    Your editor has just returned from afive-week tour of Australia in which he wasable to find out what is happening in educa-tion "Down Under." As most of my readersknow, we have been told by the promotersand purveyors of Whole Language, that this"new" reading instruction program wasdeveloped in Australia and New Zealandwhere it has proven to be enormously sue-cessfuL

    The truth is quite the opposite. Whole

    Language is doing to literacy in Australiawhat it is doing to literacy in America. Ofcourse, Whole Language is not really new. Itis the latest adaptation of the whole-word,look-say,sightreadingmethod which teacheschildren to read English as if it were Chinese,an ideographic writing system. We nowknow that imposing an ideographic teach-ing technique on an alphabetic writing sys-tem can cause reading disability.

    The good people who brought me toAustralia are as aware of this as we are in theUnited States. Thus, the three seminars Igave on teaching intensive phonics in Ade-laide, Sydney, and Queensland were wellattended and very well received by the par-

    ents, home schoolers, and Christian schoolteachers who attended them.

    What follows are reports in the Austra-lian press about the reading problem in thatcountry and the falling academic standardscaused by the decline in literacy skills. Dur-ing my visit I asked my hosts if they couldprovide me with documentary evidence ofthe educational problems plaguing Austra-lia. Out of their files came a plethora ofclippings from newspapers that graphically

    told the same tragic stories of declining liter-acy that routinely appear in U.S. newspa-pers. The stories will sound very familiar toAmerican readers. (The stories are repro-duced with original Australian punctuation):

    Falling standards 'a scandal'

    The dramatic decline in the standard of Austra-lian schools since World War II was scandalous, asenior academic said yesterday.

    the Australian economy and its international per-fonnance was a direct result of poor quality teacher-training institutions.

    "Teacher-training institutions have becomeobsessed with bad theory at the expense of goodpractice," Prof Chipman said.

    National monitoring of education standardsneeded to be reintroduced and educators had tomake research and data collection more accessible.

    Queensland had no senior external exams.The Queensland Teachers Union acting presi-

    dent, Mr Shane Groth, said there was an ideologicalgulf between Prof Chipman and the union.

    "He is harking back to a golden age when therewasn't a golden age," Mr Groth said.

    "There is no imperial [sic] evidence to showstandards are declining.

    '1t depends what you mean by standards: ifyou isolate grammar and tables, they might not be asgood. We argue that students now have a muchwider array of skills than students of other eras."

    External exams could only test mechanics, notquality, Mr Groth said.

    There was nothing wrong with competition ineducation but it could be discouraging for some stu-dents and a balance needed to be struck, he said.

    Prof Chipman cited the 1989 Australian Annyentrance exam .: a basic grade four test", in which 12

    percent of males and 4 percent of females holdingyear 10 and 12 certificates failed.In a comparison of 1974 and 1984:Monash University British history student es-

    says in 1984had significantly more spelling and gram-matical mistakes than in 1974.

    Studies showed the "assumed vocabulary" fromsecondary school text books had declined by 500words since 1945 and the assumed vocabulary forprimary school students was half of that of the 1920s.

    "Yet there have never been more newspapers,magazines and books." Prof Chipman said.

    "The consensus is that the universal level is

    declining."Prof Chipman said modem educators placed

    too much value on self-esteem and the child's feelingsat the expense of healthy competition .. ..

    Schools blamed for illiteracy of army recruits

    Canberra: Federal Defence Science and Person-nel Minister Gordon Bilney has defended the caliberofanny recruits and blamed illiteracy problems amongwould-be soldiers on the education system.

    Army enlistment officers revealed this weekthat the number of potential recruits under 21 beingrejected because of poor literacy and comprehensionskills had risen 150 per cent in the past five years.

    Almost 12 per cent of men and 8 per cent ofwomen failed the "trainability" tests.

    Director of anny recruiting Colonel Bernie Sul-livan said the tests were aimed at Year 9 level stu-dents but candidates with Year 12 certificates had

    failed.Mr Bilney told ABC Radio's AM program that

    illiteracy affected up to 15 per cent of Australia'spopulation and was not confined to anny recruits.

