As we enter a new fi nancial year, the Sun City News celebrates 20 years of providing local news to the Yanchep, Two Rocks, Lancelin and Gingin region.

Over the past ten years the Sun City News, annually, has been voted the region’s ‘Most Popular Local Newspaper’; and over the past fi ve years the distributed circulation of the paper has grown nearly fi ve times with the population growth in the region.

The Sun City News is a locally owned and operated business providing local employment, while competing for advertising revenue to maintain the growth of the publication.

Over the past 20 years, the Sun City News has provided over $300,000 in cash and kind sponsorship to local community groups.

For a small independent publication, as editor, I think we have done pretty good even with the GFC, the downturn

in the West Australian economy and continual bombardment from our multi-national competitor.

Over the years, there have been numerous rumours about the Sun City News, often created by our competitors or objectors who didn’t want to see us survive.

With independent local newspapers, the community is the winner, but local news reporting, competition is good for everyone.

Over the past couple of weeks, the Sun City News crew have been ‘planning and plotting’ the future - The growth of the newspaper is linked to advertising revenue.

We believe the future looks bright and expect strong growth once this cold winter is over - Every year, winter is the worst time for all local businesses, but if everyone supports ‘the locals’ we will all grow and provide bigger and better services to the community.

The ‘nay-sayers’ who won’t support local, don’t support local groups or activities, think next time you wonder why your neighbour points their fi nger you way.

The communities from Yanchep, Two Rocks up the coastline to Lancelin

and Gingin has always been unique, individually diff erent and each town has it own ‘turf’ and ‘demands’.

With big developers and expanding communities, the times are changing, more people, more demands and the older established ‘nay-sayers’ are feeling lost or unwanted.

We all needs to open our thinking and devote a little more time working for the community we all live in.

A strong community is not a divided community, working together for the betterment of the wider community provides benefi ts for everyone, not just a few.

The Sun City News has always provided the local community groups and residents the opportunity to express their opinion. And yes, we’ve been criticised for it.

Some people think they can control who does what, when in the region and their personal agenda shouldn’t be challenged or exposed.

That is what independent newspapers are about - Support your local newspaper and help keep the wider community fully informed.

Local independent news is vital.

Porter re-elected

9.1 per cent after the redistribution. The Federal seat of Pearce has been a safe Liberal seat since its creation in 1990.

Christian Porter’s primary vote dropped from 40,275 votes in 2013, down to 31,640 this year.

There was an overall swing of nearly six per cent to the relatively unknown Labor candidate, Thomas French.

Greens candidate, Lee-Anne Miles polled 10.5 per cent of the primary vote, up 0.7 per cent.

How this will carry forward to the WA State Government election is diffi cult to assess - In 2013, Member for Butler, John Quigley, was re-elected to state parliament with a drastically reduced majority, 11,951 votes (51.77%) to Liberal candidate, Linda Aitken’s 11,136 48.23%) votes.

At best the seat must be considered marginal, as John Quigley and Linda Aitken will go head-to-head again in the March 2017 state election.

Council 2016/17 budgetsOver the past fortnight, both the City of Wanneroo and the Shire of Gingin have brought down their 2016/17 budgets - City of Wanneroo have increased their rates by 3.5 per cent, while the Shire of Gingin raised their rates by three per cent.

The City of Wanneroo has budgeted to spend $75.54 million, plus $16.89 million carried forward from 2015/16 capital works projects - Wanneroo Civic Centre ($12m); Yanchep Active Open Space ($7.35m); Yanchep Surf Lifesaving Club ($3.94m); Quinns Mindarie Surf Lifesaving Club ($3.92m) and Yanchep District Sports Amenities ($2.85m).

Many of the projects in the outer northern suburbs are funded from the Developers’ Contribution Plan (DCP), the budget report noted: “Due to slower than expected Lot sales and the immediacy of the timeframe for the works, the DCP does not have suffi cient reserves to fund the works in 2016/17. It has therefore been proposed to take out a loan for $11.1 million to fund the developers’ portion of the costs.

“Repayments and interest for the loan will be funded from lot sales in the area covered under the DCP.”

The budget report concludes: “In developing the annual budget various economic and legislative factors have been considered. The most infl uential driver to the budget is the Corporate Business Plan, being an extension of the Strategic Community Plan.

“Despite being the lowest increase in over ten years, the City will continue to invest in community infrastructure.”

