMSCFD of gas.

Occidental Oil and Gas Corporation intends to produce up to 50 MMSCFD of gas by August of 2015from Fushaigah field located in block 62 of Oman. This will offset an anticipated 2015 fourth quartergas deficit in Oman of 210 MMSCFD. The field is expected to produce at peak rates for 7 years andrequires the design of well pads, a manifold, a pipeline, a pig launcher, receiver and remote utilities.Gas custody is transferred to the KGP at the end of a 13 km pipeline for gas processing by PDO. Allequipment between Gas wellhead and KGP inlet battery limit is within Detail Design scope. Utilitiesat the downstream of pipeline pig receiver and at multiphase meter skid will be provided by theKGP.

This specification covers the minimum technical requirements for the design, engineering,fabrication, assembly, inspection, testing and supply of Active cool shelter system for Fushaigaharea of Oxy Block 62 project, hereafter referred to as the Client.

1.1 Scope of Work OverviewSupplier shall be responsible for the design, engineering, manufacturing, testing and properfunctionality of the Active cool shelter along with all the auxiliaries & accessories for its intendedperformance as per the specifications and standards detailed/referred to in this requisition, Thesystem packing, is also included as part of supplier scope:

The Supplier shall ensure that the design complies with the requirements of this specification and itsreferenced specifications and standards.. The Table of Compliance is attached in the Appendix -1.The Supplier shall source all bought out equipment from Oxy approved Suppliers only.

This specification shall in no way release the Supplier from final guarantee with respect to materials,apparatus, workmanship and performance of the Active Cool Shelter.

e. Supply of indoor lighting system: Lighting fixtures, Bulk head fixtures,

Emergency/Escape lighting fixtures, 2 gang 2 way switches, 13A duplex receptacles

(power sockets) and telephone sockets suitable for IP phones etc.

f. Supply of Air conditioning and ventilation system: Required nos. of Split AC Units (

Max capacity 2 Ton per unit), Exhaust Fans, Spur sockets for AC connections,

Isolating switches, tubing, insulation and cabling between indoor and outdoor units etc.

g. Completely prewired Fire alarm System: Fire alarm detectors (Smoke), Beacon/

Sounder (two-tone) and flasher etc.

h. Supply Earthing System: Earthing cables, Earth bars for Electrical Safety earth and

Instrument clean earth required for earthing of Electrical/C&I Panels and structural

material

i. All Statutory equipment e.g. first aid box, Co2 gas cylinder etc.

j. Emergency Eye Wash with 60 liter tank

k. Steel Platform, steel Hand railing and Steel stairways (To be Trial assembled and

supplied as loose)

l. Special installation/maintenance/handling tools

c. Ensuring that all equipment supplied meets the requirements of the specifications andstandards referenced herein

d. Providing of design parameters (loads) for foundation design and anchor bolt arrangementand design and indicate sizes.

2.1 General

The sections below contain details of all applicable Technical Standards and Specifications for thescope of supply.

If any of the documents listed below are not in the Supplier’s possession, same shall be obtainedfrom the Company. Not possessing the referred standards / specifications shall not be a cause fordeviation or non-compliance.

2.6 Conflicting Requirements

In the event of any conflict or contradiction between the above listed Technical Standards andSpecifications the order of priority of the documents shall be as follows:

1) Purchase Order Project Specification(s)

2) Oxy Standard Specifications

3) International Codes and Standards

4) Supplier Standards

Any such conflict or contradictions noted between the above listed Technical Standards andSpecifications shall be submitted by Supplier to Company for approval in the form of a TechnicalQuery (TQ).

In case any conflicts or contradictions noted between different sections with in the individualTechnical Standards and Specifications (i.e. oxy specification and Project specifications etc.), themore stringent requirement shall be applicable.

2.7 List of OXY Approved Sub-supplier

Supplier shall select Sub-Suppliers from the list of relevant OXY approved Supplier’s list. Suppliershall in respect of this order, procure third party material from Sub-Supplier listed in the OXY’sapproved list, unless the particular type of material is not covered by the list, a special dispensationto deviate from the list shall be granted in writing by Company during the technical evaluation andaward stages. Any item not covered in the Sub-Supplier list shall be brought to the attention of theCompany for agreement before any sub-order is placed. Supplier shall ensure that the equipmentproposed to meet this specification is designed and manufactured for the intendedperformance/service requirements, for safe operation and to achieve the highest possible level ofreliability and availability of the package.

3 TECHNICAL SPECIFICATION

3.1 General

3.1.1 The Supplier shall be responsible for the design, procurement of materials and

equipment, fabrication and testing of complete Active cool shelter in accordance with, but

not limited to the information furnished in this specification and accompanying drawings.

All equipment, materials and systems shall be designed, manufactured, tested, and

supplied in accordance with this specification, attached Company standard specification,

environmental condition, data sheets. As a minimum, equipment and the system supplied

by the Supplier shall satisfy the requirements of this specification and also shall meet the

working and operating condition requirements listed in other sections.