    He understood the literacy and comprehensiontests were not difficult.

    "But I think everyone would understand thatwhen you're going to be driving some very expensivepieces of equipment or handling really quite compli-cated exercises on which people's lives depend, thenyou really need to be able to follow a safety manual orbe able to understand instructions," he said .. ..

    'We are anxious to get people in who are other-wise bright but do have a literacy problem," he said.

    Colonel Sullivan said most potential recruitscould answer initial questions like: "The man has acup: What does the man have?"

    lilt's the more complex questions that follow inthe test themselves that actually undoes them," hesaid ....

    The anny was also having trouble attractingrecrui ts to take on technical training in the electronicstrades in particular.

    "I think, quite bluntly, too many kids are takingthe easy options at school and they're not getting

    stuck into the more difficult mathematics, physics,chemistry subjects," Colonel Sullivan said.

    More than one in 10 adults in Australia havetrouble with basic reading and writing, a nationalconference on literacy development and industrialproductivity heard yesterday.

    The president of the ACTU [Australian Councilof Trade Unions], Mr Martin Ferguson, told the Mel-bourne literacy and industry conference tha t more

    than one million adult Australians were unable toread a simple sentence in English, understand simpletelephone dialing instructions, fill out basic applica-tion forms or follow instructions for medication orproduct use.

    More than half a million of those adults hadEnglish as their first language.

    The conference, part of International LiteracyYear, was designed to examine the practical problemsrelating to literacy in the workplace and solutions tothe problems .... The Federal Minister for Resources,Mr Griffiths, said it was estimated that a lack offunctional literacy cost Australia at least $3.2 billioneach year in reduced productivity because of theadditional time taken to communicate instructions.

    He said workplace literacy required action bygovernment, management, unions and individuals.It was in the employer sinterests that their skilled andsemi -skilled employees had access to appropriate lit-eracy training.

    Fury Over Illiterate Students

    Thousands ofstudents leaving school to take uptechnical college courses are so illiterate they cannotread their own textbooks, according to an alarmingnew survey.

    The problem is so widespread that specialremedial classes in English and mathematics willhave to be set up in every college in the State to enableapprentices and other students to continue with theircourses.

    NSW Education Minister Terry Metherell saidyesterday a survey of colleges indicated that 10to 15per cent of all trade and general studies students haddeficiencies in literacy and numeracy.

    "That's the equivalent of up to 10,000 studentswho are lacking in the basic skills," he said.

    "These people may not be illiterate but some donot have the basic level of English needed to under-take a trade course.

    "They cannot read some of the basic informa-tion in their trade manuals or interpret simple mathe-

    matical work."These figures demonstrate what everyone has

    feared for a long time - that a large number ofstudents are falling through the safety net which issupposed to catch poor performers.

    "The scale of the problem has alarmed collegeteachers."

    Dr Metherell, angered by the survey's results,said some of the worst illiterates were picked up assoon as they sat for college admission tests or tried tofill in enrollment forms.

    Others were detected in the first few hours ofclass when it was clear they could not follow theirlectures or textbooks.

    Intensive remedial classes, running for 10 to 12weeks, will now be held at all colleges to bring stu-dents up to the standard required to enable them tocomplete their studies.

    Dr Metherell said the problem seemed to bemost severe among those who left school early topursue trades - rather than Higher School Certifi-cate students.

    In a bid to ease the crisis, children as young aseight will undergo special literacy and numeracytests in Government schools next year.

    A sample of Year 3 students will be tested inEnglish, mathematics and basic reasoning during thesecond term.

    All Year 6 pupils will then be tested in literacyand numeracy in the third term to give parents arealistic idea of school standards.

    Regular tests for Year 10 students will be inplace by 1990.

    If the results are poor, the State Governmentwill have to require teachers to put more emphasis oncore subjects.

    And urgent remedial1essons will be arrangedfor those with unsatisfactory results.

