I. SUMMONS
Summons for the Second Session of the Tenth Tamil Nadu Legislative Assembly were issued to Members on the 13th August 1991 in S.O.Ms.No.145, Legislative Assembly Secretariat, dated the 13th August 1991.
II. DURATION OF THE MEETING
The Second Session of the Tenth Tamil Nadu Legislative Assembly commenced on the 4th September 1991 and adjourned sine die on the 4th October 1991.

XI. FINANCIAL BUSINESS The Budget for the year 1991-92 was presented to the Legislative Assembly by Hon. Dr. V. R. Nedunchezhiyan, Minister for Finance on the 4th September 1991. The General Discussion on the Budget tool place for 5 days on the following dates:- 6th September 1991, 7th September 1991, 9th September 1991, 10th September 1991 and 11th September 1991 The Hon. Minister for Finance replied to the debate on the 11th September 1991. Discussion on the Voting of Demands for Grants took place on the following dates:- 13th September 1991 14th September 1991, 16th September 1991, 17th September 1991, 18th September 1991, 19th September 1991, 20th September 1991, 23rd September 1991, 24th September 1991, 25th September 1991, 26th September 1991 and 27th September 1991. Voting on Demands for Grants lasted for 12 days from 13th September 1991 to 27th September 1991. Out of 1393 Cut Motions received, 1251 were admitted of which 124 were actually moved in the House. After the discussion on the Demands were over, the Cut Motions were either withdrawn or deemed to have been withdrawn by leave of the House. All the 61 Demands for Grants were discussed and Voted by the House. The dates on which the Demands were moved and voted are given in the Annexure. The Tamil Nadu Appropriation Bill, 1991 (L.A. Bill No. 30 of 1991) relating to the Budget for the year 1991-92 was introduced in the Assembly on the 27th September 1991 and was considered and passed on the 28th September 1991. 2. On the 1st October 1991, the Hon. Minister for Finance presented to the Assembly the First Supplementary Statement of Expenditure for 1991-92. On the 4th October 1991 the demands for Grants for First Supplementary Statement of Expenditure for 1991-92 were put to vote and carried. The Appropriation Bill relating to First Supplementary Statement of Expenditure for 1991-92, i.e. The Tamil Nadu Appropriation (No.2) Bill, 1991 (L.A. Bill No.52 of 1991) was introduced on the 4th October 1991 and was considered and passed on the same day relaxing the relevant Rules.

XII. ANNUAL FINANCIAL STATEMENT FOR 1991-92 AND REVISED ESTIMATES FOR 1990-91 OF THE TAMIL NADU ELECTRICITY BOARD.
The Annual Financial Statement for 1991-92 and the Revised Estimates for 1990-91 of the Tamil Nadu Electricity Board was laid on the Table of the House on the 4th September 1991. The discussion on the Annual Financial Statement for 1991-92 and Revised Estimates for 1990-91 of the Tamil Nadu Electricity Board was initiated by the Hon. Thiru. S. Kannappan, Minister for Public Works on the 1st October 1991. Twenty-one Members took part in the discussion. Hon. Minister for Public Works replied to the debate on the same day.

XVI. PRIVILEGE MATTERS.
(1) On the 10th September 1991, Thiruvalargal S.Gandhirajan, M. Dhanapal,
D. Janarthanan, C. Ramaswamy, C.Gnanasekaran, S.Peter Alphones. K. Thavasi and U. Balaraman, raised a matter of privilege against the Tamil Dailies "Malai Murasu" and "Dinakaran" for publishing a distorted version of the proceedings of the House on the 9th September 1991 and also against the "Murasoli" for publishing expunged portions of the proceedings while reporting the incident involving Thiru. Elamvazhuthi.
Hon. Speaker said that he would give his ruling after getting the comments form the two dailies, i.e. ';Malai Murasu' and 'Dinakaran'.
As regard the privilege against the 'Murasoli' Hon. Speaker has suo motto referred the matter under Rule 226 of the Tamil Nadu Legislative Assembly Rules to the Committee of Privileges for its examination and report.
(2) On the 11th September 1991, Thiur V.Dhandayuthapani, raised a matter of
privilege against two Tamil dailies 'Malai Murasu' and 'Murasoli' for publishing the certain remarks which was not made by him and requested that the matter be referred to the Committee of Privileges.
Hon. Speaker said that he would give his ruling in the matter after seeking the comments of the Editors of the two dailies.
(3) On the 25th September 1991, Thiru.S.R.Balasubramaniyan, Leader of Opposition raised a matter of privilege against the Editor of the Illustrated Weekly of India and its Madras Correspondent Thiru. K.P. Sunil for an article in its issue dated September 21-27 (Bangalore Edition) titled "Tamil Nadu Assembly fast gaining Notoriety", the contents of which constituted a gross breach of privilege of the House.

On the Suggestions made by the Hon. Leader of the House and the Hon. Chief Minister, the Hon. Speaker suo motto referred the matter under Rule 226 of the Tamil Nadu Legislative Assembly Rules to the Committee of Privileges for its examination and report.
XVII. SUSPENSION OF MEMBERS
(1) On the 9th September, 1991. Hon. Speaker name Thiru Elamvazhuthi for continuously shouting and obstructing the proceedings of the House and asked him to withdraw from the House. When he refused to do so, the Marshal was called in and the Member was evicted out of the House. He was asked to absent himself for the remainder of the day.
(2) On the 10th September, 1991, Hon. Speaker named Thiru Elamvazhuthi for persistently obstructing the proceedings of the House. When he refused to withdraw from the House, he Marshal was called in and the Member was whisked away from the House. He was later suspended by Hon. Speaker for the remainder of the session,.
(3) On the 19th September, 1991 Hon. Speaker named Thiru. R,Thamaraikani for persistently disobeying the Chair and asked him to withdraw from the House. When he refused to do so, the Marshal was called in and the Member was evicted out of the House.

(1) On the 30th September, 1991, the Hon. Speaker extended a warm and hearty welcome on behalf of the House to the Commonwealth Parliamentary Delegates from Australia, New South Wales, Tasmania, British Columbia, Nova Scotia, Quebec, Isle of Man, Jersey, Pahang, Papua New Guinea, Sri Lanka, U.K. and St. Helena who had come to Tamil Nadu after attending the 37th Commonwealth Parliamentary Conference held at New Delhi while they entered the Assembly for witnessing the proceedings of the Assembly from the Speaker's Gallery.