3.1.2 Active Cool Shelters shall be constructed in accordance with requirements identified in

MUK-FAC-119 and various standards listed in Clause no.2.0 of this specification,

attached drawings & considering dimensions as per equipment layout attached Final

dimension shall be approved by Company.

3.1.3 It shall be the responsibility of the Supplier to provide work/materials in accordance with

the best modern practice and nothing written or implied in this specification shall relieve

the Supplier of his responsibility for the quality and soundness of the finished work, which

must be adequate for the duty intended.

3.1.4 The Active Cool Shelter is proposed to be kept elevated at 1 m clear from grade level and

shall be fixed on concrete foundations.

3.2 Design Requirements:

3.2.1 Operating and Design Life of Active Cool Shelter

Active cool shelter shall be designed for minimum life of 20 years and shall be located outdoor andenvironment and duty specified herein and on the datasheets.

3.2.2 Environmental Conditions

Active cool shelter shall be designed for the site climatic conditions defined in Appendix 2 of thisspecification.

3.2.3 Supply System Conditions

Active cool shelter shall be designed for the power supply variation defined in Oxy specification“MUK-FAC-123”.

3.2.4 Util ity

415V, 50 Hz Utility Power supply will be made available by the Company at incomer of the suppliersupplied Air-conditioning DB and indoor lighting and small power DB.

Company will provide 240V AC 1Phase 50 Hz redundant UPS supply at single point for the FireAlarm Panel to be provided by supplier.

3.3 Specific Requirements

3.3.1 Civil

3.3.1.1 GeneralI Design and installation of steel frames including foundations.

II Design of anchor bolts and lifting lugs.

III Design and supply of steel Staircase/Steps/Landing Platform and handrails.

IV The Active cool shelter shall be capable of withstanding any dynamic loads that may beencountered during lifting and transportation by the supplier.

V The selection of all accessories, materials and methods of fabrication not specificallycovered by this specification, but which are necessary to complete the fabrication of theActive Cool Shelter (including installation of instrument and electrical components)shall be the responsibility of the supplier and shall be in accordance with thespecification & standards mentioned in clause 2 and good engineering practices.

VI Before starting manufacture, the supplier shall submit Detail drawing of the Active CoolShelter indicating the mounting arrangements for the equipment’s and cut out details forcable entry for Company’s approval. Provisions for the cable entry shall be adequatelysleeved and sealed.

VII It shall be the responsibility of the Active Cool Shelter Supplier to provide suitablemounting arrangements and cut outs for cable entries for all the equipment (floor andwall mounted) within the Active Cool Shelter for equipment supplied by Supplier andothers. Channels, angles, fixing supports, bolts, nuts, etc. required for the mountingarrangement for the panels within the Active Cool Shelter shall be supplied by theActive Cool Shelter Supplier. The cut out for electrical equipment (Supplier suppliedequipment and equipment supplied by others) shall be provided as per the Equipmentlocation indicated in the OMN-FUS-6100-ELE-00013 for Fushaigah area & OMN-FUS-6100-ELE-00038 for KGP Tie in area. The floor cut out opening drawing shall befurnished later.

VIII Foundation layout and loading information for foundation design shall be provided bythe supplier/manufacturer.

3.3.1.2 Structure and Finishing

Active Cool Shelter shall be a fully welded steel module comprising the following:I Skid mounted structure resting on elevated concrete frames

V Partition wall with unidirectional air flow louvers for air flow from equipment room tobattery room.

VI The Active Cool Shelter shall be watertight and dust proof.

VII Rain water drains and gutters.

VIII Wall mounted panel supports as per Supplier General Arrangement drawings

IX External non-metallic materials shall be resistant to UV degradation.

X The final structure shall not have any tack welds or rivet connections. Skid beams shallbe positioned along the edges of the structure (in longitudinal direction). No structuralsteel member joints allowed in standard member lengths less than 12 meters.

XI The external wall sheeting shall be corrugated single continuous profiled sheetingwithout horizontal joints.

XII All wood work used shall be treated with wood preservatives in accordance with BS5589 and be treated against termite attack in accordance with Company Standards.

XIII The structure shall be provided with minimum four (4) lifting points at the bottom of unitor skid. The lifting points must be positioned in such way that they are equal distancefrom center of gravity of Active Cool Shelter, and designed to accept a safe workingload of the maximum mass of Active Cool Shelter including equipment within.

3.3.1.3 LoadsI Wind speed (as specified in Appendix 2).

II Floor shall be able to support 1000 kg/m² or a maximum concentrated load of 360 kgover any 300mm square whichever is greater, excluding self-weight of structure.

III Roof shall be able to support 100 kg/m² or a maximum concentrated load of 140 kgover any 300 mm square whichever is greater.

3.3.1.4 DoorI Double Door shall be 2800mm high X 1500mm (Clear) wide for equipment entry and

2100mm high X 1000mm (Clear) wide for personal entry.

II Doors are to be manufactured from minimum 1.2mm thick zinc plated mild steel skinsand reinforced to form a rigid door leaf. The inner and outer skins to be permanentlybonded to a rigid cellular (minimum 40 thick) for insulation.

