The Bidder (Prime) should meet the following criteria for the last three financial years i.e. FY: 2009-2010, FY: 2010-2011, FY: 2011-2012. i.Bidder(prime)shouldhave average Turnover over INR 250 crores for the last 3 years with aminimumTurnoverofINR 100 cr ii.TheBidder(Prime)shouldhave averagenetworthofatleast INR 30 crores i.CopyoftheauditedBalance Sheetofthecompanyshowing turnoverofthecompanyforlast three years. ii.CertificatefromtheCompany Secretary/StatutoryAuditors ascertaininganaveragenet worth. 7. The consortium partner should meet the following criteria for the last three financial years i.e. FY: 2009-2010, FY: 2010-2011, FY: 2011-2012. i.ConsortiumPartnershouldhave average total turnover over INR 125 crores for the last 3 years.ii.ConsortiumPartnershouldhave averagenetworthofatleastINR 15 crores i.CopyoftheauditedBalance Sheetofthecompanyshowing turnoverofthecompanyforlast three years. ii.CertificatefromtheCompany Secretary/StatutoryAuditors ascertaining a average net worth. 8. The Bidder (prime) should have on their role as on 31st December 2012, the following i.Minimum 500 IT professionals with prior experience for over 5years insoftware Development&implementation& shouldhavecompletedatleast2 successful IT related projects. ii.Minimum10ITprofessionalswithprior experience for over 5 years in Database AdministrationwithrelevantDBA certifications iii.Minimum25ITprofessionalswithprior i.Certificatefromprimebidders HRDepartmentcertifyingthe numberoftechnicallyqualified professionalsalongwiththe number of projects completed by theresourceinthecompanyfor eachofthefourcategories mentioned here. ii.ForS.Nos.ii.toiii.,certificate fromprimebiddersHR Departmentcertifyingthe numberoftechnicallyqualified Registration Department Tamil Nadu RFP for SI Selection Volume I 11 experienceforover5yearsinIT networkingwithavalidCCNA certificate iv.Minimum10ITprofessionalswithprior experience for over 10 years in project Managementpossessingavalid PMP/PRINCE certification.professionalsalongwiththe relevantcertificateofthe resource in the company. iii.ForS.Nos.iv.,certificatefrom primebiddersHRDepartment certifyingthenumberof technicallyqualified professionalsalongwithnumber ofyearsofexperienceofthe resource in the company. 9. TheBidder(Prime)musthaveITSystem Integratorsexperienceinsuccessfully completedforatleastoneeGovernance projectwithStateorCentral Government/Government-undertaking/PSUs in last 5 years (as on 31st December 2012) in India. Note:Projectshouldbesuccessfully completed. Projectshouldcovermultiple geographicallylocationssuchas Towns/Districts/States in India Projectvalueshouldbeaminimum ofRs.20Crores(excludingSite preparation & electrical works) Copy of work order Completion Certificate from the ClientCertificate from the company secretary certifyingovalue of the project (excluding site preparation & Electrical workscost) for successfully completed projects) ocoverage of the project should be for multiple geographicallylocations such as Towns/Districts/States in India 10. TheConsortiumpartnermusthave experienceinsuccessfullycompletedforat leastoneeGovernanceprojectwith Government/Government-undertaking/PSUs in last 5 years (as on 31st December 2012) in India. The Bidder (Prime) should furnish, as part of its bid, an Earnest Money Deposit (EMD) of Rs. TheEMDshouldbedenominatedinIndian Rupees,andshouldbeintheformof DemandDraft/Bankpayorder/irrevocable Bank Guarantee as per Section: 12.4,in this RFP 12. Authorizationletterfortendersubmitting authoritymustbeprovidedbythe Bidder(Prime) and Consortium Partner Aboardresolutionforauthorizationfromthe BoardofDirectorsorPowerofAttorney authorizing the tender signing and submitting authority for bidding the tender 13. ManufacturersAuthorizationFormand ManufacturersAuthorizationFormfor Support Services AsperSection2.8&2.9Vol.IIofthisRFP. OnlyoneMAFshouldbesubmitted foreach of the hardware item present in the bid.14. Bothbidder(Prime)andConsortiumPartner shall have a local office in Chennai and the proof for the same should be provided. Note:ifBidder(Prime)and/orConsortium Partner does not have a registered office, an undertaking from party(ies) for establishment of an office in Chennai within one month from the date of LoA must be provided. After the Document is brought back to main office, a running registration numberisassignedanditisprocessed.OndaystheSRisnotvisitingthe Camp Office,itisshut down. The IT compute infrastructure installed at State Data Centre, National Disaster Recovery Centre (DRC) & Near-line Data Centre shall house the application & database in redundant manner. Post the pilot implementation the system run through stabilization period of 10days,duringtheperiodthesystemshouldbeablemeettheoperationalSLArequirements mentioned in this RFP. On compliance to the same the system is deemed to be stable and fit for State-Wide Roll-Out. The SI shall ensure all the sites are commissioned with necessary compute &supportinfrastructuresothatweb-basedapplicationcanbemadeoperationalthroughoutthe state of TamilNadu. The SI shall also need take the existing desktops through buy back scheme post the hardware supply & successful Go-Live. The application developed by SI should compatible with various mobile platforms also.8.The Application software prepared by the SI should have a bi-lingual interface (English and Tamil)9ii.