Sustainable StonesfieldWODC Planners were met by a crowd ofresidents when they arrived inStonesfield on 31 August. Over 60 peopleturned out to demonstrate theirobjection to the proposed developmentby CALA Homes. The entrance to the siteon Woodstock Road was thronged withvillagers waving banners and carryingplacards: ‘Respect the AONB’;‘CALAmity’; ‘Unsustainable!’.

Two representatives of SustainableStonesfield welcomed the planners andthanked them for taking the trouble tomake a second inspection of the site.

We have now heard that the planningcommittee won’t discuss any of the threeStonesfield sites – North Farm, CALA orPye Phase 2 – until November/December,when the Inspector should have reportedon the modified WODC Plan 2031.

Andy Crawford Memorial matchAs many of you will know, AndyCrawford was sadly taken from us in Mayof this year in tragic circumstances. Andywas a great friend of our football cluband played an integral part in theStonesfield INVINCIBLES side of season2002–03, who won the Witney & DistrictDivision 1 without losing a game. Andywas a hard, no-nonsense type of playerbut was always fair. In fact, he graced thefield that he tended with the utmost careand dedication. The quality of ourcurrent playing field for both footballand cricket is due in no small part toAndy’s skills and knowledge as agroundsman. which he shared freely withothers.

In honour of Andy’s life, friendship andunstinting dedication, the football clubwill be holding a memorial match onAndy’s playing field between aStonesfield Legends select and aWoodstock select on Sunday 29 October,where a collection will be taken anddonated to the charity ‘Oxford Mind’ inAndy’s Memory. The football club wouldbe delighted to see a large crowd inattendance to honour Andy’scontribution to sports in our village.

A personal viewI walked the Oxfordshire Way fromBlenheim to Stonesfield yesterday. Theview from this track is of conspicuous redand black roofs (William Buckland Way –Pye development). In my opinion, it isinexplicable that these inappropriatebuilding materials and house types havebeen permitted in the Cotswolds AONB,in Stonesfield. Will the houses bescreened by trees?

Many people were unaware of the scaleand design of the Pye estate until it wastoo late. If others (e.g. CALA) argue thatthis has established a precedent, theresponse should be ‘enough is enough’.

Developers appear to be treating thissmall village like a town, proposingurban anywhere-houses, with littlereference to vernacular styles, setting,landscape, or existing properties. Nor dothey meet actual local housing needs.There appears little care for the localcommunity, nor sensitivity to nearbyresidents whose quality of life is impactedby overdominant development.

Parish Council CALA & Pye DevelopmentsCALA Homes have submitted amendedplans to their application for sixty-eightunits off Woodstock Road. These can beviewed by going towww.westoxon.gov.uk and viewingPlanning Applications reference17/01670/FUL. There is no drop in thenumber of units and the buffer area hasbeen increased on the eastern boundary.A site visit was made at the end ofAugust and we do not yet have a datefor this application to come before thePlanning Committee. Negotiations areongoing between SPC, SustainableStonesfield and the Chief PlanningOfficer at WODC.

We have no more information relating tothe new Pye Homes Phase 2 scheme.

The North Farm development is unlikelyto receive permission in its current formand may involve a larger scheme toinclude affordable homes. This is stillvery much at the drawing-board stage.

Mobile Phone MastWe are awaiting approval of the planningapplication for the new position of themast.

Lights at Traffic Calming inWoodstock Road – Sign thePetitionMany of you will be aware that lightingis planned to accompany the new traffic-calming layout at the start of WoodstockRoad. Residents have indicated theirdismay at the introduction of lights tothe village in view of the strong feelingsexpressed in earlier consultations thatStonesfield should remain traffic lightfree. The reasons for this include:

• Villagers value their dark skies –especially residents interested inastronomy and wildlife.

• Villagers object to urbanisation – we arenot a suburb.

• Villagers object to the unacceptableaesthetic impact of street lights.

• Street lights are not needed and wouldbe an unnecessary waste of resources.

• Light pollution is too prevalent andshould be avoided where possible.

I have set up a petition to send to theParish Council. This can be accessedelectronically at https://sites.google.com/wychward.co.uk/traffic-calming-lights/home [1] or you can sign it at the villageshop.

I have written to the Parish Councilasking them to request the CountyCouncil to change the type of trafficcalming to a light-free style and alertingthem that a petition is to be expected. pull no punches in elaborating on theirviews regarding the strength ofopposition.

