    Subject:ImpactofFY2013SequestraonOrderonNSFAwards

    As you may know, since passage of the American Taxpayer Relief Act of 2012, the President has been working with Congress to reach agreement on a balanced deficit reducon plan. If an agreement is not reached by the end of this month, the President will be required to issue an order on March 1, 2013 that will implement acrosstheboard spending cuts known as sequestraon. As a result of this expected sequestraon order, the Fiscal Year (FY) 2013 appropriaons of the Naonal Science Foundaon (NSF) will be reduced by 5 percent. We intend to make the necessary FY 2013 reducons with as lile disrupon as possible to established commitments, and are using the following set of core principles to guide our sequestraon planning acvies:

    Protect commitments to NSFs core mission and maintain exisng awards; Protect the NSF workforce; and Protect STEM human capital development programs.

    By adhering to these core principles and the governmentwide guidance issued by the Oce of Management and Budget (OMB), Memorandum 1303,PlanningforUncertaintywithRespecttoFiscalYear2013BudgetaryResources, we expect to be able to accommodate the sequestraon reducons in ways that minimize, to the extent possible, the impact on our mission, both short and longterm. Because the sequestraon order takes eect at midyear, its impact is somewhat greater than might otherwise be the case. At NSF, the major impact of sequestraon will be seen in reducons to the number of new research grants and cooperave agreements awarded in FY 2013. We ancipate that the total number of new research grants will be reduced by approximately 1,000. In keeping with the first core principle listed above, and to assure connuity and minimize disrupon of scienfic research, all connuing grant increments in FY 2013 will be awarded, as scheduled, and there will be no impact on exisng NSF standard grants. The same intent applies to annual increments for cooperave agreements, though overall funding constraints may require reducons to certain major investments. These will be handled on a casebycase basis. It is also important to advise you that the Foundaon is currently operang under a Connuing Resoluon (CR) that will expire on March 27, 2013. Once NSF has appropriaons in place beyond March 27th, we will revise this noce as necessary.

    3.NewsGrantsontheGrandCelebraonOn the evening of March 21, 2013, Grand Valleys Principal Invesgators came together for a celebraon of their grantrelated accomplishments. PIs heard from President Tom Haas, Provost Gayle Davis, the Oce of Sponsored Programs Director Chrisne Chamberlain, as well as Vice Provost for Research Administraon Robert Smart, on the importance of research and scholarship at GVSU. We at OSP want to thank those who aended once more for their hard work and dedicaon to research and scholarship, and we want to thank those who could not aend as well with the hope that they will be able to come to the celebraon next year. OSP will be mailing copies of the abstract booklet to all PIs in the near future, not only to publicize the accomplishments of our PIs, but in the hope that collaboraons may arise across department borders. We congratulate you again and look forward to working with you all in the future! OSP

    ChangestoGrants.govandHowitAectsCayuse424Users Since January 30, 2013, NSF's Research.gov has been unable to support the new Grants.gov submission endpoint in order to handle large submissions (similar to NIH Complex Mechanisms). Cayuse424 will maintain the ability to create and submit NSF proposals, but for the me being, they will need to be submied using NSF's funding opportunity announcements posted to Grants.gov. We ancipate there will be small dierences in the submission process, such as receiving a Grants.gov tracking number instead of a Research.gov tracking number. Your proposal may also take longer to appear in FastLane when subming through Grants.gov. In 2010 Evisions (then Cayuse) was proud to be the first vendor partner that integrated with NSF's Research.gov. We expect the loss of Research.gov support to be a temporary situaon, possibly lasng unl the end of 2013. Evisions will reestablish the ability to submit directly to Research.gov as soon as NSF has developed support for the new endpoint.

    5.GrantsResourceCenterNewsCSRSuggestsWaysNIHCouldHelpApplicantsStayCompeve,fromGrantWeek,March25,2013 The Naonal Instutes of Health (NIHs) most recent issue of Peer Review Notes suggested strategies for helping applicants with historically low funding rates compete for support. Peer Review Notes is a quarterly publicaon from the NIH Center for Scienfic Review (CSRs) Advisory Council. Three of the most important suggesons to NIH follow: Treat all applicaons as new so reviewers can focus on merit and rather than examine the applicaon in

    light of the previous submission. The Council also suggested that NIH not limit the number of resubmissions (currently only one) but rather pilot an unlimited R01 submission process with no more than two research project grant applicaons in any year. Follow the A2 Discussion on the NIH Oce of Extramural Researchs Website.