3.3.1.5 RoofI The roof structure shall be sandwich type roofing. Thickness of the insulating material

to be designed by supplier as per the thermal requirements & environmental data givenin Appendix 2.

II All roof structural steel work to be fully welded, no rivet connections allowed.

III Overall “U” factor shall be no more than 0.6 W / m2 o K.

3.3.1.6 WallI The outside wall structure shall be sandwich type wall, composed of a minimum 2 mm

thick profiled external skin sheet, (no horizontal joints allowed.) with a minimum 2 mmthick internal skin sheet finish, with a minimum 40 mm thick Polyurethane insulationcore, whole wall structure to be fully welded, no rivet connections allowed. Howeverthickness of wall and insulating material to be designed by supplier as per the thermalrequirements & environmental data given in Appendix 2 and shall be approved by theCompany.

II Supplier shall provide cable/pipe entry opening seals in where ever required. Cableentry shall be from bottom with sealing the entry of dust. Details related to no. of cables& cable sizes shall be furnished to supplier later.

III Partition walls shall be double skin sandwich type with plywood finish. Hardwood framework shall be used and the thickness of insulation shall be designed by supplier. Allwalls to have toe "sit on" skirting. Proprietary partition walls shall be considered subjectto material approval.

IV The Active Cool Shelter outside wall structure shall be a sandwich type wall,

V Overall “U” factor shall be no more than 0.6 W / m2 o K.

3.3.1.7 FloorI The floor shall be sandwich type flooring on top of the skid beams. Thickness of the

insulating material to be designed by Supplier as per the thermal requirements asspecified in Appendix-2

II Overall “U” factor shall be no more than 0.6 W / m2 o K.

3.3.1.8 FinishingI Floor finishes shall be impervious to water, water vapour, fats and oils.

II Floor finish shall be minimum 25mm thick anti vermin treated, self-extinguishing marineplywood with minimum 2mm thick heavy duty, anti-static PVC tiles, bonded to thesurface. The thickness specified is the minimum, but shall be designed to take the floorload to be applied. Provision shall be made for access/ cable entries and shall beproperly sealed after installation of cables.

III Battery room shall have acid proof floor finish. Interiors (other surfaces) of battery roomshall also be acid resistant.

IV All painting works and colour coding shall be in accordance with OXY standardNo.072301-5400-003-RC External Painting and Protective Coatings.

3.3.1.9 Fire ResistanceI External cladding materials shall have a spread of flame not inferior to Class 3 when

tested in accordance with BS 476: Part 7.

II Roofing materials shall have a performance classification of not less than P15 whentested in accordance with BS 476: Part 3.

3.3.2 Air-Conditioning System

3.3.2.1 General Requirements

The scope of this specification covers the air conditioning requirements for the supply, installationand commissioning of AC units for the Active cool shelter

AC unit configuration shall be as follows:

Air-conditioning system: Air conditioning shall be Split type with 100% working +50% standbycapacity (Indoor and outdoor units and associated Cabling and piping) shall be provided.

The exhaust fans shall be provided in the battery room and shall be sized for minimum 12 airchanges per hour. The Split AC units exhaust fans and associated pipework shall conform to thespecification and relevant standards as specified in Clause 2.0. Non Conformities to thisspecification shall be brought out in table of compliance as a part of this document.

The Active cool shelter shall have an air-conditioning system to have the following temperatureconditions:

i) Maximum temperature” : 24C

ii) Ambient Temperature : 50C (Normal)

3.3.2.2 Design Requirement

The air conditioning system shall be designed to satisfy the cooling loads and to maintain the insidedesign condition as specified.

Supplier shall provide cooling capacity sizing calculations to substantiate the unit capacity proposedby them.

Supplier shall take into account the capacity de-rating required due to the higher ambienttemperature specified, for arriving at the normal capacities of the units. Supplier shall furnish the de-rating factor for the offered units and shall substantiate it with supporting calculations andcatalogue.

I. Split Unit:

The split units shall be intelligent type with built in inverter to reduce the starting current and smoothstart operation. One Split unit capacity shall not be more than 2 TR. The Split unit shall be providedwith local isolation switch. Refrigerant shall be ozone friendly (R410A) and shall be suitable for thehigh ambient conditions specified.

The Air conditioning DB shall be provided with the controller which will control the sequential startoperation and also perform the cyclic changeover operation of Air conditioning units.

II. Exhaust Fans:

Wall mounted exhaust fans, 2 nos. (1 working+1 standby) and fan capacity shall be calculated bysupplier. Each fan shall be provided with electric motor and louvered shutter.

Fans shall be provided in flame proof construction (spark resistant) and shall be provided withflameproof motors suitable for Zone 1, gas group IIC, Temperature class T4 as a minimum.

3.3.3 Instrumentation

I All smoke detectors, Hydrogen detectors (in battery room), heat detectors (in battery room),flashing beacon and fire alarm sounder shall be connected to the Fire Alarm panel in Controlroom.

II Supplier shall consider only EExia intrinsically safe type Smoke/Heat detectors and Hydrogendetectors for the Battery Room.