    College illiteracy 'alarming'

    Queensland needed 10 times more literacyexperts than were available to deal with the alarmingnumber ofcollege students with literacy problems, anadult literacy officer said yesterday.

    Mr Ian Falk, a state vocational literacy officerwith the Employment, Vocational and Further Edu-cation and Training Bureau, said currently 40 re-gional officers specializing in literacy problems wereemployed by the Employment, Training and Indus-

    trial Relations Department."In order to serve the number of people in need

    of literacy help in colleges we need 10 times thatnumber," Mr Falk said.

    "To address the problem in the workplace, weneed at least double that number again."

    Mr Falk said that in the past three years growingawareness of the extent of the illiteracy problem inQueensland TAPE [Technical and Further Education]colleges and in the workplace had led to vast im-provements in available resources.

    Three years ago 10 regional literacy officerswere employed by the department, doubling theprevious number of officers.

    "We now have 40, which is five times as many asthree years ago, and that indicates a growing aware-ness of the problem," he said.

    "The difficulty is knowing the magnitude of theproblem because the people who need our help arethe people who have not yet come to us for help."

    He said the extent of the problem was beingrealized as more industries underwent award re-structuring and employees were being required toshow proficiency in various skills, including commu-nication and literacy, in order to be promoted.

    "There are people who simply cannot followwritten instructions, or understand emergency andhealth signs because they cannot read them or do notunderstand them."

    The Australian Council of Trade Unions hasestimated that workplace illiteracy costs Australia$6.8billion a year. The Queensland Council forAdult

    Literacy president, Ms Jenny Farmer, said a 1989study of the general population showed that 48 per-cent could not interpret dosage instructions on amedicine label, 73 percent could not understand anewspaper report on technology, 31 percent couldnot use the Telecom Yellow Pages, and 57 percentcould not work out a 10percent surcharge on a menu.

    "Adult illiteracy is a very serious problem thathas to be addressed as a matter of priority."

    She said more experts were needed to helpstudents at college level attain competent literacyskills before they joined the workforce and added tothe growing number of employees in need of help.

    Problems with 3 Rs worsening, say teachers

    Years of neglect of primary schools by Federaland State Governments have led to increasing liter-

    acy and numeracyproblems in the classroom, accord-ing to the Australian Teachers' Federation.

    In a submission presented to the Common-wealth Schools Commission's Basic Learning in Pri-mary Schools program this week, the federation saysthat primary schools in this country are not well re-sourced in world terms: class sizes, for example, areconsidered larger than those in other industrializednations ....

    The federation also says that there is little or noprovision for primary school teachers in Australia totake time offto improve their skills or prepare classes,that migrant education programs are poor, and thatthere is an urgent need to upgrade the teaching ofmathematics in primary schools.

    While the federation admits that these deficien-cies have led to literacy and numeracy problems inmany primary schools, it rejects any suggestion thatoverall standards have declined in recent years.

    "The bogus argument that standards are declin-ing and that schools have 'failed' to do their job are adangerous and counterproductive diversion fromthe need to formulate and implement policies thatwill assist the underachievers," it says.

    The federation says that it would support theuse of school-based diagnostic tests to measure theskills of individual students.

    It would, however, strongly oppose the intro-duction of some form of uniform, nation-wide liter-acy and numeracy testing of primary students, espe-cially if the results of such tests are used to streamchildren into top and bottom classes, to compare one

    school (or one geographical area) against another, orfor credential purposes."The educational argument against standard-

    ized testing has a philosophical, social and adminis-trativeaspect-a test reduces complex human knowl-edge and potential, and the educational outcomes ofschooling, to a simple number that is used for com-parison with other numbers," it says .. ..

    The federation would also reject any proposalsto introduce teacher testing or evaluation measures,since "mechanisms already exist to determine theprofessional competence of teachers".

    The federation recommends that more money

    be spent on primary education to enable smallerclasses, with greater individual teacher attention forparticular students.

    It has also called for more relief time from face-to-face teaching, to give teachers more time to pre-pare classes, and seeks more leave to enable teachersto attend training and development courses.