In my last report to the villages ofStonesfield ad Combe I stated myintention of proposing a moratorium ondevelopments within the AONB. This Ihave done with limited success. I havebeen assured that the application byCALA will not be put to the committeebefore the Inspector has commented onthe emerging Local Plan. This is expectedsometime in October. However, he hasindicated that he has taken note of theviews expressed by village representativesat the relevant consultation meeting. So,in a nutshell, there is some hope that thewishes of the majority of the village willbe given due weight.

The other planning application for landadjacent to North Farm is at present stillunder consideration by the applicant andthe final details are undetermined atpresent. You can be assured that when itdoes come up for determination, it willbe subjected to the same scrutiny as theCALA application. The same applies tothe ‘second phase’ application by PyeHomes for land below the currentdevelopment on Charity Farm.

As with all these speculative applicationsboth in our villages and elsewhere inWest Oxfordshire, I am exercised withdoubts as to the necessity for the hugedevelopment programme. I wonderwhere all the new prospective tenants arecoming from, whether the applicationsdo in fact service the need for housingwhich is suitable for first-time buyers,and where the newcomers will findemployment opportunities. Districtcouncils are subject to government edicts

regarding the levels of building neededby the country. I have to admit tomisgivings that these projections areeven close to the reality.

I think I have banged on enough to giveyou all some food for thought.

I apologise to residents in Combe forrelating this report to Stonesfield. Beassured that when Combe starts to figurein the planning/development proposals, Iwill concentrate my mind on Combe’sproblems with similar assiduity.

Council offers unemployed a homeand job under new schemeJobless people looking to learn a tradeand put a roof over their head at thesame time are being offered help byWODC. Councillors agreed a pilotversion of a Community Self-Help Projectwhich would see ‘hard to let’ largerproperties turned into sharedaccommodation for single under 35-year-olds, particularly those out of work. Theindividuals will work on transformingthe buildings into houses in multipleoccupation, learning new skills as they gobefore living in the property. Twoapprenticeships will also be madeavailable to those involved. Homesoperated by Cottsway HousingAssociation have already been identified.Having been approved by Cabinet, theproposal is subject to call-in by fullCouncil.

Changes to DIY Charging at HouseholdWaste Recycling CentresFrom Sunday 1 October, the charges forthe disposal of non-household waste arechanging to a small fixed fee of £1.50 peritem for most non-household or DIYitems. For further information go towww.oxfordshire.gov.uk/chargeablewaste

What is non-household waste? Non-household or DIY waste items aregenerally materials created from theconstruction, demolition, alteration orrepair of a home or garden. For example,sink, bath, kitchen unit, radiator, fencepanel, bag of soil or rubble etc. Theseitems are classified as construction waste,not household waste.

The disposal of these items is expensiveand a small charge is made to cover thecosts. Household Waste can still bedisposed of free of charge at any of thecounty’s Household Recycling Centres.

Remember from 1 October to use yournew blue top recycling wheelie bins!Recycling and garden waste will becollected every other week, alternatingwith the household waste bins. The oldblack box is to be used for glass bottlesand jars and will be collected on therecycling day. West Oxon District CouncilFirstly, I must thank all those villagerswho represented the views of Stonesfieldresidents on the occasion of the WODCsite visit by members of the UplandsPlanning Committee. It was good to seeso many with the official ‘CALAmity’banners and posters. It may have seemedas though the councillors wereindifferent to you all because of the verydistinct protocol surrounding suchoccasions. Let me say now that we onthe planning forum are very aware ofthe views and objections which attachparticularly to development proposalswithin the Cotswold Area ofOutstanding Natural Beauty. Thestrength of feeling apparent on thatmorning cannot but help to reinforcethe over 200 objections which Districthas received. Incidentally, it also makesmy task of introducing the applicationon your behalf so much easier. AlthoughI speak as only one of twelve councillorsresponsible for the eventual decision, thesitting member’s views do carry weight,especially if they are seconded by theother sitting member, Charles Cottrell-Dormer. Members of the villagecommunity will be speaking at theplanning meeting and, I am sure, will

Stonesfield LibrarySummer Reading Challenge 2017The awards ceremony for the SummerReading Challenge took place onWednesday 13 September at the VillageHall. The room was packed to burstingwith the participating children, theirfamilies and the Friends of StonesfieldLibrary.

This year’s theme was Animal Agents andchildren were asked to read six books oftheir choice over a period of six weeks,being rewarded at two-weekly intervalswith stickers for their record card. 41children completed the challenge andwere presented with a gold medal on aribbon (awarded Olympic-style) togetherwith an official named certificate. TonyScott, Chairman of the Friends, made aspeech and a group photo was takenoutside the Library to mark the occasion.

