1 Summary Document Open House 27 February 2014 Maribyrnong City Council Town Hall Offices Following the Trucks and the Inner West Open House on 27 February, the joint agencies committed to providing a summary document, capturing comments made on the night. Following the Trucks and the Inner West Open House on 27 February, the joint agencies

committed to providing a summary document, capturing comments made on the night.

Background

Key Government organisations working to address the issue of trucks, truck noise and air

pollution in the inner west hosted an Open House event on Thursday 27 February at

Maribyrnong City Council to listen to community views.

The Trucks & the Inner West event was jointly hosted by the EPA Victoria,, VicRoads,

Department of Health and Maribyrnong City Council, whereby CEOs and senior executives

from all agencies attended the event to speak directly with the community.

The Open House event was an opportunity to provide the community with up to date

information about trucks and traffic, but also to gather community views and feedback on

the truck movements in the inner west area.

The event was the first of several community events on truck volumes, noise and other

impacts in the inner west suburbs, including Yarraville, Kingsville, Seddon and Footscray.

Invitations to attend the event were distributed via letterboxes, local newspaper, online and

through local schools.

Approximately 90 community members attended, to hear from the technical experts of

these organisations in areas such as air quality, enforcement, land use planning, noise and

the VicRoads truck movement study.

Information sheets which were used as posters on the night are attached for your

information and reference.

Members of the community who were unable to attend on the night registered their

interest for the future participation and information sessions via the

Air Quality

Who manages diesel emissions from trains and boats?

EPA Victoria– stop saying that objectives are designed to protect human health and wellbeing. There is no safe level for diesel emissions.

Your data suggests that Francis St is less polluted by air and noise from trucks than Hampstead Heath in London! Selective and not reflecting lived experience.

Location of monitoring – not in location where most exposure is

What is the black soot that covers our house and clothes?

All affected residential roads: all of the above plus particulate matter in our lungs (suffer the little children) and all over my vegetable garden. Should I eat my own vegies?

Kingsville Primary needs less cancer and more healthy kids.

Monitor air quality for ultra-fine particles (UFP) measuring PM10 and PM2.5 doesn’t give us any understanding of how much UFP we are exposed to UFP is the stuff that lodges in your organs and causes cancer (UFP).

Noise

House 70m from Moore St – double glazing still does not cut out the noise. 1 truck every minute, every hour, every day.

Noise monitoring for Moore Street.

Overall

Reduced tolls on freeways

Not enough VicRoads curfews enforcement

Division and separated barriers between bike lanes and roads to encourage safer cycling and discourage cars/trucks using bike lanes.

Change legislation that determines policing of vehicle class i.e. Legislate to limit container trucks - 80% of our problem is port traffic.

RECOMMENDATION: limit ‘old’ truck that are make pre-2010 from residential streets (Moore St, Whitehall St, Francis St, Somerville Rd, etc.) that is, create a revised curfew within the subject areas. This will solve issues of noise (exhaust brakes being used in residential areas) and pollution (new trucks better designed to minimise diesel/petrol pollution.

Moore Street

Whilst curfew hours apply, between 11PM – 4AM, rather than all trucks to Moore St distribute evenly to all areas.

Engine brakes on Moore St

Speed humps in Moore St to lower speed of trucks between Ballarat Rd and Hewell St to <60km/hr.

Moore St Footscray: Noise, Speed, Pollution, impact on road infrastructure.

Speed bumps in Moore St between Newell and Ballarat Rd to slow trucks between 11pm and 4am.

Traffic lights and pedestrian cnr of Moore and Hopkins – 3 times hit. Why? Also fixed but not cleaned up for 1 year. (Ref No 500668690 Margaret 20/02/14).

Moore St was not designed for semi-trailers ad B doubles. Numerous accidents including rollover.

Reduce Moore St to 40km/hr./

It is unfair for Moore St residents to endure the noise and truck emissions between 11pm – 4am whilst curfew in other areas. Cannot sleep.

Intersection of Hopkins and Moore St – semi mountable kerb dangerous to pedestrians and in wrong spot.

Trucks overshooting RIGHT turn onto Ballarat /Moore Streets and collecting power pole, impacting brick fence on the EAST side of Ballarat/Moore.

Speed bumps in Moore St between Newell St and Ballarat Road to slow trucks between 11pm – 4am.

‘Rat runners’ using Moore St/Stirling LEFT into Nicholson (childcare centre) then Donald St or Moore St LEFT into Stirling RIGHT into Nicholson and LEFT across road to Geelong Road. (avoids Ball Rd/Moore and Geelong Rd lights)

Speed limit to 50km/h in Moore Street to slow trucks between 11pm-4am.

Francis Street

Danger to school kids on Francis St

Danger to kids on Francis St outside Wembley Avenue school: (flashing lights 60km/h – 40km/h during school peak times) and a red light camera.

Intersections of Francis and Hardy Rd next to rail line – shoulder/pot-holes/cars to left when trucks are turning right.

Speeding Vehicles, to pass slow moving trucks at intersections, in vicinity of Wembley School

Exhaust brakes

No stopping zone Francis St west of Wembley

Pavement deformation at Somerville/William and Francis/William and truck braking at these intersections.

Somerville Road

Speed/congestion enforcement restrictions along Somerville Rd esp. in the mornings. Very dangerous to ride/walk along Somerville Rd at this time (drivers use bike lanes, ‘run’ red lights)

How about some ‘no engine braking’ signs on Somerville Road. It would be nice!

