Governor, Rajeev Rai Bhat-nagar today chaired an ex-traordinary meeting of dif-ferent departments toreview their winter pre-paredness at Civil Secre-tariat here.

The meeting was at-tended by Commissioner,SMC, Athar Aamir Ul ShafiKhan; Additional Commis-sioner, Kashmir, Director,Health Services, Kashmir,Chief Engineers of R&B, JalShakti (PHE), PDD,PMGSY, Mechanical Engi-neering Department (MED)and other concerned offi-cials of these departments.

During the meeting, Ad-visor Bhatnagar took stockof various initiatives andworks taken by these de-partments for winter pre-paredness across Kashmirdivision. He directed theconcerned officers to makenecessary arrangementswell in advance and im-pressed upon the depart-mental heads to prepare ac-tion plan in consultationwith each other.

While reviewing the pre-paredness of MED, AdvisorBhatnagar directed the con-cerned Chief Engineer to es-tablish 24*7 control roomsin each district in order tomeet any exigency due toheavy snowfall. He alsoasked them to deploy techni-cal experts and engineers ineach blocks or panchayatsso that the roads and lanesin peripheral areas arecleared on time.

The Advisor also directedthe Chief Engineer MED tofollow proper SOPs whileclearing snow on roads so asto avoid any kind of damageto roads. He also askedthem to deploy machineryand required equipments in

peripheral areas before-hand so as to avoid anyeventuality in case of heavysnowfall.

While reviewing the pre-paredness of SMC, AdvisorBhatnagar directed theCommissioner to devise aplan at micro-level with allconcerned departments toavoid any issue during op-erationalisation of machin-ery and other equipmentsduring snow clearingprocess. He also directedthe Commissioner to deployrequired machinery andsnow clearance equipmentsbeforehand in each of thewards in Srinagar city.

The Advisor also askedthe Commissioner SMC toplace de-watering pumps atvulnerable points in ad-vance so that there are lesschances of water logging atthese locations. He furtherasked him to devise a mech-anism for clearing of snowfalling from roof tops in in-ner lanes of the city.

Similarly, reviewing thepreparedness of Health,R&B, Jal Shakti and otherdepartments, Advisor Bhat-nagar directed the officersto maintain close coordina-tion and synergy while exe-cuting different plans bothat micro and macro level.

The Advisor asked the of-ficers that the roads leading

to hospitals both in ruraland urban areas as well asperipheral areas should becleared on priority. Heasked the director healthservices that advance sup-plies of medicines and otherequipments should bemade to those areas whichare bound to be cut by heavysnowfall.The Advisor alsodirected him that extraparamedical staff and doc-tors should be deployed inperipheral areas duringwinter months so as to pro-vide sufficient health ser-vices to the people of far offareas. He further asked thedirector health to establishpaediatric beds in all districtand sub-district hospitals tomeet any exigency in case ofpossible 3rd wave of Coviddue to new variant Omni-cron.While reviewing thepower scenario in Kashmirdivision for the wintermonths, Advisor Bhatnagardirected the Chief EngineerPDD to distribute addi-tional electricity poles tothose areas which arebound to remain cutoff dueto snowfall. He also askedthe Chief Engineer that24*7 call centre for griev-ance redressal should be es-tablished to facilitate thegeneral public.

The Advisor also im-pressed upon the Chief En-

gineer that the damage rateand repairing rate of trans-formers should be main-tained, so as to reduce thechances of public outcry dueto damaged transformerswhich is common in wintermonths due to overloading.

Remarking that Kashmirvalley is witnessing an in-creasing flow of tourists inwinter months, the Advisordirected the departmentalheads to keep close coordi-nation with the tourism de-velopment authorities sothat the tourists don’t faceany inconvenience duringtheir stay here. He askedthem to deploy machineryat main tourist locations fortimely clearance of snow.