&""lication Im"lementation Testing % &cce"tance The System Integrator should develop a Registration Application Prototype to simulate certain aspectsoftheRegistrationApplication.Thisactivityshouldbedoneparallellyandshouldbe showcasedtotheRegistrationDepartmentforanyfeedbackandapproval.Thisactivityshould help in getting valuable feedback in developing the final application. Themodule-wiseapplicationwouldbedeveloped&testedbytheSIsTestingteam.SIshould carryoutIntegrationTesting,SystemTestingandPerformance&Loadtestingandprovidethe results for review by the department. After successful completion of the unit testing, the application shall be tested for integration & User Acceptance testing at the pilot locations.The System Integrator will develop the UAT Test plan and a detailed User acceptance procedure. The same would be reviewed and agreed by the Department. A high-level approach to be followed by the selected System Integrator for the acceptance testing is mentioned below: a.UATwouldbeapplicableoncetheweb-portalisoperationalandallthemodulesunder the Contract are operational and linked. b.UAT would involve: Development of Test cases and their approval from the Department Application functional testing and testing of other Quality-of-Service requirementsc.For all tests performed by the Department, the selected System Integrator will prepare the test reports and submit to the Department for approval. However, the pilot implementation should testtheapplicationsandcompatibilityandstabilityonbothnewandoldmachines.Thisis importantbecauseduringstate-wideroll-out,someSROswillhaveoldhardwareandsomewill have new hardware supplied by the SI. BeforethecommencementofAcceptanceTesting,theSIshallshowcasetheirreadinessforAT. The consultant along with nodal officers engages in a comprehensive system review & Acceptance Testingwithfunctionaluse-cases&predefinedATtemplates.Incaseofanyobservationmade duringtheAT,SIshallmakenecessarycorrectivemeasures&havenewversionrelease.Each version release shall have proper documentation to articulate the type of change made effect in the currentrelease.AftersuccessfulcompletionofPilotImplementation;thepilotlocationsshall continue to run the application till the date of Go-Live.Based on the learning from the Pilot implementation SI shall prepare a comprehensive application Roll-Out strategy.The SI shall Roll-outthe application based on approved Roll-Out strategy plan. The O&Mshallbereviewed&approvedbythePICbasedontherecommendationsfromthe consultant.The SI shall also provide demo of the Registration Application with voice-over detailing the various features,FAQ,livedemonstrationtofacilitatee-learningoftheendusers.Thisdemoshould adequately address the needs of both new users & others users with some doubts in the system. These informations may be added to all the modules and should be stored in the central server. All theofficestaffsshouldbeabletoaccessthevideosfromtheapplicationitselfasandwhen required.Anychangesimplementedinthesoftwaremodulesshouldalsobeupdatedand uploaded in the respective module demo video. 9iii.Data $igrationi.One time legacy data migration to proposed Database The historic data amounting since 1975 shall be effectively migrated. Major data migration includes - i. Index II data since 1975 which has approximately6 Cr records;ii. Scanned documents which have approximately 2.4 Cr records; and iii. Other smaller miscellaneous databases such as Index III, Index IV, Guideline register, list of local bodies, Chits with 22201 running chits, Firms with 7020 registered firms, Societies with 1,88,471 registrations, Hindu marriage with 4.22 lakhs records, etc. IndexIIdataandothertransactionaldatatablemigrationshouldbedoneensuringUnicode compatibility and it should support bilingual (English and Tamil) data entry. Data migration should beensuringminimumbusinessdowntimeforthedepartment.Also,pilotimplementationshould ensure all the relevant data migration is successfully completed. Scanned Images are captured in two tables Scanned index and flat file table and total size is 12TB.The different typesof data tables are also classified as below: a.Data from SRO Master tables, transactional tables such as index II, III & IV, Hindu Marriage & Tamil Nadu Marriage and Scanned images available in the SRO,The data from the SRO office alone to be migrated in the proposed system database and central database should not be used for migration.b.Data from DRO Master & Transactional tables of Firms, Chit & Society, etc. The data from the DRO office alone to be migrated in the proposed system database and central database should not be used for migration. c.Other database like Guideline, etc. Registration Department Tamil Nadu RFP for SI Selection Volume I '& The scope may also include data capture of few of essential fields that are not available in the legacy application. The SI shall comprehend the existing data structure & prepare and submit migration plan, clearly articulating the field level mapping between the legacy data & fields in the proposed system. SI shall ensure through fool-proof data migration strategy in order to achieve a 100% accuracy of data migration. The SI shall also engage in Data Cleansing if required before data migration in order to have seamless & hassle free operations. The quality of the data migrated shall be checked as per ISO standards and accuracy of the migrated data should be 100%.ii.Facilitate digitization by Registration Department/Designated Agency Responsible for porting of digitized data by Registration Department / Designated Agency into the proposed DB. For these offices, the SI would be required to take over the AMC for all the office hardware for which the contract expired. The SI shall however plan & supply the adequate software licenses w.r.t Database, Middleware & GUI required for the Registration Application. The SI should provide proper encryption in the databasetothestorethedatasafely.IncaseRegistrationApplicationistobedevelopedin Windowsbasedenvironmentthenalldesktops/PCsintheofficeswouldnotrequireany additional licenses to be installed in the desktops/PCs. All the servers shall be supplied with OS licensecoupledalongwithit.Desktopssuppliedtoregistrationdepartmentshouldallbe SYSmark rated. ii.Additional Support Infrastructure - DG Sets:The Registration Department is in the process of procuring DG sets for all its SROs. The SI is expected to maintain all the DG sets already procured by Department and should also procure DGsetsforalltheremainingSROsforwhichDGsetshavenotbeenprocuredbythe department.
