Message from Your Principal Gree ngs from Pioneer Valley! I’d like to welcome you to the 2013-2014 school year. As Pioneer Valley enters its tenth anniversary in educa on, we want to invite students, parents and community members to take part in our successes and join the Panther Team. March of 2014 will bring our important accredita on visit. Accredita on is the process created by the California Department of Educa on that provides a framework for schools to examine their cur-rent processes and how they support student achievement. Our school faculty has spent the last year preparing for this visit, and we are excited to share our current schoolwide accomplishments and future plans. I’d like to thank those parents who a ended our Focus on Learning parent mee ng in May, and invite new parents to a end the upcoming mee ng in September. Parent input and sup-port is an important component of the visit, and I hope that I can count on your con nued support. Please check the website regularly as it holds a wealth of informa on about programs, events and opportuni es at PVHS. It also connects you to your students’ a endance, grades and teacher email. The website con nues to be our primary method of communica on, and all of the important start-of school informa on such as school photos, Link Crew, bell schedules, athle c requirements and many other resources are available for your review. The site address is www.pvhspanthers.org. I know everyone is excited about the 2013-2014 school year and I look forward to sharing it with you. BOUNDARY / ENROLLMENT INFORMATION

TO ATTEND PIONEER VALLEY HIGH SCHOOL Students must reside within the following boundaries:

• Alvin Street (north side of street) west to Simas Road • Students living north of Alvin Street • Students living east of College Street and north of Jones Street

TO ENROLL AT PIONEER VALLEY HIGH SCHOOL Student must reside in PVHS a endance area. Parents must complete an enrollment packet consis ng of the follow-ing forms:

Parents should bring the following: • Address verifica on (2) / u lity bill, escrow documents, rental contract • Immuniza on record • Transcripts / reports cards from last school of a endance • Birth Cer ficate

Students returning from Alterna ve Educa on Programs must have prior approval from the AEP Commi ee. Any previous fines or charges encumbered in the District must be cleared (or payment arrangements made) before registra on is completed. Students will receive their schedule from a Guidance Technician and informa on regarding school rules, textbooks and ID picture. INTRADISTRICT LOTTERY PROCEDURE The superintendent or designee shall iden fy those schools which may have space available for addi onal students in the new school year. No pupil who currently resides in the a endance area of a school shall be displaced by pupils transferring from out-side the a endance area. When the number of requests for Open Enrollment and Intra District Transfers exceeds the number of spaces availa-ble in any of the district’s schools, the student’s name will be placed on a lo ery list for the year the student applied for the transfer. When it is necessary to have a lo ery, the lo ery will be conducted by July 1st and a wai ng list will be established for spaces that may become available at that school. The wai ng list will be in the order of the lo ery drawing. The superintendent or designee shall inform applicants on the wai ng list, by mail, as to whether their applica on has been approved. Applicants who receive approval must confirm their enrollment within one week. Refer to Edu-ca on Code 35160.5 (b)

GRADING PERIODS

Assignment of Units for the 2013-2014 School Year The guidelines for earning units are as follows:

• Full Units: Student must be enrolled 40 days or more of any term to qualify. • Half Units: Student must be enrolled a minimum of 20 days of any term to qualify. • No Units: Student enrolled fewer than 20 days of any term will not receive units for that term.

• The dates exclude teacher workdays, staff development days and holidays. • Transfer students entering a er a cut-off date may be eligible for full units provided they bring records from their

previous school indica ng enrollment (i.e., transcripts, W/D grades.)

ATTENDANCE INFORMATION

Modified Block Schedule (MBS) This schedule requires that all students take three, 90-minute classes. They are also strongly encouraged to take one addi onal 50-minute class, during blocks “A” or “Z”. All students will be enrolled in a 20-minute “Panther Forum” class with a teacher advisor.

