A 14 CFR Part 150 Study:• Assesses the impacts of aircraft noise on the area surrounding the
airport •
limit its impacts (noise mitigation) • Outlines a program for implementation of noise abatement and
mitigation measures • Allows FAA-approved measures to be eligible for federal funding
Airport Commission’s goal – obtain FAA approval of the 14 CFR Part 150 Study Update to continue to be eligible for FAA grant funding for the Residential Sound Insulation Program

14 CFR Part 150 Overview
Noise Exposure Map Report The noise exposure map report contains detailed information regarding existing and future aircraft noise levels for a specific airport facility.
Status: The FAA accepted the updated NEMs for SFO on January 29, 2016.
Noise Compatibility Program The noise compatibility program report includes descriptions and a detailed evaluation of noise abatement and noise mitigation options applicable to an Airport. • The Airport Commission will recommend continuation of the Residential Sound
Insulation Program.

Noise Abatement Measures • Are intended to reduce actual aircraft noise levels in noise-sensitive
areas by either reducing aircraft noise at the source by using quieter aircraft, shielding noise sensitive areas, or by instituting operational
• 65 dB and higher (i.e., noise reductions within areas developed with incompatible land uses) if the airport sponsor wishes the FAA to consider the measure for approval in a 14 CFR Part 150 Noise Compatibility Program.

Noise Mitigation Measures • Are intended to reduce the effects of aircraft noise on the receiver. • May include outright property acquisition, acoustical treatment or
land use control measures. • Types of noise mitigation:
• Remedial mitigation – intended to improve the compatibility of existing land uses (for instance sound insulation)
• Preventive mitigation – intended to discourage the development of new incompatible land uses (e.g., zoning regulations, preparing and/or amending comprehensive plan documents, etc.)

Established the SFO Aircraft Noise Abatement Office to interface with airlines and the FAA
Expanded the Airport's Rules and Regulations to include a Noise Abatement Chapter

Implemented the Shoreline Departure Procedure• (departures on Runways 28L and 28R) and the Quiet Bridge Approach,.,. (arrivals to Runways 28L and 28R)
Developed a web-based application that displays aircraft flight tracks in 3D

SFO's Noise Compatibility Program
• By 2008, 15,218 residential dwellings treated with sound insulation and 12,630 easements obtained.
• 33 dwelling units treated during the 2010-2012 Phase of the Residential Sound Insulation Program.
• 32 dwelling units in the cities of San Bruno and Daly City treated during the 2012-2014 Phase of the Residential Sound Insulation program.
• The residential sound insulation programs were funded by SFO and the FAA but were managed and implemented by local cities.