III Manufacturer of detectors and devices shall be from Oxy approved manufacturer list.

IV Loop checking and functionality checks shall be carried out as per the standard procedureprovided by the Company.

V All test equipment shall be calibrated and valid calibration certificates shall be submitted forapproval prior to receipt of test equipment at Site.

VI Any modification required to achieve proper functioning of the total loop is to be included inthe Supplier’s scope.

VII Entry of Instrumentation cables into Active Cool Shelter shall be as approved by Companyand cable entry shall be from bottom. Adequate cutout to be provided for the cable entries.

VIII Mounting brackets to be provided for the wall mounted panels such as fire alarm panel,Electrical/Instrument box (IFB) and MPFM (Multiphase Flow meter) flow computer.

3.3.4 Electrical

3.3.4.1 ScopeI. The supplier shall carry out the complete design, manufacture, assembly, inspection,

testing and certification of the systems (Prefabricated Active cool shelter) givenhereunder. All electrical equipment shall be of OXY approved make.

II. Scope of work of the Supplier shall include indoor and outdoor lighting, switches andsockets, photo-cell, wiring and cabling, conduits and Lighting & Small Power distributionboard.

3.3.4.2 DesignI. Complete Electrical design shall be in accordance with OXY Standard OMN-FAC-112

and all relevant OXY standards as required.

II. All material including insulating material shall be fire resistant / retardant type. Fireresistance shall be rated for 2 hrs.

III. All instrument signal cables shall be fire resistant.

IV. As per clause no. 3.2.4 Company will provide required power to equipment supplied bysupplier. Further distribution of power to Lighting, Small power accessories & HVACUnits to be provided from respective DBs & shall be completed by Supplier.

V. All the equipment supplies are subject to voltage & frequency variations specified in oxyspecification MUK-FAC-123. The equipment shall be suitable for installation/operationas per the site and climatic conditions specified in Appendix-2 of this specification.

VI. Detailed design drawings shall be prepared after award of Contract and shall besubmitted for approval prior to fabrication. Any fabrication shall commence only afterthe approval of design documents. Refer Section-III SDRL list (OMN-FUS-6100-ELE-00088).

VII. Painting and coating shall be in accordance with MUK-FAC-200.Final external paintshade shall be advised at a later stage.

VIII. Active Cool shelter comprises of Switchgear room, Control and Auxiliary room andBattery room. The Switchgear room, Control and Auxiliary room & Battery roomrequirements shall be as detailed in Clause No 3.3.4.3, 3.3 4.4 and 3.3.4.5 respectively.

IX. Indoor lighting and sockets shall be fed from the Lighting & small power DistributionBoard located in the switchgear room. The following illumination levels shall bemaintained :

Switchgear room - 300 lux

Battery room - 300 lux

Control room - 400 lux

Access stair case / platform - 150 lux

X. Supplier shall carry out the lighting calculation and submit detailed lighting layoutdrawings. Supplier shall use a maintenance factor of 0.8 for calculating illuminationlevels.

XI. Lux level testing will be performed during the factory acceptance testing. If themeasured lux levels are less than that stated above, the Supplier shall modify thelighting system at his factory to achieve the desired levels without any additional costimplication to the Company.

3.3.4.3 Switchgear Room

Switchgear room shall be equipped with the following:I LED type light fixtures (similar to 2X36W fluorescent type) fully wired to the Lighting

distribution board. 20% of the lighting fixtures shall be self-contained, maintained type withbattery backup for 1 hour emergency operation. No. of Light Fixtures shall be calculatedbased on the specified illumination level. Calculation shall be provided for Company’sapproval.

II Maintained type ‘EXIT’ lighting fixtures (8W with English and Arabic letters) shall be providedfor each exit / Door mounted above the Door Frame.

III Minimum 2 nos. surface mounted, twin 13A metal clad sockets, conforming to therequirements of BS 1363 shall be provided in the switchgear room. The sockets shall beprotected by 30mA ELCB in the Distribution Board.

IV Minimum 1 no. telephone socket (LAN network sockets) suitable for IP telephone systemshall be provided and shall be wired to common telephone box. The details of socket type willbe furnished by Oxy later. The telephone socket and the Telephone box shall be supplied byshelter Supplier,

V LED type Bulk head fitting outside each door shall be provided. The switch for each bulk headlamp shall be provided.

VI 10A, 240V AC. Single pole switches with surface mounted metal back box shall be providedfor indoor lights. The switches shall be mounted near the door ways. Two way lightingswitches shall be used in the switchgear room. Single pole switches for switchgear roomlighting based on no. of lighting circuits.

VII All the switches and sockets provided as small power accessories shall be industrial type instainless steel enclosure.

VIII Optical Type Smoke detector with Base wired up to Supplier supplied JB. (Supplier to confirmquantity based on room size). Smoke detector shall be procured from the Company approvedSupplier list.

IX Fire Alarm Bell (Dual tone sounder) to be provided by Supplier in control room at strategiclocation so that it is audible in the Switchgear room & Battery room. Fire Alarm Bell shall beprocured from the Company approved supplier list.