The MBS provides many benefits, some of which are: • Fewer students are in each class, with no class having more

than 30 (except PE classes). • Students may focus on more rigorous classes. • Expanded noon me intramural and club ac vi es. • Teachers have fewer student contacts each day, resul ng in

greater personaliza on between students and their teachers. (Teachers are be er able to provide addi onal assistance, if needed.)

• Students are able to learn the subject ma er in greater depth. (Students concentrate on three courses at a me, and spend more me each day studying them in greater detail.)

• Students carry textbooks for only 3 classes

Leaving Campus

During the School Day

Parents / guardians who need to take their student out of school during the day must be prepared to show identification at the Attendance Office. Only those persons listed on the student’s medical emergency information will be allowed to take the student from school. The school appreciates every effort made by parents to schedule appointments outside of the school day.

Tardies Being on me to class is expected. The amount of me provided between classes is more than adequate for all students to arrive on me. Students arriving to class a er the bell rings will be con-sidered “TARDY.” Ini ally, each teacher will deal with tardiness to class. Students will face disciplinary ac on as outlined below if tardies con nue.

Traffic around PVHS in the morning and a er school can be a challenge as it is at all schools. Parents who drive their student to school need to be aware of PVHS start me and plan accordingly so their child does not arrive tardy to school. Tardies due to traffic will not be excused.

STUDENT DROP-OFF / PICK-UP

In an effort to facilitate student drop-off and pick-up, PVHS has implemented the following program to move traffic and ensure our students are provided the safest environment when arriving and depar ng the school premises. The northeast maintenance and staff entrances are not available for student drop offs. “Staff Only” signs are posted and these lots are monitored between the hours of 7:00-9:00 AM and 1:00-3:00 PM. The student drop-off and pick-up area will be the football and pool area main entrance. Please enter on the north end and exit on the south end of this parking lot. This area will be marked with two lanes “One Way” to ensure the safest and quick-est way to drop off and pick up your student. Please be pa ent and use the areas marked for drop off as indicated on the map below. Pioneer Valley High School Staff works collabora vely with the Santa Maria Police Department. All traffic viola ons may be cited. To avoid a cket:

• Enter the stadium parking lot through the main entrance. • When exi ng onto Panther Drive from the stadium parking lot you may only turn right going toward Main

Street • Do not make a “U” turn to go north on Panther Drive • Do not drop your child off on Panther Drive • Do not make a “U” turn at the North Staff Only Entrance

Following this system will get you in and out of the school using the quickest possible routes to ensure your child’s safety.

PORTRAIT DRESS CODE

The Board of Trustees of the Santa Maria Joint Union High school District has approved the following dress code for senior portraits to be included in the yearbook. Not considered suitable for publica on are, but not limited to, the following:

Sports Fall Sports include Cross-country, Football, Boys’ Water Polo, Girls’ Tennis, and Girls’ Volleyball and Girls’ Golf. Winter Sports include Boys’ Basketball, Girls’ Basket-ball, Boys’ Soccer, Boys’ Wrestling, Girls’ Water Polo, Girls’ Wrestling and Girls’ Soccer. Spring Sports include Baseball, Softball, Boys’ Volley-ball, Swimming, Boys’ Tennis, Track & Field, & Boys’ Golf. Sports Physicals

Participation in High school sports requires a current ath-letic physical to be on file with our athletic trainer. See the athletic website to download an athletic sports packet that includes the proper physical forms to take to your doctor. Return all forms to the Athletic Trainer or Athletic Director for final review.

Athletic Team Injury Insurance

Under state law, school districts are required to en-sure that all members of school athletic teams have accidental injury insurance that covers medical and hospital expenses. This insurance requirement can be met by the school district offering insurance or other health benefits that cover medical and hospital expenses. [E.C. 32221.5(b)] Participation in addi-tional insurance programs is the financial responsi-bility of the parents/guardians. Some students may qualify to enroll in no-cost or low-cost local, state, or federally sponsored health insurance programs. TACKLE FOOTBALL

INSURANCE COVERAGE All students participating in the Tackle Football Program must complete the Football Insurance Verification form

indicating either the purchase of the district offered SISC Tackle Football Insurance or providing private/public insurance information to comply with having the Califor-nia Education Code Sections 32220-24 and 35330-3. The insurance requirement is to have medical and hos-pital coverage in the amount of at least $1500. This form also holds harmless the Santa Maria Joint Union High School District, in regards to participating in the Tackle Football Program as well as giving authorization for medical treatment as needed. The SISC Tackle Football Insurance Enrollment form and Football Insur-ance Verification form are available at each school’s Athletic Director’s office.