While reviewing the pre-paredness of Divisional Ad-ministration, the Advisordirected the officers to pre-pare a plan beforehand sothat traffic chaos is avoidedand run time of essentialservice vehicles is main-tained. He also asked themto establish 24*7 divisionalcontrol room in coordina-tion with the district controlrooms.

During the meeting, thedepartmental heads ap-prised the Advisor about thesteps taken by their respec-tive departments for meet-ing any eventuality in caseof heavy snowfall.

Advisor Bhatnagar reviews winter preparednessof various Deptts in Kashmir Division

The Chief Secretary, Dr.Arun Kumar Mehta todaychaired a meeting to reviewthe progress achieved bythe Rural Development De-partment under variouscentrally sponsoredschemes.

It was informed that un-der MGNREGA, the De-partment has registered98% expenditure againstthe released amount bygenerating 170.87 lakhman-days employmentthrough the issuance of12.41 lakh job cards in thecurrent financial year. TheDepartment has completed44,509 works and has en-sured geo-tagging of98.67% of works underphase I and 84% of worksunder phase II.

Under the RashtriyaGram Swaraj Abhiyan(RGSA), The Departmenthas conducted capacitybuilding training for 37,500PRI members and 3500sector enablers, besides un-dertaking construction andrenovation of 41 PanchayatBhawan. Additionally, 450elected representativeswere also sent on exposurevisits outside J&K to studybest practices being imple-mented in PRIs of otherStates and UTs. The RGSAProgramme aims to de-velop and strengthen thecapacities of Panchayati RajInstitutions (PRIs) for rurallocal governance to becomemore responsive towardslocal development needs.

Under Pradhan MantriAwas Yojana (Grameen),the Department has as-sisted 26,113 households inconstructing pucca residen-tial houses and has regis-tered 60% expenditure

against the releasedamount of Rs. 319.42 crore.

Under Swachh BharatMission (Grameen), RuralDevelopment Departmenthas constructed 10,230 in-dividual household toiletsand 212 community toilets,besides focusing on thepreparation of village-levelsolid/liquid waste manage-ment plans.

Further, J&K RuralLivelihood Mission has mo-bilized and linked 6,345self-help groups (SHGs) tofinancial institutions andreleased Rs. 35.97 crore infavour of 4,244 SHGs. Un-der UMEED, it has covered976 Mahila Kisan underagro-ecological programme(AEP); 292 Mahila Kisanunder livestock assistanceand provided 1,443 house-holds with Agri-Nutri gar-dens. Under Startup VillageEntrepreneurship Program(SVEP), the survey is un-derway in Rajouri andAnantnag districts for thesubsequent rollout of bene-fits.

Moreover, under the In-tegrated Watershed Man-agement Programme, theDepartment is implement-ing 41 projects each underphases IV and V to tap thepotential of rainwater har-vesting and augment watersupply in the watersheds.

The Chief Secretary di-rected the Department toensure 100% geo-tagging ofall assets being created un-der MGNREGA andPMAY(G), besides develop-ing time-series data to trackprogression and develop-ment under the schemes.The Department was alsoasked to undertake de-weeding of ineligible benefi-ciaries under PMAY(G) andclose the scheme by Decem-ber 2021.The Chief Secre-tary directed the concernedto display the lists of all de-velopmental works beingundertaken in the currentfinancial year at PanchayatGhars including the expen-diture on material andlabour.

Dr. Mehta emphasizedthe creation of a databasecapturing the necessary in-formation of PRI membersand formulation of a mech-anism to collect their feed-back on completed works intheir respective jurisdic-tions. “Work authenticationby the concerned electedrepresentative of the PRIwill ensure proper monitor-ing of various developmen-tal works and strengthenthe grass-root democracy,he said”.

The Department wasasked to ensure the creationof at least 20,000 SHGs and

their linkage with variousbanks and markets.