X 1 No. SPDT door limit switch for doors (other than equipment door) wired up to Suppliersupplied Junction Box.

XI 1 No. temperature switch wired up to Supplier supplied Junction Box. This temperature switchsignal shall be used for controlling the air conditioners used in the switchgear room

XII 1 No. Break glass unit near each door wired up to Supplier supplied Junction Box.

XIII All the instruments to be installed in switchgear room shall be weather proof, industrial type.

XIV 1no. Air conditioning DB shall be provided with 415V, 3PH+N, 4Wire, 100A bus bar, 10 kA for1 sec, adequately rated 4P, isolator unit with contactor as incomer and MCB’s with contactorfor Outgoing feeders. Supplier shall develop and furnish the SLD, detail schematics based onpreliminary SLD design for Company’s approval. Air conditioning DB shall trip on receipt offire alarm. Company’s cable sizes shall be advised during Supplier drawing review.

XV Company will provide two numbers of power supply from Company’s 415V LV Switchboard.An Electronic controller shall be provided for performing following operations

a. Auto change over in case of loss of incomer

b. Sequential start operation for Air Conditioning units

c. Cyclic closing of Air Conditioning units

d. Exhaust Fan operation

XVI The Air conditioning DB shall be designed & manufactured in accordance with the relevantrequirement as specified in OXY standards. The DB shall be floor mounted with IP 42 ingressprotection with final paint shade shall be as per Company requirements.

XVII Supplier shall furnish the SLD for Company’s approval. 20 % Spare feeders with minimum 2nos. for each size of outgoing feeders shall be provided in DB for future use in addition tothose required for Supplier and Company’s use.

XVIII Earth bus bar as per OXY standard shall be provided for carrying out earthing of theequipment installed inside the Active Cool Shelter. Location of Earth bus bar shall be advised

XV Wall mounted addressable display type fire alarm panel with separate loops for eachroom, individual & common alarms (Volt free) and air conditioning trip volt free contact,outputs to bell & visual alarm, intrinsic safe barrier for all instruments in battery room.Fire alarm panel shall be as per approved Supplier list. Volt-free alarm contacts shall beconsidered to programmable logic controllers (PLC). The alarm contacts will behardwired to the PLC.

XVI Addressable cables shall be fire resistant (FP200).

XVII 1 No. Break glass unit near each door wired up to Supplier supplied Junction Box.

3.3.4.5 Battery Room:Battery room shall be equipped with the following:

I LED type lighting fixtures (similar to 2X36W fluorescent type) suitable for Zone I GasGroup IIC, T3 or better shall be provided for battery room. 20% of the lighting fixturesshall be self-contained with battery pack for 1 hour emergency operation. No. of fixturesshall be calculated based on the specified illumination level. Calculation shall beprovided for Company’s approval.

V All the switches and sockets provided as small power accessories shall be suitable forZone I Gas Group IIC, in stainless steel enclosure.

VI The Hydrogen and heat detectors with base wired up to the Supplier supplied JB(suitable for Zone I Gas Group IIC T4 application). Supplier to confirm quantity basedon room size. These detectors shall be procured from the Company approved Supplierlist.

VII 1 No. SPDT door limit switch for each door wired up to Supplier supplied Junction Box.

VIII 1 No. temperature switch wired up to Supplier supplied Junction Box.

IX 1 No. Break glass unit near each door wired up to Supplier supplied Junction Box.

X All the instruments to be installed in battery room shall be intrinsic safe. Supplier shallprovide barriers for the intrinsic safe loops. The intrinsic safe loops shall not becombined with other type of loops. End of line resistors shall be provided for all signalloops. Earthing for intrinsic and non-intrinsic signals shall be separate.

XI 5KG CO2 Cylinder with Bracket: 1no.

XII The battery room shall be ventilated by introducing condition air from adjacent roomthrough non-returnable louvers. The bottom of the conditioned air inlet grille in to thebattery room shall not be higher than 150mm above the floor. It shall be exhausted by 2Nos. wall mounted exhaust fans-explosion proof motor (1 working + standby)

XIII 2 x 100 % rated Exhaust fan (1 Working + 1 Stand by) suitable for Zone I Gas GroupIIC, T4 application shall be provided and wired up to the distribution board. Only oneout of two exhaust fans shall be running at any point of time in the battery room of thecontainer. In case of failure of one fan, the other shall be switched on automatically.Logic for the change-over shall be built in the air conditioning distribution board. Thecyclic changeover scheme shall be provided for the exhaust fan. Exhaust fan protectionshall be Ex’d’ or Ex ‘e’ type. Battery room exhaust fan shall be fed from air conditioningDB. Battery room exhaust fan working details and scheme to be provided.

XIV Self-Contained Eye wash unit: - 1 No.

XV Explosion proof Junction box for wiring, if required for lighting, Exhaust fan: Quantity asrequired.

3.3.4.6 Wiring and ConduitingI All indoor wiring shall be carried out in galvanised steel conduits surface mounted.

III Lighting inside the battery room shall be wired with 3Cx2.5 sqmm XLPE insulated PVCsheathed armoured copper cable (3rd core for earth).