Student Athletic Agreement / CIF Forms All athletes and their parent/guardian are required to sign the Athletic agreement, CIF concussion awareness and CIF Code of Conduct forms that are a part of the athletic sports packet. Return all forms to the Athlet-ic Trainer or Athletic Director for final review.

PE Classes All students are required to complete twenty (20) units of physical education to graduate. All ninth grade students will be enrolled in physical education and will be required to participate in state-mandated physical fitness testing during the spring. Students who are not enrolled in physical education for an entire year will maintain a fitness log with the assis-tance of their Panther Forum teacher. Fitness logs will be completed in Panther Forum and collected regularly. PVHS is not responsible for lost or stolen items left

in the PE locker rooms.

Uniforms Uniforms are required for all students enrolled in Physi-cal Education classes. Each student must have one shirt and one pair of shorts and/or sweatpants. (Any white socks and athletic shoes are acceptable.) Uni-forms may be purchased by paying at the Business Of-fice or visiting the online webstore. Students will need to take their receipt to their PE teacher to pick up their uniform.

Only PVHS headgear may be worn on campus to

help promote school spirit and safety. This includes baseball caps and beanies.

AVID Program Advancement Via Individual Determination (AVID) is a nationally recognized program to prepare students to meet the requirements for admission to 4-year colleges and universities. Students take a rigorous col-lege preparatory schedule, and are provided with academic instruction, tutoring and support services (college trips, SAT preparation, coping skills, career awareness, college application information, and finan-cial aid). Students who are selected participate in AVID all four years of high school.

Booster Club The Pioneer Valley Booster Club, comprised of parents and staff, was formed during the opening year of the school. The purpose of the Pioneer Valley High School Booster Club is to assist the school in promot-ing quality academic and athletic programs along with a broad range of campus activities and projects. Corporate and individual sponsorships are available. Meetings will be the second Monday of each month at 5:30 pm in room 508. Persons interested in more information should contact the school.

Cafeteria / Food Services We serve the National School Meal Program Express Lunch and Breakfast. PVHS uses a Point-of-Sale (POS) system that allows students to pre-pay on their account and use their student ID cards to debit their account for breakfast or lunch. Students can purchase meals with their pre-paid / credited account or with cash. An Express Breakfast can be purchased for $2.00 and an Express Lunch for $3.00. Express meals are the best “meal deals” on campus. Express Breakfast includes a choice of 14 entrees, two side dishes and milk. Express Lunch includes a choice of 15+ entrees, salad, fruit bar and milk. A la carte items in-clude:

The fall menu is sent home along with the National School Meal Application. This application determines eligibility for meal program at no charge. Applications for free/reduced meals can be picked up in the cafe-teria, the administration office or from the community liaison. If you have any questions regarding the Food Service Program, please call the school. Note: A National School Meal Application must be filled out each year to determine eligibility. Our POS system assures that no student may be overtly identified by the meal program in which they are participating.

College/Career Center Our College/Career Center is hub for academic enrichment where the staff provides a variety of infor-mation and activities that prepare students to research career choices and various post-secondary oppor-tunities including admittance to universities. The PVHS counselor and guidance technicians help students enroll in College Prep classes, fill out applications and receive scholarships. Field trips to college campus-es are provided. The center also emphasizes the importance of attendance as a key element to academic success. Work permit applications, job interview and preparation assistance are also available.

