USAID – From the American People A Substantial Assistance to the Eye Hospital On 2nd April I took over the reins from my very capable predecessor, Rod Bull, who will be a hard act to follow. Straight away there was plenty to do, especially with the very important Joint Commission International (JCI) accreditation inspection in May. We are the first hospital in East Jerusalem to achieve this accreditation. It is clear that all the staff, administrative as well as clinical, have worked really hard at achieving the standards set by JCI and it is a big step, lifting us onto a level that is recognised worldwide. Even in the few weeks I’ve been in the Hospital, I have been impressed by the attitude and dedication of the team here, as well as the wider team in Anabta, Gaza, Hebron, the outreach units and London. It is a pleasure to be associated with such people and, whilst there is always a great deal to do, working with such committed and capable individuals makes it more of a pleasure than anything else. have varied from being an international liaison officer, by way of being an Intelligence Officer attached to the Paras, to quite a lot of London mounted ceremonial duty. I was fortunate to spend quite some time with the Army Medical Services and ended my career working there as a Brigadier, whilst also holding the largely ceremonial appointment of being an ADC to HM The Queen. I was charged with all the horses in the Army. Her Majesty took quite an interest in these so on some occasions I would see her in person to explain why certain horses had behaved in certain ways on parade and to explain what I was then going to do about it.(Continued on page 2)

I have worked on various humanitarian projects, such as re-establishing water supplies in Kuwait after the Gulf War and instigating EC-funded public health programmes in Bosnia. I was actively involved in coordinating medical assistance to refugees and displaced people in Rwanda in 1994 and have set up various outreach - sometimes described as “hearts and minds” - programmes in several other African countries over the years. Initiating and developing programmes of medical and public health support in other countries such as

Iraq and Afghanistan has also been a challenging and on-going task. I was fortunate to be made an Officer of St John in 2004 for my humanitarian work.

As well as the remarkable group of people in Jerusalem, other great assurances for me in my new appointment are the trustees, the amazingly dedicated members of the Guild and the largely new fundraising team (who are based in both London and Jerusalem). Even in the short time I’ve been in office they have been hugely supportive and, in particular, the Chairman Nicholas Woolf and Lady Westbury

have done everything possible to help me get established and to make me feel welcome.

There are few organisations more worthwhile than the St John Eye Hospital and I am delighted to be working for it and for the Order. There are plenty of

challenges ahead but, more because of these challenges than in spite of them, I think the next few years are going to be quite a trip!

Our New Chief Executive (Continued from page 1)

The award mainly aims at expanding our quality ophthalmic outreach services within the West Bank and significantly enhancing our technical capacity and Information Technology.

Specifically, the award will go towards the following three areas:

Establishing a newmobile clinic in the West Bank, serving mainly rural areas where there are no other eye care services, and where people cannot access clinics due to restrictions on movement;

Sponsoring 1,500 phacoemulsification (cataract) surgeries for poor and needy patients;

Introducing a new Health Management Information System (HMIS) for the Eye Hospital Group, which we have been seeking to establish for the past ten years. The new system will improve our work significantly as we will become able to capture data on eye diseases in a way not previously possible. We will be able to produce statistics and research information that will help in proper and precise assessment of

ophthalmic conditions in the occupied Palestinianterritories, including Gaza and East Jerusalem, which will consequently enable us to plan for future clinical interventions. Furthermore, the new HMIS will connect the hospital with the Palestinian National Health Database for proper patient management.

St John Eye Hospital Achieves International Accreditation in Quality and Patient SafetySt John Eye Hospital is the first Palestinian hospital to be awarded the three-year Joint Commission International (JCI) accreditation.

JCI is a US-based organisation that has established patient safety and quality service standards and goals for health service facilities. The JCI accreditation initial survey at St John Eye Hospital took place in May 2013. Surveyors examined all aspects related to the care and safety of patients, including the facilities management, the quality and experience of patient care, staff education,

and the staff recruitment process, assessment and management.

In total, there are 13 chapters, 329 standards and 1218 measurable elements the hospital needed to comply with in order to be accredited.

This prestigious accreditation could not have come at a better time in supporting us in achieving our strategic goals to put the hospital in line with the best eye hospitals worldwide. We have recently become a full member of the World Association of Eye Hospitals and the accreditation will

help to strengthen our relationships locally, as well as globally with leading institutions, such as Moorfields Eye Hospital in London.