IV Power wiring inside the Active Cool Shelter for split AC outlet shall be carried out withminimum 4 mm2 PVC wire through GI conduit.

V Supply of hardware (conduits, wires, cables, JBs) including wiring for lighting, socketoutlet and split AC inside the Active Cool Shelter shall be in Active Cool ShelterSupplier's scope.

VI Door Switch for each door (other than equipment door) with all wiring complete up toSupplier supplied JB

VII Supply to outdoor staircase / access platform lighting shall be carried out with 3Cx2.5sq.mm. PVC insulated steel wire armoured PVC outer sheathed cable routed in steeltrunking.

3.3.4.7 Lighting distribution boardSupplier shall develop detailed single line diagram of the lighting and small powerdistribution board based on the single diagram as attached and shall submit the SLD forapproval. The Incomer of the board shall have 1 no. 63A, four (4) pole isolator. Alloutgoing circuits shall have double pole miniature circuit breakers. There shall be aminimum of 20% spare ways in the outgoing. Not more than 10 nos. LED lights shall beconnected in one outgoing circuit. All socket circuits shall be additionally protected with30mA ELCB. Not more than two nos. of twin sockets shall be connected in a singlecircuit.

3.3.4.8 Electrical Panel fixing and cable entryI Floor cut-outs for the electrical panels shall be provided shortly. The Supplier shall

provide required floor openings in line with the requirement. Supplier shall ensure thatthe base frame / structure for the Active Cool Shelter are positioned in such a mannerthat it would not obstruct the cable openings. Unused floor openings, cable entries shallbe sealed suitably.

II Supplier shall provide adequate fixing provisions in the wall in order to mount the wallmounted panels.

III All cable entry into the switchgear room and battery room shall be from the bottom.

3.3.4.9 EarthingI The earthing consists of two separate earthing systems.

Safety Earth.

Clean Earth.

Intrinsic Safe Earth.

II For “Safety” earth, copper earth bar (50mm x 6mm x 400mm) each with facility forconnecting 2 x 70mm2 and 10 x 70mm2 earth cables shall be provided below theSwitchgear room. The earth bars shall be electrically bonded to the Active CoolShelter steel structure. The following number of earth bars shall be provided:

1. Switchgear room – 4 No’s (2 no’s for Electrical & 2 no’s for Clean Earth).

2. Control room – 3 No’s (1no for Electrical, 1no for Clean Earth & 1no for IntrinsicSafe Earth).

III Doors shall have earth bonding by means of flexible earthing jumpers, finally bonded toone of the safety earth bars.

IV For “Clean” earth, a copper earth bar (50mm x 5mm x 400mm) with facility forconnecting 2 x 70mm2 and 10 x 25 mm2 earth cables shall be provided below theSwitchgear room and control room in an insulated box. This earth bar shall beelectrically isolated from the Active Cool Shelter steel structure.

V Two earthing bosses shall be welded on the Active Cool Shelter main base frame forexternal connection. The earthing boss shall be as per the Standard Drawing.

VI Final connection of the safety and clean earth bars to the underground earth systemwill be done by others.

3.4 Interfaces with Other Facilities

3.4.1 Civil

Bolt holes in skid for fixing the ACS to the foundation bolts. (Foundation and foundation bolts will besupplied by others. However the Supplier shall indicate the loads and the bolt location and size offoundation bolts required to anchor the skid).

3.4.2 Electrical

1. 415 V LV Switchboard for feeding power to Air Conditioning DB.

2. 415 V LV Switchboard for feeding power to Lighting and small power DB

3. 240V AC UPS for feeding power to Fire Alarm Panel.

4. Earth bus bar provided in the Active Cool Shelter to interconnect with Company’sunderground earth grid.

5. Earth bosses on the Active Cool Shelter as per standard drawings STD-4-00103-001-A4-Band STD-4-00104-001-A4-B to interconnect with Company’s underground earth grid.

6. Openings for cable entries to Company 415V LV switchboard, UPS, batteries, Distributionboards and panels etc.

3.5 Nameplates and LabelsEquipment shall be supplied with name plate, tags and marking in accordance with the project datasheets and relevant standards as indicated in the specification. All the nameplates shall be inEnglish and shall be of stainless steel material.

The Supplier shall provide panel and equipment layout drawings for each nameplate/label andsuggested wording and lettering size for approval by the Company prior to commencement ofmanufacturing labels.

Major sub equipment shall be provided with individual nameplates in accordance with applicableProject Specifications and/or the manufacturer’s standard nameplate.

Labels

Labels shall be of stainless steel. Individual apparatus items shall be provided with stainless steelrating plates. Labels shall be engraved or embossed; the use of adhesive would not be preferred.

Where two or more components of a particular type are incorporated, each individual component ofthat type shall be provided with a unique identification label.

Terminals shall be sequentially numbered. Each strip of terminals shall be identified with a grouplabel.