I suggest curfews at peak school times near the schools along Somerville Road. I have personally seen a truck go through a red light at the crossing opposite Kingsville Primary School while many children were waiting to cross the road.

Whitehall Street

Advise trucks not to use noisy engine brakes in Whitehall St residential areas

Trucks park illegally to attend take-away a few times a week and daily

Williamstown Road

Resurface Williamstown Rd (between Somerville Rd and Charles St) – no curfew (Totally agree)

Can’t understand why trucks drive from Brooklyn end of Francis Stu up to Williamstown road and get onto Westgate. Causes huge congestion and added risk.

Speeding trucks at 2am- 4am. Going way over 60km speed limit. Between Charles St and Somerville Road on Williamstown Rd. Entire House shakes on foundations.

Other

Fix up minor bumps on Shepherds bridge

CEO’s to be upfront and able to answer the public questions at subsequent meetings

Maybe if we (you and I) gave up consuming so many unnecessary geegaws there would be fewer containers and fewer trucks.

We need more roads!

Why are trucks allowed to use suburban streets to avoid paying tolls?

EPA/VicRoads please get those very noisy trucks off the road.

You say “high level of compliance with curfews” – not on my no truck street. You don’t collect data on this.

I suggest: you do the job we pay you to do and discharge your responsibilities to residents

Almost all respondents felt that their ideas were well listened to and felt comfortable and able to participate.

Most respondents felt that their knowledge about the issue increased as a result of attending this event.

Diesel emission & air quality

Can we get an air monitoring station here too? Air monitoring needed at Somerville Rd. We need to know what school children are exposed to. No Engine Braking' signs would be nice. Make school crossing times safer - keep trucks away to make our kids safe. Night curfews - fence trucks onto Moore St. Need curfews on all suburbs - rat runs used by trucks. Need curfew between Charles St and Somerville Road on Williamstown Road Truck curfew on Upper Williamstown Rd Trucks have no need to travel up Francis St onto Westgate (use Miller St). Ban from Cemetry Road to Williamstown Rd. Night and weekend curfews - residential area. We get Yarraville's trucks. Curfew after 9.00pm-6.00am would be a good start to the problem on Moore Street as it is a health issue due to a lack of sleep at night Truck curfew needed at night on Moore Street. Cannot sleep with engine brakes being heard. Moore Street - 50kmph,night curfew, weekend curfew Less trucks for Moore St. - Please get the noisy trucks off Moore St expecially at night. Why does Yarraville deserve curfews but not Footscray? Somerville Rd is a nice place to hang out on weekends during curfews. You can sit outside at Happy Maree and have a chat!

I love my child and her school and I do not want to see any more trucks go through red lights at crossings during school peak times. Somerville Road opposite Kingsville Primary School.

General observations

There are lots of school children - Protect us Improve cycling safety here. To make riding to my school easier Improve sequencing of traffic lights so that turning vehicles are not stopped again around the corner Speed limit 40km Hopkins and Moore St - Deadly for pedestrians - do anything! More trees on my street I walk around Cruikshank Park every morning and love it. But even by 6.30am there are so many trucks to watch for when crossing Somerville Rd I love Cruikshank Park

Alternative route suggestions

Are trucks exiting the freeway at Geelong Rd and travelling down to Francis St instead of

exiting at Williamstown Rd?

Remove containers straight at Port Melbourne to stop trucks using Francis St as a rat run

to and from the Port.

Tunnel plus ramps

Encourage logistics companys to use rail and /or relocate closer to such roads as the ring

roads

Need a keep clear zone at the U-turn bay on Geelong Road. Getting across Graingers

Road during peak is nearly impossible with the crossing traffic lights and Geelong Rd

traffic lights.

Subsidise trucks on Citylink so they don't use residential streets

Use existing rail infrastructure for the transport of shipping containers not local roads

Put more containers on rail to diffuse truck traffic

Divert trucks to Citylink not suburban streets

Red light cameras turning east onto Docklands Hwy from Whitehall St

Remove ability to 'u-turn' at Whitehall and Bunbury St. In the morning it becomes a 'rat

run' to avoid queues at Whitehall and Napier south of Napier

Remove 'rat run' - Dynon Rd, Moreland St to Whitehall St. Avoiding Whitehall St lights

Toll port container trucks on local roads to encourage them on to the roads actually

designed to carry their load.

Moore St left hand - turn into Hopkins St (Franco Cozso's cnr)need to have installed a

greeen arrow light to turn left into Hopkins St. Cars and trucks do not (or choose not too)

observe the yellow arrow before it turns red. Moore and Hopkins St intersection is very

dangerous for pedestrian crossings. Need extra safeguards at this intersections for

people.

Between Fanco Cozco and opposite corner a pedestrian needs to wait for 3 sets of lights/

Bring back zebra crossing in front of Franco Cozco because cars don't stop at red

anyway/

You can not put 2 lanes down Gordon St for Nth/Sth traffic - 2 lanes either way at Ashley

St

Divert trucks to outer areas such as Geelong Rd away from Somerville and Williamstown

Rds until a real solution is implemented

Re-route trucks off Somerville Rd (b/c pass 3 primary schools and 1 kindergarten) so

there's an on/off ramp from Whitehall St onto Westgate Freeway.

B Doubles in Moore St. It's impossible for them to turn in or out without congesting both

lanes

Close Shelley St permanently

Need 'KEEP CLEAR' indication painted on Williamstown Rd at the end of Lorne St.

Impossible to get in and out in peak hour. Also very dangerous

Concerned there may be a major accident at the intersection of Francis St and Wembley

Avenue.
