Compensation and Benefits The City of Anaheim offers a competitive compensation and benefits program. The salary range for this position is $104,675 - $143,928 annually, dependent on qualifications. Retirement – CalPERS 2.7% @ 55 for classic members (employee pays pre-tax contribution of 12%) or 2% @ 62 for new members under the Public Employee Pension Reform Act (PEPRA) (6.75% employee contribution). The City does not participate in Social Security. Pension contribution limitations set by (PEPRA) are $140,424 for new members or $265,000 for Classic members. Employee contributions will be deposited into a 401(a) account after reaching this limit. Health Plans – City offers two (2) HMO and two (2) PPO health plans. Vision coverage is included at no cost. Employees may waive medical coverage and receive an opt-out credit when providing proof of coverage through another medical plan. Employees hired after March 31, 1986 pay 1.45% towards the Medicare Plan. Dental Plans – The City offers employees two (2) dental insurance plans. One plan is at no cost to the employee. Retiree Health Savings Plan (RHS) – Employees will be enrolled in a Retiree Health Savings Plan funded by a City contribution and an employee contribution. This plan allows employees to save on a tax-free basis for medical premiums in retirement. Vacation – Accrual at the rate of four to nine hours per pay period, depending upon length of service. New employees to the City normally start at four hours per pay period. Employees are eligible for vacation leave upon completion of 13 pay periods. Holidays – 10 paid holidays provided annually. Sick Leave – Accrual at the rate of three hours per pay period, equal to 78 hours annually. Payment is made each January to employees for all accumulated hours in excess of one hundred seventy-five (175) hours. Other Insurance Benefits – The City offers and participates in the payment of a group life insurance program for employees and their eligible dependents. Short-term and long-term disability (STD and LTD) insurance coverage is provided at no cost to the employee. The City of Anaheim, founded in 1857, is a full service, charter city with a Council/Manager form of government. The City Council represents its community members at the local government level. The Position

The Purchasing Agent will take an active leadership role partnering with and reporting to the Director of Finance. In this capacity this position directs, manages, supervises, and coordinates the activities and operations of the Purchasing Division within the Finance Department. Purchasing procures all materials, capital equipment, operating supplies and contractual services by proactively identifying needs, developing cost-effective specifications, strategically sourcing,

conducting competitive bid solicitations, and negotiating contracts. The division is also responsible for the disposition of surplus, obsolete, and scrap materials.

In overseeing a staff of seven employees, the Purchasing Agent must be an engaged, collaborative and progressive leader that encourages productivity enhancements and proactive service delivery to the city organization.

Key Priorities

♦ Assume management responsibility for all services and activities of the Purchasing Division including procurement, reprographics, mail services, purchasing card program, and the disposition of surplus, obsolete, and scrap materials. Recommend updates to policies and procedures.

♦ Facilitate and ensure fair and open competition, and provide professional, respectful, and ethical treatment while ensuring that the City receives the best combination of price, quality, delivery time, service, warranty, etc.

♦ Provide City staff with assistance in the negotiation, writing, and administration of contracts to protect the City’s business and legal interests, minimize costs, avoid waste, and prevent contract administration problems and cost overruns.

♦ Ensure that the City’s interests are represented effectively by utilizing effective negotiations skills.

♦ Attend City Council meetings to obtain organizational knowledge and establish effective working relationships.

♦ Present staff reports to City Council discussing bid results and/or purchasing recommendations.

The successful candidate will have six years or more of increasingly responsible purchasing experience including two years of administrative and supervisory responsibility. A Bachelor’s degree from an accredited college or university with major course work in purchasing, materials management, accounting, business administration, public administration, or a related field is required. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. Possession of a Certified Purchasing Manager or Certified Public Purchasing Officer certificate is desirable, but not required.