Health Office The Health Office is open from 7:30 a.m. to 12:30 and from 1:00 p.m. to 3:30 p.m. Our registered nurse and health technician assist students who become ill or are injured during the school day. The personnel in the health office will contact parents of a student regarding any health issues, will oversee students who take pre-scription medication, and will coordinate care with other medical professionals and staff. By law, all prescription and non-prescription medication must be left with the Health Technician. Stu-dents are to report to the Health Office to take prescribed doses. A form must be filled out by a physician and the parent/guardian before medication is taken. These forms may be obtained in the Health Office and must be up-dated once a year. The medication must be in the original labeled container and accompany the form to be stored and dispensed in the Health Office. Medication taken during the school day is given by the Health Techni-cian, or other designated school personnel, under the supervision of the School Nurse. It is the student’s respon-sibility to come to the Health Office to take their medication. Some students may carry emergency medications (i.e.,insulin, glucagons, Epi-pen and inhalers) with approval of the parents, physician and School Nurse. All med-ications must be taken home at the end of the school year. Please direct any questions to the Health Technician. What to do when a student is ill and needs to go home during the school day. Students must report to the Health Office when they need to go home because of illness. Students are not to contact their parents to pick them up before reporting to the Health Office. The student must obtain a hall pass from their teacher before they will be admitted to the Health Office. Contact will be made with the parent or guardian. When permission is obtained from the parent or guardian for the student to leave campus, a pass will be given to leave school. Students will need to go the Attendance Office for assistance if they need prompt at-tention and can’t go back to class when the health office is closed for lunch break. The student will be allowed to leave ONLY with permission from the people listed on the student’s Emer-gency Card. It is imperative that you have an updated emergency card on file and you list a trusted rela-tive or friend, in the event we are not able to reach you during a medical situation. What if it’s necessary for a student to leave campus for a medical appointment? When it is necessary for a student to leave campus for medical or dental appointments, they must first check out through the Attendance Office. The parent or guardian may call the Attendance Office in advance for medical or dental appointments. Students may bring in notes from their parents. What happens if a student is kept in the Health Office for a class period or more? If students need to be in the Health Office for any length of time, they will be put on an “excused absence list”, designating the number of periods to be excused. The original pass is returned to the teacher. Important note: At the end of every school day, a list of the students who have been in the Health Office, who left the campus for an appointment, or who have gone home ill, will be given to the Attendance Office. Parents do not need to call the Attendance Office to clear such absences. What happens if a student has a doctor’s note not to participate in PE or has an injury that prevents nor-mal mobility on the campus? If a student has a doctor’s note not to participate in PE or has an injury that requires access to an elevator or more time to reach classes, the student needs to bring the original doctor’s note to the Health Office staff. The Health Office will notify teachers and other PVHS staff who will need to be aware of the situation. A PVHS staff member may contact the doctor’s office for clarification of the injury or situation. Accident reports are also pre-pared in the Health Office. All students in 10th grade, and students with Triennial IEP’s, will have a vision and hearing screening. If the stu-dent does not have vision insurance for follow up care, the school nurse may be able to help obtain vision care and glasses. The CHC clinic on the Santa Maria High School campus is open to all students in our district. Siblings of our students, who are 12 and over, can also be seen. The clinic will accept Medi-Cal, Healthy Families and private insurance, with no co-pay charged. Free medical care will be provided for students who do not any insurance. Community Liaison The Community Liaison works with all students and staff, acting as the liaison between administration, students, parents, and the community. Home visits are made by the Community Liaison regarding school policies, truancy intervention and the academic progress of students. The liaison also works closely with community agencies to provide medical and financial assistance to students and families in need. Bilingual services are provided.

English Language Advisory Committee (ELAC) The English Language Advisory Committee (ELAC) is comprised of parents of Limited-English Proficient (LEP) students. Any parent is welcome to become a member of the ELAC committee. The committee examines issues surrounding English Language Development, including the needs assessment for English Learner students. Per-sons who would like more information should contact Mrs. Prieto-Chavez at 937-6356, extension 1700.

