BACKGROUNDIn compliance with CEQA, Caltrans, as the owner/operator of State Highway System, is the lead agency for the SR-94 Improvement Project. The SR-94 Improvement Project is funded by the JIV and mitigates projected impacts to SR-94 associated with the operation of the casino that is currently being constructed on JIV property. The JIV casino project is a separate and independent project from the SR-94 Improvement Project.
The purpose of the proposed project is to improve highway opera-tions along SR-94. Improvements include realigning and widening SR-94 from north of Melody Road to south of Reservation Road along with five intersection improvements located at Jamacha Boulevard, and Jamacha, Steele Canyon, Lyons Valley and Maxfield roads.
Caltrans released the Draft EIR to the public on July 13, 2015. A public hearing was held on August 5, and input from the public was collected during the comment period ending on August 27.
WHAT WAS APPROVEDCaltrans reviewed the public comments and prioritized alternatives based on various performance criteria. Alternative 2, Option 1: Daisy Drive Access-Full Footprint, an alternative that conforms to Caltrans standards and provides access to the JIV development at Daisy Drive, was identified as the preferred alternative. This Alter-native will add new traffic signals at the intersections with Melody Road/Peaceful Valley Ranch Road and at Daisy Drive. Several exclusive left turn lanes and two new bus stops will be added. Bio swales will be incorporated to improve the water quality and flow of stormwater runoff.

WHAT’S NEXTWith a completed EIR the JIV can apply to Caltrans for an Encroachment Permit to construct permanent improvements to SR 94. A Traffic Management Plan (TMP) will be required as part of the permit process. The TMP will include a public awareness cam-paign to notify motorists of impacts due to construction activities. All improvements are funded by the JIV.

Caltrans has completed the Environmental Impact Report (EIR) and selected a preferred alternative for improvements to State Route 94 (SR-94) adjacent to the Jamul Indian Village (JIV). The project funded by the JIV is to mitigate traffic impacts caused by the JIV Gaming Facility.
With a completed EIR, the JIV can apply to Caltrans for an Encroachment Permit to construct permanent improvements to State Route 94.