Now that we have achieved this strong endorsement of our standard and quality of care, we want to ensure that those people who exemplify these standards are recognised. We are initiating a quality award, the Baroness Audrey Emerton DBE GCSjJ, DL Cup for Quality Nursing Service.

To celebrate this fantastic achievement, we held a JCI BBQ Celebration for staff in the hospital

grounds. The hospital chefs provided excellent food throughout the evening and the event was a huge success. We were extremely lucky on the timing as London-based Nicholas Woolf, the Chairman, and Isla Richards, Fundraising Director, were visiting Jerusalem that week and were able to enjoy the celebrations with us. Mr. Woolf gave a speech of appreciation to express his thanks to everyone for all their hard work.

Expressing Gratitude on St John’s DaySt John’s Day this year sparked the resurrection of several great initiatives.

Employee of The Month - June 2013

The 24th of June started with a service in the chapel held by the clergy from St George’s Cathedral.

The Revd. Canon Bill Broughton gave a sermon on gratitude, which set the theme for the day. The service was followed by a staff breakfast. For the first time, the breakfast was open to all staff, not just those who attended the chapel service. As over 80% of the staff is Muslim, the CEO was able to show his gratitude to a larger portion of the hospital staff.

The staff breakfast also saw the introduction of a new Employee of the Month scheme. As this was the inauguration of this scheme, and held on such a special day, five employees were thanked for their contribution by receiving this award.

St John’s Day ended with a Pimm’s Reception in the cloisters courtyard. This was sponsored by Abu Nasser Insurance Company, New Dimension Construction Company and the Modern Arab Press. Our principle sponsor was the Bank of Palestine, who also kindly donated $20,000 on the night towards cataract surgeries.

Tom, the new CEO, took this opportunity to show his appreciation and gratitude to our supporters. There was an emphasis on rebuilding relationships between St John Eye Hospital and the local community, who for the first time in many years were invited in large numbers to join in the celebrations. Many of the Jerusalemite women have memories of sewing St John uniforms and bed sheets, and many more have been treated at the hospital at some point in their lives.

Trustee Report: Dr Maged Abu-Ramadan“We need to go to Jerusalem to treat your eyes!”This is a sentence I used to hear my aunt telling her young daughter 40 years ago.

At that time St John of Jerusalem Eye Hospital was the only refuge for Palestinians in need of eye treatment or surgery. Only one hour drive from Gaza, where I am from, going to the Eye Hospital for treatment by British and local eye doctors was almost free and without a hindrance.

Twenty years later, in the early 90s, returning to Gaza from the United Kingdom after obtaining my Royal College of Surgeons of Edinburgh Fellowship in Ophthalmology, the Jerusalem Eye Hospital was still central to ophthalmic care in Palestine.

For years now, it gradually became more and more difficult for Gaza patients to access the Jerusalem Eye Hospital because of the ever-growing Israeli security barriers and the siege of Gaza.

Luckily enough for our patients, the Eye Hospital was very quick to realise the scope of the problem and to fulfill its moral and professional obligation. They took the very significant decision to open a satellite clinic with cataract surgery capabilities in Gaza.

In 1994, the Palestinian National Authority Ministry of Health recognised St John of Jerusalem Eye Hospital Group in the Palestinian National Health Plan as the main and only Palestinian referral centre for Ophthalmology, in addition to providing almost all secondary eye care services inthe West Bank.

Once again, in the 2000s, reaching Jerusalem became almost impossible for Gaza’s 1.6m population and very difficult for the West Bank’s 2.6m, a major threat to the wellbeing of the Palestinian patients, as well as to the Eye Hospital which suddenly

lost its patients who could not get Israeli permits to enter Jerusalem.

And once more, the Eye Hospital took the right decision.

“If Patients cannot come to the Eye Hospital, we will go to the Patients.”

Two new satellite clinics were established in Anabta and Hebron to treat and serve millions of underprivileged patients in the north and south West Bank.

St John of Jerusalem Eye Hospital Group keeps being a Shrine of Ophthalmology, over centuries, not only in Palestine but also in the whole region. With its moral, faith, ethics, sincerity and professionalism, with its ambitious plans to upgrade the main Hospital in Jerusalem and upraise the new hospital in Gaza, the Group represents the hope for humanity and for Palestinians of all religion and faith in a better future, in less suffering, in peace.

The conference was held in Ramallah to allow free access for nurses from other hospitals and universities in the West Bank who ordinarily require a difficult-to-obtain permit to enter Jerusalem. Nurses from both Anabta Centre and Hebron Hospital were able to participate. Unfortunately, nursing staff from Gaza were not able to travel due to restrictions on movement between Gaza and the West Bank.

