The global quantum technology enabled high-tech market is expected to exceed $40 billion by 2044 as quantum-technology based solutions emerge in areas like imaging, secure communications, navigation, and timekeep-ing to name a few. This potential is attracting huge investment from both government and commercial entities. State-funded investment initiatives total more than $8 billion worldwide, while in the commercial space major corporations such as Honeywell, IBM, Intel, and Alibaba are all pursuing quantum technology solutions. Private investment in quantum technology is also soaring, with venture capital spending in 2018 of more than $200 million and the creation worldwide of tens of startup companies hoping to exploit the technology.

The goal of this session is to explore the challenges and opportunities associated with commercialization of quantum-based solutions. Speakers from industry and government share perspectives on development of quantum-enabled products as well as the creation of an ecosystem that facilitates supply chain development. As Senior Policy Advisor for the House Science Committee under Chairman Lamar Smith, Jenn Wickre was one of the principal drafters of the

legislation establishing the National Quantum Initiative (NQI) that was passed into law in December of 2018. Working with the agencies, industry and university stakeholder community in crafting the bill, as well as counterparts in the Senate, Jenn has a robust understanding of the congressional intent behind the NQI Act, as well as the dynamics surrounding implementation.

Over 600,000 FLIR thermal cameras have been deployed in passenger cars to date to improve safety by extending the drivers vision at night beyond the range of the headlights. This is a popular option in areas where deer and other animal strikes are common. In addition to improving night time perception thermal cameras improve automotive safety by improving vehicle perception in high contrast scenes, like when driving into the sun and other challenging environmental conditions such as fog and rain. With the emergence of machine learning, thermal cameras are poised to further improve automotive safety by providing an orthogonal and redundant sensor input to the sensor fusion network that is used to control the vehicle.

This talk will show how thermal cameras complement the other sensors used in automotive applications and some of the machine learning and simulation work that FLIR has done to jump start the widespread adoption of thermal cameras as standard equipment in automotive safety application such as thermally activated automatic emergency breaking.

Molded aspheric optics will lower the cost, reduce the weight and reduce the size of night vision systems. There is continued pressure to improve old systems and develop new systems with substantially reduced cost, weight and size. However poorly or even typically engineered aspheric lens systems can result in reduced system performance, production delays and other serious problems. To successfully utilize molded aspheres and the newer moldable materials, in precision optics used for night vision, each stage of the design and implementation is different in its details from conventional glass systems.

Real examples from imaging devices such as fast visible and near IR ob-jectives, thermal objectives, reflective systems and various eyepieces will be given. Both the advantages and limitations of the various moldable materials will be summarized.

Stabilized Panoramic Video for First Responder and Defense ApplicationsWednesday 17 April 2019 • 10:30 AM - 11:00 AM Location: Industry Stage - Exhibition Hall

First responders and warfighters need situational awareness (SA) to make better decisions to keep themselves and civilians safer. Traditional cameras cannot provide full SA because they have a limited field of view, provide no clear orientation information, and are limited in their ability to compensate for rapid movement/rotation.

We combine a new method for panoramic video stitching, a precise synchro-nization of multiple image sensors to a single clock and IMU, and a first-year person/VR visualization UI to significantly improve first-responder SA. To do this, we employ fully stabilized panoramic video even at high rates of rotation, noise-resistant stitching at 200X lower processing requirements, and consistent horizontal and vertical orientation information. The result is cameras that can be thrown, rolled, dropped, mounted on a drone, attached to a dog, and lowered into a tunnel on a rope, among other applications.

Ultralow-loss Mid-IR Interference Coatings via Substrate Transfer and Direct BondingWednesday 17 April 2019 • 1:45 PM - 2:15 PM Location: Industry Stage - Exhibition Hall

Substrate-transferred crystalline coatings have emerged as a ground-breaking new concept in high-performance optical interference coatings. Building upon the initial demonstration of this technology in 2013, significant improvements have been realized in the optical performance of these novel single-crystal GaAs/AlGaAs multilayers for both near- and mid-infrared wavelengths. For center wavelengths spanning 1064 to 1560 nm, the excess optical losses (scatter + absorption) have been determined to be less than 5 ppm, with sub-ppm optical absorption directly measured. Near a center wavelength of 1550 nm, these coatings have enabled the realization of a linear cavity with a finesse exceeding 600,000.

Moreover, extending this technology to the mid-IR spectral region from 2 to 5 μm, the GaAs/AlGaAs-based semiconductor supermirrors have continued to show low-loss properties. For example, excess losses of less than 50 ppm were measured by cavity ringdown on the first prototype mirrors at 4.5 μm. Standoff detection of chemicals has been one of the most challenging, as well as most promising applications for QCLs. Furthermore, Mid-Infrared Spectroscopy has been the industry standard for detection and identifi-cation of chemicals, but it has always been limited to laboratory settings. However, the combination of QCLs and Mid-Infrared Spectroscopy has now enabled numerous Standoff Applications and has opened up new markets. Block Engineering/MEMS (“Block”) has been leading the field of Standoff Detection for decades and has now expanded its capabilities and product portfolio with QCL-based systems.

In this presentation, we will describe several breakthrough standoff applica-tions, including real-time, multicomponent gas detection and identification for large area protection against chemical attacks, long-standoff detection of trace chemicals including explosives on a variety of real-world surfaces, detection of biological threats and protection of large areas against acci-dental industrial chemical releases.

Where there is little or no man-made light, the night presents a very challenging environment for silicon low-light cameras and I2 night vision goggles. But the night sky glows with downwelling SWIR radiation that is hundreds of times brighter than ambient visible light on a moonless night. This so-called nightglow is ripe for exploitation by tactical SWIR systems, but extreme sensitivity and low sensor noise is required.
