As part of the process in preparing the 2015-2016Ontario Budget, Finance Minister Charles Sousa is conduct-ing a number of ‘pre-budget consultations’ across the pro-vince. He invited the Flamborough Chamber of Commerce(FCC) to join him at the Hamilton meeting.

The consultation was originally scheduled for Monday,February 2 at the Hamilton Art Gallery. However, a viciouswinter storm forced postponement. After he was appointed Hamilton’s newGeneral Manager of Planning and Econ-omic Development but before he formallyassumed his new duties, Jason Thorne ask-ed to meet with Executive Director ArendKersten of the Flamborough Chamber ofCommerce (FCC) in order to familiarizehimself with local issues.

At their meeting, Kersten suggested theFCC organize and host a meeting of localbusiness owners who could then – on aface-to-face basis – share their (often frus-trating) experiences with city hall. To hiscredit, Thorne agreed to the proposal.

The FCC is convinced that the ‘new’Hamilton is facing significant fiscal chal-lenges. It also believes that residential prop-erty taxpayers are ‘maxed out’ (many haveseen their property taxes double and muni-cipal services gutted since the creation ofthe new Hamilton ‘supercity’ in 2000).

The answer to these fiscal realities – theFCC believes – is more commercial and in-dustrial economic development (completewith new employment opportunities andadditional property taxes). Currently, resi-dential taxpayers account for 87 percent ofall tax revenues (even though commercialand industrial tax rates in Hamilton are twoand three times the residential rate).

After his meeting with Thorne, Kerstenconsulted with Councillors Judi Partridge(Ward 15 - East Flamborough) and RobertPasuta (Ward 14 - West Flamborough). Thethree then identified a number of Flambor-ough business owners who had enduredless than ideal experiences with city hallduring the application and approval pro-cesses. Some of those experiences weredetailed in last month’s Bottom Line (avail-able on the FCC website at www.flambor-ough.chamber.ca).

The identified business owners werethen personally invited by Kersten to attenda meeting at the new Harry Howell Arena atClappison’s Corners.

With Councillors Partridge and Pasutapresent, Kersten moderated the meetingwhere one after the other, the business own-ers shared their personal experiences withThorne and several senior officials from hisdepartment. While always respectful, thebusiness owners didn’t hold back in sharingtheir experiences while also providing spe-cific suggestions for improvements. Theconsensus was that city hall needs to em-brace a more applicant-friendly mindset,with bureaucrats partnering with applicantsin seeking timely and creative solutions toplanning and approval challenges.

As a result of the inaugural meeting,Thorne suggested a second where proposedchanges for the ‘Rural Zoning Bylaw’ couldbe discussed. That meeting was chaired byJason Small of the Community Church – thePresident of the FCC Board of Directors. (Atthe time of the meeting, Kersten was meet-ing with MPP Mitzi Hunter, the AssociateMinister of Finance who is in charge of thefile to create a new Ontario Retirement Pen-sion Plan.)

Two items dominated the discussion. The first are proposed new regulations

affecting landscaping companies located inrural Flamborough. There are dozens anddozens of such small landscaping compa-nies located in rural Flamborough and the

FCC fears the new restrictions will forcemany to relocate to neighbouring, morebusiness-friendly jurisdictions such asBrant and Burlington.

The second is a proposal to create newrestrictions (fewer permitted uses) on prop-erties zoned industrial, which would dra-matically impact property values.

Hamilton’s Planning Committee (chair-ed by Councillor Partridge) will consider theproposed zoning changes on March 31 atHamilton city hall. The FCC will be makinga presentation at the meeting. Those whowant to address the Planning Committee onthe proposed changes are encouraged toattend and share thier concerns.

Advocates of chambers of commercehave long believed that when a company isactive in its local chamber, it is doing theright thing not only for the community butfor its own success as well. While there isplenty of evidence to show the impact ofchambers of commerce on their communi-ties, it is much harder to find data thatquantify the impact of belonging to a cham-ber.

A recent study, commissioned by theAmerican Chamber of CommerceExecutives, is designed to do just that:determine the real value to companies interms of consumer outcomes of joining andbeing active in their local chamber of com-merce. Do consumers really support busi-nesses because they are chamber members?

Data for the study come from a scientif-ic web-based survey of 2,000 adults nation-wide. What makes the study unlike most,however, is that almost every question on it

is part of one of several imbedded experi-ments.