The Chief Secretary fur-ther directed the Depart-ment to prepare all village-level sanitation plans by15th December 2021 andensure their implementa-tion in convergence withthe MGNREGA scheme bydeveloping infrastructurefor scientific solid and wa-ter waste management andassociated biogas genera-tion.Reviewing the low cov-erage under the Himayatscheme, the Chief Secretarydirected immediate inter-vention to boost candidateplacement post-training inconsultation with the stake-holders.

In continuation to theiroutreach programmesacross the UT of J&K andLadakh, Taxpayers Aware-ness Campaign, ‘Mulaqaat’was continued today in thedistricts of Budgam andGanderbal of KashmirProvince, under the guid-ance of the Principal Com-missioner of Income Tax,M.P Singh who heads theIncome Tax Department inJammu & Kashmir andLadakh.

The proceedings werechaired by Rajiv KumarGubgotra, Joint Commis-sioner of Income Tax, Sri-nagar at District Budgamand Smt. Abhishri, Assis-tant Commissioner of In-come Tax, Srinagar at Gan-derbal. Shahbaz AhmadMirza, Deputy Commis-sioner was also present inBudgam and Muzaffar Ah-mad Peer, ADDC was pre-sent in Ganderbal alongwith officers of the CGSTDepartment.

The representatives of thelocal youth, trade commu-nities, fruit growers, smallshopkeepers & business-men and government em-ployees participated in largenumbers in both pro-grammes. Along withspreading awarenessamongst the taxpayers re-garding Income Tax Slabrates, Sh. Rajiv informed

the traders regarding vari-ous sections of presumptivetaxation scheme of the In-come Tax, which provide fa-cility of filing return withoutaccounts audited and with-out the need to maintainbooks of accounts. Smt. Ab-hishri urged and motivatedthe audience to contributeto the task of Nation Build-ing as honest and proud tax-payers.

At both the awarenessprogrammes, special em-phasis was given to encour-age the locals to pay theirtaxes diligently since taxcollection and socio-eco-nomic development gohand in hand. Mr. Adil, a lo-cal youth from Ganderbal,raised concerns about thecomplicated nature of theIncome Tax and GST laws.

The locals from both dis-tricts unanimously re-quested that awareness andeducational camps be heldin their district extensivelyto educate the public about

the same. They insisted thatthe locals wanted to paytaxes but they needed guid-ance with respect to thesame to encourage volun-tary compliance. Both theDepartments assured thelocals that they were com-mitted to the best taxpayerservices and that there is noscope of any bias or harass-ment any more under thenew transparent and ac-countable tax regime.

Other than feedback re-garding taxation issues, thelocals of Budgam and Gan-derbal were urged to talkabout their aspirations fromthe upcoming Union Bud-get.

With regard to the UnionBudget, the locals gave theirideas and suggestions, cen-tric to development of theirrespective districts. Mr.Manzoor from Ganderbalrepresenting the local hor-ticulture community atGanderbal voiced the needto set up a large number of

cold storage facilities for ap-ple, grapes and cherry pro-duction, the need for mar-ket intervention scheme forgrade C apples and avenuesfor marketing & export ofGanderbal’s locally grownfresh fruits. Mr. Bilal Shah, alocal trader from Ganderbalrequested facilitation forthe young entrepreneurs ofthe district. In Budgam, thelocals requested for betterinternet connectivity andincreased focus on industri-alisation of Budgam.

Overall in highly produc-tive detailed interactive ses-sions voices, thoughts andideas of the locals fromGanderbal and Budgamwere heard and recorded.The officers assured the lo-cals that the Income TaxDepartment is a partner inthe development of Jammu& Kashmir and that thedoors of their newly inaugu-rated office in Rajbagh, ‘TheChinars’, are always openfor the public.

The EOs of the commit-tees were directed to allo-cate funds for the function-ing of lights in theirjurisdiction.

President MCA, HilalShah said that MunicipalCommittee Anantnag hasalso initiated the process forconstruction of centralverge dividers on the inte-rior roads to reduce trafficcongestion.