Shire of GinginIn the Shire of Gingin’s budget report it states: “The budget has been prepared with a three percent rate increase with one percent of this increase ($76,797) being set aside in a new reserve for

future infrastructure requirements for renewal, upgrade and assist purchases.”

Shire of Gingin increased Fees and Charges by fi ve percent, generally.

Domestic and commercial waste charges were itemised separately in the budget. No increase was proposed to these charges for the 2016/17 fi nancial year. Of the $20.3 million in expenditure, $8.89 million will be spent on Capital Works with the remaining going towards operating costs.

The shire’s roads program consisting of sealed and unsealed road works provides for $3.965m of improvements.

New Connect group startedDyan Moore and Laura Simon are launching a new community focused group, ‘Yanchep Connect’ - An all inclusive organisation off ering women in the local area a safe, social and active environment to participate two days a week.

Co-ordinator, Dyan Moore, a Yanchep local with a psychology and welfare background is the initiator of the new group and says her goal is to off er women in the community access to a wide range of opportunities at low, to no cost.

Yanchep Connect will off er activities such as Zumba Gold, Tai Chi, Laughter Yoga, Relaxation Drum Circle, and singing for women to be active and feel a sense of belonging.

Dyan said: “Some women in the community are isolated due to age, health or living distance from family.

“It is an all inclusive environment at Yanchep Connect and that’s our motto. We welcome women of all ages and value the benefi ts of diff erent age groups interacting.”

The group has just held its fi rst committee meeting which established the structure and initial plans for the organisation.

Yanchep Connect has organised a morning tea to launch to group to the wider community. The function will be held in the new Oldham Park Community function room, starting at 10.00am on Tuesday 16 August.

Plenty happening at City of WannerooThe eff orts of volunteers from the City of Wanneroo’s emergency services were gratefully acknowledged at an appreciation dinner on Friday night.

Almost 150 people attended Bridgeleigh Reception Centre, with volunteers from Two Rocks Volunteer Marine Rescue, Wanneroo – Joondalup SES, Yanchep Fire and Rescue, Quinns Mindarie Surf Life Saving Club, Yanchep Surf Life Saving Club and the Driver Reviver program.

Mayor Roberts presented volunteer excellence awards to four volunteers who had gone above and beyond the call of

duty - Noel Bradshaw (Wanneroo-Joondalup SES); Craig Smith (Yanchep Fire and Rescue); David Haynes and Kay Westphal (Two Rocks Volunteer Marine Rescue Group).

Population growthOn 30 June 2016, the City of Wanneroo population has reached 195,000.

From a population of 100 at the time of settlement in 1902,

Wanneroo grew to 1,100 in 1950, 8,000 in 1970 and 80,000 in 2001. In the past 14 years the population has more than doubled.

The population level is estimated to reach 550,000 people by 2070.

Raising awarenessThe City of Wanneroo invites people to attend the Northern Suburbs Stroke Support Group’s ‘have a go’ challenge where able-bodied people will perform daily tasks using their less dominant hand.

The challenge is designed to raise awareness for stroke victims by highlighting the

daily problems they face doing simple tasks.

The ‘have a go’ challenge will be held on 19 July, from 10am to 2pm at Gumblossom Community Centre in Quinns Rocks.

Noongar exhibitionThe strength and resilience of Noongar Elders from across the wheatbelt will be celebrated in a portrait exhibition held at Wanneroo Library.

The Bush Babies exhibition was inspired by a photograph and portrait painting of Hazel Winmar, a Ballardong Elder aff ectionately known as Nana Purple.

The much loved Elder sadly passed away shortly after her 100th birthday and the exhibition continues as a tribute to her memory.

Community revegetate tracks

Last month, the north Guilderton dunes were a hive of activity with nearly 50 people, aged 5 to 93, giving up their Sunday morning to volunteer their time at the annual planting event.

Moore Catchment Council’s NRM Offi cer, Rachel Walmsley, said: “Despite the chilly start and the threat of rain, we once again had a fabulous turn out of volunteers including local and nearby residents, plus members of the 4WD Club of WA who have a keen membership wishing to take part in rehabilitation projects up and down the coast.”

The volunteers split into teams to tackle the three diff erent sites and everyone got stuck in planting over 2,000 seedlings which featured a dozen species found on the dunes.

The event and most of the seedlings were funded through a grant received from the Northern Agricultural Catchment Council with funding from the Australian Government’s National Landcare Program, with extra seedlings funded through a MCC WA Natural Resource Management Program project.