    Encourage more NIH instutes and centers (ICs) to allow invesgators to respond to reviews prior to Council consideraon so very promising applicaons that might slip through the system could be idenfied. Principal invesgators (PIs) would be asked to provide a response to their reviews. IC program sta would submit these comments and applicaons to their Councils, which provide the second level of peer review.

    Enhance communicaons with PIs so study secons and NIH program sta would communicate more eecvely informaon about the applicaons that are unlikely to be successful or, alternavely, are of potenal interest. See addional details about the suggeson for reviewers to make beer use of the "addional comments to applicant" box.

    CSR publishes PeerReviewNotes to inform NIH reviewers, sta and others of news related to grant applicaon review policies, procedures and plans. To subscribe, see Peer Review Notes Cybersecurity,ITResearchBillsAdvanceinHouse,fromMarch As Congressional Quarterly has reported, the House Science, Space and Technology Commiee approved, in separate voice votes, two measures on cybersecurity and informaon technology research and development during the week of March 11, 2013.. One measure (HR 756) would require strategic plans for cybersecurity research and development across federal agencies, and authorize research at the Naonal Science Foundaon and Naonal Instute for Standards and Technology. A second bill (HR 967) would require agencies in the Networking and Informaon Technology Research and Development Program to develop and update a strategic plan. The measures cybersecurity provisions include authorizing agencies to support research on prevenng and detecng threats to computerbased systems.

NIDASeeksResearchonMarijuanaLegalizaonImpact,fromGrantWeek,March11,2013 The Naonal Instutes of Health (NIH) Naonal Instute on Drug Abuse (NIDA) is inving administrave supplement requests to allow current NIDA awardees to study the social, behavioral, and public health impacts of recent U.S. marijuana legalizaon laws and policies. The tradional grant mechanisms R01, R03, and R21 are eligible, and the Academic Research Enhancement Award, or R15, is as well. ApplicaonsareduebyMay31,2013. The research proposed must be within the original scope of the NIDA parent grant and must contribute to a greater understanding of the implicaons of marijuana legalizaon laws and policies on atudes, substance use, misuse, dependence, disorder, related health outcomes, such as HIV risk behaviors, and other risk behaviors such as drugged driving. Administrave supplements can be used to cover cost increases that are associated with achieving certain new research objecves related to eects of the shiing marijuana policy environment as long as they remain within the original scope of the project. Applicaon budgets are limited $250,000 in direct costs, and NIDA intends to commit a total of $2 million in FY 13. Applicants are strongly encouraged to discuss their proposed supplement project with the NIDA program ocial of the parent grant prior to submission in order to ensure that the supplement content area fits with the scienfic priories within the scope of the parent grant, the budget is appropriate, and there is enough me le on the parent grant. Now colleges and universies are reanalyzing the level of federal grant support they can expect. This all coincides with the State Higher Educaon Execuve Ocers (SHEEO) associaons analysis of FY 12 data on state and local funding, tuion revenue, and enrollment trends for public higher educaon. The report is intended to complement the longstanding Grapevine survey on state tax support for higher educaon, including general fund appropriaons for universies, colleges, community colleges, and state higher educaon agencies. KnightOersNearly$10MillionMoreforLocalJournalism,fromGrantWeek,February25,2013 The Knight Foundaon recently announced its intenon to add another $9.5 million in matching funds to boost local newsgathering and informaon access under the Knight Community Informaon Challenge. This is an opportunity for colleges and universies to partner with community foundaons, which are the only eligible applicants. The Knight foundaon has been a leader in supporng journalists and news outlets as they posion themselves to address challenges and take advantage of big data, mulmedia, and open access iniaves across sectors. The Knight Digital Media Center provides journalist training and resources, and the Knight Community Informaon Challenge has already invested some $24 million in matching grants to local foundaons. This funding is a direct response to the trials news organizaons and other informaon outlets have faced in adapng to the fastchanging digital landscape, especially at the local level, where personnel, infrastructure, and financial struggles are more frequently resulng in consolidaon and cancellaon of the local reporng on which communies depend. The informaon challenge seeks projects that will help fill community informaon needs, foster community engagement, and help residents parcipate in the creaon and sharing of news and informaon.