Following minimum general data shall be provided on placement of order, on the nameplatessubmitted along-with the equipment.

a) Manufacturers name or trade mark

b) Country/place of manufacture

c) Purchase order no.

d) Project name and number

e) Company name

f) Year of manufacture

4 QUALITY ASSURANCE

The Supplier shall implement a Quality system that complies with oxy specification MUK-QAC-821and ISO 9001.

The Supplier shall comply with the requirements of referenced Oxy specification for Supplier &Quality Assurance Requirement “OMN-QAC-705”m & Supplier Quality Management SystemRequirements “OMN-QAC-705-003”.

The Supplier is responsible to maintain and document and effective quality plan covering allequipment and parts within the scope of supply. This quality plan should fully describe Supplier’squality assurance system and shall be documented in quality assurance/control manual.

The Company inspection representative shall have the same access as the Company to theSupplier’s Quality System and the manufacturer’s premises to carryout inspection activities. Duringnormal working 6 hours wherever the equipment is being fabricated / manufactured.

The requirements as per specification are listed below in brief. The full requirements are as stated inspecification.

Approval of Supplier quality control plan / inspection and test plan shall be in accordance with Oxyspecification. ITP shall be submitted for all major procured items in line with oxy specification forCompany’s approval (an example to be submitted with bid).

The Supplier shall maintain and use a Quality System, which is based on ISO 9001:2008, to controlthe work and assure the quality.

The Supplier selected sub-contractors, or Supplier s-shall demonstrate that they operate QualitySystems based on ISO 9001:2008.

The Supplier shall give his sub-contractors or Suppliers assistance in attaining the requiredstandard if necessary. This shall not relieve the Supplier of his responsibility for the quality of thefinished work.

The Company reserves the right to audit the Supplier’s Quality System and this can be carried outby the Company or its nominee.

The Supplier shall assign sufficient full time personnel to the project to ensure the QualityAssurance / Quality Control System, documented in a Quality Assurance / Control manual, ismaintained and kept up-to-date throughout the duration of any purchase order and performnecessary inspection at subcontractor facilities.

A kick-off / co-ordination meeting shall be held between the Supplier and Company, after thepurchase order placement at design consultants/Company office in Oman. At the discretion of theCompany the kick-off meeting may be waived.

At the kick-off meeting the Supplier and Company shall review the Inspection and Test Plan (ITP)submitted with the Tender and shall agree a date for issuing project specific ITP with Supplier.

The Supplier should organize a pre-manufacturing meeting to be attended by the Supplier, theCompany and the Company’s Inspection representative.

Supplier shall keep a material control book, to which the Company shall have access to any timethey wish. The book shall contain Sub- Supplier’s contact details, purchase orders, equipment tagno., make/model nos., date of order, delivery and documentation required.

5 INSPECTION & TESTING

5.1. Inspection and testing requirements shall be outlined in the Supplier ITP in accordance withapplicable oxy Specification MUK-QAC-821.

5.2. Supplier shall submit Welding Procedure Specification with PQRs, Welder and NDT operatorqualifications, Piping Hydro test procedures for review and Approval. Supplier shall submitFAT procedures and associated documentation for review and acceptance by Company atleast four weeks before planned start of FAT

5.3. The FAT procedure should, at a minimum, describe the following:

• Define test method(s),

• Define performance test method(s),

• Functionality to be tested,

• Pass/Fail criteria, and

• Test Documentation

5.4. The FAT should fully demonstrate that the equipment achieves its specification and thedesign basis. The Supplier shall endure that any deficiencies or shortcomings found duringFactory Acceptance Testing are made good prior to releasing the equipment for shipment tosite.

5.5. Testing at supplier’s works shall include

- Witness function test and performance test

- Function test of electrical /instrumentation panels.

- Verification of shop test certificates of the major components

5.6. Supplier shall submit a detailed Inspection and Test Plan (ITP) for approval with all activitiesnoted for all equipment. The responsibility for the inspection, certification etc of all materials &parts lies with the Supplier.

5.7. The Active cool shelter shall be tested in accordance with standards at factory and testreports shall be furnished for Company’s approval. The Supplier shall provide a testing planand no test shall be carried out until the testing plan is approved by the Company. The testingplan shall contain:

a. Procedure for each test.b. Acceptance criteria.c. Records / certificates to be provided.

5.8. The equipment shall be inspected for compliance with:

- “Approved for Construction” drawings, latest revision.

- Requirements of the requisition

- Applicable specifications, which shall also include the sub-referenced specificationstherein.

5.9. All equipment shall be presented for inspection in an unpainted condition, except for finalinspection. All measuring instruments required for shop testing shall be furnished by theSupplier.

5.10. All spare parts shall be subject to the same inspection, testing and full material certification asthe main order

5.11. This inspection shall in no way release the Supplier from final guarantee as to, the materials,workmanship and performance of the equipment inspected, including subcontractors items.

5.12. Third Party Inspection

An independent third party inspection agency (TPIA) may be appointed by the Company tocarry out the inspection of materials, fabrication and testing in accordance with the coderequirements and applicable standards indicated in section 2.0 of this document.

Inspection stages during which surveillance by the TPIA is mandatory shall be in accordancewith the selected design code.