The path will allow accompaniedwheelchairs, pushchairs and others tohave access to this beautiful part of ourvillage – no more lifting over the stile –and all members of our Scout group cancontinue our activities in the woods andnext to the river. Next to the stiles oneither side of the field there will bespring-loaded gates too.

This month Cubs are working on theirScouting values, helping others anddoing a good turn every day, while alsomaking jam and working on our map-reading for our night hike in lateOctober. Scouts are planning and trainingfor their expedition challenge award inOctober, while Beavers are working ontheir tracking, firelighting and outdoorcooking skills.

We always welcome volunteers, whetherto help us with fundraising, to organisemeetings with the young people or tohelp out with admin., so do please get intouch via [email protected] you, or anyone you know, would liketo get involved.

Here are extracts from Anne Bishop’s talkon 13 September to members of theLunch Club:

It is because of the generosity ofvolunteers – a body of between 35 and40 people – that the Lunch Club has

existed for the last 20 years. The smallsteering committee (Jennifer Powell,Hazel Smith, and Wendy Collier weremembers) worked for a year settingthings up, along with Hilary Eaton,before the club opened in September1997. Mary Evins cooked each week,whilst a group of helpers gained theconfidence to take on the task. Othervolunteers eventually became DayOrganisers and so the tasks wereshared.

Over the years close on a hundredvillagers have come to the centre toenjoy the company of others, have achat and be spoiled one day a week bythe helpers, who have shownunfailing kindness and courtesy. Theyhave been brought to the centre andtaken home again by volunteers, whohave taken nothing but thanks inpayment.

In the background has been thecommittee, always working to keepthe show on the road: making rotas,remembering birthdays, keepingrecords, filling in returns, organisingactivities, managing the money,visiting prospective new members,filling in forms of one kind or anotherand seeking funding to keep thingsgoing (for this we are grateful toOCC). All this is something of whichthe village can be justly proud.

Stonesfield Gardening Club Our speaker in September was Chris Dayfrom Buckingham Nurseries; he gave anenthusiastic talk based on plants andbulbs he brought with him. He discussedthe merits of various types of bulbs and

Women’s InstituteAugust saw some friendly competitionamongst members with a tablecentrepiece competition. Members choseflowers and foliage from the varietyprovided. We were then given the samebases and amount of time to see whocould create the best one. There mayhave been more enthusiasm thanexpertise in some cases (my ownincluded) but there was a lovely display

of arrangements at the end of thenight.

September’s meeting was a challenge tobecome a choir for the night – more inthe next Slate. October will see us tryingsomething new, making chocolatetruffles. Visitors are welcome to join us.

Over 60s Darby & JoanIn September we met once again on thesecond Thursday. As always there was lotsof happy chatter as we arrived and foundour places. As we settled down memberswere pleased to hear that Kath hadphoned and left a message to thank usfor the card and flowers we had sent toher at her son’s home for her birthday. Itwas good to know she is progressing andbeing well looked after.

Before we had our Tea Party Juliepresented me with a card, some lovelyflowers and a gift from everybody forwhich I am truly grateful and I do say abig ‘Thank you’ to you all. Our club issmall compared to what it was but we arestill going and as I have said before, newfaces are always welcome. This year hasbeen a year of celebrations in many waysand so the cuppa and cake became a veryenjoyable afternoon tea. The ‘A’ Teamlooked after us well, even a secondcuppa. No need for supper tonight. Inmy mind I feel as if I was 21 all overagain and I have been really spoilt. As wewere finishing our Tea, ‘Michael’ whodelivers our tablets from Charlbury calledin to make a delivery, a reminder that itis the tablets that make a difference.Thank you Michael, it was good to seeyou.

Stonesfield Cricket ClubAutumn is here and sadly a super seasonis over. But I’m happy to report a goodfinish by both sides meant both easilystayed up in their respective divisions ofthe Oxfordshire Cricket Association, aterrific achievement again by our littleclub!

Since last month’s Slate, Sam Hibberd’s1st XI narrowly lost to league championsCharlbury, but then won a thriller vsYarnton & Cowley, before losing at homevs Wolvercote. In the final match Samtook a weakened side to 2nd placedFaringdon, and triumphed by asensational 66 runs. The ego of theopposition’s star players was apparentlysomewhat hurt and some over zealous'competitiveness’ resulted! 5th place (of8) was our final position, securing topflight cricket again for 2018.