Some 70 nurses attended the one day conference. All the presentations except one were carried out by the nurses from the hospital, covering topics such as care of diabetic patients with eye diseases, blindness in Palestine, quality care and the Ophthalmic Nursing Association.

The conference was well attended by non-ophthalmic nurses and tutors. We were delighted to welcome delegates from the Arab American, Al Njaah and Birzeit Universities. Nurses from

Caritas Baby Hospital, Makassed Hospital, UNRWA, and Medical Relief were also amongst the participants.

The guest speaker of the day was Dr Riyad Khanfer, who graduated from the School of Nursing in 2001 and travelled to the UK to complete his PhD in Ophthalmic Immunology. Dr Khanfer spoke about his experience at the hospital and praised the nursing staff. He also expressed his gratitude for the St John tutors who were ‘instrumental in facilitating his academic journey.’

The truly academic atmosphere was enhanced by the social interaction amongst delegates, particularly colleagues who previously worked at the hospital. I feel very proud of the nurses who both presented and attended the conference.

We hope to make this an annual event to firmly put St John Eye Hospital on the map of national and international ophthalmic nursing.

Omar, age 11, lives and goes to school in the north of the West Bank.Omar attends a school which provides for his special educational needs. His father is a photographer and his mother is unemployed. The family is struggling financially, and receive assistance from the Ministry of Social Affairs. They have asked for assistance in paying the costs of Omar’s treatment.

Omar suffers from epilepsy and an arachnoid cyst. Arachnoid cysts are cerebrospinal fluid-filled sacs that are located between the brain or spinal cord and the arachnoid membrane, one of the three membranes that cover the brain and spinal cord. The location and size of the cyst determine the symptoms, although some people may never show symptoms. Symptoms can develop later in life and can include cranial deformation, headaches, ADHD, seizures, developmental delay,

behavioural changes, nausea, paralysis on oneside of the body, and pre-senile dementia.

Coming in to the Jerusalem Eye Hospital because of complaints of blurred vision, Omar was seen to by one of our specialist ophthalmologists, who diagnosed congenital cataracts, meaning cataracts present from birth. Omar’s father himself has cataracts.

The ophthalmologist caring for Omar has recommended cataract surgery for both eyes. As operations are rarely conducted on both eyes simultaneously, Omar will have to have one treatment at least a few weeks after the other. Although this means a protracted period of permit applications and hospital visits for Omar and his family, the outcome is predicted to be much improved vision.

The Hospital conducts approximately 150 surgeries for congenital cataracts per year. Thanks to this treatment, Omar’s vision will return to normal.

During the period between 1st Jan and 31st May 2013, we have been fortunate to have received incredible support from our donors. For example, a generous donation from the Fred Hollows Foundation of £506,000 over the next three years has established them as co-funders for our Diabetic Retinopathy Screening Programme, which is spread across all our clinics and hospital. The German Federal Ministry for Economic Cooperation and Development (BMZ), The Christian Blind Mission, and the World Diabetes Foundation (WDF) are also co-funders.

The World Health Organisation made a donation in kind of £20,000 to cover the cost of our JCI accreditation fees.

We have also received £30,000 from the Clothworkers’ Foundation, £12,000 from the Kennedy Leigh Charitable Trust, and £10,000 from CHK Charities Limited. In addition, we continue to receive generous donations from our loyal supporters.

St John Family

We would like to thank all the members of the St John Family for their continuing support of our work.

We would like to extend a special thank you to the Knights Templar and the St John Fellowship for all their work and commitment to the eye hospital. We value our special relationships. We would also like to acknowledge the hard work of the Guild of St John of Jerusalem Eye Hospital Group, as well as Joan Ferrer and the organisers of the Bishops Waltham Garden Fair, which took place on Sunday 5th May.

Since its incorporation the day after Christmas in 1957, the Priory of the USA has raised funds to support St John of Jerusalem Eye Hospital Group and the patients it serves.

Two years ago, the Priory secured its first-ever US federal grant, designated to fund $300,000 in new equipment for the Medical Retinal Unit (MRU) expansion.

In 2011, construction of the new MRU was nearing completion.

Located in the main hospital in East Jerusalem, the MRU is designed to be user-friendly for patients and medical staff. Conceived to expand the physical size of the Retinal Unit Clinic and upgrade the medical equipment in order to treat the burgeoning numbers of patients, the much-needed project attracted many donors.