    Federation is that country's equivalent: of theNational Education Association. As thereader must have noticed, the ATF's solu-tion to declining literacy and numeracy stan-dards is not to blame them on faulty teachingmethods but on large class size. More moneywill solve the problem!

    As for national testing, the Australiangovernment is planning its own version ofour NAEP, with ATF voicing the same objec-tions as the NEA. And, of course, neither theATF nor the NEA favor teacher testing.

    The similarity of the education crises inthe two countries is quite uncanny. The Aus-tralians use a slightly different vocabulary,but the ideas are virtually identical.

    Three Rs spell bad news for army recruits

    The Australian Army is battling a major prob-lem with new recruits - the three Rs.

    Poor literacy levels of aspiring soldiers wereblamed yesterday for the increasing incidence of fail-ure in the army's entrance test, comparable to grade

    four standard.An anny enlistment officer, Major John Dodd,

    said yesterday that in 1985 4.3 per cent of male appli-cants and 4.03 per cent of female applicants failed thetest.

    He said the test for general enlistees includedquestions such as "The black dog crossed the road.What coloris the dog?" and "The man has abox, Whatdoes he have?"

    By 1989, and although the standard of the testhad not changed, the failure rate had jumped to 11.75per cent of men and 7.74 per cent of womenwantingto join up.

    Major Dodd said the high failure rate was"disturbing", particularly because the majority ofapplicants were school leavers under 21, most ofwhom had reached Year 10 and some who had com-pleted Year 12....

    Major Dodd said he did not believe there was a"lower standard" of applicant seeking a militarycareer.

    Instead, he attributed the trend tolower" educa-

    tional standards and motivation in schools".

    Alan stands up for the army of illiterates

    Truck-driver Alan Coombs goes through hellevery time he walks up to the counter of a govern-ment department, council or bank and has to ask theclerk to fill out a form for him.

    All because he can't read or write. He is one ofan army of one million adult illiterates in Australia.

    Mr Coombs (not his real name) decided thisweek to fight back-by launching a one-man cam-paign to get communi ty services provided for illi ter-ates.

    Mr Coombs, 26, says that he has lost $20,000because of his disability when he got into debt be-cause he could not read flat leases or credit card rules.

    "There are a lot of illiterate kids coming out ofschools inNSW today and they will be ripped off toobecause no-one wants to help us and because we canso easily be taken for a ride, especially by people whowrongly tell us what is in documents," he said.

    His decision to fight back followed two upset-ting experiences on Monday - at the Motor Trans-port Department in the city when he went to apply fora licence to replace his lost one - and later that day atthe Town Hall when he had to apply for a parkingpermit.

    "Clerks treat you like dirt and they try to makeyou take the form home and get someone else to fill itout," he said.

    He changed his bank three times because thecounter clerks treated him so badly and now bankswith the State Bank.

    ''They're absolutely wonderful- they take mypassbook from me when I come in and fill out formsfor me without my having to ask, because they musthave it on their computer that I can't read or write."

    An intelligent man with a wide vocabulary, he

    had a bad start in school near Windsor and neverrecovered. He used to be put out to do gardening ormade to sit in a class with other slow-learners and ''1didn't learn anything about reading and writing in 12years education."

    He thinks he may have suffered brain damageduring birth. He has been to seminars and classes foradult literacy but they have not helped him to read orwrite.

    can tell the signs by their special features, colours orletters such as P for parking zone.

    "And Iget someone to write down a street namefor me and Igo through the map and match it up withthe same letters there. It takes me 15 minutes some-times to find a street, but I always do it."

    Ms Kitty Knight, adult literacy coordinator forthe eastern metropolitan area, said yesterday thatadult illiterates had a very tough time, "especially asthe literacy demands of the bureaucracy are increas-ing all the time."

    She said that illiterates she had helped in classesat Randwick Technical College ranged from archi-tects to hairdressers and tradespeople.

    "Life is often very hard for them and they haveto get very cunning to hide their problem from oth-ers."