6 PAINTING

All the equipment’s, pipework, structural supports and panels shall be prepared and painted inaccordance with MUK-FAC-200. The surface preparation and painting shall be suitable for thedesert environment with high ambient temperature and heavily dust laden atmosphere. Forproprietary equipment Supplier may propose his standard painting system for approval by theCompany, but this shall at least be equal to or superior to the paint system detailed in MUK-FAC-200.

7 DOCUMENTATION

The Supplier shall provide the documentation detailed in the Supplier Data Requirement Listing(SDRL) as listed in the Requisition.

All documents shall be in the English language.

All manuals shall be clearly sectioned, paginated and referenced using a system that permitsidentification of revised sections, pages and references.

Design Calculations and drawings shall be approved by the Company prior to manufacturing.

7.1 Spare Part List

Supplier shall provide commissioning and two years operation spares and insurance spares as perlist enclosed as per Appendix-3..

The following spares are identified as per Appendix-3:

1. commissioning spares

2. Recommended spares list for two years operation

Installation spares, Commissioning spares, first two years operation spares and any special toolsrequired for modification or maintenance of the system shall be included in the Supplier’s quote.

7.1.1 commissioning spares : -

Supplier shall provide commissioning spares as per Appendix-03.

7.1.2 Spares for 2 years of normal operation : -

Supplier shall submit Spare Parts Inter-Changeability Record Forms as per OXY standards. Theforms and the list of tools and test equipment shall be submitted to the Company forreview/approval.

The SPIR list and the list for special tools shall be submitted to the Company for review, and actionas required not later than six weeks before the Purchase Order delivery date. It shall also beincluded in the system manuals.

Supplier shall supply 1 no. of each type of F&G detectors, as spare. Supplier shall supply 2 no.BGU’s as spare.

Supplier shall also submit Project Spare form OMN-FAC-006-002 with Full and Proper Descriptions,Drawing References, Original Spare Part Numbers, Serial Numbers, currency, Unit Cost, Leadtimes, Recommendations (QTY) of Commissioning, Initial, Operations Spares, Contact Details,relevant Reference Numbers as part documentations.

8 PACKING & PRESERVATION FOR TRANSPORTATION

Packing, transportation and storage shall be in accordance with OXY specification MUK-QAC-708.

1. The container construction and all its contents shall be extremely sturdy and rigid in order tomeet the very rough road conditions (especially vibration) due to uneven interior gradedroad-top.

2. All equipment installed in the container shall be fixed during transport with additional frameand or bracket to prevent mechanical damage.

3. In general, during transport, no sharp parts shall be fixed protruding on the outside of thecontainer i.e., bulkheads, doorknobs; etc. shall be packed separately in a wooden casewhich can be stored in the container.

4. The underside of the container shall be provided with a rubber anti-vibration profile to avoiddamage during transport.

5. Suppler shall furnish details regarding lifting method, lifting lugs, & center of gravity etc.

6. Supplier shall inform at least 15 days in advance to Company’s site manager for necessaryarrangements for unloading.

7. Use of dessicant or moisture absorbing material in panels.

9 MATERIAL AND OTHER CERTIFICATES

9.1 Material Certificates

1. Material certificates shall be furnished for the ACS in accordance with the relevant OXYstandards.

2. Material certificates shall be furnished to prove that material complies with the purchaserequisition.

9.2 Electrical certificates

Certificates for electrical components shall be issued by a CENELEC recognized approval.

Supplier shall submit the test certificate for 2 hour fire rating.

Supplier shall submit the type test certificate degree of protection IP:55 of identical design of similarsize.

10 WARRANTY AND GURANTEE

The equipment shall be guaranteed to meet specified technical particulars listed in this Specificationand all referred standards and codes. These guarantees and particulars shall be binding and shallnot be varied without the written permission of the Company's Representative. If the guaranteedperformance of the equipment is not met and/or if any component fails to comply with thespecification requirement in any respect whatsoever at any stage of manufacture, test or erection,the Company’s Representative may reject the equipment, or defective component thereof,whichever he considers necessary, and after adjustment or modification as directed by theCompany's Representative, the Supplier shall submit the item for further inspection and/or test.

All repair procedures shall not be performed without the prior approval of the Company'sRepresentative. In the event of a defect on any item being of such a nature that the specificationrequirements cannot be fulfilled by adjustment or modification, such item shall be replaced by theSupplier, at his own expense to the entire satisfaction of the Company's Representative. Equipmentrepaired to an approved procedure shall not be accepted as a permanent solution or replacementunless the Supplier guarantees in writing that the repaired plant or component shall have the sameservice life and efficiency as the component originally manufactured.

The Supplier shall also warrant all equipment and component parts against defective material,design and /or workmanship. Merely extending a Sub-Supplier’s warranty is not acceptable.

The approval of the Company's Representative of inspection and/or test results will not prejudicethe right of the Company's Representative to reject an item of equipment if it does not comply withthe specification when erected or prove completely satisfactory in service.

Product/asset warranty shall further refer to the requirement as specified in the commercial packageof the contract document.
