Remaining Services review/modify through the collaboration screen in DESKES and approve/send concurrence positions to DDESB

For “test plans,” DDESB signs approval memo, forwards to Services and attaches a copy to the DESKES record.

The Service Hazard Classifiers will advise the Chairman, DDESB within 30 days of receiving a FHC of their concurrence or non-concurrence. Failure to reply within 30 days indicates concurrence. The Chairman, DDESB will resolve non-concurrence. For hazard classification by the Not New or the 49 CFR 173.56(h) methods, Service Hazard Classifiers concurrence is not required.

The Service Hazard Classifier will forward a proposed test plan to the JHC for review, revision and approval. The other Service Hazard Classifiers will advise Chairman, DDESB within 45 days of receiving the test plan of their input. Failure to reply within 45 days indicates concurrence. The Chairman, DDESB, will issue an approval letter.

SDDC – The Surface Deployment and Distribution Command had established in a previous agreement as the single point of contact between DoD and DOT

USATCES – The US Army Technical Center for Explosives Safety maintains the DoD AE HC data in the JHCS and control of database access

JHC - The Joint Hazard Classifiers are comprised of members from the Army, Navy , Air Force and DDESB

JHCS – The Joint Hazard Classification System is the official DOD database of final hazard classification data for the military services' ammunition and explosives

Nightly, DOT automatically “files” by creating a record and providing a letter assigning EX number back through SDDC to DESKES/JHCS

In parallel, DOT’s EX letter is emailed upon generation to the Army hazard classifier

The Army hazard classifier conducts final review, adds any additional data and makes it a production record in the JHCS

SDDC Safety Net creates record and forwards to DOT automatically