Language Testing Center

The Language Testing Center assesses a student’s English language proficiency according to State guidelines. The Center also provides registration and tutorial assistance.

Library

The Library is open daily from 7:00 a.m. to 4:00 p.m. The Library provides many services: a comprehensive li-brary collection, research materials, textbooks, and ID cards.

Migrant Education

Migrant Education is a federally funded program created to supplement district programs for migrant students. A student is eligible for migrant education services when his/her parents are employed in seasonal occupations such as agriculture, timber, or fishing. Services received by migrant students include: district-recognized independent study material for unit-deficient students (PASS Program); academic counseling by the migrant advisor; health services, monthly parent meetings, scholarships, and excursions to academic institutions.

School Site Council

The School Site Council develops and evaluates our yearly learning goals as outlined in our School Plan. The School Site Council is made up of parents, students, and school personnel. Members of this council are elected by their peers and serve for a two-year term. Elections for new members are held each year as one half of our members rotate off. Meetings are held monthly and are open to public.

Special Education

Special Education is available for qualified students whose needs cannot be met through the regular education program. If you have any questions, please call the Special Education Office.

Student Store The Student Store provides a valuable service to all students. Students can purchase school supplies, school spirit items, and food items. The Student Store is open at lunch and after school.

Title I Pioneer Valley High School is a schoolwide Title I program that provides services to all students. Students who have been identified as not being at the proficient level of state standardized tests are provided intervention pro-grams such as CAHSEE prep, after-school tutoring, and intervention courses in English and math. Our communi-ty Liaison provides medical, financial and academic support to students and families. Parent communication is provided in English and Spanish regarding school events.

OTHER INFORMATION

Change of Address/Telephone If your address, phone numbers, or other personal information changes over the course of the school year, it is very important to update your emergen-cy card and other school records. Reports, announcements and reminders of meet-ings are often mailed home. In order for the school to keep parents/ guardians well informed, and to insure that contact can be made quickly if neces-sary, it is imperative that the Records Office be informed of any change of address, phone num-ber and guardianship. Change of data forms are available at the Records Office.

Classroom Interruptions / No Deliveries

We are committed to preserving the integrity of the instructional process and classroom interrup-tions are considered a major disruption. We do not interrupt classes to call students out of classes for:

• keys • lunch or lunch money (we do not accept

any money for student delivery) • personal deliveries (flowers, balloons, PE

clothes, class projects)

Messages from parents or guardians only will be limited to emergency messages only. Emergency requests will be directed to an administrator.

Daily Bulletin Information about school activities, sports and club meetings will be communicated to students on a regular basis via the school PA and is also posted on the school’s website.

PE Lockers

There are no lockers available for general text-book use. Students are encouraged to carry a backpack for their materials. All students enrolled in PE class will be issued a PE locker. Lockers are to be used for PE uniforms only. Students are required to provide their own lock for their PE locker.

Lost and Found See the receptionist for lost and found items.

Visitor Policy This policy is to ensure the safety of all students and staff at Pioneer Valley High School. • Closed Campus Hours: 7:00 a.m. ~ 4:00 p.m. • As per Board Policy (AR 6116 and BP 1250), only pre-arranged visitors are allowed on campus between 7:00 a.m. and 4:00 p.m. • Staff who is pre-arranging for a visitor must no-tify reception and the principal’s secretary via e-mail the day before the visit including the visitor’s name, purpose of visit, and expected arrival/departure times. • All guest speakers will be escorted to and from the front office by the staff member or their de-signee. • Lunchtime activities/assemblies are for current PVHS students. Parents and other visitors are not allowed at these closed events. • Students are not permitted to bring visitors. • The Administration reserves the right to re-fuse admission to anyone. Volunteers are Welcome Parent volunteers are always needed and wel-comed. However, before a volunteer can provide services to our school, a Parent Volunteer form must be filled out and approved by the principal/designee. Parent Volunteer forms may be ob-tained in the Principal’s Office
