Message from THE GENERAL MANAGER

I am proud to present the Personnel Department’s Annual Report for Fiscal Year 2014-15. As a new General Manager, I am privileged to lead a Department that not only offers quality HR services to other Departments, but also to the valued residents of the City of Los Angeles. So - I invite you along to experience the Personnel Department as I have first-hand. Our Vision, Mission, and Value Statements guide us as leaders in Human Resources Administration. We take pride in our work and have taken innovative and performance driven strategies to heart in developing successful and effective solutions to address hiring, staffing, and training needs. Going forward, we will continue to address the Mayor's priority outcomes and to align ourselves in creating the best-run big City. In 2015-16, we intend to collaborate with other departments, City leaders, and community members on Citywide initiatives, including Workforce Restoration, Succession Planning, Workers’ Compensation Managed Care & Wellness Program initiatives, and Public Safety & Civilian Hiring. Here at the Personnel Department, we are proud of the accomplishments we have achieved, we look forward to meeting the goals we have set out to attain, and we are committed to providing quality HR services to support the array of essential City services and programs. And as you will see in our report, we made things happen in Fiscal Year 2014-15.

Personnel Services to City Departments

The Personnel Department was responsible for overseeing a broad range of HR services. The Department’s responsibilities included:

Workforce Management

Hiring: Recruited, administered examinations, and established employment eligible lists for Civilian and Sworn (Police and Fire) employees; and conducted background investigations for Sworn candidates

Employment Rules: Established rules governing employee promotion, transfer, leave of absence, removal, and reinstatement Classification: Administered the City's job classification plan Equal Employment Opportunity: Administered City equal employment opportunity programs City Department support: Assisted managers with organizational, classification, recruitment, selection, and employee development issues

to ensure a highly qualified, productive, and engaged workforce Records: Maintained employment records for all City employees

Employee Support & Development

Employee Development: Assisted departments with employee development, placement, and workforce and succession planning as well

as provided employee engagement and recognition programs Employee Benefits: Administered employee health and dental insurance and other benefit programs; commute reduction strategies such

as vanpooling and mass transit subsidies; and employee parking Supplemental & Part-Time Employee Retirement: Administered City’s $4.8 billion supplemental retirement savings program and $60

million part-time employee retirement savings plan Health & Safety: Administered pre-employment health examinations and provided medical care for persons in custody of the Police

Department Workers’ Compensation: Administered a workers' compensation program, including vocational rehabilitation for City employees

Personnel Services to City Employees

The Personnel Department serviced a number of programs for City Employees:

Provided customer support for benefits: Health care, Dental care, Vision care, Prescription Drug Coverage, Life

Insurance Coverage, Disability Coverage, and the Dependent Care Reimbursement Program

Administered services to employees impacted by violence, threats, and trauma in the workplace by providing

counseling, interventions, and training, including a new online training course in Preventing Workplace Violence

Provided an Online Training Academy with both mandatory courses and a variety of other courses designed to

promote a culture of continuous learning and personal development

Facilitated career growth by providing the infrastructure to hire, promote and transfer employees within the City

Offered Rideshare participants reimbursement/subsidies for vanpool, bike/walk to work, carpool programs, and

other transit programs

Conducted Ergonomic evaluations of employee workstations to prevent injuries from occurring

Prepared and trained employees on the necessary skills to be a Disaster Service Worker (DSW)

Department members raised

their feet to take steps

toward a future of stronger,

healthier babies and

exceeded our department

goal by raising a total of

$4,523.08.

10K TASK FORCE RECRUITMENT

LAPD and Personnel Department staff participated in recruitment events

designed to reach out to Police Officer candidates currently in the testing

process and answered any questions they had about joining the LAPD.

2,400 LANE-MILE TASK FORCE

Staff was recognized for their efforts to provide eligible and certification lists to Departments

and Bureaus charged with repaving 2,400 lane miles of City streets, achieved for the first time in

the City's history. Selection section staff addressed the hiring and staffing needs, while IT staff

created a new Examination Information Database for this pavement preservation program.

ERGONOMICS RECYCLING PROGRAM

The Occupational Safety Division was able to gather fully-functional ergonomic equipment

that would have otherwise been left in salvage and provided them to employees in need,

which resulted in substantial savings to the City.

The Personnel Department launched a series of short videos on our Internet site, aimed at assisting potential

candidates with the civil service selection process. The following videos were created by our staff and shared via

PERFORMANCE STAT

Implemented Department-wide HRStat (Performance Stat). These

PerformanceStat efforts have resulted in successes in Police Officer

and Firefighter hiring, examining processes, internal hiring practices,

Workers’ Compensation & Safety, and improved customer service.

NEOGOV

Implemented and integrated a new Applicant Tracking

and Hiring Process system using NEOGOV software.

REDUCING THE EXAM BACKLOG

Reduce the backlog by the end of December 2017, to the point

in which an exam can be opened within 30 days of

receiving a request.

SUCCESSION PLANNING

Develop a succession plan by December 2015 with four key departments, and begin implementation of strategies to address recruitment, selection, and training issues by January 2016.

BUILD AN EMPLOYEE WELL-BEING PROGRAM

Launch the type of program that will target and encourage

healthy behaviors related to nutrition, exercise, stress

reduction, and personal financial wellness.

EMPLOYEE DEVELOPMENT (TRAINING)

Train 300 more supervisors in the next fiscal year through our Core Supervisory Training

Program, train at least 390 more employees in process improvement, and increase participation

in online training courses by 10%.

Onward Through Innovation

WORKERS’ COMPENSATION MANAGED CARE PROGRAM

Reach the 2015-16 goal of increasing cost avoidance to $1.5 million per month.