This means that respondents were ran-domly assigned to different groups at sever-al points during the survey. Each groupreads something slightly different – like a

description of a company that changes onlya little for each group – but then everyone isasked the same questions thereafter, regard-less of which company description they justread. Therefore, when there are statisticallysignificant differences in how different

groups answered the same questions, weknow exactly why it happened.

This approach yields powerful resultsbecause it bypasses the subjectivity of mostopinion polls. A sampling of some of theseresults proves this to be the case.

• Most consumers (59%) think thatbeing active in the local chamber of com-merce is an effective business strategy over-all. It is 29% more effective, however, forcommunicating to consumers that a com-pany uses good business practices and 26%

more effective for communicating that abusiness is reputable.

• If a company shows that it is highlyinvolved in its local chamber (e.g., sits onthe chamber board), consumers are 12%more likely to think that its products stackup better against its competition.

• When a consumer thinks that a com-pany’s products stack up better against thecompetition because the company is highlyinvolved in its local chamber of commerce,it is because he or she infers that the com-pany is trustworthy, involved in the com-munity, and is an industry leader.

• When consumers know that a restau-rant franchise is a member of the chamberof commerce, they are 40% more likely toeat at the franchise in the next few months.

• When consumers know that an insur-ance company is a member of the chamberof commerce, they are 43% more likely toconsider buying insurance from it.

AND THE SURVEY SAYS:IT’S GOOD FOR BUSINESS TO JOIN THE CHAMBER OF COMMERCE

When consumers know that a small business is a member of the chamber of commerce,

they are 44% more likely to think favorably ofit and 63% more likely to purchase goods or

services from the company in the future.

HAMILTON LEADS THE WAY IN ECONOMIC RECOVERYEach year the Ontario Chamber of

Commerce (OCC) prepares a provincial eco-nomic outlook, complete with various re-gional outlooks. What follows is the region-al outlook for the greater Hamilton-Nia-gara Economic Region, which includesHamilton, St. Catharines, Niagara, Brant-ford and Haldimand-Norfolk.

The Hamilton-Niagara Peninsula(HNP) Economic Region spans the threecensus metropolitan areas of Hamilton, St.Catharines-Niagara, Brantford and Haldi-mand-Norfolk. The combined region repre-sents about 11 percent of the provincialpopulation, about 1.43 million people.

The HNP region grew modestly in 2014as improvements in the manufacturing sec-tor and services industries, including publicadministration and information services,drove employment growth. Employmentgrew about 1.0 percent after a contraction in2013. However, hiring momentum was pri-marily driven by the Hamilton CMA. Themetro area posted employment growth ofabout 2.2 percent which was led by full-timehiring. In contrast, economic conditionsslowed elsewhere in the HNP, as Brantfordretraced 2013 gains and employment in St.Catharines-Niagara was flat.

The region is set for modest economicgrowth as a pickup in U.S. demand, afavourable exchange rate, and the Pan Amgames drive growth in key sectors like man-ufacturing and tourism. Longer termgrowth will be further underpinned by serv-ice sectors, particularly health, which willserve a growing population. The HamiltonCMA will drive growth in the HNP, whileoutlying areas expand at a slower pace.

Manufacturing is not as influential asector as it once was in the HNP. Back in theearly 2000s, manufacturing accounted for20 percent of regional employment – a fig-ure now down to 13 percent as a higherCanadian dollar and global competition cuta swath through steel production and gen-eral manufacturing in the province. While itis unlikely to ever return to those lofty lev-els, the sector showed stability last year andwill be a growth driver over the next fewyears. Sector employment growth was up in2014, with gains led by Hamilton CMA. Theimprovement should persist as the U.S.recovery and Canadian dollar depreciationdrive growth in Ontario manufacturing.

There were relatively few major an-nouncements, but manufacturing wasbuoyed by National Steel Car’s announce-ment of 300 new jobs in Hamilton, andAirbus Helicopters Canada’s announcementof a new production line at its Fort Erie facil-ity.

Hamilton’s steel sector remains stable,but faces challenges from weak demandfrom Asian markets. ArcelorMittal Dofascoannounced upgrades amounting to $87 mil-lion to coke ovens over the next five years totackle emissions. While this will not addjobs, it does signal stability for the plant

going forward. In contrast, news out of U.S.Steel was downbeat as it idled its coke-mak-ing operations while Max Aicher, once her-alded as a potential saviour for the sectorhas yet to produce as it remains locked inlabour negotiations to lower costs.

There were few new announcements

from the agri-foods sector following previ-ous year investments by Canada Bread andconsolidation at Maple Leaf Foods but thesector remains a growth driver sparked bylong-term demand from emerging markets.