We were obviously delighted by the full front cover picture of our lovely Award Winners. Then the full story inside added to the importance of our win and recognition. Our club works very hard with a volunteer committee and dedicated staff , so recognition of the Clubs WA Award was brilliant.

However, I would like to give your team some feedback too. This 30th June edition included so many positive news stories. This is what we all fi nd so refreshing in a newspaper today. And it is so rare.

You covered Guilderton in so many ways:- Guilderton Country Club’s win of the Clubs WA Award; Moore Light on the river – photography workshop; Guilderton Library - 10 year celebration; Guilderton Golf Club results; and Meetings and Events in the Community Corner.

Please keep up your good reporting and we will try to forward our events and news knowing that they will be used.

Telstra problemsI wrote to Telstra at the same time as trying to resolve a problem by phone with them. I hope it may prompt other customers to do the same.

I was on the phone for an hour and 20 minutes trying to converse with someone who had a primary school grasp of English and who repeatedly apologised for the delays. There were interminable ‘holds’ and pauses.

I was asked to provide my neighbour’s phone numbers, buy a signal booster for my house, and asked what make of phone I was using.

Telstra mobile coverage in the dips and valleys in the south of Two Rocks has been crap forever.

Telstra should survey residents for access to signal in the south of Two Rocks and upgrade transmission towers accordingly.

I hate dealing with Telstra because of the phone queues, the telephone menu rigmarole, the necessity to listen carefully and speak slowly and clearly to phone operators with heavy accents and limited grasp of language.

It is unacceptable to be told that I must purchase a signal booster for my house, and to get waffl e when I asked if Telstra

Beach clean up by local kids

Over the recent school holidays, students from APA Stageworks dance group have been collecting rubbish dumped at Yanchep Beach foreshore.

Dance troupe principal, Tammy Raff erty said: “I met with Clare Sharp from the

‘Save Our Oceans Yanchep’ a couple of weeks ago after seeing some of her posts, when I discovered that Clare does this beach clean on her own.

“I walked with her and covered just over 7km collecting six heavy bags full

of all sorts of rubbish including a chair, lighters, balloons, endless amounts of rope and fi shing line and so much small broken plastic, I was shocked.

“Afterwards I off ered to help the following week and promised to bring along some volunteers to give Clare a break as she has badly injured her back.

“I met with three of the mums from the dance school and ten of the kids and we set off to Yanchep Beach. It took us three and half hours to cover the 7km stretch of beach. We collected 10 bags of rubbish.”

Well done to the APA family: Helen, Emily, Sophie, Lauren, Logan, Caitlin, Lily, Henry, George, Phoebe, Izzy, Chloe and little toddler, Tommy.

Shire conducts community surveyThe Shire of Gingin is conducting a ‘Community Perceptions Survey’ to determine current levels of community satisfaction with Shire services and facilities. It will also provide an opportunity for residents to have a say in areas they think should be improved or changed.

Shire President, David Roe said: “This survey is part of our continuing

commitment to engage our community in decision making processes.

“We recognise the value in community consultation as we strive to make the Shire of Gingin a better place to live, work and visit, and this is an occasion where residents can supply their honest feedback anonymously.

“We want to hear our community’s views and strongly encourage

everyone in the Shire of Gingin to participate in the survey.”

Residents can expect the survey mailed to them shortly and there will also be an on-line version to complete on the Shire’s website if preferred.

The survey is open for four weeks, to 29th July 2016, and is open to all Shire of Gingin residents 18 years and over.

Australia’s largest online event

On Tuesday 9 August, millions of people across Australia will pause to complete the 17th national Census of Population and Housing, in what could be the country’s largest and most signifi cant online event.

The 2016 Census will employ more

than 39,000 temporary staff who will travel a distance equivalent to almost 200 trips around the circumference of the planet in order to count over 24 million people in about 10 million households, who come from over 200 countries and speak over 300 diff erent languages.

Head of the 2016 Census, Duncan Young, said the August 9 Census will be the easiest and most accessible ever, with people able to complete their Census from their own home on their smartphone, tablet or computer. 16 million people to complete the survey online.

Later this month and into early August, the ABS will deliver some 10 million letters to every household around the country in preparation for Census night.

These letters will be addressed ‘To the Resident’ and include a unique login and instructions on how to complete the Census online, as well as details on how to request a paper Census form.

Data collected from the 2016 Census will support funding decisions for services and infrastructure including housing, transport, education, industry, hospitals, and the environment.