    Comment: So, even in Australia youcan spend 12 years in school and come outnot knowing how to read or write. Mr.Coombs thinks he may have suffered braindamage during birth, which, he believes,may account forwhy the adult literacy coursehe took didn't work. But I examined some ofthose adult literacy programs while in Aus-tralia and found them to be as miserably badas the whole-word reading instruction whichoriginally caused Mr. Coombs' disability.

    Of course, Prof. Ken Goodman, ourown whole-language guru, might claim thatAlan Coombs is perfectly "literate" becausehe is adept at using all sorts of "strategies" toderive "meaning" from print. After all, that'show whole-language people define literacy.But the strategies fall flat on their collectivefaces when Mr. Coombs must fill in formswith no picture clues, no context clues, and

    no syntactic or semantic clues. Not eveninvented spelling will save him there. WhatMr. Coombs needs is a simple intensive,systematic phonics reading program. Butthe chances of his finding one in Australiaare practically nil. The reading establish-ment in Australia is as hostile to intensive,systematic phonics as is its counterpart inthe U.S.

    Spelling tests in schools to end

    Spelling tests are tobe abolished inNSW schoolsby 1990 with the introduction of a new method ofteaching.

    Traditional verbal and written tests are to bephased out and replaced by a more holistic approach,primary school teacher Mr Max Green said yesterday.

    Mr Green, head of Balarang Primary School onthe NSW south coast, has been researching the newspelling curriculum that will be phased in from 1988,before being made mandatory in 1990.

    Mr Green, who was attending the AustralianConference on Language and Learning in Sydney,which ended yesterday, said the new method aimedto take the competition aspect out oflearning to spell.

    This aspect often promoted feelings of inferior-ity and depression.

    'We encourage children to do a lot of readingand writing, so that they become familiar with words,"he said.

    To correct the words the children were en-couraged either to go to a dictionary or book, or elsetry to identify the error by writing the word down afew times.

    The new curriculum was written by Ms Rhonda

    Jenkins, a language consultant from the NSW Depart-ment of Education.

    Bosses act to halt decline in spelling

    The NSW Chamber of Commerce may soon beforced to issue its own certificates assuring employersthat schoolleavers applying for jobs know how to

    spell. It would be used by job seekers with - orinstead of -school assessments.

    And Chamber executive director David Abbasaid today it might not be long before job advertise-ments specify: "Must be able to spell."

    Mr Abba said the proposed certificates, whichwould also cover proficiency in typing and otherskills, might be necessary because bosses could not besure school, or even university graduates, were

    competent in the three Rs.The uproar over spelling began when it was

    revealed the Education Department will scrap stan-dardized spelling tests in September and introducethe Writing K-12 system in primary schools.

    The Education Department has denied aban-doning the teaching of spelling and argued that the

    new syllabus would improve spelling by encourag-ing children to master the words they use and need.

    Opposition Leader Nick Greiner pledged acoalition government to introduce tests in spelling,grammar and mathematics at the end of Years three,six and 10.

    The system adds up to a failure: solicitors

    Two prominent Sydney solicitors have brandedthe NSW education system a farce after most youngjob candidates for a position at their firm could notcorrectly spell 10words.

    The solicitors, Henry Grech and David Banner-man, have slammed the system for not teaching stu-dents the basics of spelling and writing ....

    "There must be something the matter withour schools when they are turning out people whosimply cannot spell every day words."

    The Blacktown solicitors said they wereembarrassed and angry after studying 40 applica-tions from school leavers for a position as a juniorwith their finn.

    Part of the interview included a spelling testwith words such as urgent, mortgage, solicitor, con-tract and believe.

    Bad education system 'brings economic doom'

    The nation's education system has been stronglyattacked as a recipe for lower living standards and

    long-term economic damage.The corporate general manager, technology anddevelopment of BHP, Mr Peter Laver, told an Austra-lian Academy of Science national forum in Canberrathe educational shift away from excellence towardscomfortable mediocrity was a prescription for con-tinuing economic decline.

    There were few more critical issues facing in-dustry today, because its employees needed to per-

    form better if it were to become internationally com-petitive, he said.