This worthy sight-saving project paved the way for the Priory in the USA to apply for a federal grant for equipment on the Hospital’s behalf. American foreign aid

is distributed by the USAID. Within USAID is a program known as American Schools and Hospitals Abroad (ASHA). ASHA funds qualified overseas hospitals or universities which are partnered with an American charity, i.e. the St John Eye Hospital and the American Priory.

The eye hospital and Priory fundraising staff partnered to write the successful proposal. Funds were released in December 2012 for several major equipment items, such as slit lamps and a minor surgery couch.

In April of this year, the USA Priory and Eye Hospital staff again partnered to write a more extensive proposal to ASHA for equipment needs. We will receive the outcome of this application by late autumn.

The Priory in the USA is a reliable partner, loyal to the Hospital’s mission and shares the Hospital staff’s dedication to treat and save the sight of as many patients as possible.

This year, the Bridge Afternoon was held in a City venue for the first time as the Guild were fortunate to have the use of the Clothworkers Hall. Despite initial fears that it would be difficult to attract people to the City, it was well attended and people were very keen to come and see this marvellous building which was rebuilt after it was bombed during World War II. We had the use of the stunning Livery Hall to play bridge and the equally beautiful Reception Room where we had a delicious tea. Due to the generosity of many donors, and one large donation in particular, we raised nearly £10,000. We are very grateful to Tara Elliot for running this event so efficiently, as usual!

The Guild took a Tour to Malta in May, led by Professor Jonathan Riley-Smith and organised by Denise Magauran, to visit the sites of the buildings of the Hospitallers of the Order of St John and to learn of their history on the island. There were eight members of the Guild on the tour with their relations and friends, totalling 26 in all. We were fortunate to have Jonathan as our lecturer as he is the

Honorary Librarian of the Order of St John, and is a Bailiff Grand Cross of the Most Venerable Order of St John, and also a Knight of the Order of Malta. We were very privileged to be able to view historic documents in the library as well as the skull of the Blessed Gerard.

The Chairmen and Members of the Guild would like to thank Christopher and Shirley Bailey for arranging the event at Sarasin & Partners on 5th June and also for sponsoring the champagne and the food. We were also enormously grateful to Sarasin’s for their generosity in allowing us to use the beautiful roof terrace overlooking St Paul’s Cathedral.

Nearly 150 people came to enjoy the Champagne Reception. Colonel (ret’d) Sheenah Davies gave a short talk about the work of the eye hospital in Gaza. This incredibly successful event raised in excess of £12,500.

Farewell to Baroness Margaret ThatcherIt was with great sadness that we said goodbye to Baroness Thatcher on 8th April this year. Lady Thatcher was admitted as a Dame of the Order on 15th May 1991; her husband Sir Denis was admitted as Commander Brother on the same date. Baroness Thatcher’s Investiture took place at St James’s Palace on 26th November 1996. We were privileged that she visited the main hospital in Jerusalem in 1986 and spent time with both staff and patients.

It is almost fifty years since I first became involved with the St John of Jerusalem Eye Hospital and it happened on an aeroplane.I was flying back to England after a very rough year in South Arabia and had broken my journey in Beirut, when I found myself sitting next to a distinguished looking elderly gentleman who got out a folder with the St John Cross on top of his papers. “Excuse me, but I see you are using St John writing paper and I wonder if you could tell me about the Hospital.” “I think I can,” came the reply, “I am the Lord Prior.” Some weeks later I was invited to become Esquire to the Hospitaller. That started the opportunity for me to indulge myself in absurd adventures to raise money for the hospital. Who else would be so daft as to ride from Istanbul to Jerusalem on a horse, or drive a horse and trap from Bordeaux to Santiago? But I managed to convince myself that I had the moral excuse that I was doing something useful for our beloved hospital.

But why stop now?

Garden Fair raises £12.5k in 10th yearThe Bank Holiday sunshine brought out the gardeners as around 2,000 people flocked to the 10th Bishops Waltham Garden Fair on Sunday 5th May.

The charity event raised over £12,500 for the St John Eye Hospital – one of the largest amounts in the fair’s history. Joan Ferrer, Chairman of the Garden Fair Committee, was delighted.

The Fair, held in the grounds of Wintershill Hall for the second time, was opened by Mayor of Winchester Cllr Frank Pearson and his wife Anne. Cuff Billett’s New Europa Jazz Band provided live music, Hillier’s MD Andy McIndoe answered gardening questions and the crowd was also entertained by birds of prey trained by Falcon High.