Manufacturing is a growth sector forthe economy, but expect services to gener-

ate both near-term and long-term gains forthe region. Tourism will improve in 2015 asthe Toronto Pan Am and Parapan AmericanGames lift activity in the HNP. Hamilton isset to host the “beautiful game”, while row-ing competitions take place in St. Cath-arines. Over a medium- to longer-term,

growth is underpinned by domesticdemand particularly in the Hamilton CMAwhere population growth trends at a mod-erate one percent and is in line with theprovincial average.

While Hamilton typically observes a netoutflow to other provinces, it is attractive tointernational immigrants and residentsfrom other parts of Ontario. A renowneduniversity, proximity to Toronto and lowerhome prices are attractive features.Information gleaned from the NationalHousehold Survey suggests that more than15 percent of the employed work-force inHamilton-Burlington commuted to regionswithin the Toronto CMA – particularly,Toronto City, Mississauga, and Oakville. Wecan expect population growth to remainnear one percent each year through 2016.Elsewhere in the HNP, low populationgrowth trends below half a percent.

Service-oriented growth is alreadyapparent. Investments in healthcare, suchas the recently completed Margaret andCharles Juravinski Centre for IntegratedHealthcare is expected to generate 400 newjobs over the next few years. Other signifi-cant projects built in recent years haveincluded Tim Horton’s Field, LR Wilson Hallat McMaster University and the aforemen-tioned Outlet Collection Mall.

REGIONAL REPORT HIGHLIGHTS• The region’s unemployment rate is dropping

steadily, from a high of 9.2 percent in 2009 to a projected 5.8 percent in 2016.

• Housing sales in the region grew by 5.8 percent in 2014, the highest gain of

any region in southern Ontario.• The region’s population is growing (0.7 growth isexpected in 2015), albeit at a slower rate than the

provincial average (1.0 growth is expected in 2015).

How many times have Canadians been warned that interestrates will increase eventually? What a surprise when the Bank ofCanada lowered the rate to 0.75%, a move that no economist hadpredicted. The big question is what does it mean for Canadianbusiness?

The first and most immediate effect was to weaken the dol-lar, which fell 1.5 cents following the Bank’s announcement to$0.81. Going forward, we’ll see even more pressure on the loonie.The market expects the U.S. Federal Reserve to start raising inter-est rates sometime in the second quarter of 2015. That’s not goingto happen in Canada, and in fact, there is a slim chance that ourrates could go even lower. As a result, investors will move out ofCanadian securities towards the U.S., weakening the loonie evenfurther.

In terms of the actual cost of business loans, we are unlikelyto see much change. In normal times, the Bank of Canada’s offi-cial overnight rate provides a basis for the private sector banks’prime rate. But when official rates get really low, this relationshipbreaks down. Banks have to cover their cost of funds—theamount they pay to borrow plus their administrative costs—which is higher than 0.75%. This means that banks probablywon’t lower their prime rate; most will keep it at 3%. In the U.S.,the prime rate is 3.25% even though the Fed’s official rate is nearzero.

What about longer-term bonds? Those yields edged down-wards, but these have been headed lower for a very long time. Infact, they’ve been trending downward for the past 15 years right

across the developed world. According to the IMF, this is becauseemerging markets like China have accumulated huge amounts ofreserves and as they keep buying rich country bonds, rates areheld down. At the same time, market crises have pushedinvestors away from riskier assets into sovereign bonds, whileuncertainty has depressed global business investment so there islittle demand from borrowers competing for funds. The IMFbelieves that long-term interest rates will eventually return to the3-4% range but not much higher.

Finally, the rate cut speaks volumes about the Canadianeconomy. There has been a lot of speculation in the media thatmaybe lower oil prices could help keep Canada on balance if thenegative impact on oil producers is offset by stronger manufac-turing in Ontario and Quebec. The Bank clearly disagrees:Governor Poloz called low oil prices “unambiguously bad” forCanada. In fact, a lower loonie is good for some manufacturers,but the beneficial effects could take time to materialize, and con-sumers may not rush out and spend the money they save on gas.

Nevertheless, we believe oil prices will get back to the $60-$70 range by year-end. An accelerating U.S. economy combinedwith an 80-cent dollar will eventually boost our exports. Strongereconomic growth is ahead, even if 2015 is a rough ride. And even-tually, interest rates will rise.

When we joke that interest rate warnings are like “the boywho cried wolf,” remember the moral of the story. The wolf even-tually does show up (though not until the second quarter of2016).