    There was a strong perception among employ-ers that the present education system was meetingneither present nor future need .. ..

    A recent community literacy survey had re-vealed a "startlingly high" level of incapacity to per-

    form simple tasks requiring basic cognitive literacyand numeracy skills."This result is a damning indictment of the

    school system in Australia, and a burden that must beaccepted by industry," Mr Laver said.

    "The consequence of this literacy problem isthat industry training resources are being wasted,teaching employees things they should have learnedat school." ...

    Mr Laver said employers could not sit back andcriticize unless they were prepared to do somethingabout the system.

    This included: feeding back to the education

    system details on the skills of recruits; communicat-ing their requirements more clearly to teachers; en-couraging greater exchanges and visits betweenbusiness and educators.

    It was a cardinal rule of business to supply whatthe customer wanted: the education industry had notfully accepted the need to understand its market.

    The chairman of the Australian Science andTechnology Councils (ASTEC), Professor Ray Mar-tin, said he was deeply concerned at the barrier thatseemed to exist between schools and the real world.

    "The teaching profession iscrucial because theytalk to our children and give them their perception ofwhat industry is all about," he said.

    "Unfortunately schoolleavers these days seemto have a pretty poor image of business, and almost noconcept of its role in generating a healthy economy forAustralia.

    "But the teachers also argued that business seesthings too narrowly, and that education isabout otherthings as welL"

    A schoolteacher has been suspended after giv-ing her students explicit instructions on how tomurder.

    The female science teacher gave her class ofabout 30teenagers graphic demonstrations of how togarrotte and inject a fatal air bubble into the blood-

    stream.Frightened students in the Year 10class ran out

    of the room and reported the teacher to the headscience teacher at Riverstone High in Sydney's west.

    NSW Education Department officials investi-gating the incident say the teacher, Ms AmandaCarver, was suffering personal problems.

    ButMs Carver said in an interview last night shehad demonstrated the murder methods to get stu-dents' attention before explaining the dangers ofstress.

    "So as part of that Istarted talking to them abouthow frail the human body is and how easily it's dam-aged," she said.

    "Nothing of what I said to them could have beenused to damage themselves."

    The incident came to light yesterday when astudent's mother rang a radio station to complainabout the lesson.

    "She put a kid on a seat and had a syringe in her

    hand with aneedle initand showed him (the student)that if you put that into your vein and shoot air into

    the vein it will kill you," she said."She got another kid and had a piece of string

    with two pencils and put it up to his throat and saidif you put it in a certain spot it will kill you."

    Ms Carver has been sent on sick leave andsuspended until the incident is investigated, NSWEducation Minister, Virginia Chadwick, said yester-day.

    Counselors have been made available to stu-dents who saw the lesson.

    of system maintenance."Of course, our educationists do not usethe word socialism; they prefer the phrase"democratic governance." But it all meansthe same. Socialism may be crumbling inEastern Europe and elsewhere but it is aliveand well within the education establishment.The educators seem to think that they canmake socialism work because they're smarterand more sophisticated than the Russians orChinese or Ethiopians. But socialism will

    never work because it is based on a misread-ing of human nature. Socialists believe thatevil is caused by capitalism, individualismand religion. And so.their aim is to get rid ofall three.

    But what they ignore is that evil is causedby man's sinful nature, and no matter whatkind of society you have, you cannot escapethat basic fact. And that is why none of thesocialist experiments of the past 75 yearshave worked. And that is why the plans ofthe Fabian Socialists throughout the Englishspeaking world are doomed to failure.

    In fact, socialism itself is a manifesta tionof man's sinful nature in that it reflects man'sintellectual pride and arrogance and the 1ustfor power over others. The behavioral psy-chologists have worked long and hard tocreate assessment tests and remedial pro-grams to manipulate and control children.They.must gain great satisfaction in thinking

    that they have developed the means of chang-ing the behavior of millions of young peopleby weaning them away from traditionalvalues. But what they've produced are mil-lions of children whose moral confusion androotlessness is creating social anarchy andemotional chaos.