I managed to lead the 2nd XI to a joint5th finish in Division 7. We were giftedthe points by Stanton Harcourt 2nds, thenlost at home to Eynsham 2nds. The teamthen responded with a sensational homevictory against Division 7 championsYarnton & Cowley 2nds, where youthbowlers Michael Franklin, RowanMoss &Josh Davies all excelled to take crucialwickets. Finally, we lost a nail-biter gameby 3 runs to 3rd placed Chesterton –despite an astonishing last man counter-attack by Tim Davies on debut!

Both Sam and myself now step down asrespective captains to allow fresh handsto take the reigns next year. Next month

I’ll report on our end of season awardsnight at the White Horse.

Stonesfield Football ClubSo, finally, after a gruelling pre-season ofgames in the sweltering summer heat(eh?) and arduous training sessions, ourbrave lads in The Firsts and Reserves havefinally kicked-off the new season in Divs1 & 4, respectively. The Firsts travelled toBampton United and plundered theirfirst three points in a 10-goal thriller(6–4) with Jordon Newman notching arare double. An entertaining start formanager Mike Phipps whose gung-ho,attacking style reaped dividends andreminds me of a quote from the late greatJock Stein’s attacking philosophy for thefamous Lisbon Lions: ‘If the oppositionscore 4 we’ll score 5!’ If it was goodenough for Big Jock and his Lisbon Lionsthen it’s good enough for me!

The Reserves under new management ofthe splendidly named Keith Laird andthe stalwart legend that is Darren Grantalso started off away from home, thistime at Ascott, and lost out in a 5-goalthriller where Mick Phipps abandonedhis zimmer frame to create history bybecoming the oldest person (at almost102 years old) to score for Stonesfield.

The regular reader will be aware that eachof these monthly reports normally endswith The Fredo Award. The Fredo is asmall lump of quality chocolate in theshape of a frog and is much coveted by

all our players as THE monthly accoladeand is keenly contested. You’d expectthat this first of the season might havegone to old-man Phipps for hisdedication to duty. It may be a tad harshon poor old Mick, but, as is often thecase, this month’s Fredo is a joint award,to our most distant supporters Tony andSally Vaux, previously of this parish whonow hail from Caldbeck in sunnyCumbria and receive the Slate by post;your kind words of praise in May’sedition were much appreciated. Nexttime you are visiting the village yourjoint award can be collected at the bar inthe sports and social club!

Before I get into my subject for thismonth can I thank you all for yourgenerosity with regard to the Gift Days atStonesfield and Combe. It is very heart-warming to me and the respectivecongregations that you value the ParishChurches and their upkeep. It is a joy tohave such wonderful buildings toworship in and I am sure that the nextgeneration, as they come to use them fortheir weddings, baptisms and their sayinggoodbyes to loved ones, will appreciateour commitment in our day.

So do you like autumn? Are you ready toput away your summer clothes and get

out your woolly sweaters and warmcoats? I do. I love to crunch around andfeel the crispness underfoot. To lookforward to Remembrance and to thecelebrations at the end of the year.

It always seems to me that it gets morefamily-orientated towards the end of theyear as we plan our get-togethers aroundhot meals and warm fires. I hope it willbe a blessed time for you through the lastquarter of the year.

What I love about the church year is thatwe always have something to jointogether for. We have the differentcolours on the font of the CommunionTable and Lecterns. Of course in the olddays the dressing of the church was morevital than now. Folks did not have asmany ways to tell the time through theday and the seasons through the year.One of the indicators was the coloursthat the church was dressed in. Purple forLent and Advent. Gold for Easter and Redfor Saints days. Green for the time we are

Stonesfield Methodist ChurchThe days are growing shorter, thetemperatures are dropping and the treesare beginning to clothe themselves withthe rich hues of autumn. We move into atime celebrating the goodness of Godthrough the harvest. No doubt you arelooking forward to harvest festival withthe wonderful smell of produce fillingthe church, the sight of the colourfuldisplay and the sound of the familiarharvest hymns being sung.

How hard it is, in the modern westernworld, to remember a time when a goodharvest signalled not only prosperity inthe coming days, but perhaps the verysurvival of a community.

Of course, as we celebrate harvest festivalacross the Circuit, we are surely mindfulof the devastation caused across theCaribbean with the destruction of homes,farms, businesses, not to mention injuryand loss of life. Please remember ourbrothers and sisters in Christ in yourprayers.
